Sport Surfaces, Installation and Related MaterialSolicitation No. 12-35

It is the intention of TCPN to establish a national contract that satisfies the needs of participating governmental and non-profit entities in the purchase of Sport Surfaces, Installation & Related Materials. This contract will enable agencies to purchase on an “as needed” basis from a competitively awarded contract. Respondents are requested to submit their total line of available products and services.

Responses shall be received no later than the submittal deadline in the offices of The Cooperative Purchasing Network (TCPN) located at 2100 N. Central Ave., Ste 220, Phoenix, AZ 85004. Immediately following the deadline, all responses will be publically opened and the respondents recorded. Any response received later than the specified deadline, whether delivered in person or mailed, will be disqualified. Faxed or electronically submitted responses cannot be accepted.

Responses must be sealed and plainly marked with the company name and the opening date and time. (Label included on page 5) Two (2) bound and signed copies of the proposals and two electronic copies on CD, DVD or flash drives (i.e. pin or jump drives) shall be provided.

5. What credit requirements are needed by the government entity in order for your company to accept a purchase order?Sunland does not have any credit requirements other than Purchase Order validation by TCPN.

6. Identify the process of receiving a purchase order.Sunland will accept a facsiimile or an email of the purchase order as long as it is followed up by an original sent in the mail.

7. Does your company require Tax Exempt Forms be provided by government entities for each purchase order?No, Sunland will accept a tax exempt form that states “good until revoked.”

8. Describe how your company will invoice the government entity. Include a process map.Two invoices are produced and sent to the purchasing offi ce and the requesting party. The reason we send two invoices is that we have found that the authorizing party often has to sign off that the work has been completed, before they send it to purchasing for payment. The other copy of the

invoice we send straight to the purchasing so that they are aware that the invoice has been submitted. This gives them advance notice that the invoice is in process.

9. Discuss the invoicing options your company offers and the payment terms for each.Sunland has two types of billing options. The fi rst is a standard invoice and the second is an AIA invoice. Sunland prefers to issue a standard invoice, but customers may request an AIA invoice if they prefer. We also use progress billings for projects that exceed 30 days in duration.

10. Is your company capable of handling Electronic Funds Transfer (EFT) payment? If so, what EFT formats (CTX, CPT, etc.) do you currently support?Sunland accepts Electronic Fund Transfer (EFT) payments, but prefer to be paid by check. We support CTX.

11. Is your company willing to accept a cut off of invoices not submitted within a 90-day period or 120 day period?No, but with our billing system, a member will never have to wait long for an invoice.

12. What does your company do to ensure bills are received within a reasonable time frame and issued to government entities for payment?As soon as each phase/project is complete, an administrative assistant is notifi ed. They will then mark that phase completed in our accounting system that will then notify the accounting department, the estimator and the administrator. We then have a check and balance system in place that makes sure the invoice has been sent out. If it is a project that requires a project manager from our company, then it is his responsibility to oversee the project from the bidding process to the fi nal invoicing. Their invoicing is usually an AIA Billing.

13. How many products do you stock? Where?Sunland special orders most materials for their projects. Some products are stored at regional offi ces along with product catalogs.

14. Provide evidence of your company’s ability to work with government entities to continuously lower their process costs.An example would be the Design-Build Monument Valley project. Sunland was able to cut through red tape with multiple contractors. streamline the process by minimizing involvement, provided value engineering and were able to complete the project in a timely manor.15. Provide examples of any documented cost reduction results that your company has engaged in with your customers.Through current TCPN projects, we hace credited funds back to customers to use on additional projects, such as the Monument Valley project (example above).16. How does your company work to continuously improve the services that you provide?Through business development and client training in various services we strive to educate our customers so that they have a better understanding of what is purchased. The design/build project that we partnered directly with the owner at Kayenta Unifi ed School District and the engineer is a good example of improving our services. This project produced many unexpected aspects that we quickly and effectively negotiated during the construction process. The fi nal project represented the owners vision within budget and scheduling constraints. This owner has since used Sunland on multiple projects every year.Sunland’s goal to continuously improve includes providing customers with innovative products, employees with training and marketing skills, and receive customer feedback at site inspections.17. What states would your company not honor pricing and services for this contract, in the event that this contract is made available to states other than Texas, New Mexico, Arkansas, Arizona and Oklahoma?We are bidding Arizona, New Mexico, California, Nevada, and Utah, all others are excluded unless expansion is taking place.States would have to be surveyed, as stated in #18 below, prior to inclusion within this contract. Based on the amount of projected work under this contract, it is doubtful that Sunland would be in a position to accept additional states.

18. Please specify actual price listing or common multiplier that will determine any price changes of additional states above if different.A survey would have to be completed for any additional state that TCPN would consider adding to this contract prior to Sunland’s acceptance of that state. The survey would consist of all product suppliers and certifi able subcontractors to establish in base line pricing guide for that state. Sunland has bid the following states for this IFB (Arizona, California, Colorado, Nevada, New Mexico, Utah, and the El Paso, Texas area).19. How do you take responsibility for mistakes?Sunland admits when it errors and we never cloud the issue and we strive to promptly take care of client.3. If your product is deemed defective, what is the replacement process and turnaround?If a customer informs us that a product appears to be defective, we have our crews on-site for an initial inspection within 72 hours. We will then schedule maintenance, a repair or replacement as needed.

Describe how you intend on involving TCPN’s staff or any Regional Educational Service personnel in your introduction.Since Sunland has been a member of the TCPN since 2008, all of our staff are already trained and have increased TCPN’s market share in Arizona by approximately 75%.After the award of this contract, a meeting with any necessary training updates will be scheduled with key individuals from each of Sunland’s divisions/departments. Continuous training will be provided on pricing, selling, and overall details of the TCPN contract agreement.

2. Describe how you intend on introducing this program to your company.Sunland has been a member of the TCPN since 2008, all of our staff are already trained and have increased TCPN’s market share in Arizona by approximately 75%.After the award of this contract, a meeting with any necessary training updates will be scheduled with key individuals from each of Sunland’s divisions/departments. Continuous training will be provided on pricing, selling, and overall details of the TCPN contract agreement.

3. Describe the scope of training opportunities your company would make available to government entities as needed.Not only does Sunland listen to our customers, we educate them as well. Customer education activities include Lunch-n-Learns, Pavement Expos and demonstrations. All of these activities are free. We fell that if people are better informed about asphalt, artifi cial fi elds and surfacing systems and its’ maintenance needs, customers will make better choices when it comes to their investment.Lunch-n-Learns are generally performed at government entities’ board meetings. Whoever requests the event will tell us what they would like us to talk narrowly or broadly about our services and maintenance of asphalt and sport surfacing playfi elds. These presentations are usually a very informative hour or so, but can be shorter if requested.Pavement Expos are unique in that they provide a hands-on learning experience. An expo is a one day event in which there are presentations as well as outdoor demonstrations of products being placed so they can actually see how some of our processes work. It’s also quite powerful to show a before

and after right before eveyone’s eyes.Demonstrations are more like Pavement Expos because it is a hands-on experience where you can watch our processes and products at work. However, there are no speaking presentations are done at the demonstrations.We are happy to provide customers with education whenever we can. We’re confi dent that with the right knowledge, customers will choose TCPN and Sunland for their next project!

4. What is your time to turnaround for orders?Sunland generally turns around orders within 30 to 60 days, pending our crews schedules.

System Requirements - Please describe the infrastructure in order to support your proposed system including hardware, network infrastructure and personnel/skills required to support the system.Sunland Asphalt has a state of the art Data Center located in Phoenix Arizona. Not only is Phoenix free from Natural disaster like Earthquakes, Tornados, Hurricanes and the like, but our recently completed Datacenter has technology assets that rival the National Datacenters. These include:1. Redundant Data connections its Data center including Fiber Optic Service from Cox.2. Redundant Power Systems including UPS Systems for all Server’s as well as a Gas powered Generator for the entire Data Center. We have a virtually UNLIMITED run time as we also store our own fuel.3. Our production server’s are running VMWARE with MS Windows Server running the application’s themselves. All hardware (mostly HP) is covered under 24x7 maintenance agreements.4. Our VM Environment is replicated using Vsphere 5 and Vmotion, preventing a server crash from keeping us down.5. Our Data protection includes an immediate restore from HardDisk backup, offsite copies via Tape, and we are in process of providing redundant disk to disk data to an offsite facility within the next qtr.6. We follow all industry standard maintenance procedures for patching and updating our server’s and preventing

They are skilled at not only Operating system and Networking technologies, but at maintaining the application layer as well. We also inspect all sports facilities including Running Tracks, Tennis Courts, Outdoor play areas, indoor gym’s and artifi cial turf fi elds. Value added services are quoted as options in proposals. We like to offer options for various items even in “normal” proposals.When we survey a site for asphalt/concrete maintenance, we look further than just the parking lots. We also inspect asphalt/concrete walkways and even the asphalt playground areas. Value added services are quoted as options in proposals. We like to offer options for various items even in “normal” proposals.Another value added service is assistance with forecasting budget requirements. We will fi rst determine your objectives. Are you looking for a long-term solution, or a shorter term “fi x”? Are there particular issues that need addressed? Is one phase of a project more critical than others?

After we have a better understanding of your goals, we will design a maintenance program to fi t your needs. With our broad line of products and systems, we are able to choose the most cost-effective solutions to your particular pavement issues. A typical budget forecast will include recommendations and cost estimates for the coming year. It may also include alternatives for your consideration.Some of our clients ask us to extend the forecast to include the next two or three years. Although the crystal ball may get a little cloudy with the economy, we are still able to provide a reasonably accurate projection of future needs. Since we have no way of knowing what will happen with infl ation, etc., our fi gures are base on today’s cost.There is no charge for the budget forecast assistance we offer. It is simply a refl ection of the unique “partnering” relationship that we have forged over the years with our customers.

Explaining the Benefi ts of TCPN to our CustomersInitial contact is made by one of our Business Development Professionals will explain the benefi ts of using TCPN and Sunland. The member is then advised of the services that Sunland can offer through the TCPN contract. During this visit the rep will also accompany the client on a preliminary inspection of construction projects so that they can discuss possivle construction services that can be proposed for the various projects. A secondary contact is then made by the estimator that will again discuss the construction techniques proposed to complete any work. A prescriptive maintenance plan specifi cally tailored to their needs will be generated.The third phase of the client support is the preparation of the unit price proposal and the review of the proposal. The estimator will send the proposal by email, fax, or mail and then follow-up within three to fi ve days with a phone call. The call is to ensure that the client’s request has been met by the proposal and to answer any questions that they may have. If it is found that additional proposals are needed, or an additional visit is required, those arrangements are made at that time.The estimator will make site visits during construction to ensure everything is moving forward to the client’s satisfaction. The estimator visits completed projects to complete what is calld a Report Card. This report covers how the construction cre performed per the proposal provided to the client.And lastly, the estimator performs a yearly inspection of the project and offers any additional maintenance plans the client might need in the future.Marketing the Benefi ts to Existing CustomersNot only does Sunland listen to our customers, we educate them as well. Customer education activities include Lunch-n-Learns, Pavement Expos and demonstrations. All of these activities are free. We fell that if people are better informed about asphalt, artifi cial fi elds and surfacing systems and its’ maintenance needs, customers will make better choices when it comes to their investment.Lunch-n-Learns are generally performed at government entities’ board meetings. Whoever requests the event will tell us what they would like us to talk narrowly or broadly about our services and maintenance of asphalt and sport surfacing playfi elds. These presentations are usually a very informative hour or so, but can be shorter if requested.Pavement Expos are unique in that they provide a hands-on learning experience. An expo is a one day event in which there are presentations as well as outdoor demonstrations of products being placed so they can actually see how some of our processes work. It’s also quite powerful to show a before and after right before eveyone’s eyes.

Demonstrations are more like Pavement Expos because it is a hands-on experience where you can watch our processes and products at work. However, there are no speaking presentations are done at the demonstrations.We are happy to provide customers with education whenever we can. We’re confi dent that with the right knowledge, customers will choose TCPN and Sunland for their next project!Implementing the TCPN Marketing PlanAfter the award of this contract, an e-mail will be immediately sent out to all members detailing contract services and follow-up calls to key members of organizations will be made to answer any questions they may have.
