III. Inventories [ORC Section 3734.53(A)(1)-(4)]
A. Reference Year
The reference year for all inventories and projections included in the plan is the calendar year, 2012. The Darke County Solid Waste District began plan preparation in 2012 using 2012 waste reduction and recycling data that was collected in 2012 and 2013.
B. Existing Solid Waste Landfills
As has been the case since the District was formed, there were no landfills, publicly available or captive, open and in use in Darke County in the reference year. There are currently no plans to construct new landfills in Darke County. Waste from the District was sent to five out-of-district, Ohio Landfills and to three landfills in Indiana. The Ohio landfills used by the District and the amount of material sent out-of-state for disposal are listed in Table III-1. The landfills in Indiana that received waste from the District are listed in Table III-7A. The total disposal amount reported in Table III-1 includes waste that was hauled directly from Darke County to a landfill and waste that was first deposited at a transfer facility and then taken to a landfill for disposal.
C. Existing Incinerators and Resource Recovery Facilities
No waste from the Darke County Solid Waste Management District was reported to have been taken to an incinerator for disposal in 2012. There are no incinerators or resource recovery facilities for the disposal of solid waste located in Darke County. Table III-2 from the OEPA prescribed Plan Format, “Solid Waste Incinerators and Waste-to-Energy Facilities Used by the District,” has been omitted.
D. Existing Facilities for the Transfer of Solid Waste
The majority of solid waste collected in Darke County is taken to the Greenville Recycling and Transfer Facility, which is owned and operated by Rumpke Waste, Inc. The transfer facility is located at 5474 Jaysville-St. Johns Road in Greenville Township just outside of the Greenville City limits. The Greenville Recycling and Transfer Facility is the only transfer facility for solid waste that is located in the District. In addition to solid waste, recyclables and yard waste are transferred through the facility for further processing. The site includes a licensed scrap tire facility. In the reference year, small amounts of waste collected in the District was managed at three out of District transfer facilities. All of the transfer facilities used and the amount of waste that was managed by these facilities is listed in Table III-3.

E. Other Disposal and Recycling Options Used and Household Hazardous Waste Collection Activities
In 2012, a small amount of medical waste was sent from the District to Medassure of Indiana Treatment Facility for Processing. The facility is listed in Table III-7A. and the amount managed by the facility is listed in Table III-7B. Merrill Bros. Inc. Indy Disposal
Facility received material from the district for disposal. This facility manages disposal for biosolids, septage, greywater, leachate, food by-products, and other non-hazardous wastes. The facility is listed in Table III-7A. and the amount managed by the facility is listed in Table III-7B.
In 2012, there were four residential curbside recycling programs operating in the District.1 Residential Curbside Recycling Activities are listed in Table III-4.
City of Greenville: Curbside recycling services are provided in conjunction with waste collection services by the City of Greenville. The City of Greenville had a contract with Rumpke Waste, Inc. to provide waste collection, disposal and recycling services. The contract has been continued into early 2014. The Program is non-subscription (NS) which means all residents pay for the program and are provided service. Recycling is voluntary in that no one is required to put out recyclables and recyclables are not banned from garbage. Residents may select from a fixed rate waste container option or a volume based, pay-per-bag rate for waste collection services. There is no additional charge for recycling.
Village of Arcanum: The Village of Arcanum provides curbside recycling collection under a contract with Rumpke Waste, Inc. The program is non-subscription; all residential waste customers receive recycling services at no additional charge.
Village of Palestine: Subscription recycling is available to the residents of the Village of Palestine through Rumpke. Households must sign up for recycling. It is not included in the fee for waste collection. The number of customers signed up for this service was not made available to the District.
Village of Versailles manages its own residential curbside recycling program. Recyclables from Versailles are picked up and transported to recyclers by municipal employees. The program is non-subscription (NS). Residential Curbside Recycling Activities are listed in Table III-4. Additional information about the residential curbside recycling programs is provided in Chapter IV of this Plan.
In 2005, Darke County Solid Waste Management District provided permanent drop-off recycling opportunities at six locations using a roll-off container system. In 2006, two more sites were added. By 2012, there were twelve sites, and one was added in 2013 to make

thirteen permanent, multi-material sites funded by the District. The drop-off locations are strategically located around Darke County to serve the communities in which they are placed and the surrounding rural areas. Rumpke Waste, Inc., in cooperation with the Darke County Solid Waste Management District provides a commercial recycling drop-off bin on Hamilton Street in Greenville for corrugated cardboard and office paper. The Village of Versailles operates a multi-material drop-off in Versailles Village. There is a multi-material recycling drop-off bin located at the Greenville Recycling and Transfer Facility. Several communities and organizations provide recycling drop-off opportunities or sponsor recycling drives to collect one or more materials.
There are two private recyclers located in the District, a scrap yard and a pallet reclaimer. There is another scrap yard just outside of the District in the Village of Bradford. The scrap yard is actually in Darke County, but Bradford is part of the Miami County Solid Waste District.
A number of out-of-district, private scrap recyclers provide recycling services to businesses and industry in Darke County. The recycling facilities that were reported as being used by residents, businesses or industries in Darke County in 2012 are listed in Table III-5. The District maintains an up-to-date list of local businesses and organizations that accept a variety of household materials for recycling. These materials include automotive related items, wire clothes hangers, household batteries, and plastic bags. The list is too long to be practically included in a table in the body of this Plan. A sample of the list that the District maintains for distribution and as an office reference for responding to inquiries is included in Appendix G of this Plan.
In 2012, the District held a household hazardous waste collection event. The District actively promotes reduction in the use of household hazardous materials by providing information about replacing hazardous household materials with non-hazardous alternatives. The District also provides information about acceptable disposal options for HHW.
The District also held several events to help residents dispose of difficult to manage items like waste tires, appliances and electronics. Information about these events is included in Chapter IV of this Plan.
F. Existing Composting and Yard Waste Management Facilities.
There are two Class IV and one Class III registered composting facilities in the District. Class IV composting facilities are those which accept only source separated yard wastes as feedstock. Yard waste includes leaves, grass clippings, brush, garden waste, and tree stumps and trimming. There is one Class III facility. A Class III facility may take yard waste, and specified, approved animal waste, bulking agents and additives. In the reference year, yard waste was sent to one out of district facility. Several communities also collect leaves in

the fall and take the leaves to near-by farm fields where they are spread and are later worked into the soil. All of the programs for the management of yard waste that were identified as operating during the reference year are listed in Table III-6.
G. Existing Open Dumps and Waste Tire Dumps The Darke County General Health District and the Darke County Solid Waste Management District have worked together to discourage litter and illegal dumping and to see that illegal dumping is cleaned up promptly. As of 2012, there were no sites requiring major clean-up efforts to report. Table III-8 has been omitted because there are no sites to list.
H. Ash, Foundry Sand, and Slag Disposal Sites. There were no ash, foundry sand, or slag disposal site in the District in the reference year. Table III-9 has been omitted because there are no sites to list.
I. Map of District Facilities
A fold-out map is provided at the end of this Chapter to show the major solid waste management and recycling facilities in the District. Large fold out maps will be provided to the Ohio Environmental Protection Agency as part of the plan approval process and will be included in Appendix E of this Plan. A large map is also on display at the Darke County Solid Waste Management District office.
J. Existing Collection Systems – Waste Haulers. The Darke County General Health District manages the registration and inspection of trucks that collect and haul solid waste in any part of Darke County. A list of the haulers that were registered in the reference year with information about the services provided is included in Table III-10.

Commercial Recycling through internal supply chains: National and regional retail and wholesale businesses may set up recycling programs which utilize internal company supply
chains and/or regional recycling contracts. For several years, Ohio EPA has been working to retrieve recycling information from such businesses and to report information to solid waste
districts for the business facilities within the District. In 2012,recycling amounts for 4 large retailers were reported. The total amount recycled was 888.46 tons. Additional information is
included in the Table labeled "Residential and Commercial Recycling Data for 2012" Which is found in Appendix F.

There were no ash, foundry sand, slag facilities or illegal dump sites or tire disposal sites in the District in 2012 and none are know to have been developed since
then.
