Visit to Civic Defence Academy (CDA)
Aim at maintaining close ties between IFE Singapore (IFES) andIFE Malaysia (IFEM), the two IFE branches had a tradition oforganizing regular visits to their respective branches.
Returning IFES visit to Malaysia in February 2016, IFEM visitedSingapore from 1st and 2nd of September, 2016. The IFEMdelegation comprises its President, Mr. Tay Hao Giang,Immediate Past President, Dato Wira Haji Wan (Director-General, Fire & Rescue Dept., Malaysia) and 7 other IFEMmembers.
A full day programme comprising visits to the SCDF new trainingfacilities, Civil Defence Academy@ Mandai and the SingaporeSports Hub was arranged for 1st September 2016.

Visit to Singapore Sports Hub
Immediately after the visit to CDA@Mandai, the IFEM delegation left Mandai to the SingaporeSports Hub (SSH). We had a brief lunch at the OCBC Arena followed by a briefing of the SSH fireprotection, smoke control and evacuation planning at National Stadium which is part of the SSH.
The briefing was conducted by Ms Ruth Wong from M/s. Arup, the fire safety engineer of SSHaccompanied by SSH’s FSM.
Dinner at Mamanda
In the evening, IFES hosted IFEM to a traditional dinner at the Mamanda Restaurant, annex tothe traditional ground of the Malay Heritage Centre in Kampong Glam.

LAUNCH OF LIONHEARTERS CLUB
NTU-CIVIL DEFENCE LIONHEARTER CLUB’ was launched on Thursday, 11 August 2016, 2:30pm
at Nanyang Technological University, Pavilion @ Tan Chin Tuan Lecture Theatre.

Network was there to grace the event together with the Commissioner of SCDF Mr. Eric Yap and
a representative of IFES.

Golf @ Seletar Golf and Country Club
On the 2nd of September, we had a friendly game of golf with some of the IFEM delegationmembers at the Seletar Golf and Country Club. This was followed by lunch at a restaurant inJalan Kayu.
After lunch, the IFEM delegation headedback home to Malaysia. Bye bye…Till wemeet again in 2017…….

university, and the 9th institution to
join the CD Lionhearter family. The

scenario drill followed by the

the official launch of the NTU-CD
Lionhearters Club.
IFE IGA & AGM (UK)
IFE International General Assembly (IGA) 2016
The last International General Assembly (IGA) was held at London Fire Brigade Headquarters,London from 25th to 26th July 2016. The IGA was attended by Branches from USA, Canada, NewZealand, Australia, Hong Kong, Malaysia, Ireland, Scotland, Wales, East Midlands, Eastern, Mid-Western, South Eastern, London, North West, South Western, Thames Valley, Mid & West Wales,Norfolk & Suffolk and Singapore. Singapore was represented at the IGA by its Branch Presidentwho was accompanied by Mr K. Ramanathan, the Honorary Secretary and Alternate IGArepresentative.
The IGA not only focus on ideas that would assist branches but also provide feedback to theBoard on issues faced by the Branches. The IGA provides a good platform to make the most ofhaving a collection of representatives from around the globe that can provide feedbacknecessary to measure the health of the IFE.

IFE (UK) AGM 2016
Following the IGA, President attended the IFE AGM that was held at the historic Guildhall inLondon. At the AGM, Brian Davey CFIFireE made his maiden address as the InternationalPresident for 2016-2017. The AGM was well attended and globally represented byrepresentatives from many overseas branches.

NEW MEMBERS OF IFE
IFE would be organising the annual members night dinner in November 2016. All members of

AMENDMENT TO FIRE CODE – FIRE SAFETY REQUIREMENTS FOR ENGINEEREDTIMBER’ BUILDING CONSTRUCTION.
1. In March 2014, SCDF had issued a circular to allow the use of cross laminated timber for buildingconstruction subject to a list of conditions imposed to mitigate the fire risks arising from suchcombustible construction. Following recent reviews and further developments, SCDF had revised thelist of conditions.
2. This circular shall take effect for waiver application submitted to SCDF from 10 August 2016 and willsupercede the earlier circular dated 6 March 2014 on Fire Safety Requirements for Cross LaminatedTimber Building Construction.

AMENDMENTS TO THE FIRE CODE 2013 – ALARM AUDIBILILTY FOR PURPOSE GROUPII MIXED OCCUPANCY
1. Currently, for mixed commercial-cum residential usage for residential developments located over carparks, the fire alarm system at the residential floor shall be provided in accordance with Clause 6.3.1(b) of the Fire Code. In addition, the electrical fire alarm system shall also comply with SS CP 10,which stipulates under Cl. 2.5.1 that the audible alarm sounders shall be sufficient to produce aminimum sound level of either 65 dBA, or 5 dBA above ambient noise level throughout the floor (s)in which they are installed.
2. Due to the installation of sound-proof or solid timber door (s) of the residential occupied space, someparts of the units are not able to achieve the required alarm sound level even with the provision ofmaximum allowable sound level of 120 dBA at the common lobby areas.
3. The Fire Code Review Committee has deliberated the issue and Clause 6.3.1 (b) had been revisedtaking into account floor-to-floor compartmentation and compartmentation of individual units. Inaddition, the related clauses Cl. 6.3.7 and 6.4.1 (c) had also been revised.
4. The above-mentioned revisions is applicable to all plans submitted for approval on or after 1st November2016.

AMENDMENTS TO THE FIRE CODE 2013 – FIRE SAFETY REQUIREMENTS FORCOLDROOM.
1. The Singapore Manufacturing Federation (SMF) had approached SCDF to assist in meeting AVA’sfood safety requirements for coldroom protected with compartment walls. Its main concern is that thegaps formed between the compartment walls and the cold room panels tend to attract mould formationdue to the dampness caused by condensation of ambient air on the cold surface. The gaps are also idealhiding spaces for insects and rodents. These unintended outcomes are infringing AVA’s food safetyrequirements for storing and handling of foods.
2. In response to SMF’s feedback, SCDF led a working group to review the relevant clauses in the FireCode. The proposed amendments to the Fire Code put forth by the work group were endorsed by theFire Code Review Committee and SCDF management.
3. The above-mentioned revisions is applicable to all plans submitted for approval on or after 1st January2017.
