    1. IntroductionType Vac Clad-W switchgear assemblies are designed with all the bus work completely insulated for safety. Since the current carry-ing parts are not readily accessible, the type VCP-W Simple Ectrical Ground & Test Device (SEG&TD) is designed for insertion into the breaker compartment to gain access to the primary stationary con-tacts. It provides a convenient means to ground the circuit for main-tenance work.

    Non roll-on-floor option available

    There is an equivalent style number available to order this SEG&TD as a non roll-on-floor device. Please contact your Eaton representa-tive for information.

    2. DescriptionThe SEG&TD is a drawout element that can be inserted into a lower circuit breaker compartment in the same manner as a VCP-W circuit breaker. This device is equipped with a set of three bottom terminals (see Figures 1, 2, and 3). In the lower compartment, the terminals of the SEG&TD typically connect to switchgear terminals connected to cables. It is important that the user review the switch-gear compartment configuration, to confirm the circuit that he/she intends to ground, prior to using this device.

    This device is deeper than the standard VCP-W breaker. The stored energy closing mechanism for the SEG&TD is the same as used in type VCP-W breakers. It is capable of applying the ground against a “Live” circuit if operational errors have not cleared the circuit. However, in such a case, the relaying at the source of power is expected to cause the source interrupter to clear the circuit.

    WARNINGTHIS MANUAL DESCRIBES A SPECIFIC SEG&TD FOR USE AT A SPECIFIC LOCATION. IT SHOULD NOT BE REFERENCED FOR ANY OTHER PURPOSE OR INSTALLATION.

    2.1 VCP-W interlocks and safety features

    The SEG&TD is designed to provide as many interlocks and safety features as practical for the personnel performing any of the opera-tions described earlier.

    The device cannot be levered into or out of the “Connected” posi-tion unless the SEG&TD is open.• When working with a "Closed" SEG&TD, the cam on the floor of

    the compartment will trip the breaker when the device is levered into or out of the “Test” position.

    • In the “Connected” position, engaging the levering crank will trip the SEG&TD open.

    • An indicator on the front panel shows the status of the SEG&TD contacts, “Open-Ungrounded” or “Closed-Grounded” (see Appendix A).

    • The SEG&TD cannot be manually closed. The spring charging socket and manual close button are both covered by the device front panel (see Appendix A).

    • The SEG&TD can be closed only electrically by a remote operat-ing station at the end of a 50 ft. (15.2 m) cable supplied with the device.

    • The power to operate the SEG&TD in this device is obtained through the secondary disconnect in the breaker compartment.

    • The control switch cable is connected to the device with a twist lock connector.

    WARNINGIMPROPER USE CAN RESULT IN DEATH, SERIOUS PERSONAL INJURY, OR PROPERTY DAMAGE.

    2.3 Basic elements description

    Selector Switch - The selector switch has the “OPEN”, “OFF” and “CLOSE” positions and operates in association with the remote operating station's “OPEN”/”CLOSE” pushbuttons (see Figure 4).

    otee:N In this design, the selector switch functions as described below. In the “OFF” position, the SEG&TD is electrically disabled. The selector switch is padlockable in the “OFF” position. This provides the padlockable func-tion. The selector switch in the “CLOSE” position allows the execution of a remote “CLOSE” command. The “OPEN” function is disabled. Conversely, the selector switch in the “OPEN” position allows the execution of a remote “OPEN” command. The “CLOSE” function is disabled.

    3.0 Operation3.1 Safe practices

    The SEG&TD is a safety-related device. It must be recognized that improper use can result in death, serious personal injury, or property damage. That is why it is important that the user develop specific and safe operating procedures for its use.

    The following general safe practices are recommended.

    CAUTIONTHE DEVICE CANNOT BE STORED IN VAC CLAD-W BREAKER COMPART-MENT. IT CAN ONLY BE STORED IN ITS STORAGE COMPARTMENT.

    1. Store the device in a clean, dry area free from dust, dirt, mois-ture, etc.

    2. Keep all insulating surfaces, which include primary support insu-lation and insulation barriers, clean and dry.

    3. Check all primary circuit connections to make certain that they are clean and tight.

    4. Permit only authorized trained personnel to use this device.

    5. Take extreme care while using this device to avoid contacting “Live” or “Hot” (energized) terminals.

    6. Do not remove the device's front panel while using this device.

    7. Always “CLOSE” the SEG&TD electrically from the farthest dis-tance with the remote control switch.

    9. Check for dielectric integrity at 15 kV AC across the terminals to ground with the SEG&TD “OPEN”.

    10. Always install the "test probes" when the SEG&TD is in the "DISCONNECT" position in the breaker cubicle.

    DANGERIT IS NOT RECOMMENDED THAT YOU INSTALL THE "TEST PROBES" WHEN THE SEG&TD IS IN THE "CONNECTED" POSITION. THE VOLTAGES IN ENERGIZED EQUIPMENT CAN CAUSE DEATH OR SEVERE PERSONAL INJURY. IF ATTEMPTING TO INSERT TEST PROBES WHILE THE SEG&TD IS IN THE "CONNECTED" POSITION USE 20 KV GLOVES.

    3.2 Ground and test device operation sequence

    1. With the SEG&TD control switch in the "OFF" position, insert the SEG&TD into the breaker cubicle in the "DISCONNECT" position.

    2. Move the test probe shutter handles to the left then insert the test probes into the test ports for all three phases.

    3. Once the three test probes are fully inserted, slide the test probe shutter handles to the right to lock the test probes in place. The test port shutter is fully closed when the hole in the left test probe shutter handle aligns with the hole in the test probe shutter locking plate.

    4. Lift up on the release tabs on the retaining straps and remove the 6 ft. (1.8 m) extension cord from its storage location. Align then insert the male plug of the extension cord into the SEG&TD's remote control female twist-lock receptacle. Turn the male plug clockwise to lock it in place.

    5. Insert the levering mechanism and rack the SEG&TD into the "CONNECTED" position. Reference the switchgear manufactur-er's instruction book for instructions on bypassing the mechani-cal interlock to permit open door racking so that the SEG&TD can be racked in while the door remains open.

    6. Check for the presence of voltage on all three phases using a hot stick mounted test instrument.

    7. If no voltage is detected, insert the remote operating station male twist-lock plug into the 6 ft. twist lock extension cord's female receptacle. Turn the plug and receptacle to lock them together.

    8. Turn the SEG&TD's control switch to the "CLOSE" position.

    9. Unroll the remote operating station cord and step outside the switchgear enclosure.

    10. Push and hold the "CLOSE" button on the remote operating station to charge the motor circuit which in turn charges the closing springs and grounds the circuit. Once the SEG&TD is closed, release the "CLOSE" button.

    11. Disconnect the remote station cord from the 6 ft. twist-lock extension and turn the SEG&TD control switch to the "OFF" position. Roll the remote station cord up for storage outside of the cubicle.

    12. Remove the male twist-lock plug from the SEG&TD's female receptacle. Store the 6 ft. twist-lock extension in its stor-age location on the SEG&TD and secure it using the retaining straps. Close the switchgear cubicle door.

    13. Upon completion of the work, open the switchgear cubicle door and locate the 6 ft. twist-lock extension cord. Release it from its storage location.

    14. Insert the 6 ft. extension cord's male twist-lock plug into the SEG&TD's remote control twist-lock receptacle and turn the SEG&TD control switch to the "Open" position.

    15. Remove the remote operating station cord from storage and connect it to the 6 ft. twist-lock extension cord.

    16. Unroll the remote operating station cord and step outside the switchgear enclosure.

    17. Push the "OPEN" button on the remote operating station to unground the circuit.

    18. Insert the levering mechanism and rack the SEG&TD to the "DISCONNECT" position.

    19. Disconnect the remote operating station cord from the 6 ft. extension cord.

    20. Remove the 6 ft. extension cord, with twist-lock connectors, from the SEG&TD. Secure the 6 ft. extension cord in its stor-age location usSEing the retaining straps.

    21. Move the test port shutter to the left to unlock the probes in the test ports.

    22. Remove the test probes from the test ports for all three phases. Move the test port shutter to the right to close the test post shutter.

    23. Remove the SEG&TD from the cubicle.
