INTRODUCTION

The purpose of this survey is to elicit information on the expenditures of eligible staff of the UN

common system organizations (including their household members). The information collected is

used to estimate an average expenditure pattern of international staff and their households in

each duty station. The resulting pattern is an essential element in the calculation of the Post

Adjustment Index which is a major element of the salaries of eligible staff.

Since the results of this survey will affect staff members' salaries at your duty station, you

have a vested interest in completing the survey. Only you can provide the required information about

your household. No data provided in the questionnaire will be communicated to unauthorized persons.

Your data will be used only as part of a statistical sample used to determine the relativity of cost of

living of your duty station with New York, the base of the Post Adjustment System. A high staff

participation rate is required for the data collected to be usable and for the results derived to be

statistically valid.

Before you begin to fill in the questionnaire, please read the detailed instructions carefully.

Please take the necessary time to complete all sections of the questionnaire that apply to your

household’s expenditures. Remember that an incomplete questionnaire is not likely to be

usable, in which case your efforts will be wasted. Reporting your best estimate for any

significant expenditures is better than leaving a questionnaire box blank.

SECTION 1

RESPONDENT AND HOUSEHOLD INFORMATION

Household members refer both to persons living with you during the survey month and those temporarily away (less than 6 months) from the duty station. We also collect information about other family members or persons who do not regularly live with you but for whom you provide financial support. Most often, the current, primary dwelling where the staff member and his or her household live is located

within the country of the duty station. However, sometimes, that is not the case (for example, staff may reside in a country neighbouring the country of the duty station). For the purposes of this survey, while at service at your duty station, your current, primary dwelling may be located either within or outside of the country of the duty station. If your dwelling is located within the country of the duty station, your housing expenses will be classified as “In-Area”, otherwise they will be classified as “Out-of-Area

SECTION 2: HOUSING

This section elicits information about your residence at the duty station including expenditures on rent, utilities, facilities, and other housing costs. Please record the amount which you currently pay on an average monthly basis, unless otherwise stated.

The housing costs in this section relate to your current, primary dwelling in the country of the duty station only.

• If your current primary dwelling is located outside the country of your duty station, please provide your housing costs under expenditure category 26-32 in the household section.

• If you incur housing related expenditures for secondary residences within the country of your duty station, please report them under “other expenditures” in section 4, question 101

DOMESTIC AND SECURITY SERVICES (Monthly Expenditure)

This section elicits information about your expenditure on domestic services. Please record the domestic

service type under the appropriate section irrespective of whether the service is offered full time or part

time. Please do not include services such as piano lessons, after-school tutorials, summer camps, etc.

as these are not classifiable as domestic services. On the other hand, gardeners, drivers/chauffeurs are

SECTION 4

HOUSEHOLD EXPENDITURES

This section elicits information about your household expenditures other than for housing and

domestic service. Expenditures are grouped according to categories. The purpose of the survey is to

collect average monthly or yearly expenditures for the various expenditure categories in this

section. The first two columns are for expenditures incurred within the country of the duty station in

local and non-local currencies while the third column (out-of-area expenditures) is for expenditures

incurred outside the country of the duty station.

General guidelines in completing this section

Currency: Please select the appropriate currency of payment for expenditures. When entering

amounts please enter only numbers and avoid separators such as commas or decimal

points.

In-area/Out-of-Area expenditures:

Expenditures of household or family members incurred inside the country of the duty station are

classified as in-area while those incurred outside the country of the duty station are classified as

out-of-area.

Expenditures of family members or other persons supported financially who live within the

country of the duty station, but not in your current, primary dwelling, are to be reported as in-

area. Expenditures incurred by family members or other persons, supported financially by you,

who live outside the country of the duty station, should be reported as remittances, except

for education and medical expenditures, which have to be reported as out-of-area.

Also DO NOT INCLUDE expenditures incurred while on work missions as such expenditures are

normally covered by the organizations.

Internet purchases: Purchases made over the Internet by household members may be difficult to

determine as to whether they were incurred inside the country of the duty station (in-area) or

outside of the country of the duty station (out-of-area). If you know that the purchases were made

at website addresses registered or otherwise regulated by the laws of the country of your duty

station, these should be classified as in-area. If the website address is known to be registered

or regulated according to the laws of other countries, or this information is not known or cannot be

ascertained, the purchases should be classified as out-of-area.

Remittances: Include all money transferred abroad, regardless whether for consumption or non-

consumption commitments. Typically, they will include money transfers for the support of

dependents living outside the country of the duty station. Remittances may include money

transferred abroad for saving and for staff own household’s deferred consumption. However,

transfers for the upkeep of dwellings abroad (usually, but not necessarily, the home country),

including mortgages, should be reported under the out-of-area housing expenditures of question

26-32 in the household section (section 4)”

Timing of payment: Record the amount paid on the date of purchase. Credit card purchases

should be recorded in full on the date of purchase.

Taxes: All purchases should be recorded including sales tax (or VAT) and any other surcharge, such

as delivery or service charge.
