Judge Gibler Announces His Retirement
District Judge Fred Gibler, First Judicial District, has announced his retirement, effective January 31, 2016. Click here to read his letter.
Requests for “Defects in the Law”
Article V, section 25 of the Idaho Constitution provides that the district judges shall report to the Supreme Court “such defects or omissions in the laws as their knowledge and experience may suggest.” No later than December 1 of each year, the Supreme Court is to report defects and omissions to the Governor, who transmits that information to the legislature. The framers of the constitution knew that the trial judges were the people whose daily experience and understanding would make them most likely to encounter and perceive problems with our statutes. That remains equally true today. Continued on page 2 . . .

The 2015 Awards Committee, chaired by Justice Burdick, made the following presentations at the recent Judicial Conference [click here for press release] . . .
Justice Jesse Walters, Jr.
was presented with the Granata Award.
Janica Bisharat, Director of the Court Management Division, received the Kramer Award.
In addition, Judge Gaylen Box received the Magistrate Judges Association’s new Legacy Award, presented by Judge Rick Bollar.

Judge Rick Carnaroli to be Inducted Into
Pacific University Athletic Department’s Hall of Fame
Pacific University has announced that the Honorable Rick Carnaroli will be one of five inductees to enter into Pacific’s 22nd Hall of Fame class on October 2nd. According to the press release: Rick “Rudy” Carnaroli was a four-year starter for the Boxer baseball team. … he came to campus as a catcher but was moved to the outfield when there was a logjam of candidates behind the plate. He responded by making himself into an all-conference outfielder until he was able to slide back behind the dish for his senior season — earning All-NWC honors at both positions. He capped his career by being named a First Team NAIA All-American in 1980 after hitting .379 with 12 doubles. Click here for the press release. Congratulations, Judge Carnaroli!
Request for “Defects in the Law” continued from page 1 ...
Many of you have sent us defects in the law that need to be addressed. As the Supreme Court considers the legislative proposals that it will submit for the 2016 session, we are asking all of our trial judges and court administrators to take a few moments to recall any additional defects or omissions in the law that you have noticed. Please forward these to us, along with any other suggestions for statutory changes that would improve the daily operations of our trial courts. The legislature welcomes these suggestions, and this interaction helps to foster understanding and cooperation among the branches of our state government.
