VAN NUYS DIVISION OPERATORS won thesweepstakes award in the nine-months Impruv-Ur-Record contest jointly sponsored by the MTA, the BRT,and Transit Casualty. This contest ran from May 1, 1963,to Jan. 31, 1964.

According to the rules of the contest, the sweepstakesaward—a beautiful trophy presented, like the others, bythe BRT, and appropriately inscribed—was to be givento the division that showed the greatest improvement inall six categories of the contest during the nine-monthperiod. In order to determine the winner, the records ofeach division were compared, month by month, with thesame months of the previous year, without regard tomonthly standings in the contest.

In this competition, Division 8 scored 305 points. Thenext highest score was 260 points for Division 1.

Division 8 also won first place in Group II (the inter-urban lines divisions) for the nine-month period.

First place in Group I (the local line divisions) waswon by Division 3. Division 6 was in second place andDivisions 11 and 12 were tied for third.

Brotherhood representatives were on hand at manage-ment-sponsored victory luncheons during the week be-ginning Mar. 2 to present trophies to winning divisions.There were trophies for first, second and third place inGroup I; and for first and second place in Group II.

Also present at all celebrations were high-rankingofficials of MTA, Transit Casualty, the California High-way Patrol, and the Los Angeles Police Department, aswell as governmental and civic leaders.

Operators at each of the two group-winning divisionsdrew for 25 valuable prizes running from pocket lightersto electric appliances. (Identical prizes were drawn forat both Division 3 and Division 8.)

Around the sweepstakes-winning division, the remarkheard most often on awards day was the pardonablymodest: "We're the greatest!"

"Patsy" and "Shoe" Aren't Deaf and Dumb, but They Use-

THE LANGUAGE OF SIGNSJUST ABOUT every kind of sign

you can think of is made for almostevery department of MTA by a totalforce of two men working in a sectionof the Body and Trim Shop at SouthPark under the supervision of GeneralForeman A. F. Kilgore.

They are Pasquale ( "Patsy" ) Gia-coloni, Leadman; and Harlan ( "Shoe" )Schumacher, Sign Painter.

Using both freehand and stencilmethods, they paint on wood, metal,paper, and cloth, the material depend-ing on the type of sign wanted.

"Sign painting runs in spurts, ac-cording to the season," observed thepainters. "The opening of HollywoodPark, Santa Anita, the County Fair,Hollywood Bowl, and other specialseasonal events means we are extrabusy at those times, making signs ofall kinds. A schedule change usuallyinvolves making new signs."

warning signs, directional signs, pas-senger information signs, and safetysigns.

"The department involved gives usthe copy they want on the sign, the

space the sign is to fit, and usually thecolors they want. The layout is up tous—and layout is 50% of the appear-ance and effectiveness of the sign,"said "Patsy" and "Shoe."

MTA Self-Insured for Workmanrs CompSpeedier Care and Faster Payment of Benefits Expected to Result FromNew Plan Controlled by Personnel Dept., Handled by Transit Casualty

BY ACTION of the Authority, theMTA became self-insured for all in-dustrial injury cases occurring an orabout 12:01 a.m., Mar. 1, 1964, ac-cording to an announcement by Di-rector of Personnel W. C. Scholl.

Before this date, all job-incurred in-juries to MTA personnel were handledby the California State CompensationInsurance Fund.

Under the new seif-insurance pro-gram, the Personnel Department willprovide general control and supervi-sion, with the Transit Casualty Co. act-ing as administrator, Mr. Scholl said.The Transit Casualty's Workmen'sCompensation Section will handle thedetail work, including the liaison work.

"This new arrangement will enableus to provide the injured employeewith more immediate contact and care,

as well as faster payment of benefits,"the Director of Personnel stated."Also, as the administration of theprogram is now within out realm ofoperations, we have hopes of establish-ing an improved and more comprehen-sive safety program."

PROCEDURE FOR ON -DUTY INJURIES

Here's what to do if you are in-jured while an duty, according to Mr.Scholl:

1. Secure first aid.2. Report the injury, regardless of

how minor it may appear, to yoursupervisor. If medical treatment isnecessary, request from your Super-visor a medical service order beforegoing to doctor or hospital.

3. Complete Employee's Report of

Injury (Form 38-63) as soon as pos-sible. Secure a copy from your super-visor.

4. Inform doctor, hospital, or phar-macy that MTA is self-insured andthat bills for services rendered shouldbe sent to LAMTA, attention Work-men's Compensation Section, 400Transit Authority Building, 1060 S.Broadway, Los Angeles 90015.FOR ON -DUTY INJURIES ONLY

"Remember, Workmen's Compen-sation Insurance covers only on-the-job injuries or illnesses—not off-dutyinjuries or illnesses, or injuries to pas-sengers," cautioned the Personnel Di-rector.

"Let's hope more of us will havefewer injuries to report!" he con-cluded.

MTA Officials to LeadATA Western ConferenceIn Los Angeles Apr. 5-8

C. M. GILLISS, MTA Executive Di-rector, will be General Chairman ofthe Western Regional Conference ofthe American Transit Association tobe held in Los Angeles Sundaythrough Wednesday, Apr. 5-8.

Headquarters will be the BiltmoreHotel, at Fifth and Olive Sts.

A. J. Eyraud, Chairman of the Au-thority, will preside at die openinggeneral session on Monday Apr. 6, at10:00 a.m. At this Session Mr. Gillisswill present the keynote address.

Other MTA officials will also func-tion at the Conference:

Cone T. Bass, General Manager, willserve on the Program Committee andtake part in a Tuesday afternoon paneldevoted to beneficial new ideal triedout at MTA during the past year.

George F. Goehler, General Superin-tendent of Transportation, will dis-cuss, at a Tuesday session devoted tointernal relations, what operations ex-pects from management.

E. R. Gerlach, Chief Engineer, andWilliam D. McEwen, Senior DesignEngineer, will discuss phases of rapidtransit as related to Los Angeles. Talksare scheduled for 9:00 a.m. Tuesday.Mr. Gerlach will preside in the after-noon over a field trip to the AirPollution Control District MonitoringStation and Chemical Laboratory at434 S. San Pedro St.

George H. Powell, General Super-intendent of Equipment, will be Vice-Chairman of die Maintenance Con-ference. On Tuesday morning he willpreside over a panel session on "Main-taining the new GMC and FlxibleBuses." Panelists will be George H.Wells and A. W. Seyferth, Assistantsto the General Superintendent. In theafternoon, Mr. Powell and bis assist-ants will take ATA guests on a tourof the South Park Shops.

W. T. Reynolds, Director of Pur-chasing and Stores, will give a chalk-talk at 2:30 p.m. on Tuesday on"Triple Header Costs."

John Curtis, Senior TransportationEngineer, will discuss, on Monday, ata public relations session, "Experienceon Use of Freeways by Mass Transit."

D. P. Crooks, Accounting SystemsAnalyst, will report at Tuesday morn-ing's accounting session on MTA'sdata processing system.

Marvin H. Storer, Chief Instructor,will take part in a Tuesday session onOperator training.

Three Teacher GroupsSpend B-E Days with MTA

MTA WAS HOST to three groupsof public school teachers on Business-Education Days in February andMarch.

Alhambra teachers visited the SouthPark Shops Feb. 26 and also heard arapid transit talk by Senior Transporta-tion Engineer John Curtis and a laborrelations discussion by Director ofPersonnel W. C. Scholl.

Lynwood teachers on Mar. 9 heardExecutive Director C. M. Gilliss dis-cuss rapid transit and later visited theInformation Center on the seventhfloor of the Transit Authority Building,under the guidance of Charles Haud-enschield, Real Property Manager andhead of the Information Department.

Pasadena teachers on Mar. 13 had avisit similar to that of the Lynwoodgroup.

MTA Public Relations Representa-tive T. N. Bristow served as liaisonman between the teacher groups andMTA.

"The teachers were most apprecia-tive of the opportunity to hear at firsthand of MTA's history and plans forrapid transit," said Mr. Bristow. "Everygroup was surprised at the extent andscope of our operations."

Thelad won a prize of $125 for this honor,and was also selected Senior Senator atBoys' State, Sacramento. He will grad-uate in June from Burbank High School.

Demolition of ViaductHelps Make Way for NewDowntown Bus Terminal

THE PROPOSED new downtownLos Angeles bus terminal built byGreyhound and incorporating MTAfacilities took another step towardreality in February and March with thedemolition of the historic Pacific Elec-tric Viaduct which occupies part of thesite of the new station.

Construction of the $10,000,000terminal, to be erected by WesternGreyhound Lines on the square blockbounded by Los Angeles, Sixth, andSeventh Sts. and Maple Ave., will be-gin before the end of the year, ac-cording to R. E. Thomas, Presidentof Western Greyhound.

The terminal will have a pedestrianconcourse on the street level servingthe Greyhound bus concourse on thesecond level and the MTA concourseon the below ground level. Publicparking for 625 automobiles will beprovided on the roof.

Long a downtown landrnark, theViaduct was built in 1916 to relievecongestion in the Main St. Station.Extending eastward to San Pedro St.,it enabled the PE trains to loopthrough the station via San Pedro St.The usefulness of the Viaduct ceasedApril 9, 1961, when the last interur-ban train to Long Beach pulled out at3:34 a.m.

JUST SWORN IN as citizens of theUnited States are Division 3 Operatorand Mrs. Reginald P. Willing, formerBritish subjects. In background is theFederal Building, Los Angeles, wherethey pledged their allegiance Mar. 5.

AMERICAN CITIZENSHIP wasawarded Mar. 5 to Division 3 Oper-ator Reginald P. Willing and his wife,Shirley.

The Willings came to the U. S. in1953 from London, where Mr. Wil-ling had driven double-decker LondonTransport buses for seven or eightyears.

"So to all my friends at MTA,please note that I am no longer a'Limey.' Just call me 'Yankee'—Ihave the papers to prove it," said thenew citizen.

"Although we gave up a couple ofevenings each week to attend classesin citizenship—and that was no easytask while working the unpredictablehours of the extra board—we feel thatthe effort was well worth while, forwe now not only know more aboutAmerican history and government, butwe have been rewarded by attainingour goal of becoming American citi-zens."

Mr. Willing compared driving inLondon with driving in Los Angeles:

"Conditions in the two cities arevastly different, beginning with thefact that in London you drive on theleft-hand side of the road. The streetsand roads in the London area are mucknarrower, therefore making the trafficmore congested. In Los Angeles youhave everything going for you: widestreets, automobiles remaining in theirown lanes under normal conditions,

and pedestrians more controlled, withcrosswalks and lights telling themwhere and when not to walk.

"In the London area, people crossthe street where and when the rnoodstrikes them, even when the intersec-tions are Signal controlled. There areno traffic tickets issued for this prac-tice, as it is not against the law. How-ever, there is one law that is the samein both countries: it has never beenopen season on pedestrians."

The former London Transport driv-er also described conditions on theLondon buses:

"Buses are double-decked and two-man operated with a driver and a con-ductor. The driver is in a separatecompartment from the passengers andhis sole job is driving.

"Passengers are allowed to smokeon the top deck and everyone takesadvantage of this privilege. With everywindow closed against the coldweather over there, the conductor hasto fight his way through a thick bluehaze of smoke in order to collect thefares."

THE MYSTERY surrounding 16robberies on MTA buses was clearedup last Jan. 23 when Special AgentRichard W. Kelso and Los Angelespolice he had tipped off apprehendedtwo teen-age boys at Morgan Ave. and50th Pl.

"Fortunately, I had good descrip-tions of the suspects from variousOperators who had been held up,"said Mr. Kelso. "One suspect had worna bright red jacket while committingseveral robberies. He was wearing abright red jacket on the morning ofthe arrest. His partner also fitted de-scriptions given."

The two teen-age suspects werepositively identified by several Opera-tors at Newton Police Station, and,under questioning, revealed the names

of three other accomplices, later ar-rested.

Positive identification by Opera-tors concerned cleared up half of the16 robberies; confessions the rest,according to Chief Special AgentJoseph Shafer.

Four of the five were teen-agers andwere referred to the California YouthAuthority. Trial for the fifth, an adult,on charges of first degree robbery,is pending.

According to Mr. Kelso, all fourof the younger boys were unemployeddropouts from school. They financedthe car they were driving and otherexpenses by robberies, he said.

Several knives were found in thecar in which the first two were ap-prehended.

This is the considered opinion ofDivision 7 Operator Delmar E. Walk-er, selected MTA's Operator of theMonth for March for his outstandingcourtesy.

"I didn't learn all this overnight,"he added. Mr. Walker started work-ing for MTA and predecessors onstreetcars in 1947, and now operateson the heavily-traveled Wilshire andSunset Line 83.

He was highly commended by aregular commuter on his line for his"unfailing smile," his patient, clearexplanations of MTA service to strang-ers, his "calmness and clarity of ex-pression" under all circumstances.

"You feel that he is very muck in-terested in each passenger having apleasant and satisfactory trip," wrotethe commuter.

Operator Walker and his wife, Mar-garet, who works for the Los An-geles County Bureau of Adoptions-live at 3900 Virginia Rd., where, afterhe has finished work for the day,the Operator relaxes by playing theclassical guitar. He also—for his ownamusement—spends some leisure timemaking or repairing television, radio,and hi-fi equipment. At the same time,Mrs. Walker may be working on amosaic or weaving her own cloth on aloom.

RUNNERS-UP

Close behind Mr. Walker, in theopinion of three judges of the Cren-shaw Chamber of Commerce, were Di-vision 3's Edward Avery and Division11's L. A. Nilsen.

"In the five years that I have beentraveling on the No. 25 line, I can hon-estly say that I have yet to comeacross a more pleasant, courteous orpolite driver," wrote a passenger, re-ferring to Mr. Avery.

Mr. Nilsen is "courteous, observant,and pleasant," and he drives "as if heloved it," wrote a passenger.

What Are

`Estate Loans?'

WHAT ARE estate loans? isa question asked since the Jan-uary issue of The Emblem, whichreported their availability fromthe Credit Union at 3/4% permonth.

"An estate loan is money bor-rowed to build an estate, or cashreserve," explained Credit UnionTreasurer T. V. Collins. "It'sreally a form of insurance.

"In making such a loan, theCredit Union simply credits yourshare account with the amountyou borrow, the minimum loanbeing $500. As with any loan,you repay the balance in monthlyinstallments, with interest at3/4% on the unpaid balance.

"But since this loan is in yourshare account, you also receiveinterest ( dividends ). On a three-year loan of $1,000, if the divi-dend rate averaged 4 3/4%* ayear, you would get more in-terest $142.50) than you paidout ( $139.77 ).

"The advantages of this typeof loan are:

" ( 1) Both share and loan ac-counts are insured at no tost tomeintpers.

"(2) The loan would be paidin full by the insurance companyif you died or became totally andpermanently disabled before age60.

"(3) The amount of theshares (if deposited before age55) would be doubled for yourbeneficiary if you should die.(Somewhat lesser benefits arepaid on deposits to shares madebeyond age 55.)

"And, of course, pay-roll de-duction, thanks to management,is available on loan payments andshare deposits."

*Last year the dividend was 5%for the first half, 4.8% for the sec-ond half—thus averaging more than434%.
