The i3 standard, NENA STA-010 Version 3 is

preparing to initiate the review process

This session will explore what has changed

QoS changes

• Rework of the “DiffServ Code Points”

• DSCP values shown as binary, and with the correct values

• Better explanation of how codes are re-marked at ESInet edge

Improved Specs on Text

• Mixing of RTT defined

• Interwork between TTY and RTT specified

• Gateway text extensively updated for text interwork

Vehicle Telematics Support

• Revised to align with new Additional Data specs and IETF RFCs

• Supports European eCall specs (optional)

• Also defines a new (optional) capability to request updated data, flash lights/sound horn (requires telematics vendor support)

Policy Store changes

• Improvements in policy store text

• Adds a new WebService method (DeletePolicy)

• Adds digital signature for policies

PRR changes

• Policy Rules text reworked for clarity

• Improvements to time specs • Testable conditions for Additional Data • Testable conditions for SDP (media), including

support for human language negotiation

• Improvements for Body/MIME conditions, ElementState, ServiceState

• Rulesets must be digitally signed, as any other policy (new feature)

• Additional Examples

ECRF/LVF

• References to new IETF work on “planned changes” and “similar or completed location”

• NENA LoST extension for match type (address point/Road Center Line) and “degraded” indicator

Discrepancy Reports

• Rework of headers for request and response

• New Registry for tokens used

• Several new DRs defined as specified in NENA-REQ-002.1-2016

MSAG Conversion Service

• Major rework of MCS text

• Now uses a complete set of MSAG fields: no assumption any MSAG fields are identical to the PIDF-LO fields (except State )

• Some cleverness with address numbers/suffixes: assumed the same, but exception table provided when they aren’t

Test Call Generator

• New functional element that can generate test calls to test system functionality and PRRs

• For the latter, Test Call Generator includes a capability to simulate abnormal conditions for the test call

Bridging

• Major rework of bridging text

• 3 options reduced to two • Ad Hoc engagement of bridge with REFER/Replaces • Answer all calls at a conference aware UA (bridge/mixer)

• Full definition with example call flows for both options

• Includes B2BUA flow for Ad Hoc

• Proposed text for inter-ESInet transfers between models has been submitted but not yet reviewed/accepted for V3

Logging

• Digital Signature added to LogEvent

• Definition of siprec metadata provided (but no specific metadata is defined/required)

(Service/)Agency Locator

• What was the Agency Locator is now the Service/Agency Locator

• Entries for Services are provided, just like Agency records

• New method provided to search records in other ESInets/NGCS

Map Database Service

• Fully fleshed out Map Database Service • Provides map or map source data for out-of-

area call answering • Can also be used within a PSAP for common

map UI • Combines a Web Feature Service (features)

with a Web Map Service (images) • Provisioned by SI • Discoverable via Service/Agency Locator

Call Back Interface Function

• New Functional Element that handles call backs

• Adds marking for call backs needed in IMS systems to get call back to the device that placed the call

• Also handles multimedia call backs

Additional Data fleshed out

• IETF standardized Additional Data • New “Block” structure • And a registry for new blocks

• STA-010.3 now refers to the IETF work

• IETF also standardized a telematics block and procedures for control of vehicle functions • STA-010.3 refers to that work

Registry Updates

• Police/Fire/EMS responder registries created for different kinds of police/fire/ems agencies (e.g. FBI/State Police/County Sheriff/Local PD/…) • Note that IETF work in progress will

supersede this

• New media feature tag registry with PSAP call control as initial entry

Appendix B (SI Layer Definitions) Updates

• Changes to align with NG9-1-1 GIS Data Model document and U.S. CLDXF

• Extensive changes to the data type column

• Updates for MSAG Conversion Service

• Added missing Neighborhood boundary

• Made most state/municipality/neighborhood values in service boundary optional

PSAP Call Control

• Added support for a PSAP call control media feature tag
