N.B. Entries are restricted to:
Horses – The Championship horses must be eight years old or more and those
specifically invited for the non Championship competitions must be at least seven
years old.
Competitors – The Championship is confined to competitors from the year in which
they reach their 18th
birthday
Only competitors and horses qualified for the Championship may be entered.
In addition fifteen competitors will be invited specifically for the non Championship competitions
only with one horse each.
Entry System – Certificates of Capability:
The deadline date for athletes and horses to achieve the FEI minimum eligibility criteria is
14th
August 2011
Only those competitors and horses likely to be able to compete at the Championship may be
entered. The procedure for qualification must be strictly followed. Upon arrival at the
Championship, Chefs d’Equipe can exchange competitors and horses at will, whether originally
qualified as combinations or not. After the first championship competition, no further changes are
permitted.
INVITATIONS
The Organizing Committee has the right to INVITE 15 riders, with one horse each, to compete in
Non-Championship competitions. These competitors are invited by the Organising Committee
through their NF. One groom per rider.
6. ENTRIES (Art. 116, 251, 319)
All riders and horses participating in any international competition must be registered with the
FEI.
Entries in Principle: Monday 28th

Each NF must declare whether they intend to participate with a team or
with individual.
Nominated Entries: Sunday 14th
August 2011
Each NF may enter a maximum of 10 competitors and 20 horses. For all
competitors and horses entered, a Certificate of Capability must be signed
and stamped by the President of the National Federation and submitted to
the FEI. The name, mobile telephone number and email address of the team
veterinarian and Chef d’Equipe has to be included with the entries.
Entries must include the following information on horses:
Name, date of birth, breed, country of birth, stud-book initials, FEI passport
number, name(s) of owner(s), colour, sex and qualifying results.
Entries must include the following information on competitors:
Name, FEI-ID, date of birth, address, email, phone and qualifying results.

Definite Entries: Thursday 1st September 2011
Each NF may enter a maximum of 5 competitors and 10 horses or 1 to 2
individual competitors with 2 horses each. All competitors and horses must
be chosen from the list of nominated entries.
Entry fee per horse: 500,00 €. Competitors will have to contribute to the MCP cost by paying
12,50 CHF per horse (Approx.10,00 €) in addition to entry fee.

All entries must be submitted using the HippoBase online entry system. The OC and the FEI will
regard the data supplied online as the only official entry information. Any information sent to the
OC by email or fax, which could also be entered directly into the online system, will not be
accepted. The FEI will approve participation (certificates of capability) based on qualifying results
entered into the system. The combined document for Nominated Entries and Certificate of
Capability has to be generated from the data in the HippoBase entry system. As previously stated
it must be signed by the President of the NF and sent either by fax or as a scanned picture file to
the FEI Jumping Department (FAO Anna Williams – [email protected] / +41 21 310 47
60). Competitors and horses not listed on this document will no be permitted in the Definite
Entries or to be used for any substitutions.

N.B. If any competitor withdraws after the date of definite entries without a valid reason (i.e. other
than illness or lameness), the competitor’s NF will be held liable to reimburse the OC for the
actual financial loss suffered by the OC (i.e. limited to stabling and hotel expenses) as a result of
the late withdrawal.
IV. FACILITIES OFFERED (Art. 132, 133)
1.- COMPETITORS / CHEFS D’EQUIPE / TEAM VETERINARIANS
All Championship competitors, including the 5th
rider of each team, Chef d’Equipe and Team
Veterinarian, will be offered “single room” accommodation (bed and breakfast) at the expense of
the OC from September 12th
till one day after completion of the Championship.
ALL the hotel reservations for the above mentioned should be done ONLY through the Hippobase
system.
The deadline for accommodation requests is August 15th
. After this date, no additional
requests will be attended.

Competitors, chefs d’equipe and team veterinarians will be offered lunches and dinners at the
showground and at the expense of the OC from lunchtime on the day prior to the start of the
Championship, until lunch on the last day of the Championship.
N.B. Extra items such as drinks, tips, invitations, telephone, supplementary breakfast, etc., will be at
competitor’s expense. Competitors requiring accommodation beyond the dates stated above will be
required to pay for such accommodation.
2.- GROOMS
Grooms of Championship competitors will be expected to use their own lorry/caravan
accommodation wherever possible. Alternative accommodation for Grooms will ONLY be
reserved upon request, notification of which must be received prior to Monday 12th
August. In the case of the latter, Grooms will be offered “single room” accommodation (room only) at the
expense of the OC from the day on which their horses arrive at the facilities and not before
September 10th, until one day after completion of the Championship (September 19
th Monday
morning).
N.B. Extra items such as drinks, tips, invitations, telephone, etc., will be at groom’s expense.
Grooms requiring accommodation beyond the dates stated above will be required to pay for such
accommodation.
Grooms will be offered meals (Breakfast, Lunch and Dinner) at the showground and at the
expense of the OC from lunchtime the day prior to the start of Championship (12th
September)
until one day after completion of the Championship.
Sufficient sanitary and showering facilities for male and female grooms, with hot and cold water
will be provided by the OC.

Any additional accommodation required by National Federations for NF managers, other team
members, owners and other persons accompanying riders and for those wishing to attend the event
in support of a team and/or individual competitor should be done ONLY by email, to the

5.- HORSES
All Championship horses, including the horse of the 5th rider on each team, and all horses taking
part in the Non-Championship competitions will be stabled free of charge in boxes (3 x 3 m) on
the show grounds. The stables will be open from noon on Saturday 10th September to Monday
19th September, 2011. If horses should have to extend their stay due to any circumstances after
19th September, all expenses that arise are at rider’s or owner’s charge
The OC will grant reimbursement of transport charges, 100,00 € per truck (one per foreign
Championship competitor), independently of the number of grooms and horses each brings, from
the border to Club de Campo Villa de Madrid and back.
The OC will cover the Government, veterinary customs and importation cost at the Spanish
border.
VERY IMPORTANT: We would like to inform all the riders that the Organizing Committee

6.- WELCOME
The time and date of arrival of riders and horses and their means of transport must be given to the OC in
order to assist them on arrival.

7.-LOCAL TRANSPORTATION ARRANGEMENTS FROM HOTEL TO SHOWGROUNDS
Courtesy transport will be provided between the Official Championship Hotels accommodating riders,
chefs d’Equipe, team trainers, team veterinarians and officials and the showground.
8.- ADVERTISING AND PUBLICITY ON COMPETITORS AND HORSES (Art. 136.1-2)
The competitors are authorised to carry the logo of their personal sponsor and / or team sponsor on the
saddle cloth in accordance with Art. 136.1-2. The Chief Steward will check that the advertising and
publicity on competitors and horses complies with Article 136 of the General Regulations.

In the event of equality of points to determine the award in this trophy, the classification in
competition nº 7 (Grand Prix) is decisive.

3.- PRIZE GIVING CEREMONY
The distribution of prizes, trophies, ribbons etc. will take place at the end of every competition.
For the prize giving ceremony, the FIRST FIVE PLACED RIDERS, will enter the arena riding their
horses.
The owner of the winning horse will be invited to enter the arena for the prize giving ceremony of the
Grand Prix.
In addition, FEI Medals will be awarded to each team member of the three best placed teams in the
Team Championship and for the first, second and third placed individuals in the Individual Final.
The riders are obliged to follow the indications given by the Director of Ceremony and offer their
collaboration.
4.- DEDUCTIONS FROM PRIZE MONEY
The prize money won will be paid after deduction of any possible outstanding debts of the respective
rider and/or his horses’ owners at or in connection with Championship.
In accordance with the Spanish Tax Laws, the Organizing Committee will withhold the percentage
established by the Law from the amount of prizes.
As a consequence and regarding prizes won by non Spanish riders (considered as tax residents in
another country different from Spain), a withholding tax of 24% will be deducted from the gross
amount of the prizes.
According to Spanish Personal Income Tax Law, a withholding tax rate of 15% to the prizes won by
Spanish tax resident riders will be of application.
Please note that the amount withheld is considered a payment on account of the Personal Income Tax
of the rider and, consequently, may be partially or total recovered following the tax treatment provided
in the corresponding double tax treaty, if applicable, or under the provisions set forth in the legislation
of the country of residence.
In this sense, Spanish riders will receive the corresponding invoice prepared by the OC (including the
Spanish rider as the issuer of the invoice) indicating the amount of prize money (taxable base) plus
VAT quota. Spanish riders will be responsible for paying their VAT due to the Spanish Tax
Administration. Foreign riders must follow the same procedure, but the OC will be responsible for
paying the VAT to the Spanish Tax Administration on account of the rider.

5.- INSURANCES
All owners and competitors are personally responsible for damages to third parties caused by
themselves, their employees, their agents or their horses. They are therefore strongly advised to take
out third-party insurance providing full coverage for participation in equestrian events at home and
abroad, and to keep the policy up to date.
All participants must make sure that their personal insurances for civil responsibilities, accidents,
illness, etc. are valid

- For the activity performed.
- For the country in which the activity is performed.
In the case of a competitors insurance not being valid, he will not be covered by the civil
responsibility of the Organizer.
The horses, the material or the tack of the riders, remain totally under their responsibility and custody
during all the show.
All the repatriation costs caused by an accident will remain under the responsibility of the participant.
All owners and competitors are personally responsible for damages to third persons caused by
themselves, their employees, their agents or their horses. They are therefore strongly advised to take
our third-party insurance providing full coverage for participation in equestrian events at home and
abroad, and to keep the policy up to date.
The Organizing Committee and its officials are not responsible for material and corporal damages
caused by accidents of the participants, the horses or employees. Including the damages to vehicles,
belongings, tack and stable accessories and other objects (including thefts, losses, fire, floods and
other accidents).
As a consequence, the participants renounce to any legal procedure against the organizer.

THE FEI CODE OF CONDUCT
FOR THE WELFARE OF THE HORSE
The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to
adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse
must be paramount and must never be subordinated to competitive or commercial influences.
1. At all stages during the preparation and training of competition horses, welfare must take precedence over
all other demands. This includes good horse management, training methods, farriery and tack, and
transportation.
2. Horses and competitors must be fit, competent and in good health before they are allowed to compete.
This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares
and the misuse of aids.
3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas,
ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after
the event.
4. Every effort must be made to ensure that horses receive proper attention after they have competed and that
they are treated humanely when their competition careers are over. This covers proper veterinary care,
competition injuries, euthanasia and retirement.
5. The FEI urges all involved with the sport to attain the highest levels of education in their areas of
expertise.

Championship Penalties:
The scores obtained by each competitor will be converted into points by multiplying the time of each
competitor by the coefficient 0,50; the score must be rounded up or down to the second decimal place.
The second decimal place will be rounded up from 0,005 and rounded down from 0,004. The
competitor with the lowest number of points after this conversion will be given zero penalties, the other
competitors being credited with the number of penalties representing the difference in points between
each of them and the leading competitor. If a competitor is eliminated or does not complete his round
for any reason, he will be awarded the same number of penalties as that incurred by the competitor who
has been the most severely penalised, plus 20 penalties. If the competitor concerned has himself
received the highest number of penalties before being eliminated or retiring, 20 penalties will be added
to his score.
Adding the 20 penalties is done after the time difference has been converted into penalties.

Second Competition – 1st Round, Team Final and Second Individual (To be run in accordance

Only the competitors and horses, which have taken part in the first competition.
Maximum Height: 1,60 m.
Maximum Width: 2,00 m. (2,20 m. for Triple bar)
Maximum Width of water jump: 4,50 m. (including the take-off element)
Length of course: minimum 500 m, maximum 700 m.
Speed: 400 m/m
Starting Order:
Individuals - First to start in Round 1st of the Team competition are all individuals. The starting order
of individual riders in Round 1 of the Team competition is according to the reverse order
of individual classification in the first competition. In case of equality of penalties for
any place competitors retain the same starting place as in the first competition.
Teams - Following the first individual competition, teams are divided into two groups based on
the results of the best three competitors in each team. The first group of teams to star in
the first round of the team competition is that with teams placed eleventh and beyond.
The group with teams placed first to tenth and those ex-aequo for tenth place start last.
Teams in each group start in the reverse order of classification resulting from the first
individual competition. There is a draw to decide the starting order for teams in case of
equality of penalties.

Second Competition – 2nd
Round, Team Final and Second Individual (To be run in accordance with

The 50 Athletes (such number to be increased if there is equality for the 50th
place) having the best
score deriving from the addition of the scores obtained in the First Individual Qualifying Competition
and First Round of Team Competition are allowed to participate.

Maximum Width of water jump: 4,50 m. (including the take-off element)
Length of course: minimum 500 m, maximum 700 m.

Starting Order:
Individuals -The starting order of the individuals qualified to compete in Round 2 is set according to the
reverse order of the aggregate penalties incurred in the first individual competition and the
first round of the second individual competition. In case of competitors with equality of
penalties, the score of the first competition will decide their starting order.

Teams - The starting order of the teams qualified to compete is set according to the reverse order of
total penalties of the best three competitors per team incurred in the first individual
competition and the best three competitors per team in the Round 1 of the team
competition. Teams with equality of the penalties retain the starting order of Round 1.
Classification – Team Placing:
The ten teams and those with equality of penalties for tenth place receive their placing by adding the
penalties incurred by the best three competitors in each team in the first competition and the penalties
incurred by the three best competitors in each of the two rounds of the second competition. The team,
which has obtained the least number of penalties will be placed first and declared FEI European Team
Champion.
In the event of equality of penalties between teams for first, second and/or third place, there will be a
jump-off against the clock in which all team competitors may take part, over six obstacles, which may
be increased in height and/or spread at a speed of 400 m/m. The score in this jump-off is obtained by
adding the penalties incurred by the three best competitors in the jump-off added together will decide
the winning team as well as those placed second or third. The score of this jump-off is only to
determine the placing of the teams and will not count towards the final scores of the individual
competitors.
If two jump-offs are required, the jump-off for the third place shall precede the jump-off for the first
and the second place. If after the jump-off there is equality of penalties and time for one of the first
three places, the teams concerned will be placed equal.Teams not qualified for the second round of the
team competition receive their placing by adding the penalties incurred by the three best competitors in
each team in the first competition and the penalties incurred by the three competitors in the first round
of the team competition.

Eligibility: This third competition is compulsory for the 25 best-placed competitors and horses
(including those with equality of penalties for 25th
place) according to the cumulative
penalties over the first and second competitions or according to the cumulative penalties
over first competition and first round of the second competition as well as the rounds
replacing the second round of the team competition for individuals and members of teams
not qualified for the second round of the team competition. Competitors must have taken
part in the first competition (completed or not) and have completed the second competition
(without having been eliminated or having retired) or have taken part in the first
competition (completed or not) and have completed the first round of the second
competition as well as the round replacing the second round of the team competition for
individual and members of teams not qualified for the second round of the team
competition (without having been eliminated or having retired). If for any reason one or
more of these 25 best placed competitors are unable to start, they will be replaced by
participants from the reverse list of five competitors.

Starting Order:
Round A -The starting order for Round A will follow the reverse order of penalties incurred in the first
and second competitions. For those individuals and members of teams not qualified for the
second round of the team competitions the starting order will follow the reverse order of
penalties incurred in the first competition and the first round of the second competition as
well as the round replacing the second round of the team competition. In the event of
equality of penalties, the score of the first competition will decide the starting order. The 25th
qualified will, therefore, start as number one.
Round B - The starting order for Round B will follow the reverse order of total penalties incurred in
Round A of the Final competition, as well as in the first and second competitions. For those
individuals and members of teams not qualified for the second round of the team
competition the starting order will follow the reverse order of total penalties incurred in
Round A of the Final competition, the first competition and the first round of the second
competition, as well the round replacing the second round of the team competition. The
competitor with the most penalties will start first; the competitor with the least penalties will
start last. In the event of competitors with equality of penalties, the score of the first
competition will decide their starting order.
Classification – Individual Placing:
The individual placing is determined by adding together for each competitor the penalties incurred in
the first competition, as well the two rounds of the second competition (disregarding the penalties
incurred in the jump-off if there is one) and the two Rounds A and B of the third competition. For those
individuals and members of teams not qualified for the second round of the team competition their score
in the second round qualifier counts instead of the second round of the team competition.
The competitor with the least penalties will be placed first and declared the FEI European Champion.

In the event of equality for one of the first three placed after Round B of the third competition, there
will be a jump-off against the clock at a speed of 400 m. per minute over 8 obstacles from the courses of
Rounds A and B. The competitors will be invited to inspect the jump-off course.
If two jump-offs are required, the jump-off for the third place shall precede the jump-off for the first
place and the second place.
If after the jump-off there is equality of penalties and time for one of the first three places, competitors
concerned will be placed equal.

Three competitors from the non Championship competitors invited only to take part in the
non Championship competitions. These competitors qualify through competitions 2 and 4.
Ten (10) competitors from among the fifth members of each team. These competitors qualify
through competitions 2 and 4.
Forty-seven competitors from those participating in the Championship based on their FEI
European Jumping Individual classification prior the Individual Final.
The quota of 60 competitors will be filled in case competitors drop out by taking those next
in line on the FEI European Jumping Individual classification prior to the Individual Final.
