    The role of "Quality Assurance Framework" program in developing some managerial competencies of school principals in UNRWA schools in

    Gaza governorates

    The study aims at studying the role of "Quality Assurance Framework" program in developing some managerial competencies; supported self-review, strategic planning, empowerment, and documentation, of school principals in UNRWA schools, in Gaza governorates, from the point view of the principals, and school supervisors, through answering the following questions: 1- What is the role of "Q. A. Framework" program in developing some managerial competencies; supported self-review, strategic planning, empowerment, and documentation, of school principals in UNRWA schools, in Gaza governorates, from the point view of the principals, and the school supervisors? 2- Are there any statistically significant differences on the level of the function ( 0.05), between principals estimations averages and supervisors estimations averages of this role? 3- Are there any statistically significant differences on the level of the function ( 0.05), among principals estimations averages of this role which are significantly attributed to (sex, scientific qualification, years of service)?

A.Q"of the role mprovei What are the ways to -4developing managerial competencies; supported self-review, strategic planning, empowerment, and documentation, of school principals in UNRWA schools, in Gaza governorates, from the point view of the principals, and school supervisors. *The researcher used the analytical descriptive method, which is suitable for this study. *To achieve the aims of the study, the researcher prepared a questionnaire of four dimensions, referred to managerial competencies of school principal; supported self-review, strategic planning, empowerment, and documentation, it contains (55) items distributed to the four dimensions, in addition to open question about the ways to improve the role of "Q. A. Framework" program in developing these managerial competencies of school principals. * The society of the study includes all the school principals, their number (221), and school supervisors, their number (49), in UNRWA schools, in Gaza governorates, for the studying year (2008/2009). * The sample of the study consists of all school principals (221), and all school supervisors (49). * The researcher used (SPSS) to analyze the responses of the sample, he used (T-test), and one way ANOVA.

  • The findings of the study: 1- There is appositive role of (Q.A. Framework) program in upraising the following school principals managerial competencies: supported self-review, strategic planning, empowerment, and documentations, with proportional weight between (71%) for supported self review, & (81%) for strategic planning, which are relatively high. 2- There are statistically significant differences on the level of the function ( 0.05), between principals estimations averages and supervisors estimations averages of the role of (Q.A. Framework) program in developing the managerial competencies; supported self-review, strategic planning, empowerment, and documentation, of school principals. 3- There are statistically significant differences on the level of the function ( 0.05), among principals estimations averages of the role of (Q.A. Framework) program in developing the managerial competencies; supported self-review, strategic planning, empowerment which are significantly attributed to sex, in favour of males, but no differences in Documentation field. 4- There are no any statistically significant differences on the level of the function ( 0.05), among principals estimations averages of the role of (Q.A. Framework) program in developing the managerial competencies; supported self-review, strategic planning, empowerment, and documentations, which are significantly attributed to scientific qualification. 5- There are no any statistically significant differences on the level of the function ( 0.05), among principals estimations averages of the role of (Q.A. Framework) program in developing the managerial competencies; supported self-review, strategic planning, empowerment, and documentations, which are significantly attributed to years of service. Recommendations: With the study results light the researcher recommended a group of recommendations; - Sending a team of educational leaders in UNRWA abroad for transfer of experiences of some countries that have implemented this program. - Conducting refreshment training courses for school principals for the implementation of the program. - Forming a team of educational leaders to follow up the implementation of the program and provide feedback to school principals. - Reinforcement successful experiences, and provide material and moral rewards to it.
