Illinois park districts, forest preserves, conservation, recreation and

special recreation agencies are, in one way or another, connected to

almost every facet of life. Our member agencies offer parks, recreational trails, fitness centers, instructional

classes and more that connect people to healthy, active lifestyles. They host events thatbring communities closer together. There are positive connections between propertyvalues and proximity to parks. And, research links children participating in after-schoolprograms to earning better grades and avoiding drugs, alcohol and gang activity.

The Illinois Association of Park Districts is committed to creating positiveconnections. In 2011, we introduced a wide array of technological advancements toassist our member commissioners, professionals and affiliated businesses in connectingwith the IAPD to access fast-breaking legislative information, new educationalprograms and content, grant information, research, public awareness opportunities and services designed to keep Illinois park, recreation and conservation agencies at the forefront.

Perhaps most importantly, IAPD connects our members with one of the mostvaluable resources available … each other.

IAPD’s presence on Facebook, flickr and YouTube provides quick, easy ways forcommissioners and professionals to stay in the loop, discuss challenging situations andshare successes. Our services are constantly adapting to change with the park, recreation and conservation climate. Everything we do links ourmembers to the resources they need to stay connected to the citizens they serve, and to each other.

• IAPD’s Board Development and Self-Evaluation Program assisted numerous boards in defining roles and responsibilities, describing duties foroversight and governance, and determining leadership within their agencies.

• Our Director Search Program assisted a number of park district boards in hiring the best executive director for their agency.

• The IAPD team promptly responded to thousands of member phone calls and emails regarding boardmatters, legal issues, employment questions, organizing a park district, and more.

• We distributed new, personalized IAPD membership cards this year. The redesigned cards were issued to more than 1,700 board members statewide.

• IAPD counseled agencies requesting assistance in submitting grant applications.

• IAPD assisted agencies requesting strategic planning and goal-setting sessions.

Capitol Connections

The Illinois Association of Park Districts delivered first class legislative advocacy services to our members in 2011 with thereview of more than 6,400 bill introductions and the tracking of 300 bills for their impact on member agencies and thecitizens they serve.

This past year, IAPD successfully:

• Advocated for the passage of Senate Bill 1686, which will save IAPD member agencies thousands ofdollars each year by eliminating their most costly newspaper publication requirement, the annualtreasurer’s report.

• Advocated for the passage of House Bill 3343, which restores the exemption to the Freedom of InformationAct for personal information about minors participating in park programs.

• Ensured that OSLAD grants in the amount of $11,734,000 were awarded to 36 agencies despite theState’s announcement that the grants would be suspended.

• Prevented unfunded mandates that would have exposed IAPD member agencies to millions of dollars inpotential liability and unreasonable legal requirements.

• Assisted 77 IAPD member agencies in obtaining nearly $2.5 million to employ more than 800 youth underthe Illinois Youth Recreation Corps summer grant program. The IAPD team made personal calls to eachmember agency to notify them of this grant opportunity.

• Worked to obtain the award of $50 million in grants from the Park and Recreational Facility Construction (PARC) grant program.

• Participated in eight legislative breakfasts hosted by member districts throughout Illinois, interacting with nearly 40 legislators and hundreds ofIAPD members.

• Responded to 250 legal inquiries and distributed more than 40 legislative alerts and updates as well as legal news to our membership,keeping them apprised of legislative developments, grant opportunities, new laws and regulations, and much more.

The Illinois Association of Park Districts’ public awareness opportunities bridge the gap between citizens, legislators, andthe media. Our unified messages build support for park districts, forest preserves, conservation, recreation and specialrecreation agencies.

• More than 5,600 people attended kite fly events affiliated with IAPD’s Flying 4 KIDS Statewide Kite Fly, which promoted our memberagencies and the Park District Youth License Plate Program.

• Parks Day at the Capitol sold out this year, with more than 50 park districts, forest preserves,conservation, recreation and special recreation agencies showcasing their programs, services andnatural areas with the theme: Parks, Recreation and Open Space … The Key to Illinois’ Quality ofLife. Over 97% of Parks Day participants made contact with their legislators during Parks Day atthe Capitol.

• The 18th Annual Park District Conservation Day at the Illinois State Fair featured more than 500representatives of Illinois park, recreation, and conservation agencies. Their singers, dancers,orchestras, bands and zoos provided a sampling of the outstanding programs available to thecitizens of Illinois at eight, high-traffic areas of the fairgrounds.

• IAPD’s partnership with the Illinois State Fair resulted in the first Park Pentathlon and Recreation Relay, held on Park District ConservationDay. Seven teams, including the Illinois Secretary of State’s Office and the Illinois Department of Natural Resources, competed in park andrecreation activities such as a golf ball drive, basketball, disc golf, soccer and hockey. A local television station covered the event.

• The Best of the Best Awards Gala treated more than 200 guests to an evening of motivation and inspiration with stories of award-winningpartnerships, intergovernmental cooperations, best green practices, citizen volunteers, stewards of good sportsmanship and more.

The IAPD website was enhanced this year with our “Members Only” area featuring many new, high-value resources.

The Knowledge Center was created to contain information from current and past IAPD publications, position papers,meetings, seminars and conferences. This area of IAPD’s website is designed to enhance the decision-making skills ofelected board members and professionals.

The Legal Assistance Section

Member Resources: More than 10 new legal tools developed by IAPD including sample policies for remote attendance,identity protection, soccer goal safety and education and primers on the Open Meetings Act, Prevailing Wage Act and thePublic Officials Prohibited Activities Act. A comprehensive model code of ordinances covering 60 different ordinanceswas also made available.

Practice Tools: Contains the latest materials and resources designed to assist public agencies in the following practice areas:

– Concussion Prevention – Local Records – Property Tax Extension Limitation Law (PTELL)

– Freedom of Information – Playground Safety

– Open Meetings Act – Prevailing Wage

Public Resources: A convenient, one-stop shop for useful information and educational resources provided byother public agencies on the following topics:

– Judicial Law and Attorney General Opinions – Constitutional Law

– Statutory and Regulatory Law – Specific Illinois and Federal Statutes

IAPD member agencies are connected to cost-saving programs, grants and other incentive plans to assist them in realizingtheir goals.

• IAPD actively advocated for the Open Space Lands Acquisition and Development Fund (OSLAD) and the Natural Areas Acquisition Fund (NAAF)to ensure proper funding. IAPD’s efforts resulted in $11.7 million in OSLAD grants awarded to member agencies.

• More than 1,000 Illinois vehicles are displaying Park District Youth License Plates. This program continued to benefit IAPD member agenciesin 2011 with $21,000 in PowerPlay! grants for beyond-school programs that promote health, fitness, and nutrition.

• IAPD’s Eagle Eye Neighborhood Park Watch Program is saving 27 agencies in Illinois thousands of dollars in crime and vandalism expenses,and this dynamic program is spreading throughout the country.

• Five hundred supporters of Friends of Illinois Parks contributed to the protection and enhancement of parks, open space, and the quality oflife in Illinois.

– The Friends of Illinois Parks Tenth Annual Summer Golf Tour brought together nearly 400 golfers, corporate sponsors and guests toraise money for Friends’ programs and research.

– The Friends of Illinois Parks Wall of Wines fundraiser at the Best of the Best Awards Gala was a popular attraction,raising awareness of Friends and generating financial support for its initiatives.

– Friends of Illinois Parks participated in the LPGA State Farm Classic “Birdies for Charity” fundraiser, which openedthe door for more opportunities with the LPGA.

• IAPD’s affinity programs continued to benefit member agencies with discounted prices on products and services. Our 2011affinity programs include:

– Bank of America Merchant Services – offering a specially negotiated program of card processing services.

– Call One – a single-source telecommunications provider and the nation’s largest reseller of AT&T products and services.

– Chase Direct Payment Card – an account-based, low-cost solution designed specifically for government employees who would likethe convenience of direct deposit but do not have a bank account. Employees can easily access their pay at ATMs and retail locations,and this debit card can be used to make purchases anywhere Visa is accepted.

– IAPD Energy Program – an agreement with Seven Utility Management Consultants, Ltd. to provide professional consulting services forthe purchase of electricity and natural gas.

– IPARKS – a local government risk-sharing pool, providing park districts throughout the state with an alternative to traditionalinsurance. IPARKS is tailored to meet the specific property and liability coverage needs of Illinois park districts and recreation agencies.

– IPDLAF+ – offers a professionally managed portfolio with a competitive money market rate and unlimited checkwriting privileges. The Fund stresses "safety of principal" as the number one objective and has earned a AAAm rating by Standard & Poor's.

– Purchasing Card – a specialized credit card that enables agencies to streamline the buying process, and receive money back on their purchases.

Money-Saving Programs and Grants

$395,450. The total amount of grants IAPD has awarded to its memberagencies through the Park District Youth License Plate Program, which funds the grant.

Education

The Illinois Association of Park Districts connects board members and professionals with quality educational workshops,seminars, publications and online training programs that prepare our members with the knowledge they require to best servethe citizens of Illinois.

• The 2011 Soaring to New Heights annual conference at the Hilton Chicago educated more than 4,500 park, recreation and conservationagency board members and professionals with hundreds of sessions related to the most pressing issues and the latest trends in the field.

• IAPD provided more than 45 educational programs in 2011 including Financial Best Practices and Advisories; Mastering a Sustainable Master Plan;Wind and Solar Power Applications for Park Districts, Forest Preserves, Conservation and Recreation Agencies; Records Retention and Destruction;Strong Board and Director Teams; and Alternative Sources of Revenue.

• The 33rd Annual Legislative Conference and Reception featured Lieutenant Governor Sheila Simon, University of Illinois Professor KentRedfield and a panel of legislators who presented to more than 350 attendees information about establishing relationships with legislators,fine tuning advocacy abilities, understanding the Freedom of Information Act and identifying our roles in Green Government.

• We brought our Commissioner Boot Camps to four regions of the state, training both new and seasoned board members on boardmanship,legislative advocacy, best practices of park district borrowing, legal obligations of board members, and more.

• IAPD’s Legal Symposium introduced more than 275 attendees to top legal experts who guided them through a myriad of issues of importanceto park districts, forest preserves, conservation, recreation and special recreation agencies. Topics included employment and labor lawupdates, private users and private payments and their affect on tax-exempt bonds, current issues in construction contracts and the newdesign-build options, handling FMLA scenarios, and recent court decisions and new laws impacting IAPD member agencies.

• IAPD partnered with the Illinois Municipal League and the Illinois Community College Trustees Association to present four Newly ElectedOfficials Workshops throughout Illinois. Topics included Open Meetings and Freedom of Information Act, civility andboardmanship, ethics, and conflict of interest.

• The Forest Preserve Law Handbook and Conservation Law Handbook were published and distributed to all IAPDmember forest preserves and conservation districts, offering a codification of more than 50 different statutes thataffect the conduct of business of Illinois forest preserves and conservation districts.

• The Illinois Association of Park Districts brought education into our members’ offices and homes with ourwebinars this year. Our first webinar, Alternative Sources of Revenue, was offered FREE to IAPD members and encouragedcommissioners to look outside the box for new revenue streams. Other topics included grants, endowments, donations, naming rights, andfee structures. IAPD also offered the webinars Tackling the Latest Legal Requirements Affecting Your Agency and Latest and GreatestConcerning IMRF.

IAPD’s strategic partnerships unite Illinois park, recreation and conservation agencies with allied organizations that shareour mission, vision and goals.
