Each of the six board members is approved by the Idaho Senate and appointed for a six-year term, scheduled to expire on a staggered basis. The chairman serves at the pleasure of the Governor.

Restructuring The goal was three-fold – reduce the layers of supervision for a more efficient operation, have decisions made closest to where the work is being done, and align functions to eliminate duplication of effort. Decision-making authority is now more appropriately delegated. The restructuring reduced ITD’s 1,833 employee workforce by more than 10 percent to 1,648 in fiscal year 2019. At that same time, the department’s performance indicators have improved. The new organization chart reduced ITD’s layers of supervision from nine to five:

ITD’s reorganization was so successful that it earned the American Association of State Highway and Transportation Officials (AASHTO) President’s Award for Administration. The Division of Motor Vehicles recently completed an additional reorganization to further increase efficiency and effectiveness. DMV lowered the number of supervisors from 26 to 17 and reduced managers from seven to five. Supervisors and managers now have expanded scopes of work and span of control. ITD continues to look for opportunities to restructure where additional efficiencies can be achieved.

Department Services Provided Division of Highways ITD’s Highways personnel perform statewide highway maintenance functions and direct construction projects that improve the state’s highway system; administer federal-aid safety improvement projects and safety tasks; manage federal transit grant programs and encourage coordinated transportation services; develop projects to improve state and local highway systems to save lives; and coordinate transportation research efforts. Motor Vehicles The Division of Motor Vehicles manages driver’s licenses, vehicle registrations (both private and commercial), license plates, vehicle titles, and ports of entry, as well as other programs associated with these activities. Motor Vehicles also works to meet the needs and expectations of motor vehicle customers and the county sheriffs and assessors who work as the Department’s agents. Administration The Division of Administration develops long-range budgetary plans and project programming; provides agency direction; provides legal representation and services for the Department; operates and provides security for information systems; provides intergovernmental coordination and legislative analysis at the local, state and national levels; provides communication services to the public; coordinates safety and risk management; provides employee services, financial services, internal audit, business and support management; administers the design, building and maintenance of Department facilities; and performs economic and program research activities. Aeronautics The Division of Aeronautics assists Idaho municipalities in developing their airports; manages 31 state owned rural airstrips; registers aircraft; provides pilot safety programs; leads search and rescue efforts for missing aircraft; and operates the state's aircraft fleet. Major accomplishments

• ITD’s restructuring under Director Ness reduced the agency’s layers of supervision from nine to five, with a vision to keep decisions closest to where the work is being done, eliminate duplication of efforts, improve efficiency and increase accountability. The effort was so successful that it earned the American Association of State Highway and Transportation Officials (AASHTO) President’s Award for Administration.

• ITD recently reduced its workforce by more than 10 percent, despite an increase in highway construction workload.

• ITD developed an innovative Horizontal Career Path program that compensates participating employees based on their skills and abilities, not the number of people they supervise, or

the number of layers beneath them. The pay levels within each horizontal career path are based on time, training, testing, and teamwork. This program incentivizes employees to perform at higher levels. ITD has received interest from other states in learning about Horizontal Career Paths.

• Since Innovate ITD started in 2014, there have been 916 innovations, generating nearly 188,000 hours saved, more than 500 customer-service improvements, and $8.5 million in savings and efficiencies that can be applied back to Idaho’s roads and bridges.

• ITD’s “Swarm the Storm” staffing approach uses technology and advanced weather forecasting to improve storm response. This allowed ITD to reduce maintenance staffing levels by six percent and increase winter mobility.

• ITD has received 225 total awards since 2014, and 72 national awards in that time. • In June 2018, ITD was selected for a $90.24 million federal INFRA grant for the I-84 Karcher

Interchange to Franklin Boulevard project. The grant application was strengthened by both the innovative use of non-traditional state fund sources to provide match, and partnerships with local governments.

Department Funding

• Dedicated Funding – the department’s funding comes primarily from user fees, dedicated to transportation.

• In 2015, the Idaho Legislature directed certain general fund revenue to transportation. Through FY18, one-half of the general fund surplus was dedicated to transportation (split 60/40 between ITD and local jurisdictions in FY17 and FY18). In addition, a portion of sales tax revenue ($15.7 million in 2018) is dedicated to congestion mitigation on the state highway system.

• The Constitution guarantees ITD certain funding in Article VII, Section 17

o SECTION 17. GASOLINE TAXES AND MOTOR VEHICLE REGISTRATION FEES TO BE EXPENDED ON HIGHWAYS. On and after July 1, 1941, the proceeds from the imposition of any tax on gasoline and like motor vehicle fuels sold or used to propel motor vehicles upon the highways of this state and from any tax or fee for the registration of motor vehicles, in excess of the necessary costs of collection and administration and any refund or credits authorized by law, shall be used exclusively for the construction, repair, maintenance and traffic supervision of the public highways of this state and the payment of the interest and principal of obligations incurred for said purposes; and no part of such revenues shall, by transfer of funds or otherwise, be diverted to any other purposes whatsoever.

• Section 40-708, Idaho Code, requires that all revenues that accumulate in the State Highway

Account can only be spent on the state highway system. o It is the declared policy of the legislature that, except as otherwise provided, all

highway-user revenues accruing to the state highway account be spent exclusively for the maintenance, construction and development of highways and bridges in the state highway system. (from The Idaho Fiscal Sourcebook, 2017 Edition, compiled and published by the Legislative Services Office)

• In Idaho Code, Title 40, Highways and Bridges; Title 49, Motor Vehicles o Various fees are authorized for services and permits

• Federal funding - The US Congress appropriates revenue to states under the national

transportation bill, historically reauthorized every six years. In December 2015 the President signed a new bill, the Fixing America’s Surface Transportation (FAST) Act, which is a five-year bill that expires in the year 2020. Approximately two thirds of this funding comes from the federal Highway Trust Fund, with sources including but not limited to gas and diesel fuel taxes, heavy tire and heavy vehicle use taxes. The remainder is provided by general fund monies as designated by the US Congress.

• The state accounting system is the clearing house for the deposit and expenditure of federal

funds for various revenues and appropriations. o The department submits billings and is reimbursed for federally authorized

expenditures within the limitations of our legislative appropriation and available federal funding.

Critical Needs and Funding Changes ITD’s short term and long term needs are being updated regularly and reported yearly as shown below. Maintenance needs are a problem both in the short term and long term. Safety and capacity needs may be viewed as more long term needs. However, many of these projects are needed for the short term due to critical safety problems or a crucial economic/mobility opportunity. Population growth is further straining the capacity of transportation corridors in rapidly growing areas. Funding increases in recent years have decreased the annual, ongoing transportation revenue shortfall for highway maintenance (as identified in the 2010 Governor’s Task Force on Transportation Funding report) from $262 million to $153 million for both state and local systems. The annual, ongoing transportation funding shortfall for safety and capacity has been reduced from $281 million to $253.7 million. However, the needs identified during the task force did not account for Idaho’s current rapid growth.

Idaho Transportation Department’s Authority Based in Statute

• Title 21 – Aeronautics – Defines authority and responsibility and assigns general supervision over aeronautics in Idaho to the department.

• Title 40 – Highways, Bridges, and Transit – Establishes the department as an executive branch agency, headed by the Idaho Transportation Board, with responsibility to improve and maintain the state (and federal) highway systems in Idaho and monitor all federal funding to Idaho for transit.

Summary of Idaho Transportation Department Facilities

The Idaho Transportation Department (ITD) Headquarters is located at 3311 State Street in Boise. This building is owned and maintained by ITD. The building is approximately 84,848 square feet and was built in 1961. ITD Headquarters also has a Business and Support Management Building built in 1971 that is 45,170 square feet and an Operations Annex building built in 1971 that is 42,176 square feet. There are 630 employees at this facility. The future status of this campus remains in question, including whether a new location would be desirable. The state’s recent purchase of the HP complex on US-20/26 has brought up possibilities for a future relocation as well. The Division of Aeronautics administrative office is located at 3483 W. Rickenbacker Street at the Boise Airport. This division office has 13 employees and a hangar for three aircraft. The building is approximately 8,000 square feet. This building is owned by the State of Idaho and the land is leased from the City of Boise. However, the City of Boise has indicated that due to airport expansion they wish to move our division to an alternate location prior to the lease termination date of 2025. The vacate goal is December of 2020. Therefore, we are currently in negotiations to relocate, due to the planned Boise airport expansion. ITD breaks the state down into six districts. The districts each have an administrative office site that is owned by ITD. • The District 1 Administrative Office is located in the Idaho Panhandle at 600 W. Prairie Avenue in Coeur d’ Alene and is served by 167 employees . The building is approximately 31,864 square feet and was built in 1990. • The District 2 Administrative Office is located in North Central Idaho at 2600 Frontage Road in Lewiston and is served by 138 employees. The building is approximately 17,499 square feet and was built in 1946. • The District 3 Administrative Office is located in West Central Idaho at 8150 Chinden Boulevard in Boise and is served by 204 employees. The building is approximately 30,359 square feet and was built in 1960. • The District 4 Administrative Office is located in South Central Idaho at 216 S. Date Street in Shoshone and is served by 145 employees. The building is approximately 17,920 square feet and was built beginning in 1955. At this time, ITD is exploring a potential relocation of the office to the Twin Falls area in order to better fulfill employment and regional needs. • The District 5 Administrative Office is located in South East Idaho at 5151 S. 5th in Pocatello and is served by 138 employees. The building is approximately 21,182 square feet and was built in 1982.

• The District 6 Administrative Office is located in East Central Idaho at 206 N. Yellowstone Highway in Rigby and is served by 147 employees. The building is approximately 21,942 square feet and was built in 1952. ITD has no leased facilities other than the land lease for the Division of Aeronautics’ administrative office, located at 3382 W. Rickenbacker Street at the Boise Airport.
