migrAtioNHaving lived is whole life in Spain, John decided it was time to move to Portugal. He is taking is own car, still using a spanish license-plate. John generally prefers using the motorway and accepts that the benefit surmounts the toll payment effort. As he crosses the border and enters Portugal, the National Road Authority advises him to register in Easy-Toll, a nationwide system designed so that all foreign vehicles are able to use freeflow tolled motorways in a legal way. He does that using Brisa Innovation’s solution combining lPR and Payments Processing, associating automatically his credit card of choice with the car license-plate.

At the motorwAyUnlike cars that don’t have installed on-Board Units valid in Portugal, John is able to use all Open Road Tolled roads across the country, still with the original foreign license plate.

License-plate imagery captured by Brisa Innovation’s lPR solution in our Multilane Freeflow system, are sent to and analysed by the Tolling Backoffice so that transactions are cleared and processed, crediting the associated cards and channelling to the respective road operators their owed toll fare for the service.

gettiNg legAlEventually John decides it is time to register is car in Portugal. He now has a portuguese license-plate and needs to go to vehicle inspections regularly.

For the national authorities it is important to confirm that the right vehicle is being tested and inspected. For that reason, certified centers use our lPR solution to identify and associate the recognized license plate imagery to the authenticated process, without additional discomfort for the car owner or the vehicle inspector, using secured images.

AN hoNeSt miStAkeJohn eventually decided it was time to install an oBU. After all, portuguese Via Verde has been pionnering in electronic toll collection and automated services payment. It was time to make the most of it.

The main available options for paying tolls in closed-systems in the country are manual, self-service and ETC. When entering the road user decides which one to use and at the exit the tariff is calculated and paid accordingly.

But, a certain day, John gets distracted in a conversation while entering on a closed-system motorway. He ends up stopping at the Manual Toll Booth and collects the entry ticket, realising much too late already inside the highway.

No problemJohn remembers a friend telling him that if this occurs he could still exit the motorway using the ETC lane.

This is possible thanks to the sCRUaRM solution with which Brisa Innovation’s lPR is equipping road concessions nationwide. The images are collected in both manual and electronic toll lanes, enabling car identification through the license-plate.

This way John avoids paying a fine and the process hassle, while the toll concessionaire guarantees toll collection.

imAge CleAredCapturing the images from each car using the road is sometimes just the beginning. Automated readings may need manual intervention for a selection of pictures that don’t follow acceptable confidence levels. This intervention using our Image Review platform is essential to achieve low levels of revenue leakage and discouraging fraudulent behaviours.

If his car license plate was dirty the image reading is cleared by a human operator, using high performance and redundancy verifications.

We design and implement advanced solutions for public and private zones’ access management and control for private areas, logistics platforms, and historic districts.

Brisa Inovação e Tecnologia (Brisa Innovation) has been the ITS company of Brisa’s

group for over more than two decades.

We have been supplying critical roadside controlling systems for more than 1.200 tolling lanes, 250 motorway lanes and 120 parking lots and access control perimeters, in Portugal, Netherlands and the United States of America, from tolling systems to tunnel automation solutions, including fuel stations integration, automotive payment systems in McDonalds’® restaurants and maritime ferries services.

Annually, our road-side systems and controllers process over 300 million digital transactions and 150 million manual transactions in tolling sites, over 1 billion (1.000.000.000) car detections in road sensors and devices, around 10 million in parking accesses, half million for fuel stations, ferries and McDonalds’®.

Our work is spread across more than two thousand (2.000+) miles of more than twenty (20) different highways and over than one hundred and fifty (150) different clients.

We’ve been among the pioneers in AET (All-Electronic Tolling) in the world and since then we’ve been able to deploy in the USA and in Europe. Our experience with tolling systems covers a wide spectrum, giving us a thorough knowledge of what the clients need, from the Product Development up until the maintenance period. This whole life-cycle responsibility allows us to develop and incorporate effective mechanisms and systems for Fraud Evasion building solutions that are not constrained by international frontiers.

This wide knowledge and expertise allowed us to provide international Consultancy and Advisory services for companies in the area of Highway Operation and Maintenance, as we’ve been doing in Turkey, Russia, the Netherlands and India.

ALPR stands for Automatic License Plate Recognition and it’s a fully developed and matured Brisa Innovation’s solution, developed since 2006 within our

Innovation Network. This solution uses a low-cost system for automatic recognition of vehicle registration plate number through computer vision technology.

ConfidenceandauthenticitySo that vehicle identification has optimal rates, the solution includes rear and front image captures, both in visible and infrared spectrums. A digital signature algorithm is integrated, so that images might be used as legal evidence in court, guaranteeing authenticity. oVerViewPortugal is proud to welcome each year hundreds of thousands of foreign vehicles. We also develop the habit to provide innovative technological solutions, and tolling systems have been no exception with Brisa Innovation leading a predominant role in this strategy. Previously systems using charging pre-paid accounts resulted in excessive management efforts and poor results, as a consequence of a non-intuitive process.

With this in mind, the National Roads Authority (EP) challenged Brisa Innovation to conceive a new solution. It should give each foreign driver the chance to comfortably pay tolls on the recently implemented free flow systems in former shadow-toll roads across the country, without the need to deal with tag distribution.

In only 2 months, a complete solution was designed, produced, implemented and, more importantly, adopted by road users from foreign countries.

ChAlleNgeThe development project was a challenge in itself, given the short schedule suggested by our client, EP: in 2 months Brisa Innovation must have a fully working solution along the national borders, able to recognise foreign license plates and associate credit and debit cards with these.

All this should be done abiding all security protocols and personal data handling concerns, keeping a tight budget and low production costs.

For maximising the adoption by vehicle drivers, an intuitive design and straightforward process would have to be designed in harmony with the Software development and Hardware industrial design. In the end, all vehicle classes should be able to use it.

SolUtioNGiven our vast experience working closely with electronic payments processing and acquiring agencies, UNICRE and SIBS, the solution fulfilled all requirements, using certified card reader and secure protocols for exchanging data.

Our Innovation system enables us to control all steps involved in New Product Development, such as Research, Development, Production (including Logistics and Procurement for “best fit” alternatives), Installation and Maintenance. Through this structure the design is optimised to guarantee a whole life-cycle approach to the delivered product.

All vehicle classes should be supported, including heavy vehicles and motorcycles. As such the product is available with double and single level alternatives. An adapted version was also conceived and delivered for motorcycles, capturing rear license plate instead.

In terms of future upgrades our solution is prepared to integrate a tag dispenser, as a complement for the registration of the license plate with the credit card.

reSUltSAll this project was possible given the full spectrum covered by Brisa Innovation, from Development to Maintenance.

Having the internal capabilities and means to manufacture allowed Brisa Innovation to adapt its own industrial layout to the singular demand. The smooth installation project resulted from our experience in delivering turnkey solutions for road applications, such as tolling and access control systems. Our mobile specialised maintenance workforce enabled that this effort was achieved in a competitive and cost-effective manner from the Clients perspective.

As a result, the 4 sites and 11 units were installed in strategic road entrances in Portugal, coming from Spain. Those are responsible for a monthly average of 31.000 new users, doubling in August, during which an average of 1.4 new accounts per minute were registered. On the first quarter a total of 125.000 new users chose to use this system.

SECURITyandRELIaBILITyBy using security roles the client is able to have supervisors allocating work to operators using defined rules, reprocess failed identifications (up to 80% recovered in reprocessing).

The work environment present to the operator a full set of the image data generated by upstream systems, such as front and rear license plate readings and their confidence levels, vehicle tags detected, location using toll plaza and lanes, violation codes reported, tag and automatic vehicle classes, and violation status.

For improving chances on getting a positive identification, the image is presented with a set of tools for changing brightness, contrast and zoom. The operator is able to generate a printout for a specific violations set.

The reporting functionality enables generating outputs in HTML, PDF or tabular data using flexible TIBCO Jasper Community framework.

BaCkOffICEBrisa Innovation portfolio includes a full Tolling Backoffice (BOS) with mediation professional capabilities and a Patented License Plate Recognition system. Image ReviewA backoffice solution for assisted image review in vehicle identification

Brisa Innovation’s Image Review Platform provides a solution to achieve positive vehicle identification, when not possible through the roadside sub-systems. It relies on the imagery collected by cameras onsite, usually once processed by license-plate recognition engines.

This solution is conceived for human operators and it is designed for increased performance and high levels of confidence in vehicle identifications through license plate reading.

MaxIMUMTHROUgHpUTItís a cross-browser web-based solution that enables work dispatch and distribution to human operators according to predefined rules, managed by the clientís supervisor and automatically implemented. When consuming images sets for a single event, the systems proposes the one that maximises the chances for a positive identification, using confidence levels on the LPR readings, whenever available.

dOUBLE-BLIndImage sets are able to follow a double-blind processing, according to supervisionís decision. This mechanism is designed for improved accuracy and effectiveness, having the downside of decreasing efficiency. For that reason, itís usage is determined based on a set of applied and suggested rules, which depend on the availability of information produced by the systems upstream, such as the roadside cameras, the LPR engine and the Backoffice.

For the selected sets, two different operators are assigned to process the respective images for the same identification needed; if a discrepancy is found between both identifications produced, the supervisor determines which is considered, if any.

In Portugal, legislation (Portaria 221/2012) has been approved, mandating that vehicle inspection centers (CITV) must include license plate recognition (LPR) during the inspection

process, for both light and heavy vehicles and motorcycles.

Brisa Innovation and ediprinter have joined forces to produce this integrated solution, which allow inspection centers to comply with new regulations.

oVerViewAt the beginning of 2008, Brisa Innovation was awarded a contract to supply a complete cashless solution to Northwest Parkway (NWP) in Denver, Colorado, USA. This 13mi highway, operated by NWP, is now equipped with our solution, comprised of toll lane level equipment and a central system that was developed by Brisa Innovation and Via Verde Portugal. Additionally, the company has also signed a ten year service agreement for both lane and central systems’ levels.

ChAlleNgeThe proposed main goal was «To setup, design, develop and deploy a fully Cashless Toll System to fit the NWP needs allowing to follow other local operators’ strategy».

From the operator’s side, one of the main goals was to reduce operational costs. Also, as the adjacent highway E470 adopted a cashless system, NWP decided to follow this new operational strategy. Manual toll lanes were problematic, since they required intensive and frequent maintenance. The new solution, 100% ORT, should also apply to design and implement a new more cost effective maintenance model. The Client expectations for this project were that, through this new system, chances for success would be maximised, with the ability to grow and adapt more efficiently.

SolUtioNWhen using Brisa Innovation solution, all road users, without exception, use the motorway without stopping. Also, for each transaction, the Road Operator does not require any manual intervention. By using the system and paying for the service provided, the customer has several options:

1. Installing an OBU (On-Board Unit): by associating it with a pre-paid account, every trip on the open road toll plaza is automatically charged. These OBUs are issued by E470, where all transactions are collected at the lane level and sent to E470 for reconciliation and payment.

2. Optionally, the end user creates a GO-PASS online account with NWP. Each passage uses license plate recognition (ALPR) for vehicle’s identification, which is then credited to the account.

3. The last option was designed for those road users that do not need or want a predefined contract. Brisa Innovation’s ALPR works to positively identify the vehicle, enabling that a bill is sent by post to the vehicle owner’s registered address, with the least amount of manual intervention. Within normally 30 days, the payment can be reconciled, by

accessing the GO-PASS online website and crediting a bank card, through a secured and certified data transmission. This option is more expensive for the road-user, due to administrative costs.

Brisa Innovation’s provided a complete and integrated solution, covering several options for ensuring ease of payment, as well as secure and safe usage of tolling points. All these alternatives were meant to minimise the Road Operator transaction cost and simplify the road users’ experience of the toll road.

A 35% reduction on O&M costs was achieved, thanks to a low-cost maintenance design and optimising human intervention throughout the entire toll collection process. With over 4M transactions a year, NWP benefits are:

• Seamless road network operations;

• Cost efficiencies, with a shift from fix to variable costs;

• Minimum investment option and system conversion;

• Higher convenience, without the need to carry cash;

• Environmental beneficial (GHG emissions reduction).

Via VerdeA success case-study for the World

exeCUtiVe SUmmAryFor more than 20 years Via Verde stands for success in Innovation. It allows road users to: a) comfortably use tolls (at normal speed without stopping); b) fill up their cars’ tanks; c) grab a burger; d) park without worrying for having pocket change; or even e) accessing closed urban compounds.

Simplicity is key: to benefit from all these services, you just need to equip your vehicle with an OBU (On-Board Unit), associated with your debit card.

But although the most visible aspect of VV is technology, VV’s concept has much more to it. It’s about the right process design, adapting to the users’ needs. ETC systems are as good as smooth and reliable the banks interactions are. The key to VV success in Portugal is a result of having found the right players for the right parts. Different options are made available for customers, whether they choose pre or post paid systems. IndividualETCUsersComfort and road safety are perhaps the most significant advantages for road users using an integrated ETC system. A single device allows them to use a wide range of vehicle-related services. They cease to be concerned with having enough pocket change for park meters, or having the appropriate identification for access control. Also, commercial advantages can be achieved, through discounts negotiated for fleets as a whole, instead of considering isolated transactions. This encourages motorway usage and benefits fleet owners with reduced costs.

RoadoperatorsFrom the Road Operator perspective, there are several advantages for choosing an ETC system, instead of manual tolling. First, one has to consider the extensive usage of human labor as one of the largest expenses associated with manual tolling. By not having to deal with cash, ETC systems, improves personnel’s safety, and prevents fraudulent behaviours.

Traditional toll barriers are, in themselves, obstacles to traffic flow causing congestions and road accidents. This means that, by introducing free-flow solutions, safety is improved, not to

mention the lower investments needed for funding such infrastructures.

The low-cost per transaction in place has been fundamental for keeping cost controlled for road operators.

oVerViewToll evasion is not only a direct threat to revenue collection, but also has indirect impacts in customer relationship management. Brisa’s concession is largely composed by closed systems, where having exact and precise data, on both entries and exits, is crucial. Otherwise, it would be hard to determine the exact amount to collect and to differentiate violations from common good-faith mistakes from well-intended road users and clients.

Vehicle identification is key in the Toll Collection process where, at that time, a high percentage of heavy vehicle trailers’ transactions failed to be identified and thus collected. In toll plazas, cars with fake license plates kept jeopardising the client relationship with the Toll Operator. Manual processing of a large volume of images was slow and had low rates of success and involved a large number of BackOffice operators.

At some point, all these toll leakage situations were estimated to represent a substantial percentage of the toll revenue. A new solution was necessary to guarantee toll collection whenever a normal ETC transaction was not possible.

ChAlleNgeEven using image capture, the human operated effort could easily be cost inefficient, when operating such a control system. The solution had to be as much automated as possible, without being too expensive to implement.

When using imagery, difficult weather conditions and license plates obscured by dirt represented a challenge, as these factors degraded the level of confidence for the Optical Character Recognition (OCR) algorithm.

All information produced by such a system should also guarantee full integration with current tolling systems in place. It was also important that all image data using the network bandwidth was kept to a minimum. This system would have to allow the Toll Operator to validate each transaction individually, if needed, and also permitting internal audit services and probing. All images captured had also to be eligible for legal purposes as evidence in a court of law.

In the end, the solution had to allow the Client to recover as much toll revenue as possible with the least implementation, operation and maintenance costs.

SolUtioNThe solution developed by Brisa Innovation and integrated in over 800 toll plaza lanes (in Brisa’s concession only) faced all the challenges thrown by the Toll Operator, our Client.

By using a combination of infrared and visible light video cameras, in all entry and exit lanes (regardless of being manual or ETC systems), we assured high levels of confidence in readings (over 95% against the 65% for the manual process). This meant that most processes’ situations could be followed without any human intervention. Image high compression for positive OCR readings resulted in low bandwidth usage, decreasing the total cost of ownership, leaving space for other LAN uses.

Also by capturing front license plates, the heavy vehicle trailers violations were reduced dramatically, inducing an increase in toll

revenue. Digital signature allowed guaranteeing authenticity, valid as legal evidence.

Creating a complete system where market vendors’ independence and versatility was a premise, so that Client was not made hostage of suppliers, thus increasing its negotiating capabilities in the future, whenever needed. The end solution permitted that each transaction, even if incomplete, is associated with a composed single photography identifying the license-plate associated, as an image and as data, together with the photo information. In general a 40% rate of success in violations recovering is now celebrated in ETC benefiting from ALPR solution.

Considering only this concession and toll collection recovery, cash-flow positive impact was estimated in 2,6 million euros annual, with a NPV estimated to be over 30 million euros, for a 25 year period.

Our open architecture system explores a simple concept that envisions vendor independence: to integrate a complete solution where each component is not dependent on specific vendors or unique products. This allows

that, during the entire lifecycle of our solutions, operation and maintenance costs allow for increased optimizations.

As a result of this, the infrastructure operator may interchangeably choose different

vendors for specific components, giving him more negotiation leverage. On the image below a specific example for Open Road Tolling or enforcement is illustrated. For instance, DSRC antennas are supplied

We at Brisa have been following this path for a long time. We invested in Research and Development projects for Free-flow solutions when others didn’t.

Brisa Innovation, by being a Brisa group company, has direct and privileged access to the knowledge and experience which results from operating more than 1.300 kms of tolled motorways for more than 30 years.

This allows us to understand all sides – road authorities, concessionaires, road operators, clearing houses, and road users- concerns and needs, and we learned to value those.

More than 20 years ago, Brisa created Via Verde. It lead the way back then and now, with over 3 million tag users and 132 million transactions per year, which represents almost 70% of the overall motorway traffic.

This was possible by combining Technological prowess with Stakeholders’ management. By doing so, we allowed for People and Processes to become part of our solutions. Implementing ETC systems is much more than simply installing gadgets and developing software.

Brisa Innovation works targeting the full adoption of our solutions, from the ground up and across the entire spectrum.

Interoperability is a word this industry has grown accustomed to. It is something all nations’ road network’s managers and authorities ambition to achieve. In Portugal, we did it. We now have 40+ interoperable motorways with more than 15 different road operators working under a single ETC network.

Since 1998 we lead the European Commission CESARE projects, working towards a Common ETC system for a Road Tolling Service. In a 12-month project, Brisa Innovation upgrades +1500 electronic toll lanes from LDR to MDR, so that Portugal was the first European country to fully adopt EU directives. During the entire project, lane availability was guaranteed and full revenue assurance.

Also, the initial investment is not held hostage by a specific supplier, being able to find the best procurement for all system’s components.

Open Architecture System has allowed us to quickly respond to its clients’ requests for changing technologies used in their ETC

systems. Demonstrating this advantage, in a recent project, Brisa Innovation was asked to change from 915Mhz OBU to sticker tags in Colorado, USA. This project was done in 2 weeks without any disruption neither traffic flow nor payment collection.
