“The Experts Discuss Data Governance”

Cassi Birnbaum:President of AHIMAThe American Health Information Management Association

AHIMA has been spending a lot of time over many years on Governance. We decided we

needed to look at a broader scope to call it Information Governance. Whether it’s clinical,

financial, or operation we want to make sure there are protections around that data.

We are looking at a whole framework and how they need to be successful in healthcare and we’ve

created a maturity model and where organizations are now and where they need to be. We

created a scale of 1-5. One is an organization who is just beginning in Information Governance and

5 being a true transformational organization.

We didn’t find anyone who was at stage 5 in healthcare.

A byproduct of the 1-5 Information Governance Maturity Model is to make sure we have

the tools and resources for the entire healthcare system to be successful in Information

Governance.

• We keep pushing our accuracy and security to the next level, we never stop and we are never

satisfied with what we have today.

• We have a company wide centralized security officer as well as each individual business unit has

it’s own security officers.

• Security process is well documented

• Employees are mandated to take data security training on a yearly basis.

• Data Quality is the elephant in the room• We have to be able to represent the information we aggregate and provide to our

customers.“Watch This ICCG Fortune 1000 CXO Interview

Challenge is getting folks engaged and committing enough time to ensure the information you are providing is accurate is an ongoing challenge and something that requires attention in every company.“

We are focused on Data Governance, Data Definitions, Data integrity and Data Quality, from an enterprise perspective.

However, as we get into big data, we are looking at a tiered approach where as we begin to do queries we may not focus on data quality until we start to see some area we really want to focus on.

Data Security is a significant item for us. The challenge is to balance the need to increase people access to the data without them getting to data they shouldn’t be seeing. Our job is to make data more available, but you always have to be concerned about inappropriate accessIt’s a constant balance between making information available and proper security.

From a technology perspective we are implementing a Master Data Management program to try and solve some of the disparate systems issue where our technologies don’t talk to each other.“

• Data Quality is a huge impactful aspect of our strategy.• It’s a problem we need to partner with the business on.• It’s not a 100% technical issue that we can apply technology to completely.• Working with the business we have to develop processes and procedures that will

improve data quality.• Data Quality is an organization priority, not just an IS one.

• Data Governance isn’t about setting up rules or trying to architect fields and data streams. Governance is about how you use, keep, repose, and search for data.

• Data then becomes information. Once the information is converted, what do you do with it, how important is it, what type of security do you need around it?

• In being able to develop a governance plan, you pull up the microscope and instead of being too focused on structure, but really focused on utility and placement.

One of the things that intrigue us, is our ability to produce lots of overlapping data. In normal database management you’d use the structure of that database to eliminate overlapping data. In data warehouse management you not only have to figure out what you already have and how you can use it but also how you don’t duplicate it.
