1989. The Number. Another summer Those lyrics are from one of the most prolific and iconic songs of all time, Fight the Power by Public Enemy.The words played over and over in my head as I read about the violent deaths of Michael Brown, Dante Parker and Demarcus Walton. On August 9, Mr. Brown and a friend were walking down the street when Officer Darren Wilson stopped them and told them to get on the sidewalk, according to reports. Witnesses say that Mr. Brown’s hands were in the air when Officer Wilson shot him down. While Mr. Brown’s death has led to protests and extreme measures that continue to dominate headlines, Mr. Parker’s situation has not garnered as much of a response and Mr. Walton’s death was a lead story for a few days.
According to reports, Mr. Parker was riding his bicycle while black on the streets of Victorville CA, when he was stopped by a sheriff ’s deputy because he was considered to be a suspect in an attempted burglary. It seems that in the report, a witness said the culprit fled on a bicycle.
The police report says that efforts to detain Mr. Parker met with resistance because he became “uncooperative and combative.”
A struggle ensued and despite the use of a taser “multiple times,” Mr. Parker was resistant. Officers were finally able to gain control. Following his arrest, officers requested medical attention for the Victorville Daily Press employee, who was taken by ambulance to the Victor Valley Global Medical Center where he died.
At least two witnesses say Mr. Brown had both his hands raised in the air when he was gunned down on the streets of Ferguson, MO by police officer Darren Wilson. Demarcus and friends were gathered at his home when Justin Pharez Smith (no relation) decided to rob and murder everyone. From many accounts, this was an “inside job” and other “friends” conspired to kill the father of eight and three other women. One woman who begged for mercy was shot, feigned death, survived her gunshot wound and provided information to arrest Smith. There are many more stories that could be told about violent murders occurring in our communities. These aren’t “untimely” deaths, because I don’t know when a death could be considered timely. BUT, these all were senseless deaths that continue to cause a lot of pain to those left behind. People across the country are speaking out about the shootings
by police officers and activists are stressing the need to end violence. There are so many casualties and we appear to be losing the war. Too many young brothers are
ending up in prison, the cemetery or the crematorium. Twenty-five years after Public Enemy told us to “fight the power,” we find ourselves needing to
revisit that message and turn this moment into a movement!It’s high time to “DO THE RIGHT THING!”

Our country’s mental health system is in shambles, and many of the most severely ill are being harshly excluded from treatment systems.
Many of the most severely ill are destitute or homeless. For them, private health insurance is not an option. Medicaid is the only way that many low-income people and the mentally ill can access healthcare.
The Institutions for Mental Diseases (IMD) Exclusion, however, prohibits Medicaid from paying for care received in mental health institutions if a hospital has more than 16 psychiatric beds.
Not only is this a barrier to treatment for those who need it most, the IMD Exclusion is extremely costly to state and federal governments when untreated patients are stowed away in correctional facilities, or live on our streets.
Seventy years ago, there were 550,000 inpatient psychiatric beds in our country. Today, there are fewer than 40,000. The IMD Exclusion has accelerated the shortage of psychiatric beds during the “deinstitutionalization” process because it gives states an economic incentive to close hospitals.
It has inadvertently caused penal institutions to become warehouses for the mentally ill, and for many homeless people.
Patients with mental illness, especially those with severe cases, need access to acute care psychiatric beds if they have any chance at recovery.
The consequences of non-treatment due to the IMD Exclusion are extremely visible in our communities.
People with untreated psychiatric illness now make up one-third of the estimated 600,000 homeless population.
We must recognize the price that our society pays when untreated individuals with mental illnesses find themselves incarcerated. In 2012, there were an estimated 356,268 inmates with severe mental illness in prisons throughout our country.
In Texas, there are 35,000 prisoners with a severe mental illness, but only 4,500 psychiatric units in all Texas general hospitals.
It astonishes me that data demonstrating that failure to provide psychiatric treatment for low-income people leads directly to homelessness and incarceration, and yet our country has done little to remedy the situation.
We must act to ensure that we do not warehouse the severely mentally ill population in prisons, or leave them untreated and living on the streets.
We must work to eliminate barriers to better mental health treatment for those who face severe challenges.
Repealing the IMD Exclusion can help those with mental illnesses to regain access to treatment that they rightly deserve. It could also save taxpayers the burden of costly emergency room visits.
It will also help us decrease our homeless population, and assist people to gain access to treatment and stable housing by making it more economically viable for hospitals and other residential psychiatric facilities.

Free Back-to-School Immunizations and Medicaid/CHIP Assistance at DCHHS August 16
– Dallas County Health and Human Services (DCHHS) will open its immunization clinic Saturday, August 16 from 8 a.m. to 12 p.m. to provide free vaccinations for families eligible for Texas Vaccines for Children (TVFC). Children’s Medical Center staff will also be on site to answer questions and provide application assistance to parents whose children may be eligible for free or low-cost health coverage through Medicaid or Children’s Health Insurance Program (CHIP).The clinic is located on the first floor of the DCHHS building at 2377 N. Stemmons Frwy. in Dallas. Parents must bring their child’s vaccination records. Appointments aren’t necessary.Dallas County residents from birth to age 18 in the following categories are eligible to receive free immunizations August 16 under the TVFC program:· Medicaid eligible· Uninsured: a child who has no health insurance coverage· American Indian or Alaskan Native· Enrolled in CHIP· Underinsured (as defined by the Texas Department of State Health Services): a child who has commercial (private) health insurance, but coverage does not include vaccines; a child whose insurance covers only selected vaccines (TVFC-eligible for non-covered vaccines only); or a child whose insurance caps vaccine coverage at a certain amount. Once that coverage amount is reached, the child is categorized as underinsured. Insured children with vaccine coverage who have high copays or deductibles are no longer considered underinsured. These children are now considered fully, privately insured and are no longer eligible for TVFC vaccines.

The Duncanville ISD Board of Trustees voted on August 11, 2014 to change the student Standard of Dress for the 2014-2015 school year. The changes will take effect immediately. The amended Standard of Dress policy may be viewed in its entirety as part of the 2014-2015 Code of Conduct, which is posted on the district website under Parent Resources.
Grooming Code
Hair – No changesFacial Hair – Change. Must be neat, clean, closely trimmed and not a distraction.Earrings – Change. Boys may wear earrings.Body Piercing and other items – Added exclusion of body piercing spacers, gauges, cones, and similar items.

Dallas ISD reaches historic milestone; more than 99 percent of teaching positions filled
before first day of school
DALLAS—In preparation for the 2014-2015 school year, the Dallas Independent School District has filled more than 99 percent of its teaching positions, its lowest percentage ever prior to a school year. Dallas ISD has just 60 open teaching positions available in its 224 schools, which amounts to less than one percent of its more than 10,000 member teacher workforce. In comparison, there were approximately 860 teacher vacancies at the beginning of the 2011-12 school year and more than 300 vacancies at this time last year.To break the cycle of having far too many vacancies on the first day of school, the district had to think differently about how positions were filled. Internal processes were changed to empower principals to begin filling anticipated fall openings prior to the end of the school year. In all, this means nearly every Dallas ISD student will begin the year with a full-time classroom teacher, according to Superintendent Mike Miles. It is important to note, more than 40 percent of the district’s new hires are new to the
metropolitan area. “Never before has this district been able to ensure that every student will begin the year with a highly-qualified and full-time teacher. It’s unprecedented, and it speaks to the proactive outreach of our Human Capital Management team,” Miles said. “The vast majority of these teachers were hired prior to June 15. We have demonstrated an ability to attract the type of talent we need to support increased achievement.” The Dallas ISD Board of Trustees approved an additional
389 teaching positions this school year to address class sizes. More than 2,000 of the new teachers streamed through the doors of the Morton H. Meyerson Symphony Center on Aug. 11 to attend the 2014 Dallas ISD New Teacher Academy. The record number of new teachers at the academy is testament to teachers’ desire to serve Dallas ISD children and an enthusiastic response to the transformation taking place in the district.

GREENVILLE –Greenville Police Department and the Hunt County Sheriff ’s Office are warning area residents about a telephone scam regarding jury service.
According to GPD, people in the Greenville and Hunt County areas are receiving telephone calls from individuals identifying themselves as Hunt County Sheriff ’s Deputies.
These impersonators tell the victims they were mailed letters for and have now missed jury duty. They then tell the victim they must pay a fee to avoid having a warrant issued for their arrest.
Please be aware, no actual deputy or police officer will contact members of the public by telephone demanding money or other forms of payment for missing jury duty.
Anyone receiving a call from someone claiming to be a deputy or other law enforcement official should immediately report the call to the police.
If contacted by one of these imposters, call the HCSO at 903-453-6800 or the GPD at 903-457-2900 to report the call.

Over my long Thanksgiving weekend, everywhere I went I encountered my married brothas complaining about the same thing – wives not wanting or initiating sex.
It was as much a constant as football and turkey.
These are good men, Alma. They want to do the right thing. But some feel trapped. They can be faithful and celibate or they can creep.
And yes, some have already strayed. (One married friend told of an encounter he had with his girlfriend inside a bathroom that made our hair stand on end.) We all agreed that our wives would never do something so…so…so…so damned sexy and daring.
Tell me, Alma. Why do wives avoid sex with their husbands (when the girlfriends can’t seem to get enough)? And don’t give me that lame excuse about wives
having to work on their jobs then come home to do housework and homework. Most of my friends share equally in housekeeping and child-rearing duties.
Simply put, if a wife won’t “cook” for her man at home, shouldn’t she expect him to occasionally eat out?

Since this is the holiday season, I think it’s high time I address this issue and let you guys in on a
“cooking” secret. Hear me when I say this: A thoroughly basted turkey turns out moist and tender every time.
Are you feeling me?Let me break it down. In the
beginning, you really don’t have to do much to get the gravy going. But once you’ve had your favorite holiday dish year after year, we all know what to expect.
You need to spice that sucker up just a little every now and again. Add a little more hot sauce here and a little less mustard there. It just depends on the occasion.
Give the turkey in your kitchen all the attention it deserves. You don’t need to take that extra effort outside your home, ‘cause either way you’re putting out effort. Why
not display all your extra trimmings where it feeds and nurtures your commitment?
Reach into the cabinet and take out everything you got. While you’re waiting for the oven to get hot, delicately rub and pat down your turkey. Please tell me you pulled it out of the freezer this morning and you’ve given it appropriate time and assistance to thaw. Add all the ingredients necessary. Don’t be shy; good cooks make sure they get all up in those nooks and crannies. That’s the old-skool way; you’ve got to put your foot in it. LOL.
Once you’ve seasoned that bad boy to the best of your ability, trust me, it’s ready to roast. (And the specials of the week will make you blush!)

Studies by theUniversity of Texas atDallas Institute of UrbanPolicy, United Way andTexas A&M are takingplace now to assess thequality of life in the SouthDallas community beforebillion dollar projectsinvolving the new DARTLight Rail and the Trinity
Toll Road are brought tothe area. Some construc-tion has begun with thedemolition of homes tofollow later this year.At a meeting held by the
three institutions, a focusgroup of sorts dished ideasand findings on the surveysthat have told the story of theresidents of South Dallas.“We are measuring con-
ditions that may vary fromstreet to street,” said Dr.
Timothy Bray, director ofthe Institute of UrbanPolicy Research. He helps
oversee the The FieldResearch Team whichunderwent 80 hours of
training in administeringthe anonymous surveys.“Over three to four yearsthere are changes in condi-tions and we want to knowhow it affects the area.”
