31-12-2015 Com.Susanta Das BS North is retiring due to super annuation today. He will continue to be BS/North till next conference. He worked as DE/Dumdum/Extl .We will always remain indebted to him for his great contribution towards organisation & working class as a whole. May his retired life be peaceful & healthy. We wish that he will continue to contribute the organisation in future also. Com.Barindranath Ghosh PS to DE/Behala will retire today.Since the establishment of AIBSNLEA he remains abona fide member of South Branch of AIBSNLEA. We wish him happy,healthy & peaceful retired life. Com.Prabir Kumar Kundu AOTR/North is retiring today. He was a bonafide member of AIBSNLEA/North.We wish him happy,healthy & peaceful retired life. Com.Sibapada Chakraborty PA to DE/CRN/Intl retires today on superannuation. He remains a member of AIBSNLEA Central II Branch throughout.We wish him happy, healthy and peaceful retired life.

30-12-2015 On 29-12-2015 CEC meeting held at it was unanimously decided to complete the enrollment (online) within fifteen days.All BS are requested to complete the whole process.It was also decided as per previous decision all members will be presented with a gift as

per approved list by the BS only.

29-12-2015 Report on the meeting held with Director (HR) on 22.12.2015

A meeting was held with the representatives AIBSNLEA and AIGETOA under the

chairmanship of Director (HR). From management side Sr. GM (SR), GM (Pers),

GM (Estt), Addl GM (SR), Jt. GM (Pers), DGM (Estt.) were present along with

Director (HR) and from AIBSNLEA side, GS, FS, AGS (HQ) along with President,

AGS, OS of AIGETOA were present in the meeting. We requested Director (HR) to

review the progress on the agenda items of the earlier meetings. Records of

discussion on the issues is as under:

1. Superannuation benefits to Direct Recruited executives as per the provision of

sub-rule (23) of rule 37A of CCS pension rule and as per DPE guidelines. BSNL

should contribute 12% of Basic + DA as Superannuation Benefits in respect of

Direct Recruits and the effective date of implementation of Superannuation

benefits of BSNL Recruited Employees must be 01.10.2000.

Director (HR) highlighted about the progress made so far on the issue. It was

informed that the note for the Remuneration Committee is ready to be presented

and the same may be done in January month. After the clearance of the

remuneration committee, the matter will go to the board and expectedly the same

can be presented in the next board meeting. On the quantum, it was informed that

the call will be taken by the Remuneration Committee, however Director (HR),

though non-committal but assured that she will try to make it as high as possible.

United Forum Side once again reiterated that the amount should not be less than

12%. On the date of implementation issue, Forum side once again reiterated its

demand for date of implementation should be from the beginning. It was informed

by Establishment cell that the date of effect shall be the date of presidential

orders. Forum side strongly resented the same. Director (HR) assured the Forum

to get the issue reexamined within first week of January.

2. Some issues related to Executive promotion policy (EPP) needs immediate

settlement in addition to CPSU cadre hierarchy and first time bound promotion

after 4 years of service in all these cases.

The same is under progress. There are some observations from Personnel unit

which is being relooked into, however the time line of 26th January, 2016 shall be

adhered to.

On the E2 and E3 standard IDA Pay Scales to JTO and SDE equivalent

executives, committee report has been submitted by GM (Estt) Cell to Director

(HR) office and it is under consideration. The time line of 26thJanuary, 2016 shall

be adhered to.

a. Time bound promotion from E-5 to E-6 to the DGMs promoted from Gr. "B"

Executives:

The proposal has already been approved by the Management Committee of the

BSNL Board. It has been delinked from the HR Plan and now it will be submitted

to BSNL Board for its consideration in the next meeting.

b. Date of effect of Implementation of revised upgraded IDA Pay Scales for the

Executives w.e.f. 1.10.2000 on notional basis:

Establishment cell will submit the case to Director (HR) on the basis of earlier

Board decision. The final decision shall be taken by Director (HR) to review the

case. The timeline of 26th January shall be adhered to.

c. Amendment in BSNL MSRRs of EE (Civil/Electrical/Arch):

The matter is still pending in the court of law. After clearance from the Hon’ble

court further action in this regard would be taken.

3. Conduction of various CPCs on a regular basis:

a. CPC from JTO to SDE (T) CPC against seniority cum fitness quota: Conduction

of DPC for Seniority and fitness quota as per DoPT guidelines for the years 2009-

10, 2010-11, 2011-12, 2012-13 and 2013-14 to fill up about 6600 SDEs posts:

GM (Pers) informed that the draft reply on the rejoinder has been sent to Kerala

Circle for further submission to Hon’ble High Court Kerala and as soon as the

stay order is vacated from the Hon'ble HC Kerala, the CPC will be expedited and

promotion order of 4000 SDEs will be issued immediately.

GS appraised Director (HR) that on 16.12.2015, the last date of hearing at

Chandigarh CAT no body from BSNL side appeared. Director (HR) took it very

seriously and told that the court case should not be dealt in a casual manner. She

further directed GM (Pers) to arrange a fortnightly meeting at the level of DGM

(Pers) with the Associations to have a follow up on the pending court cases. The

next date of hearing is 9th January 2016.

Director (HR), directed GM (Pers) to monitor the court cases closely and ensure

timely action so that the CPC could be conducted.

GM (Pers) further mentioned that in the stay order granted by Hon`ble CAT

Chandigarh on promotion from JTO to SDE Telecom has been clubbed with AO

to CAO court case and one Advocate was nominated to take legal opinion from

ASG/SG on the issue of SC/ST roster implementations on promotions and the

same has been received. Accordingly the action is being taken by the Pers Cell.

b. CPC from SDE (T)/DE(Adhoc) to DE Regular: Immediate CPC to fill up the left

out about 11 DEs Posts and about 750 DEs posts on regular basis up to the

vacancies of year 2013-14.

The court case on AO to CAO promotion is clubbed with SDE to DE promotions.

Stay order in the Hon’ble CAT Chandigarh. The case is now listed for herring on

9th January 2016. Similarly, the review application on SDE’s seniority list number 6

and 7 has been filed by BSNL in the Hon’ble High Court Chandigarh as per the

Hon’ble Apex court directions.

c. CPC from DE to DGM (Engg.) on Adhoc/Regular basis to fill up about 700 DGM

vacant posts:

GS again requested Director (HR) to give directions to expedite CPC to fill up 480

vacant DGM Posts wherein CPC work is already completed and the VCRs are also

available. After a deliberations Director (HR) asked GM (Pers) to take legal

opinion immediately in this regard and accordingly, the legal opinion from ASG is

being taken shortly on SDE’s seniority issue.

d. CPC from JAO to AO and AO to CAO to fill up the vacant posts:

GS further appraised Director (HR) that on the last date of hearing at Chandigarh

CAT no body from BSNL side appeared. Director (HR) took it very seriously and

told that the court case should not be dealt in a casual manner. She directed GM

(Pers) and GM (FP) to coordinate to deal with the court case jointly.

e. CPC from DGM (F)-Adhoc to DGM (F) - Regular basis:

Director (HR) informed that the CPC work is in progress in SEA Cell &

promotion orders will be issued shortly.

f. CPCs from JTO (C/E) to SDE (C/E) and SDE(C/E) to EE(C/E):

Director (HR) mentioned that CPCs from JTO(C/E) to SDE(C/E) are in progress.

And the CPCs from SDE(C/E) to EE(C/E) have been initiated to fill up the vacant

EE(C/E) posts and after the vacation of stay order the promotion orders will be

issued.

g. CPCs from JTO (TF) to SDE (TF), SDE (TF) to DE/AGM (TF) and LDCE from JTO

(TF) to SDEs (TF):

We requested to expedite CPCs to fill up the SDE (TF) and AGM (TF) posts and to

notified LDCE from JTO(TF) to SDE(TF) immediately Dir (HR) directed

GM(Pers/Rectt) to send the requisition to recruitment cell for the notification of

LDCE immediately. GM (Pers/Rectt.) informed that by the 3rd week of January

2016, the notification of LDCE will be issued.

4. Post based promotions for PA/PS, common recruitment rules and nomenclature

and introduction of promotion policy for stenos (dying cadre):

GM (Pers) informed that the committee headed by ED (CN) has completed its

meetings and the report is being prepared. Dir (HR) directed GM (Pers) to ensure

submission of committee report within one week to the competent authority.

5. Restructuring of AD(OL) Cadre:- The committee constituted under the

Chairmanship of Shri Harsh Wardhan Addl. GM(CP&M) BSNL CO. has submitted

the report to the competent authority to revise the pay scale of Rajbhasha

Adhikari at PAR with SDE/AO Scale. Shortly the case will be put up to the

competent authority for approval. We have demanded to restructure the cadre by

change of designation as AD(OL) and to ensure promotion up to DD(OL) STS

Grade.

GM (Pers) informed that the committee recommendation on restructuring of AD

(OL) Cadre has been sent to EF Cell for comments. Director (HR) directed GM

(Pers) to have meeting with PGM (EF) for early clearance of the file.

6. Immediate implementation of digital signature by all circles with respect to EPF

cases settlement of BSNL recruited employees, resolution of all EPF Anomalies,

and EPF contribution during training period.

It was informed to Director (HR) that despite the court orders, field units including

BSNL CO has not implemented it so far which may result into the contempt of the

court which association may soon file if BSNL continues to show its apathy to the

judgement. Director (HR) directed Establishment cell to seek the status from all

the circles and field units.

7. Promotions through LDCE in SDE cadre:

Forum Side strongly protested the slow movement of Personnel cell and non-

appearance of BSNL side in the court cases specially those which have kept the

promotional avenues of BSNL executives at bay. Director (HR) instructed the

Personnel cell to strictly monitor all the court cases related to LDCE and other

Promotions and to give a fortnightly progress to Director (HR) as well as Forum.

She further cautioned personnel cell that non-appearance and casual handling of

the court cases shall be viewed very seriously and responsibility shall be fixed.

Personnel unit assured for an early action in this regard so that the promotion

orders may be issued without any further delay.

8. Settlement of pay anomaly cases wherein senior Executives are drawing less

pay than their juniors and antedating of pay:

Forum pleaded to implement the Honorable Supreme Court judgment allowing

stepping up of pay to all affected executives as the AIBSNLEA was party in the

Apex court. Case of 124 executives decided based on court judgement. However

as discussed in the meeting with Director (HR) and union the case is to be seen in

generality and gentility. GM (Pers) informed that the information of the eligible

executives has been called from Circle to calculate the financial implications. We

requested to an early action in this regard. Director (HR), directed GM (Pers) to

look into the matter.

Regarding antedating of pay, Director (HR) directed GM (Estt.) to hold further

discussions with the association separately to resolve the issue at the earliest.

On the issue of an increment @ 3% at the time of executive time bound

upgradation on their basic pay on time bound promotion and subsequently 3%

increment benefit on vertical promotion, GM (Estt) informed that the case has

been sent to DoT again in view of the comments received from DPE/DOT in this

regard for issuing the directions.

9. E1+5 Increments benefit to JTO (SRD), JAOs 2013 batch and PAs: The BSNL

Management Committee has cleared the proposal of E1+5 Increments benefit to

JTO (SRD), JAOs 2013 batch and PAs which is pending for BSNL Board approval.

It was informed by the forum that despite clearance by Management Committee,

the same has not been presented to board. It was also informed that the same

needs to be presented as fresh agenda item to the board for its consideration.

Management side assured for the same.

10. Early finalization of New SDE RR-2014 & JTO RRs-2014 (without degradation

of Scale & Qualification) and in line with the suggestions submitted by

associations:

Director (HR) informed that the SDE RR-2014 has been resubmitted before BSNL

Board de linking from HR plan. Earlier Board had returned the case with remarks -

to be decided after approval of HR plan

11. Request for fixation of pay in respect of departmental outsiders (TTAs)

appointed as JTOs through JTO Direct recruitment 2007- Issuance of clarification

regarding.

Forum side strongly represented the case of Shri Dheeraj Kumar, one of the

departmental outsider TTAs who was also present in the meeting. Forum side

highlighted that BSNL has been repeatedly ignoring the issue and the same has

been pending despite repeated representations from the Forum side.

Establishment cell has been completely silent on the issue and is not issuing the

clarification which will give these departmental outsiders their rightful due.

Director (HR) asked Establishment cell to examine the submissions by forum in

detail and give the feedback to her expeditiously.

12. Improvement in the revised policy for service GSM, RSRTC & Broadband to

Executive

a. Enhancement of 200 free calls limit per month on RSTC & enhancement of free

call limit on GSM Telephone connection to STS level officers from 500 to 800

calls.

b. Rent free broadband service connection to all executive with BSNL 750 Plan.

Sr. GM (Admn) has processed the case to the competent authority for rent free

Broadband connection

c. All the BSNL Executive should be provided GSM handsets of the cost Rs.

3000/-Rs. 4000/- & Rs. 5000/- to the JTO/SDE/DE level executive instead of

Rs.1500/-, Rs. 2500, Rs.3500/- respectively.

d. All executives should be allowed CUG facility on RSTC at Circle level.

e. 3G mobile service with Data facility to all Executives.

All above issue were discussed in details with justifications and it was assured

by Director (HR) that all above issues are under consideration and shortly

decision in regard will be taken. Regarding data facility on service mobile

connections, Management Committee has already approved it and the orders will

be issued after approval from BSNL Board.

Remaining items of the Agenda will be discussed in the next meeting

22-12-2015 CS talked with CGM/CTD and expressed our deep concern about long pending medical bills of pensioners as well as regular employees of CTD.CGM informed that action in this regard has already been taken and utmost effort is being given to minimize the volume of pending medical bills.We requested to expedite the process so that all pending bills may be kept ready for fund allotment by BSNL CO.We also requested him to grant us one formal meeting regarding this & other important issues relating to development,etc. CGM assured to look into and asked to submit agenda

immediately.

22-12-2015 Today at Telephone Bhavan a meeting demanding 78.2% DA merger for the pensioners & settlement of medical bills ,etc was organised in the call of FORUM/CTD,our members as part of FORUM were present in favour of those demands.CS delivered his speech mentioning our role in this regard.He mentioned the commendable role of our retired association AIRBSNLEWA & its

AGS in exposing 60:40 conspiracy regarding pension by DoT.We

should fight against this unitedly.

18-12-2015 On 17-12-2015 3rd Motivational meeting under the leadership of FORUM held at P & T Community Hall,CC Block,Salt Lake for Bidhannagar Area. GM(CFA II) & DGM-NWO(Bidhannagar) present there.The auditorium was full.FORUM convenor convened the meeting & it was chaired by FORUM Chairman.On behalf of AIBSNLEA/CTD CS,President,OS & Branch president & other Branch leaders took part. CS in his deliberation mentioned the delay in payment of job contract workers may hamper our effort,he also mentioned Gateway problem of BB again has become a regular feature which is telling upon BB service of CTD. GM(CFA-II) in his deliberation admitted that we have to sort out these problems but we have to enhance our service anyway otherwise CTD cannot project good show in Pan India scenario.

16-12-2015 United Forum of BSNL Executives' Association defers the Organizational Action Program.

In response to the PGM SR letter number BSNL/7-3/SR/2015 (1&2) dated 14.12.2015 and

the positive gesture shown by CMD BSNL and Director (HR) in the meeting held with the

representatives of United Forum of BSNL Executives' Association comprising of

AIBSNLEA and AIGETOA for the settlement of the demands on long pending HR issues

submitted by United Forum, United Forum expresses its confidence on the firm & time

bound assurances given by the Head of the Organization and decides to defer the

ongoing action programmes for a period of two months.

Lunch hour demonstration again held at TB as BSNL CO decided to hold MT(SRD) Exam

on 13-12-2015 inspite of our strong demand to scrap MT recruitment as it against PSU

convention.In the call of United Forum of AIGETOA & AIBSNLEA this programme is

implemented throughout India.As a part of this call in CTD a good number of our

members from South,North,TBZ,Howrah,SRP,TB participated.Our president presided

over & ACS concluded with vote of thanks.All the leaders in their deliberation condemn

the sinister & un called for move of BSNL CO and explained the conspiracy behind

it.They gave call to intensify the protest in order to stall this anti executive move.

Lunch hour demonstration in the call of United Forum of AIBSNLEA & AIGETOA has been observed at TB today at 1-30 PM.Members & leaders from all over CTD assembled to protest sinister move of BSNL management SRD of MT recruitment. Other HR demands are on the agenda.CS,ACS & President of behalf of AIBSNLEA/CTD presented our views in the meeting.We

all solemnly promised to forge unity in order to resist this conspiratorial move & unnecessary delay in settling other legitimate demands of different executive cadre.

Hunger Fast on 28-30 December 2015 will be organised in full swing if the demands are not settled.

United Forum of AIBSNLEA and AIGETOA serves notice for agitation programs

United forum of BSNL Executive Association comprising AIBSNLEA and

AIGETOA serves notice to resume organizational action programs which was

deferred on 7th July 2015. The agitation notice has been served against the

arbitrary notification of MT (SRD) recruitment and non-settlement of long pending

HR issues even after the assurances given repeatedly in the formal/informal

meetings. BSNL management with an indifferent attitude has notified MT (SRD)

recruitment to block the career progression of the young and talented executives

of BSNL. The demands are as under:

1.Immediate withdrawal of the MT recruitment notification (SRD) dated 05.11.2015,

scrapping of the MT, DGM RRs altogether and implementation of the

recommendation of the committee headed by ED(NB) on CPSU Cadre Hierarchy

in BSNL and standard E2 & E3 scales for JTO, SDE Equivalent executives.

2. Resolution of various other long pending HR issues like extending 30%

Superannuation Benefits to Direct recruits, Rule-8 transfer cases, Pay loss to

JTOs/JAOs recruited after 01.01.2007 and fixation of pay in respect of

departmental outsider (TTA) appointed as JTOs, conduction of various CPCs in a

time bound manner, first time bound upgradation in four years, declaration of

LDCE results, notional pay fixation of all upgraded pay-scales w.e.f. 01.10.2000,

post based promotions to PS to PPS/Sr. PPS, settlement of Pay Anomaly cases

where junior executives are drawing more pay than senior executives, special

recruitment drive for hard tenure/shortfall circles, restructuring of AD (OL)

cadres, finalization of new SDE RR 2014 in line with association suggestions and

other long pending HR issues submitted earlier.

Protest activity and schedule:

Ø "Lunch/Closing Hour Demonstrations" at BSNL CO/Circle/SSA headquarters

on 4th Dec 2015.

Ø Three days "Hunger Fast" at BSNL CO/Circle/SSA headquarters on 28th , 29th

and 30th December 2015.

Ø "Work According to Rules" with effect from 28th December 2015 till the

settlement of demands.

Ø 5th January 2016 onwards - "Delhi Chalo" for Indefinite Dharna at BSNL CO.

The executives throughout the country will gather at BSNL CO, New Delhi till

withdrawal of the MT Notification and settlement of various HR issues. During

this period, there will be complete non-cooperation with management.

All the CHQ office bearers, Circle/Branch Secretaries are requested to

ensure successful implementation of the above agitation programs by

conducting Executive Body/General Body meetings, Press Conferences,

On 02-12-2015 CS,ACS & OS attended Bijoya Sammilani of AIRBSNLEWA at CTO Hall. All the auditorium was full of members of the organisation.CS in his speech emphasized on the brotherly relation of this organisation with AIBSNLEA and reminded the role of our GS and our whole organisation in establishing and patronising AIRBSNLEWA.We also acknowledged the role of this organisation in helping our organisation.CS promised that we will extend wholehearted support for this organisation in all respect.The programme ended with variety performances.

Convention of development of BSNL/CTD South Area was held on 01-12-2015 at Jogesh Mime Auditorium as per decision of FORUM/CTD on request of CGM/CTD.GM/NWO/CFA-II Sri K C Ghosh,DGM(South) Sri N Rangarajan and leaders of different constituents of FORUM were present on the dais.The hall was jampacked with more than 400 participants ranging from job contract labourers to DE/CAOs.A threadbare discussions took place.Different problems raised.CS,President,ACS,OS,BS(south) and many members participated on behalf of AIBSNLEA.CS in his deliberation gave call to set aside our grievances when we extend service to the cutomers.Our several dissatisfaction & demands must not come in the way of extending service to customers.Good behaviour & promtness also necessary.We must have belief in ourselves that we can revive CTD's past glory.GM in his speech assured to provide materials & early solutions to HR issues in order to remove staff grievances.
