The Arizona Sun Corridor, consisting of the cities of Casa Grande, Coolidge, Eloy, and Florence, is the heart of Pinal County, which borders Greater Phoenix to its North and Greater Tucson to its South. The Arizona Sun Corridor fueled much of Pinal County’s growth from 165,000 people in 2000 to 425,000 currently. All Sun Corridor communities either border Interstates 8 and 10, or are very close proximity. Access Arizona is the nonprofit, 501c(6) corporation that represents the Sun Corridor in its economic development endeavors. Retail is a primary concern for the cities of Casa Grande and Florence, with Access Arizona representing both of these thriving communities with the particular goal of recruiting these underserved markets with specialty retailers, casual dining establishments, and fast food restaurants.

Casa Grande is the largest of the Sun Corridor cities with 55,000 residents. The city hosts several large companies such as Frito Lay, Hexcel, Abbott Nutrition, Monsanto, Wal-Mart (Distribution), National Vitamin, Ehrmann Arizona Dairy, and Franklin Food. It is also the future home to the 1.7 million square foot - PhoenixMart, which is an international business-to-business trading center. Casa Grande hosts one of the largest 4th of July fireworks displays in the State and is the home of the Francisco Grande’s Sports World and the Nick Faldo Golf Academy. Casa Grande also features a highway-accessible promenade that includes names such as: J.C. Penney, Sports Authority, Walgreens, Harkins Movie Theatres, and several other retailers and restaurants. This promenade is the eastern end of the retail strip that feeds directly into Casa Grande’s downtown – located just 4 miles to the west. The Arizona Sun Corridor hopes that your company will add to this booming retail corridor!

Florence is growing in population and in square miles. In 2013, Florence issued 180 permits for single family homes and expects that number to increase again in 2014. In addition, with 8,000 jobs, many people in the region travel to Florence every day to work. Union Pacific has proposed to construct a new classification yard to meet demand for increased freight rail service in Arizona. It will serve as a driver for economic development in the region and Arizona without impacting the desert landscape or interfering with sightseeing and tourist attractions.

Built with modern best-practices that address environmental concerns, the proposed Red Rock Yard will safely create jobs and attract business, adding to the many reasons why industries should locate in Pinal County. The Union Pacific Red Rock Yard has the potential to

• Create thousands of permanent new jobs

• Increase long-term investment in the local economy

• Attract industrial developments along or near the I-10 corridor

• Build communities by increasing opportunities

• Raise the value of existing properties by making Pinal County more desirable

• Generate up to $2.3 billion in tax revenue over the next 20 years

Currently Union Pacific is working with the Arizona State Land Department to acquire the estimated 950 acres needed for the facility, although there is currently no construction build day.

The American narrative is filled with stories about legendary railroad towns like Casa Grande, Tombstone and Tucson. Beyond those tales, the fact is that Arizona continues to be one of the most important centers for rail transportation in the country.

The rails of Southern Pacific (later acquired by UP) reached Yuma on the Colorado River in 1878, with the first train arriving in Tucson two years later on March 20, 1880. The community was so excited that they decided to send telegrams to dignitaries around the world, including the Pope in Rome, announcing that the railroad had reached Arizona. What followed was a slow and sometimes arduous trek across the state. Work continued eastward with protection from the U.S. military. In May of 1881, the line finally reached the New Mexico border.

Years later, SP began offering premier passenger service on the route, calling the train the Sunset Limited. Copper

deposits in southern Arizona were an initial passenger attraction but, by 1894, winter resorts in Tucson and Phoenix soon filled the trains with affluent vacationers.

Today, the Sunset Route, Union Pacific’s 760-mile corridor between Los Angeles and El Paso, carries 20 percent of the railroad’s traffic. The route handles marine containers stacked two high on double-stacked trains, and construction materials (lumber, plywood, steel and cement) that are important to the region’s growth. Electronics, fabricated metals, plastics, precision machinery and agricultural chemicals are also shipped via the Sunset. In the last two years, more than $250 million was spent on capacity improvements in Arizona, primarily on the Sunset Route to support customer growth and improve service. Nearly 60 percent of the Sunset Route is double-tracked—more than double what it was when UP acquired SP in 1996.

Since 2005, Union Pacific has been working on Double Tracking the Sunset Route. It is currently at 74 percent completion, with much of the work going on in the Pinal County area. By double tracking the Sunset Route, the company hopes to gain efficiencies in transit time. Local residents may see shorter wait times at crossings along the sunset.

Tucson and Phoenix are Arizona’s largest metropolitan areas and they are connected by Interstate 10 (I10). It is the most heavily traveled corridor in our state and it is reaching capacity. Previous studies have shown that I-10, even with additional lanes, is not sufficient to meet the future travel demand.

The Arizona Department of Transportation (ADOT) Passenger Rail Corridor Study; Tucson to Phoenix has narrowed down possible rail routes to three alternatives to potentially meet the need for future transportation options between Tucson and Phoenix.

Arizona’s population is projected to nearly double in the next 40 years. Rising from 6.2 million to 11.6 million, most of the increase will result from growth in the Sun Corridor, which encompasses Maricopa, Pinal, and Pima counties. The need for passenger rail is based on the anticipated travel patterns and growing congestion on the highway network. This is a result of population and job growth projections.

PASSENGER RAIL SERVICE COMES INTO FOCUS

Arizonans want flexibility in use of a future passenger rail service – it’s not just about getting between Tucson and Phoenix, but also moving from place to place along the way. The concept of a “blended service” would provide a local and express service that would operate on the same tracks but at different times of the day. Local service would be intended for moving around the corridor, while an express option would focus on providing more direct service with fewer stops and faster travel times.

Train stations are vibrant community gathering places. The study team met with several communities throughout the study area to talk about what it takes to build a successful station. Communities want a mix of commercial and residential development, the ability to walk and bike to and from the station, parking, and plenty of options for traveling to your final destination once you depart the train.

Building rail infrastructure is only as valuable as the riders who use the system. As part of this study, ridership numbers are forecasted based on several inputs including anticipated population growth, development, and employment areas.

WHAT YOU HAVE TOLD USADOT has reached out to communities

at dozens of events and festivals between Tucson and Phoenix. In 2011, ADOT asked Arizonans their general thoughts regarding rail and the use of rail in Arizona. In 2012, ADOT presented seven route alternatives and asked Arizonans to provide their opinions on each alternative. A total of 6,675 comments were received in the form of paper surveys, online

surveys, and general emailed comments.Overall, support for a rail system is

overwhelming. Fewer than 5 percent of the comments have indicated opposition to the project.

Seven route alternatives were developed

and evaluated. Three of those seven alternatives will continue to be studied and evaluated. ADOT took into consideration comments received from Arizonans, environmental concerns, financial feasibility, community acceptance and accessibility, operating characteristics, mobility, and safety of the system. The three routes will be the Green, Orange and Yellow routes (see map).

Green Route: Use of UP Tempe Branch and I-10 rights of way. Length is 113 miles and the travel time between Phoenix and Tucson local service will be 83 minutes and assumes 6 stations, express service will be 73 minutes and assumes 3 stations. Estimated Cost $5.2 – 7.9 Billion.

Orange Route: Mostly elevated alternative with use of SR-202L, SR-101L, US-60, Ellsworth Road, planned North-South Freeway and I-10 rights of way. Length is 132 miles and the travel time between Phoenix and Tucson for local route is 111 minutes and assumes 11 stations, express route is 88 minutes and assumes 4 stations. Estimated Cost $6.5 - $9.8 Billion.

Yellow Route: Use of existing Union Pacific right of way north of Eloy and I-10 rights of way south of Eloy. Length will be 120 miles and travel time between Phoenix and Tucson local route will be 126 minutes and will assume 11 stations, express route is 110 minutes and assumes 5 stations. Estimated cost $3.6 - $5.4 Billion.

RE: So glad you asked! Where do I start?! We’re located halfway between two major metropolitan areas – Phoenix and Tucson, at the intersection of two major interstates – I-10 and I-8, on a Union Pacific main line, 45 minutes to a major international airport, minutes from several regional airports, 5 hours to the Pacific coast of California, 3 hours to the Mexican border, with a very reasonable (low) cost of living, surrounded by very affordable land with lotsa sunshine and the kind of infrastructure industry needs … stop me!

CAR: OK, we get it. What kind of help is available to a company looking to locate in Arizona’s Sun Corridor?

RE: Another great question. Our local Economic Development people handle the whole region and are among the best in the business –Jim Dinkle of Access Arizona, Richard Wilke with the City of Casa Grande, and Jennifer Evans with the Town of Florence. RE: Well, I have always been in theland business, but when the GreatRecession hit, lots of opportunitiesarose in operating companies inhard-hit industries. I was bored withbeing retired, and my land back-ground was useless, so I beganacquiring agencies in differentbusinesses and that eventuallybecame ROX Group.

Several years ago we created a printmedia division to cover marketing forourselves, which has grown intomultiple publications spanning thestate.

RE: It’s a great time to acquire property for you business. Pricesare up from the recent marketbottom, but while the economy isback, prices are nowhere near theirpeak.
