Securing Travel Passenger information to enhance risk based security

U.N. Security Council Resolution 2178 requests all States to collect API

Calls upon Member States to require that airlines operating in their territories provide advance passenger information to the appropriate

national authorities in order to detect the departure from their territories, or attempted entry into or transit through their territories, by means of civil aircraft, of individuals designated by the Committee

established pursuant to resolutions 1267 (1999)and 1989 (2011)

Looking for prohibited items isn’t enough API used to spot individuals listed on watch lists They might potentially have bad intentions PNR used to spot patterns, broken flights, accompanying persons etc. Airlines, airports and governments should receive some level of information (iAPI is a tool)

As an alternative to legacy “batch style” API – many States are adopting interactive API (iAPI) as their preferred method of receiving passenger data

Legacy, or batch API is the simplest form of API to implement

Airlines can assist public

authorities by collecting API and

transmitting PNR data

But messaging standards must be followed: UN-EDIFACT PAXLST
