I. Services We Provide

1. Consulting:

If students have problems due to schoolwork or living (campus life), we are able to arrange

appointments for them with our advisers.

2. Discipline:

Our job is also to act as mediators at the school. When students do not follow or break the school rules,

we consult students to educate them on appropriate actions. Sometimes, misunderstandings happen and

we assist with discussions between school and the students.

3. Legal Matters:

We provide students information to apply for a Resident Visa / ID NO. Record / Alien Resident

Certificate (ARC). Especially, when students first arrive in Taiwan, we would assist them with

application.

4. Health Insurance Program:

Foreign students with Alien Resident Certificates staying in Taiwan for more than 6 months are

required to join the program. Students can bring the Alien Resident Certificate to the Office of

International Student Service for enrollment.

IV. Registration

1. Can I pay tuition by using credit cards or traveler’s cheque?

Cash only. If you bring traveler’s cheque to Taiwan, please exchange the cheque into cash first. Only

banks provide cheque exchange service.

2. What if I don’t have my diploma/ transcript verified?

Diploma must be verified by responsible overseas Taiwan Government Representatives. If the

diploma is not verified, you have to send the diploma back to your home country and get it verified

before the end of the 2nd calendar week of school. Only students who submit the verified diploma and

transcript to Academic Affairs Division are able to have matriculated status at Ming Chuan University.

Please note: 1.Your verified diploma must be in Chinese or English. If your diploma is in languages

other than Chinese or English, you must have them translated.

2. The verified diploma, verified transcript and the copy of Alien Residence must be

submitted to Academic Affairs Division /Section before the end of the 2nd calendar

week of school.

3. Do I have to submit a health certificate?

Yes, each first-arrived foreign student has to submit the health certificate and the certificate must be

valid within three months and approved by our school Health Center. Foreign students without health

certificates must have physical check-up once they arrive in school. Arrangements will be made by the

school Health Center. Please contact OISS office, if you need further assistance.

Please note: 1. The health certificate mentioned above is the same one that you were requested to

submit when you applied a visa entering Taiwan. If you have submitted the original

one to Taiwan (ROC) Mission Embassy, please submit the photocopy one to the school.

2. Each Ming Chuan University student is requested to complete freshman physical

checkup according to the law of Ministry of Education in Taiwan. Foreign students are

requested to do the checkup as well.

4. Do I have to open a Taipei Fubon bank account?

No, but you are strongly urged to open one or open bank account in Postal Office, especially for a

scholarship holder or a scholarship holder to-be because the school has cooperation with the Taipei

Fubon Bank. The bank provides its service once a week on campuses. Besides, there are automated

teller machines (ATM) for money withdrawal on campuses.

◎ Taoyuan: 1st floor of Library building / Every Thursday 11:00A.M.-13:00 P.M.

5. Do I have to submit the Authorization for Emergency Medical Treatment Form?

Yes, please submit the form to Office of International Student Service. The authorization must be

filled out by your parents or guardians.

V. Arriving in Taiwan

1. Can I enter Taiwan with a Landing Visa or Visa-Exempt?

NO NO NO !!!!

Students must bring Ming Chuan University’s Admission Letter(offer letter) to the ROC (Taiwan)

Embassy, Consulate or Mission in your country to apply for a VISA with the purpose of pursuing study in

Ming Chuan University. Foreign passport holders who enter Taiwan (R.O.C) on visa-exemption or

landing visas are not allowed to study in Taiwan.

2. How should I identify my visa type?

Two Types of Visas: VISITOR VISA and RESIDENT VISA

ARC: With the regulation from the Immigration Office, you are requested to apply Alien

Resident Certificate (ARC) as your ID card that proves you’re a legal studying resident of Taiwan.

You will receive a visa similar to the below picture. Please make sure Remarks NO. 6 should be FS

followed with school’s name. FS means you’re a Foreign Student. Make sure Remarks NO. 6 is NOT

“ P ”. Remarks “ P ”, you will have to leave Taiwan again and re-apply a new visa to enter Taiwan.

3. What if I receive a Visitor Visa when entering Taiwan?

Within valid duration of stay, you are required to change your visa to a RESIDENT VISA at the

MINISTRY OF FOREIGN AFFAIRS-BUREAU OF CONSULAR AFFAIRS after you arrive in

Taiwan.

Required documents to apply for a RESIDENT VISA:

1. Online application form (https://visawebapp.boca.gov.tw/)

2. Passport (original and one photocopy) valid for at least six months

3. If I discontinue my study in Ming Chuan, may I stay in Taiwan until the expiration date of my

ARC?

National Immigration Agency (NIA) will cancel a student’s ARC if he/she drops out, i.e. the student’s

residential reason is no longer valid. Students shall return their ARCs and contact NIA local service

station for the designated date for exiting Taiwan. (If a student applies for study leave or withdraw

from school, according to the government regulation, MCU has to report to NIA and Ministry of

Education.)

After foreign students complete the procedures of taking study leave / withdrawing from MCU,

students are requested to leave Taiwan within 10 days.

4. Should I report to the local immigration office if I change information shown on my ARC?

YES!!! Please bring certificate of updated information such as new passport, new housing contract and

report to the local immigration office within 15 days. Otherwise, you will be charged for the penalty

money.

5. When can I extend my ARC?

Within 30 days before the expiration date of your ARC.

Required documents for extension:

1. Passport valid for at least six months

2. Completed application form

3. One 4.5cmX3.5cm inch head & shoulder photo in color with white background

(taken within the last six months)

4. Student ID card with registration mark and one photocopy

Please note: In summer/winter recess, if you extend your ARC card 30 days prior to the expired date,

you might be requested to present document for the reasons (i.e. flight ticket).

6. What if I do not extend my ARC before the expiration date and I overstay in Taiwan?

Overstaying aliens will be subjected to fines (amount of fines depends on the number of days

overstayed) and deported or they must leave the country.

You are required to apply Exit Permit for Overstay basis on Immigration Law and Regulations for

Governing Alien Visits, Residence and Permanent Residence.

(a) Applicants, other than minors or those with serious illnesses, must complete the process personally.

(b) Foreigners who have overstayed less than 90 days may either go to the local NIA’s service center or the

NIA’s airport/harbor brigades to apply for an exit permit. If foreigners have overstayed more than 91

days, they shall go to the local NIA’s specialized brigade to make a statement of their overstay, and then

go to the local NIA’s service center to pay the fine and apply for an exit permit.

(c) Foreigners who overstay their visas may be prohibited from reentry.

Penalties for overstay are varied as follow:

1. Overstay of 1 – 10 days, fine of NTD$2,000

2. Overstay of 11 – 30 days, fine of NTD$4,000

3. Overstay of 31 – 60 days, fine of NTD$6,000

4. Overstay of 61 – 90 days, fine of NTD$8,000

5.Overstay of 91 or more days, fine of NTD$10,000

**Minors under 14 years of age are exempt from any fine while minors above 14 and below 18 are

subject to a fine reduced by half.

VII. Medical and Injury Insurance Policy

To cover medical and injury situations, at registration, every new international student must present his/her

insurance statement, purchased on his/her own (at his/her own expense), covering a valid period of no less

than six months effective from the date entering Taiwan. The aforementioned health insurance, purchased in

countries other than Taiwan, must be authenticated by a Taiwan overseas’ representative office.

Those who are unable to present an authenticated insurance statement at registration, must purchase local

health insurance as regulated by the Ministry of Education of Taiwan to cover the first six months of his/her

stay in Taiwan.

The premium for the above-mentioned local health insurance is NTD$ 500.00 per month (NTD$ 3,000 for 6

months).

Six months after obtaining the Alien Resident Certificate (ARC) issued by the National Immigration Agency

(NIA), international students are legally obligated to enroll in the NHI program.

VIII.National Health Insurance Program

1. When can I enroll in the National Health Insurance Program?

Foreign students with Alien Residence Certificates that are staying in Taiwan for more than 6 months

can bring the Alien Residence Certificate to the Office of International Student Service for enrollment.

Foreign students with relatives who qualify as an insured person under the NHI program can enroll in

the NHI as dependents. (e.g.: With parents living outside Taiwan but grandparents living in Taiwan, the

student may enroll as a dependent of the grandparents.)

2. How much do I have to pay for the Insurance Program?

Newly admitted students, and transfer students with an ARC, who have resided in Taiwan for more than

6 months must enroll in the NHI program. Students are to pay the insurance premium at the time of

registration each semester. The current insurance premium is NT$4,494 per Semester/ NT$749 per

Month (Insurance Premium Payment is subject to change).

3. Would foreigners lose the coverage if they return to their countries of origin?

The insurance coverage will be cancelled under the conditions listed below:

1. Those foreign residents who cease to have a legally acceptable reason to reside in Taiwan or

decide not to return to Taiwan will lose their eligibility for coverage and should apply to withdraw

from the insurance. All outstanding premium should be paid prior to departure from Taiwan.

2. Those foreign residents who leave Taiwan for vacations or on business trips and still have valid

permit to remain in Taiwan will continue to have the coverage.

3. Those foreign residents who plan to leave Taiwan for more than 6 months can either continue to

pay the premium to keep the coverage or to withdraw from the insurance. In the latter case, no

premium is required. Upon returning to Taiwan, an application to reactivate the coverage should

be submitted. Those who choose to discontinue the coverage, but return within the 6-month period

need to repay the premiums to cover the period while absent from Taiwan. Those who continue to

pay premium and maintain coverage may claim for emergency treatment or childbirth medical

expenses while living outside of Taiwan. Proper documentation certifying the medical condition

and expenses incurred is required for reimbursement application.

4. Is there any penalty if one refuses to enroll in the NHI?

The National Health Insurance Program is mandatory; any person who is qualified for this

Program must enroll in the National Health Insurance Program. Any person who doesn’t enroll is

subject to a fine of NT$3,000 to NT$15,000. In addition, this person is required to pay the full

premiums starting from the date he or she should have been enrolled. No benefits will be offered

before the premiums are paid in full. A notice of penalty violation will be delivered in writing and

the fine must be paid on time. If the fines imposed remain unpaid, after a given period of time the

case will be referred to the courts for compulsory enforcement.

5. What is the coverage under the NHI program?

The insured is entitled to receive the following comprehensive medical benefits:

1. The outpatient service, impatient care and drugs that are provided by the

contracted medical care situations in the case of illness, injury or childbearing.

2. The preventive health care, such as children's preventive health care, prenatal

examinations and adult's health examinations.

3. After receiving emergency treatment at a non-contracted medical institution in

Taiwan, or at medical institutions overseas, beneficiaries may subsequently

apply to the BNHI for cash reimbursement of medical expenses paid out-of-

pocket. Reimbursements are made according to the fee schedules published by

the BNHI.

IX. Employment in Taiwan (as a student)

1. Can I work in Taiwan?

Yes, but all international students who wish to work / intern in Taiwan (either on campus or off

campus) are required to apply for and obtain a work permit before starting work. Please note that

if you hold a job without applying for a work permit, you shall be immediately ordered to depart

from the R.O.C. (Taiwan), fined between NT$30,000 to NT$150,000, and be subject to a ban from

the entry for three years

3. What are the regulations about the work permit?

1) The status of international students in Taiwan should be in accordance with the regulations of

the Ministry of Education.

2) The period validity of a work permit is six months at most.

3) For applications made in the first semester, the work permit is valid until March 31st of the

following semester; for applications made in the second semester, the work permit is valid

until September 30th of the same year.

4) The maximum work hours are 20 hours per week, except during summer and winter breaks.

5) Workforce Development Agency has the right to revoke the permit if an applicant does not

follow the regulations.

6) According to Employment Services Act, foreigners who work without a work permit will be

immediately ordered to depart from the R.O.C. (Taiwan) and fined from NT 30,000 to NT150,

000.

7) According to the Regulation from Immigration Office, working illegally shall be subject to a

ban from the entry for three years.

XI. Banking Information/ Bank Card (ATM Card)

1. What documents are required to open a bank account?

You need to have Passport and Alien Resident Certificate or Record of ID No. in Taiwan to open a bank account

at any of the banks in Taiwan.

Please note: If you are under 20 years old, you need to submit original parents/ guardians’ agreement

(verified by responsible overseas Taiwan Government Representatives) and photocopies of their original

valid photo IDs (passport) to open a bank account.

According to Taiwan governmental regulations, opening a banking account requires two valid photo

identity cards. A foreign passport holder has to prepare Passport and ARC card or record of ID

Number in Taiwan.

2. How do I activate my TaipeiFubon bank card?

When you receive the card, you must change the original PIN to a new one in order to activate the bank card.

There are two PINs. One is IC (Chip) PIN (6 digits, new PIN can be within 6-12 digits); the other is ATM

(Magnetic Strip) PIN (4 digits). You need to change both of these PINs.

YOU MUST KNOW:

For security reasons, every IC bank card in Taiwan has PIN at least 6 digits to reduce

fraud. To activate the function of withdrawing money in other countries, ATM (Magnetic

Strip) PIN needs to be changed to a new one.

XIV.Transportation

In Taipei

It’s easier to get around in Taipei because people have one more choice- Mass Rapid Transportation

(MRT).

In Taoyuan

People in Taoyuan usually have their own vehicles like bikes, scooters, and cars and there’s no MRT in

Taoyuan yet. The most common mass transportation is bus.

1. Where can I take bus from Taoyuan campus to Taoyuan downtown?

Take No. 137 bus. There are 3 bus stops on campus. The first one is in front of S Building, second one

is in front of Design Building (M Building), and the third one is in front of Dorm III. Bus runs every 20

a. Safety Tips on Streets

Safety is everyone’s concern

The Office of International Students Service, students, staff and faculty are all concerned with

maintaining personal safety. This may be one of the first times students are away from home. Here are

some helpful tips about personal safety.

Following is a short list to keep in mind:

1. Walk in an assertive manner.

2. Be aware of your surroundings and of suspicious persons or circumstances.

3. Be sure to always keep your bags closed.

4. Keep your purse or bag on your lap in restaurants. Don’t hang it on the back of your chair or leave

it on an empty chair.

5. Avoid wearing expensive jewelry and flashing money on the streets.

6. Travel with friends, not alone, whenever possible.

7. Avoid hanging out away from your residence late at night.

8. Do not use cash machines late at night.

9. If you are being followed, cross the street and go into a store.

In addition to personal safety, traffic safety is also a big concern for everyone. As many students rely

on riding motorbikes, following the safety tips below may help prevent an accident or serious injury.

1. Anyone riding a motorbike on- or off-campus must wear a safety helmet.

2. No more than two people are to ride on a motorbike at the same time.

3. Check your rear view mirrors and glance over your shoulder before changing lanes or merging.

4. Turn on signal lights before changing lines.

5. Overtake carefully without speeding or swerving.

6. Ride at a speed that will allow you to deal with the unexpected and allow you to slow down or

stop in case of an emergency.

7. While traveling around curves, ride at the advised speed limit. It is very easy to "lose traction". In

fact, most motorcyclists’ fatal crashes occur on curves.

8. Be particularly alert at intersections where many motorbike-motor vehicle crashes occur.

Approach intersections cautiously and prepare to stop, even if you have the right-of-way.

9. The simple fact is that the motorbikes are smaller than motor vehicles and are not as easily seen on

the roads as other vehicles.

10. Passengers should not ride with both legs on one side.
