Farm Colony For Returned Soldiers ENORMOUS CROP FIGURES SHOW

The Farm Help Question I

Pay Liberal Wages and Provide Home Comforts

BRITAIN MUST SE~URE CONTROL ,

OF AIR AS WELL AS THE SEAS SASKATCHEWAN'S PROSPERITY C.P.R. Making Big Preparations to Place Reutrned Soldiers on

Farms

INCREASES 600% IN ONE DECADE In speaking of employment for the

returned soldier after the war, President Shaughnessy of the C.P R., said:

Mr. Wm. D. Flatt, In a very Interest· Ing letter to the Breeders' Gazette, takes up the heJp question for the [armer and tells how he thinks It can be POTENTIALITY OF AIRCRAFT HAS TAUGHT LESSON

PRODUCTION solved. He says:

L.st Year the Province Raised More Cereals Than the Total Production of All Canada in 1900, According to the

Latest Government Figures

"We have been giving this question , the most careful consideration, and have just decided on a comprehensive plan of colonization which will he the largest ot Its kind In Ule history o[ the ~nadlan Pacific Railway, and as you know we have done some colon· Izatlon In the world. 'rhe detaUs of tho colonization plan are be lag worl{ed out just now, and when I tell you that It Involvcs the preparation ot perhaps as many as a UlOusand farms In Westcrn Canada [or occupation In tho spring of next ycar you must realize the size of our undertaldng. Our duty, however, demands that this grcat problcm be mct with thc enerb"Y that It deservcs. One ot the most scrlous problems facing Canada today Is the mattcr of handling the hundrcds of returned soldiers after the war. Their ml1ltary service will have unscttled and unfittcd many o[ them for arc· turn to ordinary clorlcal and seden· tary lI[e, and something wlU havc to be donc to enable them to obtain out· side employment The problem Is further compllcate(1 by the fact that without doubt a very large number ot men WllO will bo mustored out tram the British army will want to eml· grate to overseas dominions, and provisiOn must be made to prQperly take cal e at them and colonize them In sultablc employment.

"Before laying my pen down I must make one remark that applies to this

American contlncnt. We require more farmen!, more farm help, more girls suitable for farnlers' wlvcs, and more domestic help. If the farmers of this continent will do as Grcat Britain has done, provide married men with homcs on farms, assist them to live cheaply bY giving them milk, potatoes, beet, pork, and eggs at rcasonable prices, they will plOduce fam· Illes from which will come boys who know how to [arm and girls who can help the boys make a succe~s. We shall then de\'elop etrlclent, contented hclp. Wo cannot run a farm to Its full capacity without Improved live slack. We cannot run a farm with· out sultlclent and etrlclent hclp any more than we can run a fuc'_ory succossfully that requires skl\led help by attempting to place children at the machlncs. Thera Is nothing [or the young man at today that oITers 11. greater Inducoment than agl'lculture, coupled with Improved lIvo stoclt"

The History of the War Shows That Gr.eat Britain ~lust Creat!) A Second Navy to Rule the \YlDds as the First

One Does the Waves

In 1905 the province of Saskatchewan produced 46,612,136 bushels of lP'aln-whcllt, oats, barlcy, and ~ax -from an urea under crop at l,63S,lIS1 acres. Ten yenrs later the same province ploducea, uccordlng to tho latest Dominion government figures, the same crops to an extent or 334" 336,000 bushols tram an area of 10" 962,000 acres In 1915 Saskatchewlln raised 101,000,000 bushcls of theso ccreals Illore thun tho total production oC all Can lido. In 1900.

During ono dccade the crop production at Saslmtchuwlln, of these four staples alone, Increased 0\'01' 600 POI' cent, while the urea under crop to thcse cerea!s Increased something over 500 per cent. And this covers only one branch of Saskatchewan's farming oporatlons.

Whcu reference I~ made to tho great fertility of Western Canada It Is sometimes met by the argument that as the country becomes older the fertility w\II greatly dccrcase, as has been tho caso In so muny othcr countries. It should bo remembcred that the soli of western Canada Is not the soli of the CIISt. Prot. Shaw, ono of the bcst known agronomists or the United States, after milking an oxhaustlvo study of soil quulltles or

country, and shares In the general prosperity due to the agricultural devclopmcnt.

Remarkable 8S has been the progrcss at Saskntchewan during the last decade, thcro Is cvery reason to believe that the province Is now only on the throshold at Its pI asperity. Tho dlsadvantagcs oC ploncer days, with their lack of transportation, telephone service, good roads, schools, churchcs and markets, have bcen IlIrgcly swept away. Yoars at ox· perlmentation, both by Individuals, corporations, and governments, have added cnormously to the agricultural knowledge of tho country, and now any settler with an carnest doslre to learn can qulcltly acquire the Information neccssary to success. Agriculture In Saskatchewan Is no longcr an experlmcnt. BOth In quality and quantity tho products of tho province are noW big factors on the markets, not only at Canada, but 0\ the world. And all this has becn accomplished wllh 11,000,000 acres undor crop out of a total of 93,000,-000 acres In the province, suitable [or agricultural purposcs.

Horse Sense Western Canada, said:

"Ono acre of average soli In the Canadian West Is worth more than 20 acres at average soli nlong the Atlantic seaboard. The man who tills the tormcr can grow 20 succes· slve crops without much diminution In the yields; whcrcas, the person who tills the latter, In ordcr to grow II single remuncratlvo crall, must pay the vendor of fertilizers half as much for materials to fcrtllize an acre us would buy an aero In tho Canadlun

Ability to M~nagc a Primary Requirement of tho Successful

Farmer In Farmers' Bulletin 704 Is an In

tercstlng scctlon cntltled. "Horse Sense," trom which we quote as [allows:

"Without horse sense Ulere's a poor show [or making a real money success of any Itlnd. Without thllt faeulty otherwise called 'buslncss ability,' 'Industry, capital, credit; and even a thorough Itnowledge of tho most ap· provcd sclentlc mcthods of agrlculturo, all' will bo of little avail. To quality as a business tarmor a man must bC ablc to shllpe his work and change his plans according to changIng weather, shifting markcts, and up-and-down buslncss conditions. He must be able to decide whether he can best dispose of his crop by teedlng, or by seiling on the marltat In seilIng IIvo stock or grain, the farmer must know enough at the actual value of his product to know when the local buyers are orccrlng him a fair price

'Vcst." Bu t let us not try to prove the

point by theories. Hcrc are tacts. In 1905 tho wheat crop of Saskatche·

wan averaged 23.09 bushels per acre In 1915 It avcraged 2854 bushels per acre.

Tho oat crop of Saskatchewan In 1905 avcraged 42.70 bushels pcr acre; in 1916, 6367 bushcls par acre.

Barley, 1905, 2711 bushcls por acrc; 1915, 3683 bushels per acre.

Flax, 1~05, 1571 bushels per acro; 1916, 13.00 bushels per Ilcre.

It will bo note' that, except for t\ax, 1915 shows a substantial Increase pel' [lOre over 1905, and this notwithstanding lhe fact that the 1905 crop was one of thc hOllvlcst evcr rCllped In Saslmtchcwan.

'It Is not cnough to grow a good crop, or even to grow a good crop at a low cost. To make the big crop a business success, It must be disposed of as etrlclalltly as It Is grown-must be so graded and packed as to meet market standards, and so marlteted as to bring the tarmer the highest cur· rent prlccs."

"'rhe problem Is one /of such magnitude that It must bC taced and solved by the British government, but the provincial governmcnts and the large Canadian corporations must also do their part. Heallzlng that the crisis must be met and desiring to take Its share of tho burden of trying to solve this problem and assist the men who hllVO tough t the batiles at the cmplre, the Canadian Pacillc Railway has decldcd to establish In Western Canada colonlcs which, for the momcnt, we are calling Rcturned Veterans' Colonlcs, where men who wish to go In for farming can obtain Improved farms on terms which In time wl\l enable them to become land owners and create homcs [or themselves and their families. These colonies wl\l be given distinctive namcs, probably with military associations, and wUl contain a sufficient number of families In each to Insure social, school and ch urch facilities, and In cach case wl\l Include a central Instructive tarm under a competent agriculturist so that advice and Instruction may be available tor the colonists.

Let us suggest In this can noctlon that It wl\l pay well for the Carmer to give good men liberal wages and good, comfortable homo conditions Then, besides, men should gct rid at tho notion of drl[tlng around from place to place. When the;, strike a good man they should StllY by him as long as possible.

The above caption Is tho title or a no\ el, wrlttcn by Herbert Qulcl{ which attcmpts to awuken the rUlal communities to the antiquated COUlSCS of study In the rural schools and to point the way to the ltlnd of schools that should be provldod tor the boys and girls In the country. Thu boolt IIlso sets forth the difficulties mer when a teacher or anyone clse attempts to change the courses at study In our country schools. The presentation of the country school problem In the form of a story gives to this sub· jcct a different Interpretation and we trust It will arouse sufficient Interest In thoso guarding tho destinies of the country schools to lead them to provide more suitable courses of study.

It Is not comended that tho per· mancnt prosperity of Saslmtchewan Is to be built upon grain raising. Tho most [ertlle soli In the world can be exhausted 11 the process Is contlnucd long enough. But, as has already been said grain raising covers only one bra~ch of Saskatchowlln's tarmlng operations. Look at the live stock ,statistics:

In 1906 tehre were 240.566 horses in Saskatchewan. Now there lire 667" 443: In the same pcrlod the milch cows In the province havo Increused tram 122,618 to 348,540. and other cattle from 360,236 to 573,021. Shoep have Incrcased frolll 112,290 to 192" 014, and swine from 113,DlG to 329,-246.

In other words, managerial ablllty Is a primary requlrcment of tho succossful farmer. As a rule, the farmer of loday has a vcry practioal and efflcIcnt Idea of how to produce the crops. Through his experience, reading and observation he has acquired a very considerable storo of Imowledge regal'dlng the best methods of eropplng and teedlng. 1Iiarketing rather than production Is his perplexing problcm and until that prime reqUisite, horse sonse or buslncss ability, Is joined with the results of observation and experience, It will not bo solved.

"Our experience In connection with the rClldy-made [arm has been Invaluable, and wl\l enable us to avoid mlstakcs which are Inevitable to new undertaldngs. The burden which we propose to carry will be no IIgh tone, as human nature Js such that thcre are always fault-finders-always square pegs which will not fit Into round holes We have had such cases In connection with our rcady-made farms, but on tho whole the colonlcs established under tho rcady-made farm scheme have been highly successful; for Instance. Scdgewlclt, which has a group of settlers of which Westcrn Canada may well be proud. But we are prepared to face all the troubles, aU the pctty annoyances which occur In connection with this stili greater schcme,. realizing that It Is our duty towards the empire to which we are proud to belong."

Sudan Grass Meeting With Great Favor Among American Farmers

Wo have long rellllzed that the country schools are not, on the whole, serving their districts with the greatest eITlclency. The courses olTerod by many of these Institutions are obsolete and should be revised to 'mcet the requirements of the Ideals and standards of the present centUl Y There Is no good rcason why so mllny of tho country schools should be as mum as an oyster upon the subject of agriculture. So tar as they are concerned, you might thlnlt there Is no sueh occupation as [arming. Wo would not bellltle tho 1Undarnentals In our cducatlonal syslem, but these wonld not be Impaired In tho least by Incorporatlng'ln the courses of the countl y schools Il. few subjects pertaining to agriculture If done In the right way, the agricultural subjccts would aid matcrlally In teaching the funuamcn tals, as every boy and girl In thc country has a knowledgo of tho things of the farm which can be relld· lIy used for lIIustrations and ex· amples.

Mr. Quick points out. the Injustice done the boys and girls of the rural sehools by not having their courscs at study better adapted to their needs. We shll.I'e In this opinion and hope the time is not far distant when those who are In dlreet charge or the country schools will see thclr duty and thon ha\'e the courage to do It.

Jloun~s of buttcr valued at $1,059,443. They produced Ico cream and butter· mlllt to a value of $379,153-more than 10 times the total value of thclr butter production (only eight years ago. Moreover, they have cstabllshed a reputlltlon tor Saskatehewan butter on the marltet, which has roo sui tcd In a dcmand that Is prac;tlcally inexhaustible. In 1915 62 carloads of buttcr were shipped out of the provlnco, and the Industry Is just In Hs In fancy.

Theso figures aro sufflelent to . prove that Sasltatchowan's prosperIty Is a very real taot, and that It is purt and parcel of the agricultural devclopment of the province. It Is true that Saskatchewan has other industries which have contributed to the general prosperity, but It will be found that they aro closely rclated to agrlculturo, and the succcss of the farmer has mado their succcss possible, while at the same tlm,O thcy havo contrlbutod to the farmcr s prosperity by onlarglng his home market or providing his necessities. For Instance, tho provlnco has an annual lumbor cut of appro:tlmately 250,000,000 feet. This output affords a valuable local source of supply to tho fllrmer, while at the same tlmo the men and teams ongaged In the tndustry consume his flour, oats, butler, eggs, milk, vegetablcs, meat and hay. The province's fisheries represent an Income of $150,000 a ),ear, and of cour.!le It Is Impossible to record fish taken by farmers from countless lakes and streams for their own use.

It Is peculiarly necessary for us to put Into the maintenance of our trade all the energies than can be spared from the military and na.val efforts requlrcd for victory. For It Is largely on our financial heJp that our allies must rely. Out of the 1,690 millions which may bo our expenditure for the present year, our advances to them represent, Indeed, about 420 millions, and next year we may havo to find a stili larger sum. \Vo are finding, and shnll continue to find, the money, and It means tllat we are trading It In goods, whUo we shall eventually be repaid In goods. For this .PUI'· paso we are taxing ourseJves now to tho extent at II third of our own war expcndlture, and have provided well over the Interest and sinking fund on our borrowings .. So far therefore, our trade hns stood us In good stead. And there Is no rea· son to doubt our ability to meet either the financial or the cammercllli strain In the coming year or lator with equal SUCCCfiS, under goo(1 guidance and management, and with a financial and commercia.l polley which meets the new condltions.-London Times.

Saskatchewan has a yearly production or about $800,000 worth of Il\lnerals, mainly. coal, which Is largely consumed by settlers In tho district In which It J. mined. Even Il\anutacturlng has made a ,s~art In tho provlnco, and now distributes wales amounting to over $2,000,000 ,.early and produces f1nlsh&d products "alued at oyer six millions.
