Draft IEEE Std 1547 Standard for Interconnecting Distributed Resources with Electric Power Systems -- Amendment 1
Welcome and Agenda. Co-Chairs Tom Basso and Jim Daley welcomed the attendees (Annex A) and introduced the draft agenda that during the meeting was modified (Annex B slide 2). IEEE SCC21 Chairman Richard (Dick) DeBlasio was introduced and made preliminary remarks on SCC21 and Std. 1547 series (Annex B slides 3-5). Attendees introduced themselves including their affiliation. Tom Basso presented the P1547a title, scope and purpose, and IEEE meeting background slides including patents disclosure information (Annex B slides 6-12). Attendees had no patent concerns at this time. P1547a Background. Tom then provided some P1547a logistics including listserv subscribing and a summary timeline of upcoming IEEE SCC21 standards development meetings and planned and targeted ballot actions (Annex B slides 13 – 15). Tom then presented background on the three P1547a amendment topics (Annex B slides 16-29). Note: Annex B slide 16 was added onsite as reference to IEEE Std 1547.2 information for the P1547a three amendment topics. Jim Daley presented background information on “1547 Implementation Lessons Learned” with discussion focusing on P1547a Amendment topics (Annex C). P1547a Amendment Topics. Background on the IEEE Std 1547, including the P1547a three amendment topics is provided in IEEE Std 1547.2.

The discussion on voltage regulation (IEEE Std 1547 clause 4.1.1) resulted in the following consensus amendment 1 draft text for working group feedback (redline strikeout, and blue font double underline added text). Also see Annex B slide 23 for 1547 4.1.1 original wording.

4.1.1 Voltage regulation The DR shall not actively regulate voltage at the PCC. Coordination with and approval of the Area EPS operator shall be required for the DR to actively regulate the voltage. The DR shall not cause the Area EPS service voltage at other Local EPSs to go outside the requirements of ANSI C84.1-1995, Range A.
The following text was discussed but the above was the consensus of the group.

… “at the pcc phrase” should be retained. For amendment topics of voltage and frequency response to area EPS abnormal conditions see Annex B slides 24-28 for background on Std. 1547 4.2.2 Voltage, and Std. 1547 4.2.3 Frequency, and original 1547 wording. Various statements in 1547 were highlighted, e.g., in IEEE Std 1547: - Table 4-1 and Table 4-2 provide default settings for response to abnormal voltage and frequency - for DR equal to or less than 30 kW, voltage and frequency settings may be fixed or field adjustable; - for DR greater than 30 kW, voltage and frequency settings shall be field adjustable. The full working group discussions on voltage and frequency did not establish amendment draft text for working group feedback. Instead, there was a separate breakout group for voltage and for frequency. Those groups reported back to the full working group during Friday morning to present a synopsis of their separate discussions and feedback to the full working group. For voltage response proposed revisions, it appeared the breakout group discussions had been heading toward a draft including: “baseline/default” voltage values; adding text on “must-stay

connected-V-regions (i.e., ride-through);” baseline/default clearing times; and “field-adjustable/flexible” V-range values and set-points. For frequency response proposed revisions, it appeared that breakout group discussion had been heading toward more qualitative revised wording for frequency-regions and set points (in contrast to the voltage group feedback). But this frequency response revised text approach was not an absolute “mini-consensus” for not-proposing “baseline/default” values and revised text for frequency. Future P1547a Activities. The full working group was invited to provide written feedback by January 15, 2013 for the three P1547a amendment topics, using the P1547a comment form, addressing the proposed draft text for voltage regulation, and, for proposals establishing responses to Area EPS abnormal voltage and abnormal frequency. The compilation of the feedback will be posted prior to next P1547a meeting. The next meeting of the P1547a working group is February 14 (8 am to 5pm) and February 15 (8 am to 1 pm) 2013, in Santa Clara CA hosted by Intel at their SC12 Auditorium facility. This meeting will be coupled with P1547.8 (Feb 12 & 13) and P2030.2 (Feb 11 & 12). The combined Meeting Agenda is provided on the web to assist you in making travel arrangements. NOTE: the correct Intel meeting facility is Intel SC12 Auditorium, 3600 Juliette Lane, Santa Clara CA 95054 (not 2200 Mission College Blvd). SCC21 Scope and Purpose.
The IEEE Standards Coordinating Committee 21 oversees the development of standards in the areas of fuel cells, photovoltaics, dispersed generation, and energy storage, and coordinates efforts in these fields among the various IEEE societies and other affected organizations to insure that all standards are consistent and properly reflect the views of all applicable disciplines.
Reviews all proposed IEEE standards in these fields before their submission to the IEEE-SA Standards Board for approval and coordinates submission to other organizations.

The requirements in this clause shall be met at the PCC, although the devices used to meet these requirements can be located elsewhere. The requirements apply to interconnection of either a single DR unit based on that unit’s rating or multiple DR units within a single Local EPS, based on the aggregate rating of all the DR units that are within the Local EPS. The functions of the interconnection system hardware and software that affect the Area EPS are required to meet this standard regardless of their location on the EPS.
The requirements in this clause are functional and do not specify any particular equipment or equipment type.
The stated technical specifications and requirements are universally needed for interconnection of DR, including synchronous machines, induction machines, or static power inverters/converters, and will be sufficient for most installations. 7

FN 10: The isolation of a portion of the Area EPS, present ing the potential for an unintended DR island, is a special concern and is addressed in 4.4.1.Setting adjustments may only be made as approved by the authority who has jurisdiction over the DR interconnection.

4.2.3 Voltage The protection funct ions of the interconnect ion sys tem shall detec t the effective (rms) or
fundamental f requency value of each phase-to-phase voltage, except where the transformer connect ing the Local EPS to the Area EPS is a grounded wye-wyeconfigurat ion, or single-phase installation, the phase-to-neutral voltage shall be detected. When any voltage is in a range given in Table 1, the DR shall cease to energize the Area EPS within the clearing time as indicated. Clearing time is the t ime between the start of the abnormal condition and the DR ceasing to energize the Area EPS. For DR less than or equal to 30 kW in peak capacity, the voltage set points and clearing t imes shall be either f ixed or field adjustable. For DR greater than 30 kW, the voltage set points shall be f ield adjustable.
The voltages shall be detected at either the PCC or the point of DR connection when any of the following condit ions exist:
(a) The aggregate capacity of DR systems connected to a single PCC is less than or equal to 30 kW,
(b) The interconnection equipment is cert if ied to pass a non-islanding test for the sys tem to which it is to be connected,
( c ) The aggregate DR capacity is less than 50% of the total Local EPS minimum annual integrated elec-trical demand for a 15 minute time period, and export of real or reactive power by the DR to the Area EPS is not permitted.

4.2.4 Frequency When the system frequency is in a range given in Table 2, the DR shall cease to energize the Area EPS within the clearing time as indicated. Clearing time is the time between the start of the abnormal condition and the DR ceasing to energize the Area EPS. For DR less than or equal to 30 kW in peak capacity, the fre-quency set points and clearing times shall be either fixed or field adjustable. For DR greater than 30 kW, the frequency set points shall be field adjustable.
Adjustable under-frequency trip settings shall be coordinated with Area EPS operations.
