High Island South Addition Block A-411
This Exploration Plan for High Is land, South Addition Block A-411 has been prepared 1n accordance wi th 30 CFR 250.34-1, Gulf of Mexico OCS Orders and Notice to Lessees No. 83-3.
This Block was leased in 1983. Geophysical a c t i v i t i e s have been conducted and the f i r s t exploratory well could begin as early as January 1 , 1986 subject to the a v a i l a b i l i t y of a d r i l l i n g r i g , approval of th is Explorat ion Plan, approval of an EPA NPDES permit and the required permit to d r i l l .
This p lan calls for d r i l l i n g up to f ive exploratory wells to provide an e a r l y determination of the presence of hydrocarbons on this t rac t . The w e l l s w i l l be dr i l led to depths up to 10,000'.
The f i r s t well could be spudded approximately January 1 , 1986. Dr i l l i ng of add i t i ona l wells w i l l be scheduled based on resul ts of previously d r i l l e d wel ls . Well locat ion data and d r i l l i n g time for each well 1s located with the geological Information.

A high resolution mult i-sensor survey was conducted over the ent ire Block during July 1984. The survey disclosed a smooth seafloor with no Indicat ions of surface fau l t i ng or shallow gas accumulation at any of the following locations:

Sun Exploration and Production Company (Sun) w i l l adhere to a l l applicable environmental standards of the EPA, MMS and U.S. Coast Guard. Sun 1s a member of Clean Gulf Associates (CGA) and w i l l u t i l i ze the i r equipment and the manpower and expertise of Peterson Maritime Services, Inc. as well as other specia l is ts 1n pol lut ion control and clean up as needed.
Existing o i l s p i l l cleanup equipment wi th beach protection and bird cleaning station are a l l within a few hours ca l l in the event of a s p i l l . This equipment Is maintained on standby and in a ready state at CGA locations at Grand I s l e , Louisiana; Houma, Louisiana; Intra Coastal Ci ty , Louisiana; Cameron, Louisiana; Galveston, Texas and Rockport, Texas.
The average response times (Including load-out and t ravel) for the major pieces of o i l s p i l l containment and clean-up equipment available ( i . e . . Fast Response Skimmer Systems I and I I , Containment Boom, Radio System, Saucer Type Skimmers, Boat Spray System, e tc . ) are projected as follows:
The response times for larger equipment (High Volume, Open Sea Skimmer System - Hoss Barge) and/or smaller equipment w i l l vary considerably according to the point of o r ig in , type of transportation, weather condit ions, etc.
A copy of Sun's Oi l Spi l l Alert Procedure for the Gulf of Mexico 1s on f i l e with the U.S. MMS off ices in the Gulf of Mexico area. Sun Intends to u t i l i ze Peterson Maritime Services, Inc. for cleanup operations should an o i l sp i l l occur.
Sun wi l l not dispose of well f l u ids containing free o i l into the Gulf of Mexico. Any f l u i d containing free o i l w i l l be brought to shore for oroper disposal. A l l solid wastes w i l l be disposed of as per OCS Order No. 7. Sun's personnel w i l l be Instructed in the techniques of equipment maintenance and operation relat ive to pol lut ion prevention, and pol lut ion inspections w i l l be performed as per OCS Order No.7.
Sun's base of operations in case of ar o i l sp i l l 1s the emergency response center 1n our o f f i ces at Houston, Tex. s. Field personnel w i l l be dispatched from our base support f a c i l i t y at Sabine PdSS, Texas.

OTHER DATA AND INFORMATION
The onshore support base for these proposed development operations w i l l be Sun's ex is t ing offshore embarkation terminal at Sabine Pass, Texas. This present (since 1973) oifshore support terminal encompasses a tota l area of 4.25 acres and Includes an of f ice building with small Inside storage area; pipe and equipment storage yard, i . dock, bulk mud storage, diesel fuel storage, and bulk cement ste.a** and a large warehouse.
Travel routes for boats w i l l be from Sabine Pass, Texas to the Sea Buoy (18 ni les) then d i rec t ly to High Island, South Addition Block A-411 surface locat ion .
Helicopters w i l l use the most d i rec t route feasible. Boat and helicopter t r ips to High Island, South Addition Block A-411 w i l l probably occur on an average of three t r i ps per week to transport personnel and/or supplies.
AIR QUALITY CALCULATIONS
An Air Quality Calculations report Is attached. The results of th is report show that the amount of emissions expected for th is ac t i v i t y are below the exemption amount and that further review 1s not required i n accordance with 30 CFR 250.57- 1(d).
