CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The meeting was called to order at 7:00 p.m. with the pledge of allegiance.
APPROVAL OF AGENDA
Motion was made by Dr. Shafer seconded by Dr. Steckley that the agenda be approved as
presented.

NEW BUSINESS
A. BoardDocs Demonstration
Mr. Ertel facilitated a demonstration of BoardDocs via a webinar with the BoardDocs
representative.
BUDGET UPDATE
Mr. Crane, Dr. Terranova and Mr. Brennan shared updates from the most recent information
received from Albany. Dr. Terranova and Mr. Brennan reviewed the budget and provided
updates with the changes from March 23, 2017 information. The Board then had the
opportunity to comment and ask questions.

SUPERINTENDENT’S REPORT
Mr. Crane introduced BOCES I District Superintendent Dan White along with BOCES I
Board of Education member Bob Dickson. Mr. Dickson shared information on what BOCES
I is comprised of. BOCES I has approximately 5000 students and 1500 faculty and staff
members and is the direct link to Albany. Mr. White thanked WICSD for their partnership,
provided an update from Albany and reviewed upcoming changes for ESSA and Common
Core. Additionally, Mr. White commented that additional classroom space has been secured
at the Rush-Henrietta CSD. Lastly, Mr. Dickson invited the WICSD Board of Education to
tour BOCES I.

Upon motion by Mr. Vay with a second by Mr. Charles the following resolution was
offered:
BE IT RESOLVED, that the temporary salary increases for Michael Brooks and
Robert Porcello as outlined in the memorandum dated March 31, 2017 be approved as
presented.

Mr. Brennan reported that an Audit Committee meeting is scheduled for April 13,
2017 at 5:30 p.m.
2. Facilities Committee
Mr. Brennan reported that there will be a Facilities Committee meeting on April 11,
2017. He also commented that we have received SED approval for the library
property.
D. Approval of the Recommendation of the Committee on Special Education

Upon motion by Mrs. Cunningham with a second by Dr. Steckley the following
resolution was offered:
BE IT RESOLVED, that the recommendations dated April 6, 2017 of the Committee on
Special Education for the 2016-17 and 2017-18 school years be approved as presented.

A. Proposed Field Trip
1. DECA International Career Development Conference – Anaheim, CA
Upon motion by Mr. Charles with a second by Mrs. Cunningham the following
resolution was offered:
BE IT RESOLVED, that the field trip to the DECA International Career Development
Conference in Anaheim, CA, April 26-30, 2017, at an estimated cost of $18,600 of
which $3,832 funded by the Irondequoit High School Student Activity Account,
$2,300 from DECA extracurricular account, and the remaining $12,468 funded by the
students attending, be approved as presented.

Mrs. Cunningham reported that at the April 5 meeting there was an update on the
spring trip to Albany and spring advocacy appointments will be scheduled in late
May.

The next meeting is scheduled for April 26, 2017.
Information Exchange (Brian Charles, John Shafer)
The next meeting is April 12, 2017.
2. School/Community Groups
Helmer Nature Center (Meg Steckley, John Vay)
The next meeting is scheduled for April 25, 2017. Mr. Vay commented that the
pancake breakfast was very successful.

WIF (Ann Cunningham)

WI Alumni Association (Brian Charles)
Mr. Charles reported that he received a list of approximately 65 District
employees who are graduates of WICSD and will be sending them an email soon
to enlist their help with the Alumni Association.
TLC (John Shafer, Carolyn Stahl)
Dr. Shafer reported that they reviewed the course evaluation system and Ms. Stahl
commented that they also discussed how to increase Professional Development
attendance.
Facilities (Bill Evans, John Vay)
The next meeting is scheduled for April 11, 2017.
3. Schools
Irondequoit High School (Meg Steckley)
Dr. Steckley reported that her walk-thru has been rescheduled for April 10, 2017.

Dake Junior High (John Shafer)
Dr. Shafer commented on how well done the Dake newsletter is and also
commented on the high opt out numbers.
Mrs. Cunningham commented on the great talent show last week.
Rogers (Ann Cunningham)
Mrs. Cunningham reported that she attended the Faculty meeting last week.
Iroquois (Brian Charles)
Mr. Charles reported that he attended the Faculty meeting last week. He also
reported that the Glow dance was well attended and Where the Wild Things Are
was terrific.
Briarwood/Colebrook (Carolyn Stahl)
Ms. Stahl reported that the talent was wonderful and more than 80 students
participated.
Brookview/Seneca (John Vay)
No report.
Listwood/Southlawn (Bill Evans)
No report.
B. Correspondence
Mr. Crane shared letters that students sent to RG & E to thank them for their work
restoring power and also shared the response letters from RG & E. Mr. Crane also read a
letter from Town of Irondequoit Supervisor Dave Seeley to Monroe County Executive
Cheryl Donolfo requesting that Cooper Road be designated as a “Safe Zone” reducing the
speed limit to 25 mph during certain hours. The Board commented that thoughts and
prayers are with the Lynch family. Lastly, Mr. Crane reported that the Boys’ Basketball
team has been invited to Albany by Senator Funke and Assemblyman Morelle to be
recognized on the floor of the Senator and Assembly for being state champions.

Mr. Vay arrived at 5:36 p.m.
Freed Maxick External Auditor Chris Piedici reviewed the upcoming external audit and provided
the Committee with information concerning changes in audits and school district financial
statements.
Internal Claims Auditor Pat Hartman reviewed the claims process used with the Committee.
Mr. Brennan also shared information around the composition of Audit Committees in
surrounding Monroe County School Districts. A lengthy discussion occurred.
The next Audit Committee meeting is scheduled for June 1, 2017.
The Audit Committee meeting adjourned at 6:54 p.m.

SUPERINTENDENT’S REPORT
Mr. Crane reported that this afternoon a press conference was held concerning safe driving
habits. It was sponsored by Monroe County. Mr. Crane along with East Irondequoit CSD
and the Town of Irondequoit are working with Monroe County to designate Cooper Road as
a Safe Zone reducing the speed limit during certain hours. Along with the Safe Zone
proposal there will be additional signage on our campus to promote pedestrian safety. Lastly,
he commented on the 35 students and their musical tribute to Michael Lynch.

Mrs. Finter reviewed The Musician’s Guide to Theory and Analysis by Elizabeth Marvin and

Mr. Brennan reported that an Audit Committee meeting was held earlier this evening where
there was discussion on the scope and plan for the External Audit. Mrs. Hartman reviewed
the Internal Claims Process. Composition of the Audit Committee was also discussed.
Facilities Committee
Mr. Brennan reported that the Facilities Committee met earlier this week and they reviewed
the Capital Improvement Plan.

A. Approval of the 2017-2018 BOCES Budget and Board Election
Upon motion by Mrs. Cunningham with a second by Ms. Stahl the following resolution
was offered:
RESOLVED, that the Board of Education of the West Irondequoit Central School
District votes to approve the proposed BOCES administrative budget in the amount of
$5,777,091. for the 2017-2018 fiscal year.
Motion Carried: 7-0-0
BOCES Board Election
Upon motion by Mr. Vay with a second by Ms. Stahl the following resolution was
offered:
RESOLVED, to cast one vote for the election of Laura Whitcomb, resident of the East
Rochester Union Free School District, as a member of the Monroe #1 BOCES board for a
term of office which will begin on July 1, 2017 and end June 30, 2019.
Motion Carried: 7-0-0
Upon motion by Mr. Charles with a second by Ms. Stahl the following resolution was
offered:
RESOLVED, to cast one vote for the election of Christine DeTurck, resident of the
Honeoye Falls-Lima Central School District, as a member of the Monroe #1 BOCES
board for a term of office which will begin on July 1, 2017 and end June 30, 2020.
Motion Carried: 7-0-0
Upon motion by Dr. Steckley with a second by Ms. Stahl the following resolution was
offered:
RESOLVED, to cast one vote for the election of Frederick Shippey, resident of the
Penfield Central School District, as a member of the Monroe #1 BOCES board for a term
of office which will begin on July 1, 2017 and end June 30, 2020.
Motion Carried: 7-0-0
B. Adoption of the 2017-18 West Irondequoit Central School District Budget
Upon motion by Ms. Cunningham with a second by Mr. Charles the following resolution
was offered:
BE IT RESOLVED, that the proposed budget for the 2017-2018 fiscal year in its final
form with the anticipated expenditures of $71,997,349 and an anticipated tax levy of
$38,290,570 be presented to the voters of the District on Tuesday, May 16, 2017.
Each Board of Education member was polled as to his or her vote:
Mr. Charles Mr. Charles thanked the administrative staff for the tremendous job
preparing the budget, looking forward and he is in full support of this
budget.
Mrs. Cunningham Mrs. Cunningham thanked the administrative staff for their leadership in

preparing this budget and the incredible number of hours they put into it.
Mrs. Cunningham also commented that budget supports the needs of our
students and she is in full support.
Mr. Evans Mr. Evans commented that this budget meets the needs of our students
and feels that this is a budget that voters can support. He is in full
support of this budget.
Dr. Shafer Dr. Shafer commented that this budget supports the instructional
program and is under the tax cap. He is in full support of this budget.
Ms. Stahl Ms. Stahl commented on the great job by the administrative team in
preparing the budget and is in full support.
Dr. Steckley Dr. Steckley commented that this budget meets the needs of our students
and assures financial health. She is in full support of this budget.
Mr. Vay Mr. Vay thanked the administrative team for preparing this budget,
answering any questions he had and commented that this budget is under
the January estimation. He is in full support.

C. Approval of Personnel for Annual District Vote
Upon Motion by Mr. Vay with a second by Ms. Stahl the following resolution was
offered:
BE IT RESOLVED, that the personnel for the May 16, 2017 annual district vote and the
stipends for each Inspector, Assistant Clerk and Chairperson ($10/hour) and Chief
Inspector ($40) be approved, as presented.

Mr. Evans and Mr. Vay reported that the Facilities Committee met earlier this
week and Mr. Brennan provided the update.

Irondequoit High School (Meg Steckley)
Dr. Steckley reported that she attended a walk-thru and what a great experience it
was. She visited five classrooms. She also noted that she attended a field hockey
game and they wore green ribbons in support of Michel Lynch.
Dake Junior High (John Shafer)
Dr. Shafer reported that he attended the Jazz Ensemble concert and was very
impressed with the number of students involved and the number of students
composing.
Rogers (Ann Cunningham)

Iroquois (Brian Charles)
Mr. Charles reported that he attended the Jazz Ensemble and the Voice Jazz
Ensemble concert recently. He commented on the great music programs in
WICSD and the support our community provides.

All speech language therapists, occupational therapists, physical therapists, school
social workers, school psychologists, Teacher of the Deaf and Teacher of the Visually
Impaired are recommended to serve as a member of the CSE according to their school
building assignment.
The following parents are recommended to serve as parent-member of the CSE/CPSE:
Parent representatives are no longer required at CPSE/CSE meetings. Resources for
parents will be recommended as needed.
