Role of DNAs

• Active vs. Passive roleActive-To initiate and develop Standardized Baseline for priority areas and sectors

Passive-To just receive proposals from Parties, Project Developers (PD), International Industry Organizations (IIO), Admitted Observer Organizations (AOO) and forward it to UNFCCC secretariat.

Possible Barriers and Challenges

FINANCIAL: To take active role, DNAs lack financial as well as technical resources. Developing a SB will require certain studies to be conducted. How to finance such study?

SOLUTION: Technical barriers can be overcome by partnering/cooperating with professional organizations/institutes. Public funding required (ODA?).

General concerns• Standardized baseline may not directly assist countries less

represented in CDM to implement projects. Because:– Who will bear the cost of development is not clear– Limited market opportunity (limited number of homogenous activity) in

countries less represented in CDM such as Mongolia (characterized by small economy and few population)

– Uncertainty: Possible trade off between emission reduction and ease of documentation. (under assumption that the SB is developed by third party)

– Limited coverage: Current guideline doesn’t cover some project types (methodologies ) that are particularly difficult in establishing baseline (i.e. AMS II-E, insulation of panel buildings and or houses) and left it to PDs.

– Limited interest from private sector: Under current market conditions, it’s difficult to expect project developers to initiate development of SB.

Conclusion

• Current guideline and procedure is a good development and starting point for development of SBs. But further extension needed to cover underrepresented project types (methodologies) and also capacity building is necessary for DNAs in successfully implementing guideline and procedure for SBs.

• DNAs can play an active role in developing SBs by assisting in prioritizing sectors and measures to develop SBs and identifying stakeholders.

• Certain attention should be given in facilitating development of SBs for underrepresented countries. (Financing for development of SBs)
