The School

Ibstock Place School, founded in 1894 in Kensington as one of the first kindergartens in the country and the Demonstration School of the Froebel Institute, has been located at Ibstock Place in Roehampton since 1946. It is a friendly and happy school with a distinctive atmosphere where pupils have breadth of opportunity and respect for the diversity of achievement. In the younger years the School supports a local population and from the age of 11, the catchment area extends. The School, occupying a ten-acre site on both sides of Clarence Lane, is divided into two departments, the Preparatory Department, 4-11 years (including the Pre-Prep, catering for children 4-6 years), and the Senior School 11-18 years. Ibstock Place School is over-subscribed and there is entry on date of registration at the age of four for Kindergarten (Reception). Entry thereafter is by assessment, designed to identify those children who are able to take advantage of the Ibstock Place School experience. There is a competitive entry examination at the age of eleven. Prep School pupils compete with external candidates and do not have rite of passage through to the Senior School. Developments in the School have been significant since the opening of the Senior Department in 1976 and over the last sixteen years, construction has included a building for the Preparatory Department (Macleod House), a Sports Hall, New School, a significant building housing a new library, science laboratories and numerous classrooms, and a Theatre completed in December 2015. We are currently building a new refectory. Underpinning our approach to the promotion of effective learning is a belief that pupils learn best when they actively process what they are learning. This approach aims to build pupils’ understanding, and teachers work continuously to develop ways to support our pupils in their endeavours. In this sense, our approach to teaching and learning is constantly evolving, taking as its frame of reference the latest findings in psychological and pedagogical research and also from the longer view of history and its venerable dialogue on the makings of a ‘good education’. Talented teaching staff seeking reward and an opportunity to realise ambition can contribute to our vision through participating in initiatives such as the School's 'Learning Excellence Forum' which aims to find and disseminate innovative ideas and practice in this area.

All staff are required to display to their pupils significant knowledge and expertise in their subject area and demonstrate high levels of planning and preparation. The staff are fully supported in their roles; the learning environment throughout the School is one of nurture, academic stimulation and the facilitation of the highest standards in all that the School is involved. The School places great value on the professional training for its staff and the School’s commitment to it is supported by a generous budget. The academic dimension of the School is balanced by a supportive pastoral environment and a rich co-curricular programme. All staff are involved in the Ibstock Place School community, through contributing to activities and being members of the strong House tutorial teams.

Governance

Ibstock Place School has ten Governors who are drawn from a variety of professions. The Governors are responsible for the two departments of Ibstock Place School and these departments have agreed and shared objectives as indicated in our strategic intent.

POST DESCRIPTION

Post Title: Bursar and Clerk to the Governors

Responsible to: The Governing Body through the Headmistress

Ibstock Place School is committed to safeguarding and promoting the welfare of children and young people and expects all staff and volunteers to share this commitment. Applicants must be willing to undergo child protection screening appropriate to the post, including checks with past employers and the Disclosure and Barring Service.

This post description is a broad outline of the responsibilities and duties which the Bursar may be required to perform under the reasonable direction of the Governing Body and the Headmistress.

General Management and Administration

Acting as Clerk to the Governors and secretary to various committees. Ensuring compliance with all relevant aspects of employment law including employment

protection, equal pay, minimum wage, Working Time Directive or discrimination on the grounds of sex, race or disability. To act as the Head's adviser on employment matters including safe recruitment and disciplinary procedures. Ensuring that the School has appropriate disciplinary and grievance procedures.

Ensuring that all relevant staff have contracts of employment and keeping the School's standard contracts up to date as new legislation takes effect.

Managing the employment, terms and conditions of service, supervision and welfare of all non-teaching staff.

Formulating, monitoring and implementing the School's policy to comply with the requirements of health and safety legislation.

Chairing the Health and Safety Committee. Carrying out risk assessments where appropriate and monitoring all departments to ensure that

they are carrying out risk assessments. Taking professional advice as required. Updating annually the School’s master Risk Register. Ensuring that the School has adequate insurance cover at all times to include employer's

liability, buildings and equipment cover, personal accident, travel insurance and other relevant cover. Professional advice should invariably be sought.

Monitoring the cleaning contracts (outside contractors). Occasionally arranging for staff accommodation and dealing with the letting of property to

School employees; ensuring that the appropriate leases and licenses to occupy are signed by the tenants.

Letting of School premises to outside organisations. Acting as correspondent with the DfE and being responsible for the records and returns

required. Advising on and taking the appropriate security measures within the School, both physical and

for staff and pupils. Maintaining contact with the statutory authorities and other organisations. Overseeing the maintenance of the swimming pool and its plant with the need to ensure that

proper safety procedures are enforced particularly out of School hours and during the holidays. Liaising with Perry’s, provider of the School uniform. Liaising with the Director of Sport over sports equipment and facilities. Through the Head of Maintenance, responsibility for minibuses and transport - compliance

with the regulations for the operation of minibuses; licences; driver training and assessments; servicing and Vehicle Inspectorate Tests.

Finance and Accountancy

Many of these duties to be undertaken with the Management Accountant and Bursary staff:

Advising on general financial policy within the School. Preparing annual estimates of income and expenditure to include the consideration of

departmental budgets within the School, the latter in consultation with the Head. Monitoring income and expenditure in relation to budget and presenting regular management

reports to the Governing Body, usually via the Finance and General Purposes Committee.

Keeping the accounts of the School and preparing Statements of Financial Activity (SOFA) and balance sheets in accordance with the charities Statement of Recommended Practice (SORP).

Maintaining cash flow projections for the current and future years. Preparing all pupils’ fee invoices and collecting all fees and extras. Payment of all salaries and wages, including PAYE, Superannuation and National Insurance

Contributions. Compliance with regulations for benefits in kind. Administering pension schemes for teaching and non-teaching staff. Scrutinising and passing for payment all invoices received in the School. Organising special appeals for capital projects. Keeping analyses of costs and other statistical records. Preparing forecasts for the future financial performance of the School; usually over a period of

seven to eight years. Preparing financial appraisals of particular projects. Advising on the financial implications of the charitable status of the School. Dealing with the School's income tax and rating assessments. Advising on scholarship and bursary funds. Undertaking assessments of parents’ income and

assets prior to making bursary awards. Involvement in the marketing and development of the School.

School Buildings - with the Facilities Manager

Maintaining the School buildings. Preparation of maintenance schedules and keeping of records.

Responsible for the installation and maintenance of equipment for the detection, warning, protection and escape from fire. To ensure the necessary fire risk assessments are carried out.

Responsible for the School’s lock down procedures. Responsible for the maintenance and efficiency of the installations and plant for electric and gas

supply, heating, domestic hot water, water softening etc. Letting of energy supply contracts at competitive rates.

Maintaining the lighting and ventilation in all School buildings. Liaising with the School architects and builders in order to ensure the appropriate specifications

for new buildings, including obtaining tenders and planning permission.

School Grounds

Upkeep of playing fields, gardens and all weather surfaces. Land drainage. Safety and husbandry of trees.

Catering

Managing a full in-house catering arrangement. Formulating, monitoring and implementing the School's catering policy to comply with the

requirements of health and safety legislation. Ensuring that food preparation areas meet the requirements for hygiene and food safety. Holding regular meetings with catering staff.

PERSON SPECIFICATION

The successful candidate is likely to have experience in the majority of the following areas:

the possession of business or administrative experience with the knowledge of commercial and allied subjects adequate for the management of the day-to day affairs of the office;

the ability to produce budgetary estimates and reports and to be able to interpret cash flow and financial and statistical summaries;

a knowledge of the principles of the preparation of final accounts; a knowledge of procedures at meetings - notices, agenda, minutes, conduct of meetings and

secretarial practice; some knowledge of the law and practice relating to Income Tax, PAYE, benefits in kind, VAT

and GDPR; a working knowledge of the law with regard to parental contracts, leasing of School properties

and landlord responsibilities, employment legislation, commercial law covering such matters as contracts, copyright and data protection;

a knowledge of building materials and of the details of construction of buildings and the causes of, and remedies for, defects in buildings;

a knowledge of rates, Town and Country planning, planning permission procedures for alterations and new buildings;

the ability to draw up specifications for general repairs, minor alterations and decorations and, if the work is done by direct labour, to make estimates of cost;

the ability to draw simple plans and sketches; and a knowledge of principles and practice in relation to: electrical and gas installations, metering

and supply; central heating and hot water supply; Protection of personnel and buildings from fire; domestic sanitation and sanitary fittings; energy management and conservation.

Terms and Conditions of the Post

Salary is according to qualifications and relevant experience. Ibstock Place School has its own generous salary scale and also has its own contracts of service. Health insurance is provided. School administrative staff are automatically enrolled into the London Pension Fund Authority (LPFA) scheme. Ibstock Place School is a “registered body” under the provisions of the Police Act 1997 because employment here involves access to children under the age of 18. This post will require an enhanced certificate from the Disclosure and Barring Service (DBS) before we can confirm an offer of employment. Former members of staff who re-join the School also require fresh disclosures unless less than six months have passed between their leaving and their re-employment date. The post is also subject to receipt of written references which must be satisfactory to Ibstock Place School and documentary evidence of qualifications. Successful applicants will need to provide confirmation of permission to work in the UK. Please note that under the Immigration Asylum and Nationality Act 2006, Ibstock Place School has an obligation to ensure applicants have the right to work in the UK prior to commencement of employment (this is carried out at interview stage; if applicants fail to produce the required original documents prior to commencement of work for the School, or if it is found that those documents do not meet the legal requirement, an offer of employment will be withdrawn). Child Protection Guidelines The post-holder’s responsibility for promoting and safeguarding the welfare of children and young persons for whom s/he is responsible, or with whom s/he comes into contact, will be to adhere to and ensure compliance with our Child Protection Policy statement at all times. If, in the course of carrying out the duties of the post, the post-holder becomes aware of any actual or potential risks to the safety or welfare of pupils at Ibstock Place School, s/he must report any concerns to our designated child protection officer or to the Headmistress. Health and Safety All staff are required to refer to their individual responsibilities as defined in the IPS Health and Safety Policy and ensure they are competent to implement them and agree to abide by them. Staff health, safety and welfare at work are protected by law. Ibstock Place School has a duty to protect staff and to keep them informed about health and safety. Staff have a responsibility to look after themselves and others. If there is a problem, employees are expected to discuss it with their line manager or with the School’s Facilities Manager.

The Theatre
