What makes I3C2 Different? •  We conduct surveys and initial engineering assessments and develop System Requirements Documents (SRDs) for every project •  We go through the pre-award phase (PWS, IGCE) for every project •  We don’t have an overarching integrator; we ARE the integrator •  We span worldwide with a very complex stakeholder environment (COCOMS, AMC, FORSCOM, etc) and a product that is ubiquitous •  We are in perpetual fielding working multiple phases of lifecycle ALL at the same time •  Average total time to complete project from initial receipt to close is 48 months – depending on complexity, stakeholder involvement,

executive sponsorship and resources •  Total dollar for Pre/Post Award projects is ~$920M

•  U.S. Army NetOps capabilities have been generated, engineered, and procured in a decentralized manner across many commands and echelons.

•  Challenges: − Disparate and non-interoperable systems/tools/configurations − Doctrinal Disconnects: NetOps, Defensive Cyberspace Operations, DoD Information

Network Operations (DoDIN), Joint Information Environment (JIE) CONOPS − Multiple NetOps and Cyber Working Groups/IPTs − Maintaining “as is” while moving to the “to be”

•  The Army needs a more centralized approach to defining, validating, procuring, and fielding NetOps capabilities.

•  ASA(ALT) is establishing a Cyber “Focal” in the near term (90 days) under SOSE&I in response to ARCYBER CG request for assistance − Coordinate, Integrate, and Synchronize across 4 PEOs – IEWS, EIS, C3T, and STRI − Support of the 3 Cyberspace Operations mission areas – Offensive, Defense, and

DoDIN (NetOps) − Sets conditions for a future Cyber Directorate or Task Force under ASA(ALT)

•  I3C2 is working with NETCOM to transition NetOps materiel development role to the PM.

ESMSaaS BLUF

•  Situation: −  Current Information Technology Service Management (ITSM) tools and services across the Army and DoD are

acquired and engineered in a decentralized manner.

−  To address the disparate ITSM/trouble ticketing tools and processes, the Army will migrate to an Enterprise Service Management System as a Service (ESMSaaS).

•  Objectives: −  Initiate a Tiger Team to capture current ITSM workflows across Army MACOMs and produce a Product Neutral

Service Workflow (PNSW) package for the Army Enterprise .

−  Execute an ESMSaaS global contract with a Proof of Concept of limited scope, size, and time.

•  Demonstrate a commercially managed ITSM service, using "out of the box" ITIL v3 (2011) process workflow, can replace highly customized government owned ITSM tool(s).

•  Identify business processes that can be implemented in commercial solution vs those that require the commercial solution to be customized or the process modified.

•  Capture lessons learned to inform the Business Capability Lifecycle (BCL) governance process, and the follow-on global task order .

•  Execute ESMSaaS globally across the LandWarNet, and for interested mission partners.

•  Integrate ESMSaaS with tactical and Joint ITSM services/platforms.

•  Goal is to have the global fielding complete by end of FY17.

US-ROK Strategic Alliance 2015

•  Consolidate U.S. military units within two enduring hubs as part of the Yongsan Relocation Plan and the Land Partnership Plan

•  Transition wartime OPCON of ROK forces in 2015 •  Develop new organizational structures to support

the ROK lead for the combined defense •  Acquire, organize, and train systems/capabilities,

which enable ROK to lead combined defense

•  Employ realistic training and exercises based on current and future threats to the Alliance

•  Refine and improve combined defense plans •  Enhance the Alliance’s strategic significance though

regional exercises and humanitarian assistance/disaster (HA/DR) relief support

•  Continue to enforce and abide by terms of Armistice Agreement now and in the future
