IEEE/Industry Applications Society/Technical Book Coordinating Committee Protection & Coordination Working Group (IAS/TBCC/3004 WG) P3004.8 “Recommended Practice for Motor Protection in Industrial and Commercial Power Systems” Working Group Meeting July 28, 2015 –WEB only Approved Minutes Issued July 29, 2015; Approved October 20, 2015; Published January 25, 2016 Chair Lorraine Padden called the meeting to order at 8:00 a.m. on July 28, 2015 at WEB online meeting. Agenda: A motion was made by David Bredhold and seconded by Jim Crook to approve the agenda. Meeting agenda was approved. Meeting Attendees: (See Attachment) Attendees were introduced on the WEB/telecon and attendance was taken. Minutes The minutes of the previous meeting June 23, 2015 were posted online and votes were taken of the voting members in person/web and using the ePoll feature of IEEE 3004.8 mentor site. A motion was made by David Bredhold and seconded by Jim Bryan to approve the minutes. They were unanimously approved. The minutes and will be posted to the mentor site. IEEE Patent Slides The IEEE Patent Slides were reviewed. No patent issues were brought forward by anyone in attendance. PAR Scope, Purpose and Schedule Working Group was asked if there were any questions regarding the Par Scope, Purpose and Schedule. The proposed detailed schedule for completion was reviewed. The WG will work toward meeting this schedule, recognizing it is fairly fast. Working Group Schedule to completion mid-2016:

October 20 If all goes well…Formal Ballot – November 1 to December 1 Resolve comments – January 26, 2016 Recirculate – February 15 to March 15 Submit 3004.8 to RevCom by April 15 Publish by mid-2016.

New Business • Status PAR Extension
Lisa Perry and Rasheek Rifaat submitted the PAR extension request prior to the October 20 deadline for the NecCom’s December meeting. The PAR was given a two-year extension to December 2016.
• Copyrights; NEMA, API, & IEEE
A list of the copyrights needed for the standard was prepared on the form posted to the IEEE 3000 series mentor page. (see attached)
Lorraine Padden will prepare drafts of the Copyright forms and send requests to the company representatives for completion of the documents. The requests for copyrights should be sent out by August 10. (The signed forms should be in pdf format and returned via email.)
Lisa Perry indicated that the copyrights should be in hand before the Mandatory Editorial Comments.
A meeting with Jim Bryan & Lorraine Padden was held July 2 to finalize the NEMA copyright request. The request was sent July 2.
Lorraine contacted Duane Brown at API regarding the vibration tables for 541. Their legal department approved the standard in December. Copyright requests can be sent.
• Review DC ASD Motor Protection, Clause 11; (decide if material will be added)
Jim Bryan will lead an effort to add material for this section with support from Chuck Yung and Mike Thomasson. A web meeting has been scheduled for August 11 at 1:00 pm Texas time.

Nothing new was available for this section. From the January & July meetings, Mike Thomasson has some contacts for Class II applications and will inquire if they can provide input for this document.
• Review Annex C; (move material or delete)
The Table C.1 was moved to section 6 and made normative; however there was extensive discussion on this topic and the Table was modified. The table was then moved back to Table D.1 and included in the examples section. A vote of the WG members was taken regarding whether to include only 1.0 SF or include 1.15 SF also. The majority supporting including the 1.15 SF in the Table D.1.
• Examples Padden & Ransom; consider C37.96 & synchronous including & expanding with TCC curves
Dan Ransom and Lorraine Padden and Sirak Belayneh will review and develop a couple examples for proposed inclusion in the document. A meeting was planned for July 29, 2015 10:00 am Texas Time.
Next Meetings The next meetings were planned as follows: Web mini-meeting for Wednesday July 29, 2015. (purpose, prepare two examples for the draft Annex D.) 10:00 am Houston Time Web mini-meeting for Tuesday, August 11, 2015. (purpose, discuss adding material for DC ASDs using the notes in the Task List.) 1:00 pm Houston Time Houston & Web meeting for Tuesday October 20, 2015. (purpose, Working Group ballot comment resolution) Full day; 8:00 am – 4:00 pm Houston Time A motion to adjourn was made by David Bredhold and seconded by Jeff Henlsey. Motion unanimously approved.
