• Supports the Vision by enabling substantial reduction of response burden on business enterprises while maintaining a sound level of quality
• Project objectives– Development of secure IT infrastructure – Setting up a process for creating, transmitting, processing
and reusing microdata and making it operational – Testing the timeliness for meeting the existing legal
deadlines for data transmission to Eurostat – Testing the use of exchanged microdata as a substitute for
the collected arrivals data

400 SIMSTAT v1.7, Doc Meth 400 SIMSTAT Additional data, Guidelines for analysis…)
– Participation at all ESSnet2 meetings (IT expert and statistician)
– Cooperation with Statistics Portugal and ISTAT in form of study visits
– Ongoing cooperation with ESTAT-SIMSTAT SUPPORT and France as a coordinator regarding all open issues

• Results– Secure CCN/CSI connection successfully implemented– TEST and PRODUCTION environment (sending and
receiving of micro-data via CCN/CSI connection to HUB) successfully implemented
– New HR SIMSTAT IT environment (SIMSTAT DataBase, HR SIMSTAT output ) created
– Timely delivery of monthly micro-data for period January – July 2015 to other MS (t+35)
– Monthly match indicators (January – June 2015) as well as mixed flow indicators (January – May 2015) submitted to Coordinator
– Analysis of the trial test in progress (by November 2015)

• Challenges– Lack and high fluctuation of staff – Time consuming activities: testing of new IT environment
(CBS database, ESTAT SIMSTAT Communication component, SIMSTAT Portal – HUB), downloading of other MS’s files and analysis of trial test
– High frequency of methodological updates causing issues in creation of new HR IT environment
– Inadequate documentation for implementation of secure CCN/CSI connection (CBS-CA-DG TAXUD)
– Lack of common communication platform for involved parties

• Positive aspects– Enhanced cooperation between MS experts in the field – Due to the complexity of the project, for example in relation
to comparison between original and SIMSTAT data and MS’s mirror data, the experience can be a good base for potential future participation in complex projects

trade statistics

• Scope of the project– Consolidation of EuroGroupRegister and profiling
developments – Production of Business Architecture for a longer term

• HR involvement– ESBRs business architecture and overall coordination– Designing an interoperability framework for the ESBRs– Technical development of the EGR 2.0 and defining the common
quality program for the ESBRs, including the methodology of European profiling and how to integrate it in the EGR
• Identification of the foreign legal units stored in national statistical business registers in the EGR IS as well as set up of methodology for the maintenance
• Applying different aspects of the profiling methodology for reference year 2013 and 2014
• Testing the implication of profiling at the national level and partnering profiling

• Challenges– Not being able to compare data with the EGR data (turnover,
employment) for the proposed Groups for profiling (so the tasks were done starting from scratch - analysing the A/R, investigating the web pages etc
– Communication with internal users on how to use consolidated instead of the currently used data (non consolidated for LEUs) and effects of profiling
– Lengthy communication with the Group for intensive case– Insufficiently developed methodology in the beginning of the
Project (for example: differences in the interpretation of the branches and representative offices)
– Lack of staff dealing with EGR and profiling

• Positive aspects– Raised awareness of significance of profiling and EGR– Gained practical experience in profiling (connecting global
vision of the group and national statistical needs for better quality of business statistics)
