Reserve Bank of India on 10 November 2014 tightened its norms for Non-Banking Financial Companies (NBFCs) by requiring them to have a much stronger capital base. Failing to which, the NBFCs would lose their CoR (Certificate of Registration). NBFCs have been given time till March 2017 to comply with the norms.

REVISED NORMS FOR NBFCS

The NBFCs in operation before April 1999 have been mandated to increase their minimum Net Owned Fund (NOF) requirement from 25 lakh rupees to 2 crore rupees by 2017 in a phased manner. By March 2016, the NBFCs will have to raise the NOF to 1 crore rupees.

The core capital adequacy ratio for all non-deposit taking NBFCs with an asset size of 500 crore rupees has been streamlined. Such NBFCs will now have to maintain a core capital ratio of 10 percent, compared with a range of 7.5 percent to 12 percent currently.

The criteria for directors of NBFCs have also been brought on par with banks. Classification of loan NPAs for NBFCs has also been brought in line with banks. All NBFCs have to

classify loans overdue for 90 days as NPAs. However, this new rule will be applied in a phased manner starting in March 2016 till March 2018.

Provisions for standard assets have also been increased from 0.25 percent of the loans outstanding to 0.40 percent of loans in a phased manner starting from March 2016 and to be complied by March 2018.

For deposit-taking NBFCs, it has been mandated that unrated asset-financing NBFCs that accept deposits must get an investment grade rating by March 2016 or stop accepting deposits.

Also between now and March 2016, unrated asset finance companies which are sub-investment grade can only renew deposits on maturity and not accept fresh deposits till they get an investment-grade rating.

All asset financing NBFCs will now be allowed to accept deposits up to 1.5 times of their net owned funds, down from four times their net owned funds earlier. NBFCs above this threshold have been asked not to renew deposits.

Union Finance Minister on 12 October 2014 gave the green signal for the much awaited reforms in the monetary policy framework.

As per the new reforms, Union Government will specify the inflation targets for the Reserve Bank of India (RBI) to achieve. The RBI will set inflation as its top priority in its policy statements.

India is the fastest growing e-commerce market in the Asia-Pacific region and is expected to touch $6 billion (about Rs. 3.7 lakh crore) by next year, research firm Gartner.

India's biggest lender State Bank of India (SBI) has come up with new norms for ATM transactions, offering more free ATM usage for customers maintaining higher account balance. The new SBI norms will come into effect from November 1. Note: SBI said that customers maintaining average monthly balance of Rs. 25,000 to Rs. 1 lakh will get the benefit of unlimited free usage of its own ATMs. However, at other bank ATMs in six metro cities, these customers will be charged beyond three transactions in a month and five transactions in other centres.

Union Finance Ministry on 20 August 2014 ordered a forensic audit of the state-run Oriental Bank of Commerce (OBC) and Dena Bank. The audit was ordered following reports that some Mumbai-based branches of the two banks OBC and Dena Bank had siphoned off 180 crore rupees and 256 crore rupees respectively, from their fixed deposit customers.

Goods and Services Tax (GST) Panel on 20 August 2014 decided to lower the threshold limit for imposing GST on entities to 10 lakhs rupees from the proposed 25 lakhs rupees. This was decided at the Empowered Committee of State Finance Ministers on GST meet headed by Chairman Abdul Rahim in New Delhi. Abdul Rahim is the Finance Minister of Jammu & Kashmir.

The Competition Commission of India (CCI) on 25 August 2014 imposed a combined penalty of more than 2500 crore rupees on 14 car companies the highest penalty of around 1346 crore rupees has been imposed on Tata Motors. The major companies on which the penalty has been imposed include Tata Motors, Maruti Suzuki, Mahindra and Mahindra, Toyota, General Motors and Honda.

The Reserve Bank of India on 21 August 2014 released its annual report for 2013-14. In its report. RBI suppressed the fear of drought stating that 'its way better than 2009' and the gaps in the fiscal and current accounts are most likely to remain contained in 2014-15. The report covers (i) the assessment of the macroeconomic performance during 2013-14 and the prospects for 2014-15, and (ii) the working and operations of the Reserve Bank and its financial accounts for the year 2013-14.

Bharatiya Mahila Bank (BMB) was included in the second schedule of the Reserve Bank of India (RBI) Act, 1934. It was announced by RBI in a notification issued. Total number of scheduled commercial banks in India now are 90.

The Reserve Bank of India (RBI) made easy the gold import norms under the 20: 80 Scheme.Under the 20:80 Scheme, Star trading houses and premier trading houses, which are registered as nominated agencies by the Directorate General of Foreign Trade (DGFT) now can import gold.

BHARAT BILL PAYMENT SYSTEM

Bill payment is a major component of the retail payment transactions. The Committee to study the Feasibility of Implementation of GIRO based Payment Systems (Chairman: Shri G. Padmanabhan, Executive Director, RBI) (2013) had estimated that over 30,800 million bills amounting to Rs.6223 billion are generated each year in the top 20 cities in the country. Though various forms of payments are accepted, cash and cheque payments continue to be predominant, particularly at the Billers‟ Own Collection Point.

Based on the public comments received on the recommendations of the GAG, these draft guidelines

are being issued for implementation of the Bharat Bill Payment System (BBPS) in the country. The Bharat Bill Payment System (BBPS) will function as a tiered structure for operating the bill

payment system in the country with a single brand image providing convenience of „anytime anywhere‟ bill payment to customers.

NEW BANKING LICENSE

In April, RBI issued in-principle licences to infrastructure financier IDFC and micro lender Bandhan. These entities will have to start operations within 18 months from the time they secured the licences.

The approval of licences for IDFC Ltd (IDFC.NS) and Bandhan Financial Services marks the start of a cautious experiment for a sector dominated by lethargic state lenders, many of which are reluctant to expand into rural areas or towns where banking penetration is low. No new Indian bank has been formed since Yes Bank (YESB.NS) in 2004.

RUPAY PAYMENT GATEWAY

RuPay is an Indian domestic card scheme conceived and launched by the National Payments Corporation of India (NPCI).

It was created to fulfill the Reserve Bank of India‟s desire to have a domestic, open loop, and multilateral system of payments in India

The IndiaPay scheme was conceived by the National Payments Corporation of India as an alternative to the MasterCard and Visa card schemes.

The RuPay card was launched on 26 March 2012. On 8 May 2014, RuPay has been dedicated to India by President of India, Pranab Mukherjee at

Rashtrapati Bhavan, New Delhi. RuPay cards are accepted at all PoS terminals in India. Payments Banks and Small Banks The Reserve Bank of India (RBI) has set a minimum paid-up capital of Rs.100 crore for those who

wish to set up payments and small banks. The promoters will have to have an initial minimum capital of at least 40 per cent.

BITCOIN

Bitcoin is a digital currency created in 2009. It follows the ideas set out in a white paper by the mysterious Satoshi Nakamoto, whose true identity has yet to be verified. Bitcoin offers the promise of lower transaction fees than traditional online payment mechanisms and is operated by a decentralized authority, unlike government issued currencies.

There are no physical Bitcoins, only balances associated with public and private keys. These balances are kept on a public ledger, along with all Bitcoin transactions, that is verified by a massive amount of computing power.

Bitcoin is a software-based online payment system described by Satoshi Nakamoto in 2008 and introduced as open-source software in 2009.

BRICS BANK

The New Development Bank (NDB), formerly referred to as the BRICS Development Bank, is multilateral development bank operated by the BRICS states (Brazil, Russia, India, China and South Africa) as an alternative to the existing US-dominated World Bank and International Monetary Fund.

The New Development Bank was agreed to by BRICS leaders at the 5th BRICS summit held in Durban, South Africa on 27 March 2013.

On 15 July 2014, the first day of the 6th BRICS summit held in Fortaleza, Brazil, the group of emerging economies signed the long-anticipated document to create the $100 billion BRICS Development Bank and a reserve currency pool worth over another $100 billion.

Shanghai was selected as the headquarters after competition from New Delhi and Johannesburg. An African regional center will be set up in Johannesburg.

The first president will be from India, the inaugural Chairman of the Board of directors will come from Brazil and the inaugural chairman of the Board of Governors will be Russian.

The bank will have starting capital of $50 billion, with capital increased to $100 billion over time. Brazil, Russia, India, China and South Africa will initially contribute $10 billion each to bring the total to $50 billion. Each member cannot increase its share of capital without all other 4 members agreeing. This was a primary requirement of India. The bank will allow new members to join but the BRICS capital share cannot fall below 55%.

The general assembly was opened with a Ministerial meeting bringing together justice, security and home affairs ministers from some 100 countries.

25TH ASEAN SUMMIT Held in:- Nay Pyi Taw, Myanmar Held during:- 12 November 2014 to 13 November 2014. Summit was held under the theme of Moving forward in Unity to a Peaceful and Prosperous Community. About ASEAN: ASEAN was established in 1967 by the five founding fathers, namely Indonesia, Malaysia, Philippines, Singapore and Thailand. Later, Brunei Darussalam, Vietnam, Lao PDR, Myanmar and Cambodia also joined the group. The first ASEAN Summit was held in Bali, Indonesia in 1976.

NINTH G-20 SUMMIT OF MAJOR ECONOMIES Held in:- Brisbane, Australia Held During:- 15 to 16 November 2014. The next summit will be hosted by Turkey in Antalya on 10 November 2015. The summit focused on promoting economic growth and set the target of boosting global growth by 2 percent in five years.

INTERNATIONAL BUDDHIST CONFERENCE 2014 Held at:- Lumbini, Nepal Held during:- 15 November to 18 November 2014. Objective:- to preserve Buddhist culture and heritage. The conference was held with a joint initiative of Nepal Theravada Buddhist Academy and Myanmar Sitagu International Buddhist Academy.

Held in- Brussels Date- 4 June 2014 – 5 June 2014 It was the first time that the EU hosted a G7 summit. Originally, a G8 summit was scheduled to take place in Sochi (Russia) in early June 2014 under a Russian presidency. Due to the Russian Federation's violation of Ukraine's sovereignty and territorial integrity, the G7 leaders decided to meet in Brussels on 4-5 June 2014 in the G7 format instead.

MOU SIGNED BY INDIA WITH OTHER COUNTRIES

The Union Ministry of MSME and ILO on 3 November 2014 signed a MoU to support the Make in India Initiative of Union Government.

India and China agreed to create a Joint Working Group to promote facilitation in the film sector. This group will meet on the sidelines of IFFI 2014 at Goa.

At the invitation of Jigme Khesar Namgyel Wangchuck, the King of Bhutan, Prime Minister of India Narendra Modi paid a State Visit to Bhutan from 15-16 June 2014.

Prime Minister Shri Narendra Modi unveiled the Foundation Stone of the 600 Megawatt Kholongchu Hydropower Project which is a Joint Venture project between the Indian and Bhutanese PSUs, SJVNL and Druk Green Power Corporation. The Project is located in Trashiyangtse in Eastern Bhutan.

Prime Minister Narendra Modi inaugurated the new Supreme Court building in Bhutan which was constructed with assistance from the Government of India amounting to Rs./Nu. 793.545 million.

Government of India conveyed its decision to exempt Bhutan from any ban or quantitative restrictions on exports of following items:- Milk powder, Wheat, Edible oil, Pulses and Non-basmati rice.

In keeping with the emphasis on capacity building and education, Prime Minister Shri Narendra Modi announced the doubling of the Nehru-Wangchuck scholarship to Rs./Nu. 20 million per year.

India and Vietnam signed seven pacts to further strengthen their strategic partnership in key sectors. These pacts included two agreements, a letter of intent and four MOU. Which are as follows-

1. Agreement between the Government of the Republic of India and the Government of the Socialist Republic of Vietnam on Cooperation and Mutual Assistance in Customs Matters 2. MoU on 100 million dollar Line of Credit for Defence Procurement 3. MoU between the Ministry of Agriculture of the Republic of India and the Ministry of Agriculture and Rural Development of the Socialist Republic of Vietnam in the field of Animal Health

The Odisha government has signed an agreement with the TiE Silicon Valley as part of its efforts to develop the state as an IT hub and attract US investment. The agreement was signed as a part of state's efforts to develop it an IT hub and attract US investment.

India and Nepal Signed 3 Agreements Prime Minister Narendra Modi on 3 August met Nepal Prime Minister Sushil Koirala in Kathmandhu,

the captital of Nepal. Later, three agreements were signed between India and Nepal, in the presence of the two Prime Ministers. Under the first agreement, India will provide a grant assistance worth NRs 69 million to supply iodated salt to curb goitre and other diseases related with iodine deficiency. The second agreement was regarding the amendment of Articles 17 and 18 of the Pancheswor Multiple Project. The third agreement is about cooperation between Nepal Television and Doordarshan, the state-owned television stations of both the countries.

India and Czech Republic Signed MoU On Technical Cooperation In Railways India and Czech Republic on 19 August 2014 signed a MOU (MoU) on technical cooperation in railway

sector. This MoU was signed between the Union Ministry of Railways and Czech Railways (Ceske Drahy) of the Czech Republic and Association of Czech Railway Industry (ACRI) of the Czech Republic.

LEADER VISITS

President Pranab Mukherjee visited Bhutan on 7-8 November 2014 to strengthen ties between the two countries. This is the first bilateral visit by a President of India to Bhutan in 26 years.

President Pranab Mukherjee visited Norway from 13 to 14 October 2014. He became the first Indian head of state to visit Norway and first president to cross the Arctic Circle. He was invited for a ceremonial reception at the Royal Palace in Oslo and held talks with King Harald V.

Founder of social site Facebook, Mark Zuckerberg arrived in New Delhi on a two day visit from 9 October to 10 October 2014. His aim behind the visit is to take help of India in connecting people of the world.

Turkmenistan President Berdymukhamedov Visited China. Turkmenistan President Gurbanguly Berdymukhamedov visited China from 11 – 14 May 2014. During

his four day visit, Berdymukhamedov met China Prime Minister Li Keqiang in Beijing, China Foreign Minister Wang Yi Visited India China Foreign Minister Wang Yi visited India from 8 – 9 June 2014. During his two day visit, he met

Union External Affairs Minister Sushma Swaraj in New Delhi and discussed a wide range of issues related to trade, economy, border and people to people exchanges.

Indian Prime Minister Narendra Modi visited Nepal on 3-4 August 2014. During the visit, Narendra Modi met Nepal Prime Minister Sushil Koirala in Kathmandhu, the captital of Nepal. The two leaders discussed various issues including Nepal‟s peace process and constitution-drafting process as well as economic issues. After the talks, Modi and Koirala witnessed the signing of three agreements.

Prime Minister Narendra Modi visited Bhuatn. This was PM's first foreign trip since assuming charge. During Modi's tour, both countries reaffirmed their commitment to extensive development cooperation and discussed ways to further enhance economic ties.

President Pranab Mukherjee paid a visit to Vietnam from 14-17 September 2014. President Pranab Mukherjee held bilateral talks with President Truong Tan Sang on 15 September 2014, who also hosted a state banquet.

COMMITTEES

Union Government constituted Vishwanathan committee to provide Bankruptcy code for small and medium enterprises (SMEs). The committee was formed under the Union Finance Ministry. The committee will be headed by former Lok Sabha secretary-general and former law secretary T K Vishwanathan. The committee will prepare a report on corporate bankruptcy framework for SMEs by February 2015.

The Supreme Court appointed high-powered committee headed by Professor NR Madhava Menon submitted its report to the court on 6 October 2014. The committee in its report has framed guidelines to regulate expenditure and contents of advertisements paid out of tax payers' money.

The Supreme Court of India formed a five member committee to evaluate the damage caused by devastating floods in Jammu and Kashmir (J&K) in September 2014.

H Devaraj Committee reported that most of the deemed universities are not fit for being a university. It said that out of 41 C category deemed universities only 10 universities are found to be fit for being a university.

Union Finance Minister constituted H R Khan panel to assess unclaimed deposits in the PPF accounts.

Bombay High Court on 2 September 2014 set up V V Daga Committee to conduct forensic audit of NSEL and liquidate the assets of its defaulting borrowers in the over 5500 crore rupees payments scam. V V Daga is a retired judge of Bombay High Court.

DEFENCE

SURFACE-TO-SURFACE NUCLEAR-CAPABLE DHANUSH ballistic missile was test-fired from a naval ship off the Odisha coast on 14 November 2014. Dhanush, a naval variant of India‟s indigenously-developed Prithvi missile was fired from a ship in the Bay of Bengal by the Strategic Force Command (SFC) of the defence force

PRITHVI-II SURFACE-TO-SURFACE MISSILE was test-fired on 13 November 2014 at Chandipur, Odisha. The test-fired was part of a regular training exercise of Strategic Force Command of Defence (SFC) and monitored by Defence Research & Development Organisation (DRDO).

Prithvi-II was developed indigenously which is nuclear-capable and has a strike range of 350 km. It is capable of carrying 500 kg to 1000 kg of warheads.

INDO-BANGLADESH JOINT RAFTING EXPEDITION was conducted on the Siyom River in West Siang district of Arunachal Pradesh. The expedition was organised by Army Adventure Node Centre, Aalo, under the aegis of 5 Mountain Brigade of Indian Army from 1 October to 3 October 2014.

NUCLEAR CAPABLE AGNI-I missile was successfully test-fired by Strategic Force Command. This has a strike range of 700 km and was tested from a test range at Odisha coast. This is a surface to surface single stage missile.

Agni-I missile weighs 12 tonnes and is approx 15 metre long. It can carry payloads up to 1000 kg and is already a part of Indian Army.

Indian Air Force (IAF) conducted the tests of SUPERSONIC AKASH AIR DEFENCE MISSILES which successfully intercepted the targets. The 700-kg all-weather missile Akash can carry a 60-kg warhead at speeds of up to Mach 2.5.

The 2014 edition of the "SIMBEX 14" series of annual bilateral naval exercises between the Indian Navy (IN) and the Republic of Singapore Navy (RSN), is being conducted in the Andaman Sea from 22 May to 28 May 14.
