Most gracious Heavenly Father, we humbly ask that You would bless the Commonwealth of Pennsylvania and all of its inhabitants, but we would ask especially that You would look with Your favor and blessing upon the Governor, the Lieuten- ant Governor, and the Members of the Senate here assembled. Direct and prosper all their consultations to Your glOly and to the good, honor, safety, and welfare of all our citizens, espe- cially during these tIying times caused by blizzards and floods. And may all things be so ordered and settled by their en- deavors that peace and happiness, truth and justice, religion and piety may be established among us all our days. Supporting the request of PENJERDEL Cmmcil's Clean Air Coalitionto the Environmental Protection Agency to reclassifY the airquality of the Philadelphia Consolidated Metropolitan StatisticalArea from "severe" to "serious"; and supporting the coalition'sefforts to reach attainment of the National Ambient Air QualityStandard for ozone by the 1999 date required of areas classifiedas "serious."

WHEREAS, The PENJERDEL Council, over the past two years,has commissioned seveml studies of the air quality of the PhiladelphiaConsolidated Metropolitan Statistical Area (PCMSA) that have indi­cated a significant and ongoing improvement of the air quality of theregion and have shown a high probability that the region can reachattainment of the National Ambient Air Quality Standard (NAAQS)by 1999; and

WHEREAS, The PENJERDEL Council's Clean Air Coalition,comprised of seveml hundred businesses fium the PCMSA, is willingto explore various poSSIble voluntary emission reductions in exchangefor reclassification that will aid the region in reaching early attain­ment of the NAAQS; and

WHEREAS, The coalition is currently meeting the EnvironmentalProtection Agency's (EPA) requirements by undertaking an UrbanAirshed Modeling study at Rutgers University; and

WHEREAS, Reclassification is vital to the region's continuedeconomic stability and is an important factor in the region's ability toattract and retain businesses; and

WHEREAS, Recent air quality data indicate significant improve­ments in the air quality of the PCMSA since its classification as a"severe" nonattainment area in 1989; therefore be it

RESOLVED, That the Senate support the efforts of thePENJERDEL Council's Clean Air Coalition to achieve reclassificationof the air quality of the PCMSA fium "severe" to "serious," and wgethe Depm1ment of Environmental Protection of the Commonwealth towork with the coalition toward those goals; and be it further

RESOLVED, That the Senate urge the Governor to exercise hisprerogative under section 107(d) of the Clean Air Act of 1990 andresubmit a petition to the EPA to reconsider the classification of thefive-county area consisting of Philadelphia, Bucks, Chester, Delawareand Montgomery Counties from a "severe" ozone nonattainment re­gion down to "serious."
