City of Lake Forest Park southern gateway sub-area plan

Your input is needed! The City of Lake Forest Park is developing a plan for the Southern Gateway Area (Bothell Way NE corridor between NE 145th and NE 155th Street) to encourage land redevelopment that is more walkable, provides a wider array of services and housing options, and has more of the look and feel of Lake Forest Park. Now, we want your comments on the pos-sible environmental impacts of this plan.

We have scheduled two meetings with the hope that all those inter-ested will be able to attend a meeting. The format and content will be the same for both dates. Determination of Significance (DS) & Request for Comments on Scope of Environmental Impact Statement (EIS) Description of proposal: The City of Lake Forest Park Planning Commission proposes to adopt a Sub-area Plan for the Southern Gateway (Lake Highlands) neighborhood. A sub-area plan identifies needs and establishes goals for a specific neighborhood or area within the City. Through a series of public workshops and Planning Commission meetings held in the fall of 2011 and winter of 2012, the City has begun a planning process that will direct future development of the area. As a result of this process, the Planning Commission has identified a “Preferred Alternative” that will be considered in the EIS. To achieve the goals of the Sub-area Plan, the Preferred Alternative consists of several implementation actions, including:

Rezones to allow a mix of uses and buildings up to 5 to 7 stories in height and a residential component of 20 dwell-ing units per acre or more (See map). Design, setback, landscaping, and bulk regulations to protect adjacent residential neighborhoods Public roadway or publically accessible drive between NE 147th Street and NE 145th Street, generally in alignment with 35th Ave NE. A publicly accessible plaza or other open space along or near the new roadway. Gateway requirements for new development at the corner of NE 145th Street and Bothell Way Retain critical area protections along the creek and ravine. Improve the Bothell Way intersections at NE 145th Street and NE 153rd Street. Construct a safe pathway with low level pedestrian lighting between NE 153rd Street and NE 145th Street to pro-vide better pedestrian access for neighborhood residents.

Proponent: City of Lake Forest Park Planning Commission Lead agency: City of Lake Forest Park Location of proposal: The Southern Gateway Sub-area is in the Lake Highlands neighborhood in the southeast portion of the city. The prop-erties proposed for rezoning are all adjacent to Bothell Way NE and between the city limits at NE 145th Street on the south to NE 155th Street on the north. (See attached map) Purpose of the EIS: Consistent with the State Environmental Policy Act (SEPA) and WAC 197-11-210, this EIS will be integrated with the Sub-area Plan development (SEPA/GMA Integration). State law requires the preparation of an EIS when a proposed land use plan or development is determined to likely result in significant adverse environmental impacts. The purpose of the EIS is to identify a proposal's significant adverse environmental impacts, reasonable alternatives, possible miti-gation measures, and an explanation of the methods of analysis that were used for the EIS. The EIS will compare the preferred alternative described below to a “no-action alternative” which assumes develop-ment still occurs, but without benefit of change to the City’s current regulations and comprehensive plan. The EIS will identify potential adverse impacts of the proposed measures (“action”) such as recommended rezones, regulations and capital improvements. The analysis will project the likely development allowed by the revised regulations and then de-termine the new developments’ potential effects on environmental concerns such as traffic and parking, utilities, resi-dential conditions and aesthetics. The EIS will also identify mitigation measures to avoid or reduce the adverse im-pacts. For example, if the new development allowed by the proposed code amendments might cause traffic congestion at an intersection, the EIS would describe potential intersection improvements or special conditions to be placed on the development in order to prevent additional congestion. EIS Required. The lead agency has determined this proposal is likely to have a significant adverse impact on the envi-ronment. An environmental impact statement (EIS) is required under RCW 43.21C.030 (2)(c) and will be prepared. The lead agency has identified the following areas for the scope of discussion in the EIS:

Air (Air Quality) Earth (Soils, Erosion) Water (Surface Water and Water Runoff) Plants and Animals (Stream and Lake Habitats) Land and Shoreline Use (Relationship to Existing Plans; Housing; Aesthetics; Noise; Light) Transportation (Vehicular Traffic and Parking) Public Services and Utilities (Fire; Schools, Water; Sewer) Cultural Resources (Historical Buildings; Archeological Sites)

Scoping. Agencies, affected tribes, and members of the public are invited to comment on the scope of the EIS. You may comment on alternatives, mitigation measures, probable significant adverse impacts, and licenses or other ap-provals that may be required. Two public meetings have been scheduled on June 5 and 6, 2012. On June 5th, there will be an open house style meeting where questions will be answered and comments received anytime between 6:00 and 8:00 PM at City Hall in the Council Chambers, 17425 Ballinger NE, Lake Forest Park, WA 98155. The same format will be repeated on June 6th between 6:00 and 8:00 PM at the Third Place Commons (stage area) in the Town Center at Lake Forest Park, 17171 Bothell Way NE, Lake Forest Park, WA 98155. Public comments on the scope of issues that need to be addressed by the EIS will be accepted at any time before close of business on June 18, 2012. Comments may be submitted at the meeting, mailed to city hall at the address below, or emailed to the director at the e-address below. There will be additional opportunities to com-ment on the preferred alternative. Description of Proposal: The proposal is a non-project action involving adoption of the Southern Gateway Subarea Plan and interim regulations implementing the provisions of RCW 36.70A.368 of the Growth Management Act. The City of Lake Forest Park Planning Commission proposes to recommend adoption of a Subarea Plan for the Southern Gateway (Lake Highlands) neighborhood. The “Proposed Alternative” considered in the EIS consists of several implementation actions, including: rezoning to allow a mix of uses and buildings up to 5 to 7 stories in height and a residential component of 20 dwelling units per acre or more; design guidelines, setback, landscaping, and bulk regulations to protect adjacent residential neighborhoods; public roadway or publicly accessible drive between NE 147th Street and NE 145th Street, generally in alignment with 35th Ave NE; a publicly accessible plaza or other open space along or near the new roadway; and adoption of interim design guidelines and development regulations.

State law requires that the likely environmental impacts of land use actions such as the proposed Southern Gateway Subarea Plan be identified in the EIS. The Draft EIS studied two primary alternatives: the Planning Commission’s Proposed Alternative and the No Action Alternative. The Proposed Alternative would amend the City’s Comprehensive Plan and development review process through the adoption of the Southern Gateway Subarea Plan and interim zoning regulations and design guidelines. The No Action Alternative is a continuation of the City’s current Comprehensive Plan and the existing zoning regulations without amendment.

The Draft EIS identifies specific environmental impacts of the alternatives and ways to mitigate impacts in advance of the

development. Environmental issues evaluated in the EIS include the natural environment (earth, water resources, plants,

and animals); air quality; land use patterns, plans and policies; aesthetics; transportation; noise; cultural resources; public

services; and utilities.
