SECRETARY’S ANNUAL REPORT

Dear esteemed members of IMA-KSSS,

Greetings from IMA’S Karnataka Social Security Scheme, Hubballi to one and all. It is my honour to extend

warm greetings from IMA Karnataka State Baranch also.

Iam privileged and honoured to present the Secretary’s report for the year 2015-16.Though we started this year in a

positive note and lot of vision, it was disappointing to go through the cheque fraud case which happened in IMA-

KSSS during this financial year. But the courage and encouragement given by the MC members and working

committee of IMA Karnataka State Branch gave me special strength to handle the crisis in a effective way and

allowed me to maintain the growth and development of IMA-KSSS in a sustained manner. We are very much

confident of crediting back our lost money as the report on cheque fraud has come in favour of IMA-KSSS. As

bankers are totally laible in such cheque fraud cases, we have gone to State Consumer Redressal forum claiming for

the recovery of the loss. We have also lodged criminal case against the suspects of the fraud in Sub-urban police

Station , Hubballi.

During this period ( 1/04/2015 to 25/09/2016) we had 9 managing committee meetings (including 2

emergency MC meeting). All of them were conducted with a purpose and aim to improve the scheme by increasing

the membership and financial stability and took decisions in a methodical way. During this period we were able to

extend death claim benefit to 9 bereaved families of departed members timely. The death claim and settlement

during this period amounted to Rs.9610050/- (list enclosed).

The death fraternity Contribution -5 (DFC-5) was collected in the month of March to May 2016 for

maximum of 7 deaths occurred after the previous DFC-4 collections (details enclosed).The most significant

development was launching of new silver jubilee scheme’s death benefit and personal accidental death benefit on

11/09/2016 at IMA Dharwad.The IMA –KSSS has tied up with Royal Sundaram General Insurance Company for

personal accident benefit for all the members of New Silver Jubilee Scheme.

The audited accounts are submitted for your perusal and comments along with the Balance sheet and Budget

proposal.

The elections are called for IMA-KSSS managing committee for the tenure 2016-19, which is in progress.

I extend my sincer thanks to Dr.G N Prabhakara, President IMA-KSB , Dr. Honnegowda, immediate past president,

DR.R S Bellary, President elect and all the members of State working committee for their faith and support extended

to carry out activities of IMA-KSSS during difficult period.

I extend my heart felt thanks to untiring and meticulous Chairman Dr.V D Sapare for his support and guidance. I also

extend my sincere thanks to Dr.C D Kalburgi ,Sr.vice Chairman and Dr.S N Karur, vice Chairman. My special thanks to

Dr.V B Nitali, Dr. S B Lakkol and Dr. Mahesh Kumar .I thank and appreciate the administrative support extended by

Dr. A S Mantaganiker, in carrying out day to day activities. My special thanks to Dr.Shambhuling K Nara for guiding

me in various constitutional issues. I am grateful to Dr. N N Mahajan and Dr.N Veeranna MC members and former

presidents of IMA-KSB for sharing their experience during crisis.My special thanks to Dr.K T Prakash Reddy ,

Dr.Jayappa, Dr.R S Wali, Dr.Annadani Meti and Dr.M C Narayana Murthy for helping me in membership drive and

taking policy decisions.

We have audited the attached Balance Sheet of INDIAN MEDICAL ASSOCIATION KARNATAKA STATE

BRANCH SOCIAL SECURITY SCHEME, HUBLI as on 31/03/2016 together with the Income and Expenditure Account

for the year ended on that date annexed there to. These financial statements are the responsibility of the

Association’s management. Our responsibility is to express an opinion on these financial statements based on our

audit.

We conducted our audit in accordance with auditing standards generally accepted in India. Those standards

require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements

are free of material misstatements. An audit includes examining on a test basis, evidence supporting the amounts

and disclosures in the financial statements. An audit also includes assessing the accounting principles used and

significant estimates made by management, as well as evaluating the overall financial statement presentation. We

believe that our audit provides a reasonable basis for our opinion.

We further report that:

1. We have obtained all the information and explanations which to the best of our knowledge and belief were

necessary for the purpose of our Audit.

2. In our opinion, proper Books of Accounts as require by the Law have been kept by the association so for as

it appears from our examination of the Books.

3. The Balance Sheet and Income and Expenditure Account dealt with by this report are in agreement with

the Books of Account.

4. In our opinion and to the best of our information and according to the explanations given to us and

subject to our notes to account, annexed hereto, the said accounts give the information as

required by the Karnataka Societies Registration Act,1960 in the manner so required and give true

an fair view;

NOTES TO ACCOUNTS

{Forming part of Audit Report}

1. Significant Accounting Policies:

a) Revenue Recognition: Admission Fees, Registration Fees and Renewal Fees are

recognised as revenue in the year of receipt. Membership contribution, Accidental Benefit

contribution and Death Fraternity contribution are recognised as Capital Receipt and added

to Corpus Fund. Interest income has been recognised on accrual basis.

b) Depreciation: Depreciation for assets has been provided on written down value basis.

c) Expenditure: All administration and other expenses including death claims paid are

incurred out of Interest earned during the year and in case of any shortfall, the same shall

be adjusted against the existing Corpus Funds.

2. During the year there has been an unauthorised withdrawal of Rs 51,38,915/- . It is

explained to us that the same has been on account of fraud committed by one of the staff. It

is explained that FIR has been logged against the accused and necessary recovery actions

are in process. During the year Rs 4,22,400/- has been recovered and deposited into bank.

The net amount Rs 47,16,515/- is shown under the head Suspense Account as a receivable

amount.

3. Previous year figures have been regrouped wherever necessary.

Observations during the course of Audit for the year 2015-2016

1. Income Tax:

Income tax for the year 15-16 is to be calculated and paid considering DFC as income, However

return can be filed by paying necessary taxes and claiming refund of the total taxes paid and tax deducted

(TDS) on account of Doctrine of Mutual Benefit.

2. Service Tax:

Liability on the amount collected by the organisation from its members to be determined.

3. Fraud:

During the year there has been an unauthorised withdrawal of Rs 51,38,915/- . It is

explained to us that the same has been on account of fraud committed by one of the staff. It is

explained that FIR has been logged against the accused and necessary recovery actions are in

process. During the year Rs 4,22,400/- has been recovered and deposited into bank. The net

4. Voucher Availability:

During the year vouchers for cash expenditure for the period April 2015 – December 2015 is not

produced for our verification. It is explained to us that the vouchers have been taken away by the fraud

committed employee and the same has been reported in the FIR logged against the Fraudulent individual.

In the absence of vouchers we are unable to comment on the same.

5. Suggestions:

a. Voluntary Advance Deposit a scheduled to be prepared.

b. Fixed Deposit amounts to coincide with the scheme amount without impacting a loss in the

interest.

c. Separate software to track the history of each member and to facilitate administration of

schemes.

d. Better prospects to be explored for increasing the Interest income by inviting quotations from

other Banks and Financial Institutions.

e. Number of manpower employed to be increased to implement a maker – checker concept for

each transaction so as to eliminate Frauds in the future.

Contribution Fees Every applicant should pay subscription fees, registration fees, contribution fees, AFC and other fees as applicable as decided by the Managing Committee from time to time for ‘A’ to ‘G’ groups of different schemes and later ratified by the General body of IMAKSSS. If the member tenders the resignation due to who stop the practice and want to retire from the membership and does not want to continue in the scheme as member, then remaining AFC if any in the A/c of the member will be refunded with simple bank interest as rules framed from time to time by the managing committee. Details of admission fees, format of application forms and other various schemes will be updated from time to time in its web www.imaksss.org.

After termination of membership of any member, he can as a new member subject to the approval of the Managing
