ESS.VIP - SIMSTAT

• Supports the Vision by enabling substantial reduction of response burden on business enterprises while maintaining a sound level of quality

• Project objectives– Development of secure IT infrastructure – Setting up a process for creating, transmitting, processing

and reusing microdata and making it operational – Testing the timeliness for meeting the existing legal

deadlines for data transmission to Eurostat – Testing the use of exchanged microdata as a substitute for

the collected arrivals data

• Timeframe: 2012 – 2015


ESS.VIP - SIMSTAT

• HR involvement– Testing the exchange of micro-data on INTRA-EU trade

• ESSnet2 signed in November 2014• 21 MS• Coordinator: French Customs

– Work programme• Testing of functioning and the interoperability of the IT

infrastructure and tools • Pilot micro-data exchange • Assess compliance of validation and compilation rules and

provide an improvement strategy • Analysis and documentation of trial results

• Activities– Establishment of SIMSTAT project team – Study of all available methodological documents (Doc Meth

400 SIMSTAT v1.7, Doc Meth 400 SIMSTAT Additional data, Guidelines for analysis…)

– Participation at all ESSnet2 meetings (IT expert and statistician)

– Cooperation with Statistics Portugal and ISTAT in form of study visits

– Ongoing cooperation with ESTAT-SIMSTAT SUPPORT and France as a coordinator regarding all open issues

• Results– Secure CCN/CSI connection successfully implemented– TEST and PRODUCTION environment (sending and

receiving of micro-data via CCN/CSI connection to HUB) successfully implemented

– New HR SIMSTAT IT environment (SIMSTAT DataBase, HR SIMSTAT output ) created

– Timely delivery of monthly micro-data for period January – July 2015 to other MS (t+35)

– Monthly match indicators (January – June 2015) as well as mixed flow indicators (January – May 2015) submitted to Coordinator

– Analysis of the trial test in progress (by November 2015)

• Challenges– Lack and high fluctuation of staff – Time consuming activities: testing of new IT environment

(CBS database, ESTAT SIMSTAT Communication component, SIMSTAT Portal – HUB), downloading of other MS’s files and analysis of trial test

– High frequency of methodological updates causing issues in creation of new HR IT environment

– Inadequate documentation for implementation of secure CCN/CSI connection (CBS-CA-DG TAXUD)

– Lack of common communication platform for involved parties

• Positive aspects– Enhanced cooperation between MS experts in the field – Due to the complexity of the project, for example in relation

to comparison between original and SIMSTAT data and MS’s mirror data, the experience can be a good base for potential future participation in complex projects

• Motivation for participation– Better integration in the ESS activities– Continuation of development of newly established EU intra

trade statistics

• Supports the Vision by ensuring enhanced and more standardised measurement framework of European business and trade statistics

• Scope of the project– Consolidation of EuroGroupRegister and profiling

developments – Production of Business Architecture for a longer term

reference (2020)– Sharing of statistical services – Testing the interoperability of national business registers– ESBRs quality management

• Timeframe: 2014 – 2017


ESS.VIP - ESBRs

• HR involvement– ESBRs business architecture and overall coordination– Designing an interoperability framework for the ESBRs– Technical development of the EGR 2.0 and defining the common

quality program for the ESBRs, including the methodology of European profiling and how to integrate it in the EGR

• Identification of the foreign legal units stored in national statistical business registers in the EGR IS as well as set up of methodology for the maintenance

• Applying different aspects of the profiling methodology for reference year 2013 and 2014

• Testing the implication of profiling at the national level and partnering profiling

• Activities– Establishment of Project team (SBR & SBS)– Study of all available methodological documents, guidelines

on profiling, profiling reports, profiling template etc.– Participation in meetings/training seminars– Communication with internal users on EGR and profiling– Data collection, analyses and exchange for one intensive

and two light cases as the Global Decision Centre country and 18 partnering profiling cases

– Cooperation with the Group for intensive case

• Results– Improved national SBR (by unique identification numbers)– All required data about profiled Croatian Groups obtained

from internal CBS users and CNB– Set cooperation with the Group for intensive profiling case– Conclusion of one intensive and two light cases as the

Global Decision Centre country and 18 partnering profiling cases


ESS.VIP – ESBRs

• Challenges– Not being able to compare data with the EGR data (turnover,

employment) for the proposed Groups for profiling (so the tasks were done starting from scratch - analysing the A/R, investigating the web pages etc

– Communication with internal users on how to use consolidated instead of the currently used data (non consolidated for LEUs) and effects of profiling

– Lengthy communication with the Group for intensive case– Insufficiently developed methodology in the beginning of the

Project (for example: differences in the interpretation of the branches and representative offices)

– Lack of staff dealing with EGR and profiling


ESS.VIP – ESBRs

• Positive aspects– Raised awareness of significance of profiling and EGR– Gained practical experience in profiling (connecting global

vision of the group and national statistical needs for better quality of business statistics)

– Improved communication with respondents– Enhanced cooperation between MS experts in the field

• Motivation for participation– Inclusion in EGR activities upon EU accession – Data exchange on Global Enterprise Groups– Gaining knowledge and experience in profiling matters– Better integration in the ESS activities

• Supports the Vision by enabling greater/better use of administrative sources for production of official statistics

• Project objectives– Improving the access to administrative sources – Improving methodological knowledge needed for integration

of administrative data in statistical production– Providing quality measures for outputs using administrative

data– Testing Eurostat's access to administrative data collected by

the Commission

• Timeframe: 2012 – 2019


ESS.VIP – ADMIN

• Activities– Assessment of existing CBS experience and compilation of

recommendations on administrative sources– Development of the unique statistical identification– Establishment of procedure for extending/improving the use

of administrative sources – Analyses of methodological requirements for the

establishment of the Statistical Population Register

– Membership in the ESS.VIP ADMIN Steering Group • 1st meeting: November 2015

extending/improving the use of administrative sources– Development of concept of a unique statistical identifier for

Achieved results across key ESS Vision 2020 areas:

• New data sources– Increased number of administrative sources in regular use

• Production process– Developed and implemented ISIS, migration from IBM

mainframe to client server, implemented CAI

• Quality– Developed quality management infrastructure (DataBase of

Quality Information)



• Users– Intensive communication with different user groups,

introduction of user satisfaction survey

• Dissemination– Increased availability of data, improved timeliness,

introduced data visualisation, intensive use of social networks as communication channel, promotion of national and Eurostat statistics (by writing articles with focus on interesting themes - celebrating international and national days etc.)



Further development:

• Use of administrative data sources – Labour market, education, tourism, construction statistics…

• Modernisation of processes – Reorganisation of processes towards GSBPM

• Quality management– Further development of Quality management
