Based on my experience I can say that when an American programmer says they know something it means they know 100% and you can trust them to get the work done and if an Indian programmer says they know something it means they have heard/read about it and they will explore. I am not saying Indian programmers are bad but you really have to search hard to find a good programmer in India.
I have experienced .NET, HTML, CSS and JavaScript deliverables from Changepond, HCL Tech, InfoSys, and Sapient Nitro. All of it showed the now well known traits of Indian software "development": little observation of standards and established best practices, little understanding of fundamental programming concepts, and a resentment at being called on it.
Actual remarks that some corporates have got from their customers in US and European countries about their Indian development teams.
Our programmers know how to program, know the pitfalls, know how to write code that will last for a long time, Indians code like high school students, poor logic, code written all over the place, looks like my grandson's thought processes.
