We are currently working with our intern, Gheorghe Han-ga-Farcas, a PhD Student at Oradea University, Depart-ment for International Relations, on different aspects of the Knowledge Portal: updating the profiles of IIAS State

Members, IIAS partners and on the Middle-East Region Profile.Gheorghe profiled several research institutions in Public Administration (networks, organizations, associations and universities). These profiles will be published on the KP with a view to enriching our research platform in PA. To update the information on the profiles of the members, he is pre-paring a questionnaire on their activities.

IIAS International Congress, 18-22 June 2012, Mérida, Yucatán (Mexico) RETROSPECTIVE

The international congress of IIAS was held in Mérida, Mexico from 18 to 22 June 2012.

The main theme of the congress “Socioeconomic priorities and Public Administration” was shared between three subthemes:•DemocraticGovernanceforsocioeconomicDevelopment;•E-Government,InstrumenttoStrengthenTrust;•PublicValue,theCaseofTourism.

This year, in addition to the standard Call for Papers on the three subthemes, an open call for panels proposals and open abstracts was also proposed. This procedure is for authors who wish to submit an abstract but do not believe that their topic comes under any of the panel or special workshop topics. The experience was rewarding and we hope to repeat it in the future.

The IIAS also organized the second Intercontinental Administrative Forum on “The Crises and the Challenges for the Public Sector” in the presence of Nick Manning, Co-leader of Public Sector Performance Global Expert Team from the World Bank and Advisor to the Public Sector and Governance Group; Luis Solari, Former Prime Minister and President of the Ministers’ Council of Peru and Jeannine Angèle Sidonie Evehe, Permanent Secretary in the Administrative Reform of Cameroon. They presented the following themes respec-tively: Do crises reveal what we are? What has fiscal consolidation suggested about the state of public sector management?; The Crisis: step down or step up? and Leadership and Administrative Capacities for facing the challenges of the crisis.

Mr Bernardo Kliksberg, Special advisor of UN and other international organizations, pre-sented the tenth Braibant Lecture.

The Japanese Society for Public Administration also organised a panel on Management in Times of Crisis and Disaster: Politics and managerial implications following the triple disaster in Japan. The objective of the panel was to discuss the recent disasters which hit the northern part of Japan in 2011 and to explain how the Japanese government dealt with the problems of post-disaster rehabilitation and re-establishment. Bear in mind that these problems are inextricably linked to the management and public administration in the local and central governments of the country.

EditorialFor many years now, the economic crisis, both financial and institutional, has spread its tentacles across Western countries and is pro-gressively moving to other parts of the world. To some, this trend seems to be, to all intents and purposes, irreversible, engendering pessimism and morosity.

To use Joël de Rosnay’s words, we do not need to confront this permanent catastrophism with a naive and other-worldly happy attitude. Rather than making a sterile choice between «pessimism» or «optimism» we should take a lucid, pragmatic, realistic and constructive approach when facing the future. For, on the whole, positive facts abound in our world on a daily basis: discoveries which will determine the future, collaborative creation, solidarity, gene-rosity, voluntary services, transcultural ties, etc.

We need to focus on these. Collective memory does not consist simply of

survival, it is also the memory of creation. Positive facts, linked together, give us the desire to build our tomorrows, the coming months and our future. A crisis can be a source of opportunities

when accompanied by the conviction that rea-sonable optimism will allow us to transform difficulties into oppor-tunities. We should sieze these oppor-tunities. This is the positive message that we wish to send to you in this, the last trimester of 2012. Hoping to see you soon. Have a splendid autumn!

The IIAS Project Group on Security and Safety held two sessions in Merida, on June 20 and 21, 2012. The group continued its work on the topic of National Public Capacities for Crisis and Contingency Management and Related Interna-tional Coordination, which it began in 2011. On the first day, the group held a knowledge-sharing session at which it considered a number of papers that had been submitted at the Merida Congress. These included papers discussed by a panel on the 2011 combined earthquake, tsunami and nuclear disaster in Japan that was organized by the Japanese Society for Public Administration. On the second day of its meetings, the project group held a business meeting to discuss the preparation of a publication leading from its work. The group also agreed to hold its next meeting at the 2013 Joint Congress IIAS-IASIA in Bahrain. In the coming months, the project group will be following up with authors who have submitted draft papers and other researchers and practitio-ners who have indicated an interest in the topic. The 2012 IASIA Annual Conference was hosted by the National Institute of Develop-ment Administration (NIDA), one of the most prestigious graduate Universities of Thailand. The event attracted 240 participants from all around the world and focused this year on the Challenges for local governance and develop-ment in the 21st Century. IASIA was pleased to have been represented by a large variety of international speakers - both academics and practitioners- who discussed the Global Challenges on Local Government, the Capacity Building for Local Development and the challenges of Central Government and Local Governance. Further-more, the conference specifically addressed the notion of a Developmental State and its Implications for Local Government Globally

and a session was dedicated to the Public Services Education and Training: Challenges for Schools, Institutes and Universities.

More specific aspects were also dealt with during the sessions of the eight IASIA working groups. The conference was also the occa-sion to launch a ninth permanent working group on Diversity and Gender in the public services.

IASIA wishes to convey its special thanks to the local organising committee, to the spea-kers and to the participants who together contributed to make the event a success ! n

The last meetings of the Board of Manage-ment took place in Bangkok on 16 and 20 July 2012. During the meeting, the applications of four more members were approved: The LUISS School of Government (Italy), the Royal Trai-ning Institute (UAE), the Facultad de Ciencias Economicas, Universidad Nacional de la Plata (Argentina), the Centre of Competence for Public Management, University of Bern (Swit-zerland). The IASIA network now counts 183 members from 72 countries. The Board of Management discussed the advancement of the different activities (IASIA-UNDESA Task Force, review of the website’s content, forthcoming events, database of ex-perts, launch of the Commission on Internatio-nal Accreditation of PA Education and Training Programs…). The Board decided to dedicate a one-day stra-tegy meeting to the establishment of an action plan for the years to come. This meeting will take place in Brussels on 25 February 2013.The next meeting of the Board of Management will take place in Brussels on 26 February 2013.n

During the last meeting of IASIA Board of Management, held in Bangkok on 20 July 2012, Prof. Dr. Valeria Termini resigned from her position as IASIA President.

In compliance with the IASIA Statutes and Regulations, and following the approval of the IASIA Board of Management, Prof. Michiel S. de Vries from the Department of Public Administration, Faculty of Management Sciences, Radboud University, The Netherlands, has been appointed the new IASIA President until the next election in 2013.

Portrait of Michiel de Vries, President of IASIAMichiel S. de Vries holds the chair in Public Administration at the Radboud University in Nijme-gen, The Netherlands, the governor’s chair in Public Governance in Small Systems of Law at the University of Aruba and is visiting professor at the Masaryk University in Brno (Czech Republic). He is member of the editorial board of numerous journals on Public Administration. He is also the chair of the IASIA working group on Local Governance and Development and the chair of the working group on Public Administration Reform in Central and Eastern Europe and Central Asia within the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (Nispacee). His research concentrates on local government, policy evaluation, policy change and comparative public administration. His latest books are Improving Local Government (Palgrave, 2008), The Importance of Neglect in Policy-Making (Palgrave, 2010), The Story behind Western Advice to Central Europe during its Transition (NISPACEE press, 2010) and Value and Virtue in Public Administration (Palgrave, 2011). n

Joint-event CAG-CSoAR-IIAS-IASIA-ASPA-NISPAcee, 12-14 October 2012, Guangzhou (China) - RETROSPECTIVE

The joint event co-organised by the CAG and IASIA took place in Guangzhou, China at the Guangdong Institute of Public Administration, from 12 to 14 October 2012. The event associated the Chinese Society of Administrative Reform (CSOAR), the International Institute of Administrative Sciences (IIAS), The Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee) and the American Society for Public Administration (ASPA).

The discussions were structured around three central themes: • TheConstructionofService-OrientedGovernment: International Experiences and

Practice in China, • Performanceevaluation:InternationalExperiencesandPracticeinChina, • CommonChallengesforGovernmentSelf-Reform.n

The first Commission on International Accreditation of Public Administration Education and Training Programs was appointed in August 2012.

Chaired by Allan Rosenbaum, Past Pre-sident of IASIA, the Commission will be responsible for developing and initiating a process for the accreditation of public administration education and training programs in keeping with a recent deci-sion by the IASIA Board of Management to establish such an effort. The accre-ditation process which IASIA will initiate

will be based on and build upon the final report of the joint United Nations/IASIA report on Standards of Excellence for Public Administration Education and Training.

CIAPA - Commission on International Accreditation of Public Administration Education and Training Programs

Project Title: IASIA-UNDESA Joint Interna-tional Taskforce on Strengthening Public Administration and Leadership at Local Level for the Achievement of Development Agendas.

The Joint International Taskforce held its se-cond official meeting in Bangkok during the Annual Conference of IASIA, 2012. Two mee-tings were planned to advance on key issues related to the content of the first phase and on the organisational and logistical arrange-ments to launch the first phase of the project. The first phase on capacity needs of local governments will be conducted based on the regional division and the expert knowledge of the members of the Taskforce. Similar projects conducted in different regions will be consulted by regional experts.

For comparability of the research across dif-ferent regions, countries and continents it was agreed to have a core structure similar in all papers. Prof. de Vries, the Chair of the Task-force, suggested a format on the chapters for the first phase, which was later circulated among members of the Taskforce.

The first drafts of the regional papers are to be ready by January 2013, and the final papers to be presented to the next joint IIAS-IASIA Congress in Bahrain in June 2013.

The work of the Taskforce featured the com-bination of ideas between practitioners from United Nations represented by Mr. John Mary Kauzya, Government of Morocco represented by Mrs. Najat Zarrouk, and Commonwealth Local Governments represented by Mr. Carl Wright versus academics from the IASIA Board of Management. n

Steering Committee meeting, 6 September 2012, Bergen (Norway) RETROSPECTIVE

EGPA Annual Conference, 5-8 September 2012, Bergen (Norway) - RETROSPECTIVE

The 2012 Annual EGPA Conference took place in Bergen Norway from 5 to 8 Sep-tember. The Conference was organised by the Department of Administration and Orga-nization Theory - University of Bergen. Pro-fessor Per Laegreid welcomed the EGPA network members in Bryggen on behalf of the local organising committee. More than 450 participants contributed to the different sessions organised by the 19 EGPA perma-nent study groups (PSGs). More than 320 papers were presented during the works-hops organised on the PSGs’ topics.

Professor Werner Jann gave a stimulating keynote speech on the theme of « Wicked problems and Contested Administration. Why government organization matters » at the opening session. Professor Anne Lise Fimreite commented on his presentation.

The Conference was preceded by the PhD Symposium on 3-4 September 2012. 26 PhD Students presented the research fra-mework and the first results of their PhD theses during 3 parallel sessions on the fol-lowing themes: Public Management, Public Sector Reforms in comparative view and Reforming welfare organisations in Europe. The Symposium was coordinated by Pro-fessors Christoph Reichard, Ivar Blekkie and Eckhard Schroeter. A theoretical intro-duction was presented by Professor Harald Saetren on methodological approach and

design: Critical case studies, an important topic that is not given much attention in the literature. At the end of the seminar, Jim Perry, Editor in Chief of PAR provided the PhD Students with some recommendations on publication strategy. During the Confe-rence opening and closing sessions, two PhD Students who had taken part in the Bucharest Symposium received the PhD Symposium 2011 Best Paper Award: To-bias Krause (Potsdam University, Germany) and Andreea Nastase (Central European University, Hungary)

During the Conference, a French-Speaking Seminar was successfully organised on the theme: New approaches to the involvement of private actors and civil society in the design, implementation, and evaluation of public policies and services.

EAPAA also organised its different meetings and the accreditation committee convened on this occasion.

The COCOPS Group also convened prior to the Conference.

During the closing ceremony, a stimulating dialogue between Professors Jim Perry, Christopher Pollitt and Geert Bouckaert was chaired by Professor Per Laegreid reflecting the EGPA 2012 discussions and opening new perspectives for the future. n

The EGPA Steering Committee meeting was held in Bergen on Thursday, 6 September 2012.The progress report on the EGPA Strategy implementation was discussed and more specifically, the development of partnerships that strengthen and maintain the different EGPA dialogues. Concerning future EGPA annual Conferences, the EGPA Steering Committee members welcomed the invita-tion from the Deutsche Universität für Ve-rwaltungswissenschaften Speyer to host the 2014 EGPA Annual Conference. At the next session in January 2013, it will be proposed to analyze the structure and com-position of the EGPA membership to define a strategy of consolidation, maintenance and/or extension. A provisional report was briefly presented in Bergen and will be discussed further in the coming months. n

5th MED - Euro-Mediterranean Dialogue, 25-27 September 2012, Amman (Jordan) - RETROSPECTIVE

The 5th Euro-Mediterranean Dialogue of Public Management took place in Jordan (Amman and Dead Sea) from 25 to 27 Sep-tember 2012 on the theme: « Education and Training: Policy and Public Management Challenges for Skills Development ». Seve-ral thematic workshops addressed the dif-ferent aspects of this topic. A PhD Seminar was organised on 25 September at the NIT (The National Institute for Training) gathering young researchers from the Euro-Mediterra-nean zone in order to present their current work and PhD theses.

This dialogue was jointly organised by the European Group for Public Administration (EGPA) and the European Training Foun-dation (ETF) in the context of the high level regional conference. Policy makers, prac-titioners, researchers and representatives of civil society such as social partners and youth from partner countries, the European

Union and international organisations met and discussed the new challenges for skills development in the Arab countries of the Mediterranean.

A high level forum brought together minis-ters of education and labour from Egypt, Jordan, Lebanon, Morocco, occupied Palestinian Territory and Tunisia, and seve-ral senior policy makers from both sides of the Mediterranean to discuss different ap-proaches to tackling the job crisis and the role of education and training reforms in the region’s new social and economic context. On this occasion, Professors Fouchet and Bouckaert provided them with their analyses concerning effective public policies in these matters.

During the parallel sessions, discussions were informed by policy analyses of voca-tional education and training, and recent re-

searches into public management, and were inspired by cases and practices from the EU and the international community.The Young Mediterranean Leaders Initiative (YML) was launched during MED 5. The ob-jective is to give outstanding young people from the Mediterranean region the oppor-tunity of contributing their ideas to policy development in the region, and in the longer term, to reinforce their potential for beco-ming the future policy leaders in the Medi-terranean region

8th TAD – Transatlantic Dialogue, 7-9 June 2012, Radboud University Nijmegen (The Netherlands) - RETROSPECTIVE

The 8th Transatlantic Dialogue was held at Radboud University – Nijmegen – The Netherlands from June 7 to June 9, 2012 on the theme « Transitions in Governance » Taco Brandsen (Radboud University, Nijme-gen) and Patria de Lancer Julnes (Baltimore University) presented the main theme of this 8th TAD. More than 95 participants partici-pated in this event. Sven Steinmo (European University Institute) and Theodore R. Marmor (Yale University) introduced the debate with

their Keynote speeches which provo-ked questions and discussions. The six workshops brought together paper-gi-vers and speakers on several sub-the-mes such as: New public governance: complex systems and networks, lea-

dership qualities, perceptions, and actions or Multiple partners at multiple levels: Mul-ti-level governance. www.8tad.org. LAGPA Annual Conference / National Section of the INAP, 18-22 June 2012, Mérida, Yucatán (Mexico) – RETROSPECTIVE

Two years after the Founding Meeting, one of IIAS’s youngest regional expres-sions, LAGPA held its Second Plenary Meeting « Developments and Trends of Public Administration in Latin America » in Merida, Mexico from 18-22 June, at the same time as the IIAS International Congress.

Gradually, the vision of LAGPA’s develop-ment as a regional platform of connec-tions between Latin American experts is becoming clearer. As of today, we have 119 members, from 20 Latin American countries who, on a personal basis, ex-change theoretical and practical expe-riences. The membership has increased,

not only in number of participants, but also by including experts from countries that had not been present at previous LAGPA meetings. The construction of our regional platform is going full steam ahead! n

IIAS and its entities will from now on be abreast of new technology. We have deve-loped a Smartphone app for each confe-rence/congress to facilitate contact among the participants.

Practical information, programmes, sche-dules, news… all at your fingertips!

The mobile version of the app can be consul-ted from any Smartphone. For the owners of Smartphones or tablets using Android, the app can be downloaded directly from Google Play Store.

This début seems to have been highly suc-cessful as more than 400 users have down-loaded the app.

We will continue to improve these apps as time goes by. n

IIAS AND ITS PARTNERS

IIAS is actively engaged in the activities of United Nations Public Ad-ministration network (UNPAN). In Octo-

ber, 2012, UNPAN organised a meeting on Next Stage on Open Government Data: Using Data for Transparency Accountability and Collaboration. The meeting was orga-nized in collaboration with UNDESA, Center for Public Service Innovation (CPSI) and The Ministry for Public Service and Administration of the Republic of South Africa in Cape Town. The participants of the workshop were high level public officials from different countries of the world, civil servants from Southern Afri-can countries, UNPAN partner organiations, international consultants, researchers and academics and other interested parties.

The wide range of issues were discussed during the meeting, the key questions of the workshop were how to make governments more open; how to ensure equitable citizen participation and to overcome digital divide,

how to measure the usefulness of data; what are the impacts of open government to citi-zens and many others.

IIAS was invited to chair a session on Open Government Data for Citizen Engagement. The panelists of the session were a delega-tion from Brazil represented by Alexandre Navarro, Deputy Minister, the Ministry of Na-tional Integration, Jose Mauro Couto, Direc-tor of International Advisory Board at Ministry of National Integration, Karine Lopes, Secre-triat of Civil Defense and Luis Claudio Freitas, Union General Control Agency; and finally, Michael Best, the Associate Professor at the Sam Nunn School of International Affairs and the School of Interactive Computing at Geor-gia Institute of Technology.

The panel concentrated on the benefits of citizen engagement for governments; and the impact of technology in enhancing citi-zen participation. The social inclusiveness of various groups of citizens in the process of governance and the possibilities to leverage this opportunity were discussed. n

Conference “Opening Up the Prefectoral Box”, 4 October 2012, Roma (Italy) - RETROSPECTIVE

The Conference on the theme «Ope-ning Up the Pre-fectoral Box» took place in Rome at the Scuola Supe-riore dell’Amminis-trazione dell’Interno on Thursday, 4 October 2012. The

Conference was organised by the Prefect, Mrs Emilia Mazzuca, SSAI Director.

Mr Giovanni Ferrara, Undersecretary of the Italian Interior Ministry opened the Confe-rence. More than 250 participants (direc-tors and officers of the central offices of the Ministry of the Interior, academics, schools of Public Administration, the Department of Pu-blic Administration and the Ministry of Foreign Affairs) joined the different sessions which focused on the role of the Prefects in a multi-level governance system and in the process

of building and redefining state competencies.

Professor Jean-Michel Eymeri Douzans introduced the research agenda for comparing the role and the activities of Prefects in Europe. He pointed out the different elements of comparison and the EGPA Permanent Stu-dy Group on Sociology of State: Reforms and Resilience as a platform for comparison. Profes-sor Marianne Kneuer presented a paper on the quality of democracy – how to measure it?

Further to these introductory reports, some scholars of Sociology of the State from different European universities and belonging to EGPA were invited to present the results of a compa-rative study on the prefects and the State in the EU: Belgium, Portugal, and Sweden …

Dr. Fabienne Maron represented IIAS at this occasion and she was also invited to present the Belgian case: the Provincial Governors

as inter-institutional agent between federal, regional and local levels of Governance.

During the afternoon sessions, some experts examined the prefectoral role in Italy: how to deal with a complex institutional agenda? Pro-fessor Daniela Piana introduced the debate. A conclusive and lively discussion was followed by questions and perspectives. n

IPAA International Conference, 18-20 September 2012, Melbourne (Australia) RETROSPECTIVE

For the first time, the Institute was invited to participate in the International Conference of IPAA (Institute of Public Administration Aus-tralia) which met in Melbourne from18 to 20 September and had as its theme « Valuing Public Administration ». The PRAC chair-person, Prof Dr Geert Bouckaert, and the undersigned were asked to speak and thus were able to contribute to the different ses-sions. We should like to mention that this Congress attracted more than 1000 public administrators from all over Australia as well as participants from the USA, Canada and Europe. n

Annual Conference of IPAC, August 2012, St John’s (Canada)RETROSPECTIVE

IIAS was invited to participate in an-nual conference of Institute of Public Administration of Canada (IPAC) - Na-vigating Uncharted Waters: Embracing the Tides of Change in August 2012. Director General of IIAS, Mr. Rolet Loretan, made a short presentation of IIAS, its activities and services, mis-sion and objectives, its strategy, its regional groups and other essential information about the Institute in ou-tgoing board meeting. He also shared IIAS’s key projects and initiatives, its future directions and potential for fur-thering cooperation between the two entities during his speech. n
