”MARIN DRĂCEA”

ICAS

For the forests sustainable management

Background

The National Institute for Research and Development in Forestry “Marin Drăcea” (INCDS) was founded in 1933 by the Journal of Ministries Council no. 561 of 16th of May 1933 under the name “Institutul de Cercetări şi Experimentaţie Forestieră (ICEF)/ Forestry Experimentation and Research Institute”

INCDS is a public institution of national interest with legal status, under the coordination of the Ministry of Education and Scientific Research (Government Decision no.185/2013) and under scientific coordination of Academy of Agriculture and Forestry Sciences (ASAS) (Law no.45/2008).

INCDS is the main developer and manager of scientific and technical information in the national forestry sector.

ICAS

For the forests sustainable management

Role and objectives of ICAS

The fundamental objective of INCDS is to: “Increase of the capacity, quality and complexity of scientific research and technological development in the forestry sector for a sustainable management of forests in the context of the socio-economic and environmental changes at national, European and international level”

Specific objectives

A. Create competitive knowledge

B. Increase the competitiveness of the Romanian forestry research

and development

C. Increase social quality

ICAS

At national level

INCDS has been certified by the National Authority for Scientific Research (ANCS) as a Centre of Excellence in Silvobiology

and Forest Management (since 2000) and is certified as a component institution of the National Research-Development System (since 2008).

INCDS is also, certified as an empowered institution for:

- elaborating environmental impact assessment studies;

- environmental reports, for forest management planning, watershed planning, forest road planning;

- economic and technical studies concerning ecological reconstruction;

- cadastral and photogrammetric measurements;

- preserving and testing the quality of forest seeds;

- testing pesticides in order to be homologated in the forestry field.

The Quality Management System is in compliance with the ISO 9001 standard (United Registrar of Systems-URS, 2011).

At international level INCDS is full member or collaborator of prestigious international organizations and research networks such as:

- IUFRO (International Union of Forest Research Organization);

- EFI (European Forest Institute);

- ICP-Forests and National Focal Centers ;

- IL(S)TER (International Long Term Social and Ecological Research), LTER-Europe

- ISTA (International Seed Testing Association);

- EUFORGEN – European Forest Genetic Resources Programe and National Focal Center

- EARSeL (European Association of Remote Sensing Laboratories);

- FTP (Forest –Based Sector Technology Platform) etc.

INCDS is an efficient and active partner for forest-related topics within large international projects in the frame of programmes: LIFE+, FP 6, FP7, COST.

ICAS

For the forests sustainable management

E1- Dendrometrics, forest management planning and forest monitoring

An integrated approach of inter- and multi-disciplinarily issues specific to dendrometrics, forest management planning, dendrochronology and long-term ecological monitoring of forest ecosystem condition under the action of different stress factors, especially atmospheric pollution and climate changes.

Controlling and overseeing of the forests towards optimal status correlated to forest monitoring and functionality of forest under the influence of disturbing factors, e.g. climate change.

E2 - Forest ecology

A broad spectrum of forest topics: soil sciences and forest sites, dendrology, forest typology, physiology, conservation biology and biodiversity assessment and adaptation of forest management practices to dynamic environmental conditions. Researches mainly focused on the analysis of the relationships between vegetation and different environmental factors (e.g. soil, bedrock, climate) and anthropogenic drivers

ICAS

For the forests sustainable management

E3 - Forest genetics and tree breeding

Conserving and improving forests diversity by increasing their adaptive, protection and growth potential;

Support the production of high biological value Forest Reproductive Materials;

Preservation and sustainable management of Forest Genetic Resources.

E4 - Wildlife biology and management

The researches are focused on restoration, conservation and management of wildlife and salmonide resources

E5 - Silvotechnics and ecological reconstruction

An integrated approach of inter- and multidisciplinary complex issues specific to afforestation, ecological reconstruction and management of watersheds, forest and land degraded site, silvobiology

Restoring natural equilibrium, increasing the protective and productive capabilities of forests

ICAS

For the forests sustainable management E6 - Forest protection

A better knowledge of biotic / abiotic damaging factors characteristics for woody species, respectively continuous improvement of forest health status;

Detection, prevention and control of the most important forest pests and diseases.

E7 - Forestry geomatics

Techniques and technologies of collecting, computing, and exploitation of data and information from earth surface (geospatial data/information) applied in forestry (GIS, remote sensing, photogrammetry, terrestrial data collection with specific advanced devices).

Forest management planning

Elaborating of state forest (ROMSILVA) management plans (300000 – 400000 ha annually) for:

– sustainable development of forests

– protection and conservation of forest biodiversity

– maintaining multiple ecological, economic and social functions of forest

ICAS

For the forests sustainable management

National forest inventory

An instrument for evaluating forest resources at national

level

Main provider for statistical information on Romanian forestry sector for stakeholders, European and international organizations

Torrent control and watershed management

Development in a complex and integrated management system of torrent watersheds in forests by: – reducing the surface outflow and erosion

– reducing the amount of transported sediment

– water flow regulation and stabilization

Ecological reconstruction of degraded lands

Restoration of degraded land areas into the productive

cycle by elaboration of soil restoration and afforestation projects

ICAS

For the forests sustainable management

Shelterbelts planning

Elaborating opportunity and feasibility studies, projects and providing technical assistance for:

-reducing dominant wind, impact soil erosion and snow drifting

-providing habitat for wildlife

-mitigation of climate change effects

Forest administration and experimentation of research results

Experimentation and testing of the results of applied research, for their implementation at regional and national level by technical guidelines, methodologies, technologies, execution models of specific works for the Romanian forestry practice

Technology transfer, dissemination and popularization of scientific knowledge

Implementation of the applied research results was made by technology transfer consisted in:

- updating of rules, instructions and technical guidelines for forestry sector - elaborating of forest management plans - performing of specialized informatic applications for different activities - building of geospatial databases and digital forest maps for management plans and other activities in forestry - certifying of products for forecasting and prevention of forest pest attacks (synthetic pheromones) - developing of tested biological products for control of forest deseases and pests. - specific technologies for ecological restoration of degraded lands outside the forest - technical assistance and expert advice in forestry - demonstrative presentations the field of applied results and training courses - exchanges of scientific and practical experience among scientists, decision makers, owners and managers of

forests - participation in exhibitions to promote research results

An important vector of dissemination is the Forestry Publishing House (ES) (www.editurasilvica.ro ), established in

INCDS - publishes scientific and technical books in the field of forestry and environmental sciences - is a member of European Association of University Presses (AEUP) - The scientific journal Annals of Forest Research (www.e-afr.org), issued by ICAS (exclusively in English) became

ISI journal, since 2011 (IF 2013 – 0.444).
