SIR MICHAEL ANDREW ANGUS COSTA

was born in Naples as Michele Andrea Agniello Costa on 14thFebruary 1808. He studied in Naples with his father, at the RealCollegio di Musica, and later with Niccolò Antonio Zingarelli.

In his youth, as throughout his life, he wrote a great quantity ofmusic, including operas, symphonies and cantatas, all of whichhas long since passed into oblivion. In 1829 he visited Birminghamto conduct Zingarelli's Cantata Sacra, a setting of some versesfrom Isaiah ch. xii. However, the festival committee would notallow him to conduct and instead he appeared as a tenor soloist.Nonetheless he decided to settle in England.

In 1830 he arrived in London, working at His Majesty's Theatre.Costa exertedreal influencefor change asa conductor atHer Majesty'sand, later, atCovent Gardentheatre, towhich heseceded in1847 after disagreementswith the manager ofHer Majesty's.His concernfor discipline, accuracy, andensemble wasa novelty in itstime & earnedhim the admiration

both of Meyerbeer and Verdi. Despite this, he could not be claimedas a purist: his re-scoring of Handel's Messiah includes a part forcymbals.

Costa became a naturalized Englishman and received a knighthood in1869. He was conductor of the Philharmonic Society from 1846 to1854, of the Sacred Harmonic Society from 1848, and of theBirmingham Triennial Music Festival from 1849-1882. He conductedat the Bradford (1853) and Handel festivals (1857–1880), and theLeeds Festivals from 1874 to 1880. He also taught several musicians in England, including contralto Emma Albertazzi.

He died on 29 April 1884 in Hove and was buried at Kensal Green. His home at 59 Eccleston Square in Pimlico, London, is commemorated with a blue plaque.

THE GOON SHOW PLAQUEThe Goon Show was a British radio comedy programme, originallyproduced and broadcast by the BBC Home Service from 1951 to1960. The first series broadcast from 28th May to 20th September1951, was titled Crazy People; subsequent series had the title TheGoon Show, a title inspired, according to Spike Milligan, by aPopeye character.

The show's chief creator and main writer was Spike Milligan. Thescripts mixed ludicrousplots with surreal humour, puns, catchphrases &an array of bizarresound effects. Manyelements of the showsatirised contemporarylife in Britain, parodyingaspects of show business, commerce, industry, art, politics, diplomacy, the police, the military, education,

class structure, literature and film.

The series was devised and written by Spike Milligan with the regular collaboration of other writers including Eric Sykes.

The group first formed at Jimmy Grafton's London public housecalled "Grafton's " in the late 1940s. Sellers had already débutedwith the BBC, Secombe was often heard on Variety Bandbox,Milligan was writing for and acting in the high-profile BBC showHip-Hip-Hoo-Roy with Derek Roy, and Michael Bentine begunappearing in Charlie Chester's peak time radio show Stand Easy.

They took to calling themselves "The Goons " and started recordingtheir pub goings-on with a tape recorder. The BBC producer, PatDixon heard a tape and took interest in the group. The BBCordered an initial series, though without much enthusiasm.

The series premiered in May 1951 and audience figures grew tonearly 2 million by the end of the 17th show. No recordings of anyepisode of this series are known to have survived. The BBC commissioned a second series and a number of other changesoccurred. The musical interludes were shortened, and MaxGeldray joined the lineup. Producer Peter Eton brought stricter discipline to the show's production. He was also an expert atsound effects. Milligan suffered a nervous breakdown, and washospitalised in December 1952 and was absent as a performer forabout two months.Bentine left the show at the end of series 2.

The above plaque is on Grafton Arms, Strutton Ground, Victoria, SW1

DOUGLAS MACMILLAN

was born on 10 August 1884, in Castle Cary, Somerset, the seventhof eight children of William Macmillan and his wife Emily.

He was educated at Sexey's School, Bruton, the Quaker SidcotSchool, Winscombe, and then at the Birkbeck, University of London.Macmillan entered the civil service in London in 1902 and worked inthe Board of Agriculture and, later, the Ministry of Agriculture and

Fisheries, retiring as a staffofficer in 1945.

The death of hisfather from

cancer, in1911, left adeep impressionon Macmillan,

and the following year,

despite havingno medical

background himself,he founded the Society

for the Prevention and Relief ofCancer, with a donation of £10, against a background of resistance. The National Health Service had yet to be established, and registration of nurses was not introduced until 1919. At the time noHealth and Safety acts had been passed by Parliament and publichealth had yet to become a priority by the state. In setting up the society Macmillan "wanted to see homes for cancer patientsthroughout the land, where attention will be provided freely or at lowcost, as circumstances dictate... [and]... panels of voluntary nurseswho can be detailed off to attend to necessitous patients in their ownhomes.". Macmillan managed the charity, along with other volun-teers, while working full time as a civil servant. In 1924 he moved toKnoll Road, Sidcup, where he would live until 1966. In 1930 thecharity took on its first full-time member of staff. The organisation hefounded has since flourished and is today known as MacmillanCancer Support.

Macmillan died of cancer on 9 January 1969 at his home Carylande,Ansford in Castle Cary, aged 85.

A blue plaque was erected to honour him at his former residence of15 Ranelagh Road, Pimlico in 1997.

Macmillan was a vegetarian. In 1909, he wrote an open letter to allChristians entitled Shall we slay? which encouraged orthodoxChristians to consider vegetarianism.

WILTON CRESCENTwas created by Thomas Cundy II, the Grosvenor family estate sur-veyor, and was drawn up with the original 1821 Wyatt plan forBelgravia. It was named at the time of Thomas Egerton, 2nd Earl ofWilton, second son of Robert Grosvenor, 1st Marquess ofWestminster on whose estate the road was built in 1825 throughproperty developer Seth Smith. Wilton Crescent lies east ofLowndes Square and Lowndes Street, to the northwest of BelgraveSquare. It is accessed via Wilton Place which connects it to the mainroad in Knightsbridge.

In the 19th and 20th centuries, it was home to many prominentBritish politicians, ambassadors and civil servants. Wilton Crescentis characterised by grand terraces with lavish white houses whichare built in a crescent shape, many of them with stuccoed balconies, particularly on the southern part of the crescent. The Portland stone-clad, five-storey houses toward the north are high and wererefaced between 1908 and 1912 via architects Balfour and Turner.

Most of the houses had originally been built in the stucco style, butsuch houses became stone-clad during this renovation period. Otherhouses today have black iron balconies.

In 2007, Wilton Garden in the middle of the crescent won a bronzemedal from the London Gardens Society.

The 50 buildings, some subdivided, forming the headline WiltonCrescent addresses are listed at Grade II. The crescent is split intothree terraces of lengthy proportion buildings, plus 31 which forms aterrace with 1-15 Grosvenor Crescent, plus 32 and 33 which facethe opposing side of a brief continuation of the eastern broad linkinto Belgrave Square which form a terrace with 1-11 BelgraveSquare. The western broad link into Belgrave Square is howevertermed Wilton Terrace, split into 1-3 Wilton Terrace and is of identicaldate, style and proportions.

MILLBANK takes its name from the mill that belonged to Westminster Abbey &stood on the isolated marshy foreshore that linked Westminster toChelsea. It was demolished around 1736 by Sir Robert Grosvenor, who built a house that stood on the site until 1809, when the landwas set aside to build London’s largest prison.

Millbank Penitentiary was completed in 1821 and cost £500,000 tobuild, an immense sum at the time. Initially it was hailed as thegreatest prison in Europe because of its pioneering ‘panopticon ’design. This had been devised by Jeremy Bentham, the philosopherand philanthropist. At its centre was the Governor’s House, whichallowed prison guards to keep watch over 1,500 transportationprisoners housed in separate cells in the surrounding pentagonal

blocks. There were 3 miles of cold, gloomy passages: the turnkeysinvented a code of chalked directions to stop getting lost in the maze!

From above, it was like a vast six-petalled flower of dirty yellowbrick, a multi-turreted fortress with bars at the windows. Surroundingit was a stagnant outer moat, enclosing over 16 acres of cold, damp squalor. It provided the perfect conditions for cholera to flourish.

Up to 1868, everyone sentenced to transportation was processedthrough Millbank to determine their ultimate grim destiny: around4,000 people each year were transported to the far side of theworld. Millbank had been intended to replace the notoriouslyunhealthy 'hulks ' as a staging post for convicts sentenced to transportation. Millbank Prison did nothing to improve the health ofthose awaiting exile. The design & location of the prison was toensure that it was to be devastated by the cholera pandemic of 1849.

When cholera first attacked the prison, a majority of the inhabitantshad to be removed and sent to different prisons around London. When a further outbreak occurred in 1854 the government plannedto temporarily house 700 Millbank prisoners in the army barracksat Dorchester which terrified the local population. The local vicar,The Rev Henry Moule, took his protest to Albert the Prince of Wales.

Pimlico & Belgravia Eye September 2018 14

The problems cholera created for Millbank Prison drew the attentionof Dr John Snow who compared its terrible death rate to other pris-ons in London. The prison provided him with a perfect means of

exploring his hypothesis that cholera was water borne. He made astudy of Millbank, Tothill Fields and Newgate prisons, which were allnorth of the River Thames, and thus supplied by different sources ofwater. In his book, ‘Communication of Cholera,’ he made a specialmention of the prison as the high death rate at the prison seemedto contradict the care that the prison made to provide clean drinkingwater for its inmates:

In 1849, there were 48 deaths from cholera in Milbank prison, InAugust 1854 the use of the Thames water was entirely discontinuedin Millbank Prison, and water from the Artesian well in TrafalgarSquare was used instead.

Investigations highlighted to the authorities the deplorable state ofMillbank Prison. Sordid conditions and poor treatment of the prison-ers enabled diseases such as typhoid, scurvy, and cholera, to runrampant within its walls. Other local prisons did not have the sameproblems that Millbank did because Millbank was the only prisonthat drew its water directly from the Thames.

DOLPHIN SQUARE is a block of flats with ancillary facilities, dating from 1935-1937,designed by Gordon Jeeves for Richard Costain Ltd. The neo-Georgian building consists of over 1200 flats arranged arounda large central courtyard garden, and was designed to be a self-contained living environment, which originally included shops andservices, sporting and leisure facilities, a bar and restaurant, atelephone exchange, car park, and petrol station.

The gardens designed were some of the largest communal privategardens, & provided a variety of environments: expanses of lawnwith backgrounds of seasonal flowerbeds and formal beds, and

more intimate, informal areas within the recesses between thebuilding’s projecting wings. Themed gardens were built in the fournorthernmost recesses, following Dutch, Italian, Japanese and OldEnglish traditions, and there was a Spanish and Mexican gardenon the roof of the amenity block, the area which would have beenexposed to the best sunlight.

landscape and garden design than in pure horticulture. In 1928 theRHS hosted an international exhibition of garden design and conference on garden planning. On 23rd May Sudell was electedchairman of the renamed British Association of Garden Architectswhich was changed to the Institute of Landscape Architects.

Sudell spent 3 years working in partnership with Marjory Allen ondesigning and maintain a roof garden for Selfridges. With an Englishgarden of old-fashioned flowers, lawn, formal pool, pergola, a cherrywalk, and fantail pigeons, it was opened to the public in 1930 with35,000 people a week visiting the gardens.

Sudell became a prodigious author of practical books & articles ongardens, gardening, and the design of gardens and landscape. Hewas appointed garden editor for Ideal Home magazine (and later also for the Daily Herald, Ideal Home and Gardening, Practical HomeGardening, and Landscape Gardening). His book LandscapeGardening, which was aimed at garden owners, town planning committees, students and teachers of horticulture, and 'all personsinterested in the design and use of outdoor spaces ', championed the work of the new landscape architects. He urged the developmentof gardens and landscape in factories, hotels, on roofs, for airports, and as part of new estates.

DOLPHIN SQUARE GARDENSis a mid-1930s landscape for a private housing development byRichard Sudell, has recently been listed by Historic England as GradeII, for the following principal reasons: * Design interest: as a high-quality landscaping scheme

providing a series of garden environments, where small-scale...intimate spaces contrast with open lawns, with an emphasis on...geometry and balance, carefully integrated with the surrounding...building; * Rarity: one of few surviving substantial interwar landscaping...schemes to a private housing estate; * Historic interest: one of a limited number of schemes known to...survive by Richard Sudell, an important and influential figure in...the development of mid-C20 landscape design, and a pioneering ...theorist, writer, and advocate of the profession; * Representative of Sudell’s design philosophy, and illustrative of...the principles set out in his significant 1933 book, Landscape...Gardening; * Illustrating the fashion of the period for themed gardens, ...incorporating designs inspired by several nations’ landscaping ...traditions; * Degree of survival: the overall structural layout survives very...well, notwithstanding the reconfiguration of the former...Spanish/Mexican garden & one of the western recessed gardens....Reasons for Designation Rarity: one of few surviving substantial...interwar landscaping schemes to a private housing estate;

BIOGRAPH CINEMA7-48 Wilton Road, London, SW1VA plaque on the foyer wall for many years incorrectly stated:“Biograph 1905 – England’s First Cinema. Originally calledBioscope, the first name for cinema”. A press release in 1965 stated(again incorrectly) that it “opened in March 1905 and was the firstcinema to be granted a licence under the Cinematograph Act”.

It was built for Biograph Theatres Ltd, the first of a small chainoperated by an American named George Washington Grant whohad taken over 5 existing cinemas in London.

After a few years it was re-named Biograph Cinema and in 1927 it

was closed for reconstruction to the plans of architect GeorgeColes. The auditorium was widened to seat 630 (with standingroom for 124) and a stage, dressing rooms and a new prosceniumwas added. It was operated by the Hyams Brothers. The BiographCinema re-opened on 15th September 1927 screening “MichaelStrogoff” with a live orchestra. The first talkie shown here was“Show Boat”. It was closed for a short period during the war due tobomb damage. The Hyam’s Brothers sold off all their major cinemasto the Gaumont and Odeon chains, leaving them with just the Biograph.

The Biograph Cinema quickly re-opened and even featured liveVariety acts as part of the programme which continued for a whileeven after the war. The Biograph became one of central London’sbest repertory cinemas screening three changes a week pro-grammes of double bills which gave film buffs the opportunity tocatch up on movies they had missed on first release. Admissionprices were kept low, compared to other central London cinemas.

By the 1960’s the cinema was still doing great business. News ofthe World had banner ‘Close Down this Cinema of Vice’ describedscandalous events happening in the cinema. Despite this adversepublicity, nothing much changed. The Biograph eventually becamethe only operating cinema in the Victoria area.

It suddenly closed it down on Thursday 4th August 1983 after thefirst day’s screening. Within a couple of weeks there was just an

CONFERENCE CATACLYSM?August is always known as the ‘silly season ’, when marginal andsuperficial stories make headlines and survive several news cycles.

This year the ‘silly season ’ has been dominated by more substantialstories. Jeremy Corbyn has been in the spotlight – and in the firingline – over his connections with various Palestinian groups, someof whom have links to terrorist organisations and advocate thedestruction of Israel. Meantime, Boris Johnson used his DailyTelegraph column to ridicule the wearing of garments which involvefull or partial face coverings by some Muslim women.

During September the media will have more substantial stories todigest and disseminate. Party conference season always provides

a rich media diet, and this year therewill certainly be no shortage of

cock-ups and conspiracies. Theonly question will be, who will

have the worst conference?

...The Conservatives (and..Theresa May) in Birmingham

...undoubtedly have the most to...lose. They are the governing

party (albeit only with the helpof the DUP) and Mrs May...is the prime minister...So the stakes are very..high indeed, and if..there is a leadership..push by Boris Johnson or

a stalking horse candidate emerges then things could get verymessy. Even without such a putsch, arguments about Brexit willundoubtedly dominate the conference, and the focus will be on thefringes rather than the main conference chamber.

Labour may also have a torrid time in Liverpool. Unless JeremyCorbyn has found a way to neutralise the anti-semitism row itcould wreck their attempts to take the fight to the Conservatives.Even if this row is sorted out, there will still be two conferences –the main conference in the ACC Liverpool and the Momentum conference just down the road.

And, of course, there will be the Lib Dems in Brighton. They havefailed to ride the crest of the anti-Brexit wave, and Vince Cable hasstruggled to make any significant impact. Given that both he andformer Leader Tim Farron missed a knife-edge Brexit vote it is notsurprising that their polling numbers are languishing in single fig-ures, neck and neck with the slowly reviving UKIP.

So this year’s conferences are unlikely to be edifying – but theywill certainly be entertaining
