Dr Tan Guan HongSenior Director

Dr Tan Guan Hong joined GovTech as Senior Director (Smart Nation Systems & Solutions) on1 August 2016. He has over 36 years of working experiences as various roles in a MNC (PhilipsElectronics 1980–1993), a Technology Start-up Company (SysEng 1994–2009), a ListedCompany (Tritech Group 2009–2012), President of Singapore Industrial AutomationAssociation (2006–2012) and Director for Technology in A*STAR I2R (2012–2016). He hasextensive cross domain experiences in Electrical, Electronics, Civil, Water and BusinessManagement throughout his Engineering journey. He founded SysEng (S) in 1994 as a TestEngineering Company. In 2002, he developed Real Time Monitoring systems for ConstructionIndustry in Deep Excavations, Tunnels, Bridges and High Rise Buildings. In 2008, he expandedinto Real Time Water Quality & Quantity monitoring business. SysEng was acquired by theTritech Group in 2009 to expand into China and India. He was the conference chair for IoTAsia2016 and active in the IoT applications. In I2R, he was responsible for Technology Developmentand Productivity Programme to help SMEs improve Productivity using ICT. He was also theCluster head for Robotics and Autonomous Vehicle Programmes.

Mr. Rudy Schalk is Director of Rolls-Royce@NTU Corporate Labs, brings over 25 years ofexperience in technology development and commercialization. This includes leading variousresearch collaborations with Stanford and Ohio State Universities, together with roles workingwith industry including Lockheed Martin, Flextronics, Xiaomi & Google. Over the past decadeRudy has served as a Director and held P & L responsibility for several business units atFlextronics in both the USA and Singapore. Rudy has been involved in technology developmentin Singapore for the past 5 years, interfacing with organizations such as ETPL, IPI and IDA.

Professor Barry L. ShoopIEEE President and

Chief Executive Officer

Barry L. Shoop is Professor of Electrical Engineering and Head of the Department of Electrical Engineeringand Computer Science at the U.S. Military Academy at West Point. During his 20 years at West Point he hasserved in a number of key leadership positions including Director of the Photonics Research Center andDirector of the Electrical Engineering Program. Currently as Professor and Head he is responsible for anundergraduate academic department with over 79 faculty and staff supporting ABET accredited programs inelectrical engineering, computer science, and information technology. The department engages over 1800students each year and has 4 affiliated research centers including the Cyber Research Center, Network ScienceCenter, Photonics Research Center and a burgeoning Robotics Program. Dr. Shoop holds 1 patent and hasauthored or co- authored 8 books and book chapters, and over 146 publications. He received a B.S. from thePennsylvania State University in 1980 and Ph.D. from Stanford University in 1992, both in electricalengineering. His research interests include optical information processing, neural networks, image processing,disruptive innovations and educational pedagogy. He is a Fellow of the IEEE, OSA and SPIE, and a memberof Phi Kappa Phi, Eta Kappa Nu, and Sigma Xi. He is a licensed Professional Engineer in the Commonwealthof Virginia.
