I. INTRODUCfION

The purpose of this report is to assist the Bellingham Police Department in the detail design of a records system. The input records and, output reports contained in this document will provide the basic components of a computer-supported management information system for the Department.

It is anticipated that these reports will operate in harmony with the eyjsting traffic information system, and will allow for the expansion into areas such as officer activity and department fiscal accounting.

n. SPECIAL INSTRUCfIONS FOR USE OF INPUT LAYOUTS AND THE DEVEWPMENT OF SYSfEM CODING

Arrest ID Card

Generated on initial arrest only, and is to be fIled manually. Used for identification purposes. Does not support management information system. Use NCIC coding structure for DOB, HT, WT, HA~R.

Arrest Disposition Card

Generated when arrestee is held for prosecution. Supports UCR Annual Return of Persons Charged Report. Use UCR Offense codes and Disposition codes.

Master Arrest Card

Generated on each arrest, including initial arrest, and used to support UCR reports regarding persons arrested. Use UCR Offense and Identification codes.

Primary Offense Card

Generated for each offense report. It provides complainant name index, as well as statistical data for computer reports. Use UCR Offense, Disposition, and supplemental codes. Build seven character literal field to describe offense; build grid system on three-character numeric code and block numbers for future expansion.

Sec~l1dary Offense Card

Gen..;rated for each name to be indexed from an Offense Report, except for the primary name, Provides name index to case file and is not used to support Management Information System. Use codes as outlined for Primary Offense card.

Follow-Up Supplemental Card

Used to identify change of case status generated when status change occurred after Primary Offense card has been processed. Use coding as outlined for Primary Offense card.

Property Supplement Card

Generated vlhenever property and automobiles are stolen or recovered. Use UCR codes for stolen or recovered property type.

Dispa tch Card

Generated from dispatch form each time a car is assigned to make a field contact. Use Bellingham Police Department lO-Code system for type call.
