illinois section AWWA General InformationISAWWA is the resource for seminars, workshops, webinars, video rental library and teleconferences. We may add or make changes from time to time, so be sure to check the website at www.isawwa.org

REnEWAL TRAInIng CREdIT HouRS (RTC)All of the courses listed in this book are approved for renewal training credits (RTC) unless noted otherwise. For in-person seminars, the credit is based upon actual classroom time. If the seminar goes over or under the estimated time, or if you leave early, your credit hours will be adjusted on your certificate. For video rentals and webinars a simple test will accompany your video or webinar. After you complete and return the test to the Illinois Section AWWA office, you will receive an email with instructions to print your certificate online, which reflects the renewal training credit hours earned. Webinar tests are completed online and certificates can be printed after successful completion of the online course. The amount earned will be equal to the length of the video(s)/webinar(s) that you have viewed. It shall be the responsibility of the licensee to submit their ISAWWA issued training certificate directly to IEPA in order to receive renewal training credit hours.

PRoFESSIonAL dEVELoPMEnT HouRS (PdH)Classes that apply to your area of study should qualify for Professional Development Hours. It shall be the responsibility of the licensee to maintain a record of PDHs for 6 years that includes, but is not limited to, the following:

The name and address of the sponsor or provider; the number of hours attended in each program; the date and place of the program and a certificate of attendance; or log of activities that includes the date and number of hours claimed as PDHs; a brief statement of the subject matter, printed program schedules, registration receipts or other proof of participation. Instructions on how to print your certificate online will be emailed confirming participation and time spent in the classroom. It is up to the licensee to maintain their own records and submit any required paperwork to validate training.

METHod oF dELIVERYThere are numerous choices for you to earn your renewal training credits. The Illinois Section AWWA offers the following opportunities: classroom, teleconferences, webinars, video library for individual viewing, or group study.

CERTIFICATESCertificates will be emailed after the completion of the seminar/webinar to the email address provided by the attendee upon registration. Paper certificates will be mailed by special request. To have your certificates mailed to you, call 866-521-3595 ext. 3 for Sandi. You can track your training provided by the Illinois Section AWWA by logging onto the training portal at www.isawwa.org with your login and password (call 866-521-3595 ext.3 if you do not know your login and password). There, you can print duplicate certificates and verify seminars that you have registered for that have not yet occurred.

REFundSIn order to be eligible for a refund, cancellations must be received 2 business days prior to seminar. Substitutions are allowed and refunds without prior notice will be granted for emergency situations when requested in writing.

onSITE REgISTRATIonSOnsite registration is possible and attendees will be charged the onsite rate. There are occasions where onsite registration is not allowed. See seminar details for more information.

The Anatomy of a Service Lateral and Unmeasured Flow Reduction for Residential Meters - George Gilson These presentations will provide training of all brass materials and components that make up a water service lateral from pipe to meter. This training will include manufacturing processes, material composition of both 85-5-5-5 brass and no lead brass, proper installation procedures and practices, ball valve vs. plug valve design differences, recognition and prevention of damaged brass products, meter setters and meter connections, brass saddles, and finally different types of end connections available for brass components involved in a service lateral. He also will be speaking on a technology which helps a meter pick up and register low flows (leaks) on residential meters that is below ¼ gallon per minute. This presentation will focus on the associated benefits of this technology as it relates to water loss, water conservation, backflow protection, and additional revenue potential for the end user.

topic OSHA 29 CFR 1910 requires that employers assess their workplace for hazards. Employers must also provide personal protective equipment (PPE) that must be worn by personnel when working in potentially hazardous areas and training for their employees to understand the hazards they may encounter. These efforts can reduce emergency situations. NFPA 70E and IEEE 1584 provide procedures on “how to” assess electrical equipment, specifically in regards to determining incident energy levels present in a fault condition. These energy levels and the system voltage determine the arc flash limited, restricted, and prohibited approach boundaries. In the 2009 update of NFPA 70E, new requirements related to Category 1 PPE, an exception for 240 volt and lower voltage equipment, recordkeeping requirements, and a new Annex D with consolidated equations and tables have been added. The update also includes text to define the need for an Energized Electric Work Permit. The NEC requires electrical equipment that is likely to require examination, adjustment, service, or maintenance while energized to be “field marked” or labeled. This training will provide a step-by-step approach to completing an electrical hazard assessment, including an arc flash study, of your facilities. A discussion on how the recent changes in NFPA 70E apply to you and an overview of options to lower an equipment item’s required PPE Category so your staff can operate and maintain equipment more comfortably and safely will be included. Training will also address the benefits of developing a computer model of your electrical distribution system for future system analysis, load flow evaluations, voltage drop calculations, and evaluation of nuisance tripping events.

topic This course reviews the high-tech tools available for capturing, creating, finding, and using information about facilities, assets, and customers. The course begins by reviewing Computerized Maintenance Management Systems (CMMS) and the technology available to collect equipment data for use in a CMMS. The course looks at the types and formats of equipment information and on-line sources for gathering them and methods of putting utility-specific equipment and process information on-line for easy access and updating.

An overview of Computer Aided Design (CAD) drawing tools, and their connection to Geographical Information Systems (GIS) is presented. topic The Water Audit Spreadsheet based tool contains worksheets in a spreadsheet file used to help track water usage and calculate levels of performance for tracking water losses. Instructions for using the spreadsheet tool are included in the spreadsheet. The spreadsheet prompts the user to enter standard water supply information such as the volume of water supplied, customer consumption (metered and unmetered), quantities of losses, and other distribution data used to calculate the operational efficiency indicators.

Knowing that many water utilities don’t typically tabulate all of this data, the spreadsheet allows the user to enter either known (measured) or estimated (quantities that must be approximated) values. There is a grading matrix available that helps establish the confidence of the data entered. The software then calculates a variety of performance indicators which are useful in making performance comparisons among water utilities as well as help with short term and long range planning.

This 3 hour seminar will review in detail the spreadsheet-based water audit tool which is designed to help quantify and track water losses associated with water distribution systems and identify areas for improved efficiency and cost recovery. Participants are encouraged to bring a laptop computer to the seminar.

We will attempt to answer the question of “how is this accomplished?” This presentation will discuss planning, selection of a consultant, coordination of recommendations from the Secretary of State in regard to The Local Records Act, software selection, and implementation.

“Virtualization – What, Why, anD hoW muCh?” Larry Jensen, Peters & Associates, [email protected] of all sizes are doing more with less, and information technology is the catalyst for this. Virtualization is arguably the most important IT advancement since commercial adoption of the internet in the late 80s and early 90s. Virtualization lets us combine many servers into one very powerful server, reducing the amount of hardware we have to manage, the space we consume, as well as the energy to power and cool all of this equipment. These savings are tangible. For you old schoolers, think mainframe, only way cheaper, smaller, faster, and far easier to manage! Further virtualization benefits come from the ease with which new servers can be “spun up”, taken down, or existing servers upgraded. Ever want to test some new piece of software, like a patch from Microsoft, to see if it’ll break anything before you put it into production? Maybe the greatest benefit of virtualization is that it makes disaster recovery (and returning to normal operations after a disaster) significantly easier to pull off than it is today. All of this does come at a cost, and we’ll address this too with a brief configuration exercise and case study from the DuPage Water Commission.

“Wireless mesh netWorks for Water utilities: Case stuDy” Tom Kirkland, ELAn Technologies, [email protected] dan Chlebanowski, duPage County Public Works, [email protected] presentation shall discuss the implementation of a broadband wireless mesh network designed and built for backhaul communications of SCADA, AMI/AMR and video surveillance data. The presentation will include application discussions for field force automation allowing field personnel remote file server access, internet access, GIS/ mapping data, real time access to customer records, field generated material orders, on demand drawings/schematics amongst others. System data shall be presented showing data through put speeds, scalability over a county wide service area, system security, as well as interoperability with other networks and system components.

“high teCh oPerator Course oVerVieW” don Bratschie, Westin Engineering, [email protected] American Water Works Association (AWWA) commissioned Westin Engineering in the winter of 2007 to develop a six-day certificate program, introducing water utility operators to the new technologies being implemented in treatment plants and distribution systems. AWWA undertook this project in response to a need for greater familiarity with technologies to enable the most effective use of these new “tools.”

The program consists of a series of three 2-day courses, with a program certificate awarded upon completion of all three courses. Each course is being developed as a stand-alone offering for operators interested in the subject matter of only one or two of the courses.

Course 1 – Process Monitoring and Control will cover the field devices, communication technologies, and intelligent components of today’s SCADA systems.Course 2 – Applications and Tools will present an overview of the technologies available to track, monitor, and maintain equipment health; and to represent, locate, and communicate with remote facilities and equipment.Course 3 – Data Management will survey current information management technologies for gathering and displaying performance data, managing assets, managing and delivering electronic documents, and maintaining data security.

This presentation will describe the driving forces behind the development of this program, detail individual course objectives and content, and preview the implementation plans for course delivery.

First, WSSC has reaped significant benefits from maintaining an in-house control systems/SCADA engineering and integration group. These benefits include smoother control system implementation, easy control systems upgrades, in-house knowledge of control systems performance, and improved systems security.

Second, WSSC has leveraged this control systems engineering and integration team toward improving cyber security for the SCADA and plant control systems. Standards such as FISMA/NIST-800 will be discussed in the context of a control system. Tools such as the CSET (the replacement for CS2SAT) will be discussed as well as a reasonable framework for improving security of the whole utility.

Finally, one major component of this more secure stance is the use of the DNP3 SCADA protocol. Many features such as a vastly improved object model set, event processing, and secure authentication will be discussed and contrasted to Modbus.

topic Navigating the alphabet soup of constructing a water or sewer project can be difficult. Illinois RCAP and AWWA are pleased to present a short course with the steps of developing an infrastructure project from conception to planning, to funding through construction to initial operation. Information and materials in this course are designed to help communities develop the best project for your needs. Save money and time in developing your projects with the tools in this course.

It is vital for communities and utility districts to understand that project engineers and other professionals are important assets in completing water projects. However, you are (or will be) the owner of the infrastructure and projects are ultimately the responsibility of utility managers and owners. At the end of the day, when all of the experts have gone home, your community will have to live with the decisions that have been made in developing your project, so it pays to stay involved in project details. Water utility managers and governing bodies should hold a series of open discussions to develop a shared understanding of the perceived water or wastewater problem to get the process started. This training has been divided into three sections based upon a project scheduling timeline. The timeline involves defining the problem, hiring an engineer; analyzing alternative solutions, selecting the most cost effective alternative; and evaluating financing options. Collectively, these beginning steps are referred to as project planning. Once you have selected what alternative to construct, know the estimated cost, have assessed the environmental impacts, and have established a project schedule, it is time to move forward with design. As the owner of the project, it is your job to ensure the design of the project meets your needs, is affordable, involves infrastructure that you can successfully operate and maintain, and hopefully exceeds its useful life. The construction phase is not the time to let down your guard, as you are about to enter the most intense and important stage of project development. Mistakes made during construction will not only increase costs, but may result in poorly constructed infrastructure. The availability of water and sewer services is a major factor in determining the community’s outlook for future economic development. The future growth and sustainability of the community is dependent upon your ability to plan, design, and construct needed infrastructure. Water and wastewater infrastructure represents one of the community’s largest investments and has a very long useful life. It is not unusual for pipeline projects to have an engineering design life of fifty to sixty years. With proper maintenance, some water and wastewater infrastructure has been reported to last for more than double its original design life. Decisions made today will impact your children, grandchildren, and great grandchildren. With increasing demands for technical assistance services, the shrinking pool of federal resources, and issues facing communities in repaying outstanding loans, OWDA and Ohio & Illinois RCAP both felt something needed to be done to assist small communities. Discussions between the partners began and did not end until they came up with a curriculum involving a combination of on-site training and technical assistance to help guide communities through the process.

topic In following its tradition of publishing model ordinances, the Chicago Metropolitan Agency for Planning (CMAP) staff embarked on a process to develop an updated Model Water Conservation Ordinance to provide assistance to communities that wish to promote water conservation initiatives. This effort fulfils one of the many recommendations outlined in the recently approved Northeastern Illinois Water Supply/Demand Plan, the a result of a three-year planning process, facilitated by CMAP, that coordinated a diverse set of stakeholders including government entities, environmental interest groups, academia, and private sector representatives in a 11-county planning area in the northeastern Illinois region. In drafting the model ordinance, staff completed an extensive review of water conservation ordinances and regulations nationwide as well as relevant literature. A panel of experts provided their input to the document during its formative stages. The model ordinance addresses indoor and landscape water use in both the residential and commercial/institutional/industrial sectors with consideration to the latest available technologies and state of the art practices in the field. It serves as a tool that contains model ordinance language, commentary, potential water savings, current examples and resources for further research. Staff also utilized the WaterSense label and performance standards to align many of the flow rates with specific WaterSense products. WaterSense, a US EPA sponsored partnership program, provides a nationally recognized water conservation and efficiency brand that can aid in public outreach and implementation of the ordinance. By adopting the requirements of the proposed ordinance, communities may achieve significant water use reductions while deferring the need for water infrastructure expansion. This webinar will include detailed information about the model ordinance and the role of WaterSense products in its development and future implementation.

topic The Initial Distribution System Evaluation (IDSE) requirements of the Stage 2 Disinfectants and Disinfection Byproducts Rule will assist in locating areas of high disinfection byproducts within the distribution system which will require corrective action. The impact of the Long Term 2 Enhanced Surface Water Treatment Rule will require more effective disinfection and better disinfectant residual maintenance throughout the distribution system. The increasing regulatory pressure coupled with the drive towards sustainable best practices will require water plant mangers/operators to operate their facilities at the highest levels of sustainable performance. Water quality begins to degrade immediately once it enters the distribution system and begins to age within the storage facilities. Challenges to water quality maintenance from accumulation of disinfection byproducts, nitrification, bio-film development, Iron/Manganese deposits, accumulated sedimentation, corrosion, depletion of chlorine residual and thermal stratification can be managed. Tightening regulations for potable water quality are causing those responsible for its quality to look for new water quality management tools and methods to meet those requirements in the most sustainable manner possible. While the water quality management tools presented can be implemented separately, their adoption from the water plant through the distribution tanks provides a synergistic approach to water quality management. It’s also important to note that these tools are effective, sustainable and independent of the type of disinfectant used or the raw water source. The sustainable water quality management tools presented in detail involve chemical cleaning, active mixing and effective water storage tank asset management. This presentation will review recent AWWA-RF data on mixing, or lack thereof, within water storage tanks. The role of passive and active mixing systems, chemical cleaning and sustainable asset management maintenance programs of the storage tank will be discussed to show how the combination can work synergistically to assist operators in the management of water quality within their storage tanks. Components of an effective water storage tank asset condition assessment will be reviewed along with how then to build an effective sustainable asset management program. Participants will learn about new innovative sustainable strategies for the management of water quality from the water plant through storage by minimizing those things that consume disinfectant, namely, organic and inorganic materials through the use of chemical cleaning, tank asset management programs and active tank mixing to homogenize water chemistry within the storage tanks.

We are pleased to invite ISAWWA members to attend the Ninth Annual Illinois Public Service Institute (IPSI) to be held October 3 through October 08, 2010 at the Keller Convention Center in Effingham, Illinois.

ISAWWA is a sponsor of this event and participates in the IPSI Planning Committee that has carefully planned a program built to address the challenges faced by public service professionals representing communities of all sizes. The IPSI course is divided into three one-week sessions focusing on leadership development, service excellence and personal supervisory skills. The sessions are non-sequential and one may begin the three-year cycle at any time.

Complete registration information, including the fee is enclosed. The tuition is $695 plus the housing costs that start at approximately $80 per day plus the room tax. Institute activities begin with registration on Sunday afternoon and end at noon on Friday. Classes are held from 8:00 AM to 5:00 PM daily, with the exception of Monday when classes extend into the evening. Participants are expected to attend evening functions that include classes, group meals and activities. Wednesday afternoon and evening are considered “free time” and a wide variety of activities are available for participants looking for opportunities to get better acquainted with peers from across the state.

The IPSI Advanced Institute is a two and one-half day program held in conjunction with the Basic Institute. This program overlaps with the Basic Institute and gives graduates an opportunity to return to IPSI for refresher courses and to reconnect with other graduates of the program. Advanced Institute participants join the Basic participants with registration on Sunday afternoon through Wednesday at noon and they are encouraged to join in all the activities offered on Sunday through Wednesday.

College Credit and Continuing Education Credit is available through Southern Illinois University. It will offer up to three hours of academic credit in an independent study format at either the undergraduate or graduate level for completion of each year of the Institute. Information about college credit and continuing education credit will be available at the beginning of the Institute.

IPSI continues to grow, and to maintain the best possible learning environment we must limit the number of people registering for their first year to a maximum of fifty. In recent years, there have been people that were not able to register because the class was full. So keep in mind that the class size is limited and register early.

Illinois Section American Water Works Association (ISAWWA)The scholarship is $500 toward the tuition for the first year. Once you have successfully completed the course the first year, you are eligible to receive a $500 scholarship for each of the remaining two years of the three year course (one week per year). You can start the course any year; you do not have to wait until a “beginning” session because each year is different.

The scholarship committee would like a short explanation of why you are applying for the scholarship, and how this course will help you in your career. I’m not looking for an essay- a paragraph on each part (the why and the how) will be sufficient.

Be sure to include the fact that you are a member of ISAWWA. You’re not going to be judged on how fancy the paragraphs are-we just want to know why and how. Include a completed registration form that will hold a spot for you while the scholarship is being considered.
