The BCRC-Caribbean, in its role as project executing agency for the GEF ISLANDS Project
in The Bahamas, Cuba and Dominica, is seeking to recruit suitably qualified and
experienced consultants to collect baseline information for the participating countries and to
fully conceptualise the GEF ISLANDS child project in the three (3) countries.

BACKGROUND
Under the Programming Directions for the 7th funding cycle of the Global Environment
Facility (GEF 7), a specific allocation was made for Least Developed Countries (LDCs) and
Small Island Developing States (SIDS) for chemicals and waste management. The
programme entitled ISLANDS – Implementing Sustainable Low and Non-Chemical
Development in SIDS was approved by the GEF Council in June 2019 (GEF ID 10185), and

a subsequent allocation was approved for three (3) additional Caribbean countries,
Bahamas, Cuba and Dominica, under the GEF ID 10472 Project in December 2019.
This global programme seeks to address the sound management of chemicals and waste
through strengthening the capacity of sub-national, national and regional institutions,
strengthening the enabling policy and regulatory framework in these countries and
unlocking resources to implement sound management of chemicals and waste. This will
be achieved by:
• Implementing Sustainable Low and Non-Chemical Development Strategies in
SIDS and LDCs;
• Promoting Best Available Techniques (BAT) and Best Environmental Practices
(BEP) to reduce mercury and Unintentional Persistent Organic Pollutants (UPOPs)
releases from sectors relevant to the Minamata and Stockholm Conventions in
SIDS and LDCs;
• Promoting cleaner health-care waste management based on the lessons learnt
from GEF-funded healthcare waste projects to reduce UPOPs and mercury
releases
• Strengthening the management system for e-waste, addressing all stages of the
life cycle (i.e. acquisition of raw materials, design, production, collection,
transportation and recycling) in SIDS and LDCs;
• Phasing out of mercury-containing products;
• Undertaking gender mainstreaming and project monitoring and evaluation; and
• Developing a strategy to ensure that technical assistance and investments are
firmly linked to enhance countries’ ability to deal with the management of POPs
and mercury in a sustainable manner.
This ISLANDS programme covers three (3) geographical regions including the
Caribbean, Indian Ocean and Pacific Islands and is being implemented by the United
Nations Environment Programme (UNEP), The United Nations Development Programme
(UNDP), The United Nations Food and Agricultural Organisation (FAO) and the
InterAmerican Development Bank (IDB).
The ISLANDS programmatic framework has been designed to ensure that lessons and
knowledge from each of the child projects are captured and shared among SIDS globally.
The aim is to facilitate the replication and scale-up of initiatives based on lessons learnt,
the demonstration of best practices and fostering increased south-south cooperation.
The ISLANDS programme will support 30 SIDS, including 12 Caribbean nations. SIDS
not included in the ISLANDS programme will be informed of the results of the programme.

The Child Project in The Bahamas, Cuba and Dominica will be implemented solely by
UNEP, and the Executing Agency is the Basel Convention Regional Centre for Training
and Technology Transfer for the Caribbean (BCRC-Caribbean). For this project, the
details of the Components and Activities are detailed below:
COMPONENTS AND ACTIVITIES OF THE PROJECT
The overall project components and their related activities are:
1. Component 1: Preventing the Future Build-Up of Chemicals Entering Caribbean
SIDS
Activities include (i) establish standards and build capacity to control/limit and
prevent the import of hazardous chemicals, products containing hazardous
chemicals or products that will result in hazardous waste (including single-use
plastics); (ii) train the customs/border control and trade officers, environmental
inspectors as well as officers responsible for the sound management of chemicals;
(iii) develop the regulatory/policy framework and standards for environmentally
sound management of POPs, mercury, medical waste, e-waste, used oil, used
lead acid batteries, end-of-life vehicles and assess the cost implications; (iv)
Identification, assessment, validation of alternative products and chemicals
products that meet the standards of the region.
2. Component 2: Safe Management and Disposal of Existing Chemicals, Products
and Materials within the Caribbean SIDS
Activities include (i) supporting the establishment of integrated waste management
strategy for products which are currently in the countries and (ii) the safe handling,
treatment and where necessary disposal of existing chemicals, products and
materials that contribute to the emissions of POPs and mercury. Regional
approached will be implemented due to the small population size of the countries
in the region.
3. Component 3: Safe Management of Products Entering SIDS/Closing Material and
Product Loops for Products Entering the Caribbean SIDS
Activities include the (i) development of legislation (where necessary) to support
extended producer responsibility and other appropriate measures for imported
products (ii) development of national and or regional private sector partnerships to
improve national and regional recycling initiatives according to economies of scale;
(iii) reduction of residual landfill waste through composting activities;
4. Component 4: Knowledge Management and Communications
Activities will include the generation and development of case studies, guidelines,
sharing of knowledge on best practices and technologies related to chemicals and

waste management for SIDS. These materials will be shared with Knowledge
Management (KM) Child Project. Conversely it is expected that additional activities
will occur under this component to disseminate knowledge from the KM project to
Caribbean stakeholders in cooperation with local NGOs. There will be a focus on
reaching vulnerable groups, including indigenous populations, and looking at
gender considerations.
PROJECT ORGANISATIONAL STRUCTURE
APPLICATION PROCEDURES
Applications are open to Caribbean- and Latin American- based individual consultants,
teams of consultants or consultancy firms who meet the qualifications of the consultancy
services. Applicants with experience in the project countries will be given preference.
If a bid is being submitted by a team of consultants or a consultancy firm for more than
one positions, the technical proposal should clearly outline the responsible personnel for
each activity and approaches to fulfilling the required tasks under each position.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL
1. Technical Proposal describing how the bidder(s) will approach and complete the
assignment(s). This should include the Consultant(s) methodology and work
implementation plan, qualifications and experience of personnel, and non-financial
resources to be assigned. Proposals from teams of consultants should include an
organisational chart which clearly shows the responsibilities for each consultant.
2. Curriculum/ Curricula Vitae (CVs) of key personnel.
3. Financial Proposal, which is to be separated into the Consultant(s)’ fees in United
States (US) Dollars, matched up against key milestones and deliverables.
4. Consultancy firms should include relevant business registration documents and/or
necessary certification (e.g. National Tax clearance certificates, National
Insurance clearance certificates).

The deadline for the submission of proposals is 11:59pm (Trinidad and Tobago, GMT -
4) on April 19th, 2020. Any bids received after this time will be rejected immediately.
REMUNERATION
• A total gross fee to the Consultant(s) inclusive of all taxes will be agreed on and
mentioned within the contract based on the financial proposal developed and
negotiated cost for this consultancy.
• Payments shall be made in instalments based on key deliverables identified within
the contract and agreed on between the BCRC-Caribbean and the Consultant(s).

PROJECT MANAGER
DESCRIPTION OF REQUIRED SERVICES FOR THIS CONSULTANCY
The main goals of this consultancy are to fully conceptualise the GEF ISLANDS child
project in the Bahamas, Cuba and Dominica, develop the Final CEO Endorsement
document with annexes for the child project and successfully manage the following
Project Consultants:
• Waste Management Specialist – The Bahamas / Dominica
• Waste Management Specialist – Cuba
• Legislative and Institutional Specialist – The Bahamas / Dominica
• Legislative and Institutional Specialist – Cuba
• Customs Specialist – The Bahamas / Dominica
• Customs Specialist – Cuba
The outputs of this consultancy should model after related outputs of the GEF #10185
project which will be developed by the end of May 2020 and provided to the selected
Consultant(s).
Under the guidance of the BCRC-Caribbean and in close collaboration with the project
consultants and national stakeholders, the Consultant will undertake the tasks outlined
below:
• Manage the six (6) Project Consultants, including reviewing their outputs,
coordinating collaboration between them, reporting on progress to the BCRC-
Caribbean, and other management tasks as determined necessary.
• Facilitate a Virtual Inception Workshop (May 2020) and the Final Workshop
(tentatively July/August 2020) inclusive of preparation of meeting reports.
• Compile an Inception Report including a consolidated workplan with the schedule
and activities of all Project Consultants, comprehensive stakeholder engagement
plan/ strategy and the Inception Workshop Report.
• Draft the Baseline Chapter of the CEO Endorsement Document by:
o Compiling and adding to baseline information gathered by the six (6) Project
Consultants;
o Confirming national priorities for on-the-ground chemicals and waste
management activities and communicating these to the Project
Consultants; and

o Determining linkages between national priorities and ongoing
complementary national, regional and global activities identified under the
GEF #10185 project.
• Adaptation of Theory of Change (ToC) and Log Frame from Global Child Project
and in collaboration with UNEP to ensure full complementarity with other
Caribbean child projects developed under GEF #10185.
• Coordinate with the UNEP and the BCRC-Caribbean to streamline the findings and
proposed interventions from the Project Consultants to formulate the alternative
scenario text (different future outcomes) including:
o Development of pilot projects in the three countries including: associated
activities, project budget, estimations of Global Environmental Benefits (as
per project indicators), preliminary cost/benefit analysis, and environmental
risk assessment;
o Determination of potential public-private partnerships and economic
instruments to manage and finance the recommended activities in the long-
term;
o Consideration of the regional child projects developed for the nine (9)
participating Caribbean countries under the GEF #10185 project and
opportunities for coordinated activities.
• Adapt the respective project documents developed under the GEF #10185 project
to develop a gender-responsive plan to promote gender mainstreaming in the
proposed interventions, and gender-sensitive indicators and sex-disaggregated
targets for the project.
• Draft, compile and finalise the CEO Endorsement document, including annexes,
for the child projects in The Bahamas, Cuba and Dominica.

WASTE MANAGEMENT SPECIALIST – THE BAHAMAS / DOMINICA
DESCRIPTION OF REQUIRED SERVICES FOR THIS CONSULTANCY
The main goal of this consultancy is to assess the chemicals and waste management
frameworks in The Bahamas and Dominica with an aim to contribute to the
conceptualisation of the GEF ISLANDS child project in the three countries. The outputs
of this consultancy should model after related outputs of the GEF #10185 project which
will be developed by the end of May 2020 and provided to the selected Consultant(s).
Under the guidance of the Project Manager and the BCRC-Caribbean, and in close
collaboration with national project consultants2 and national chemicals and waste
management stakeholders in The Bahamas and Dominica, the Consultant will undertake
the tasks outlined below for both countries:
• Present on the scope of works and data needs at a Virtual Inception Workshop in
May 2020.
• Contribute to the development of the Inception Report by the Project Manager; this
Report includes a consolidated workplan, comprehensive stakeholder
engagement plan/ strategy and the Inception Workshop Report.
• Identify and engage relevant national stakeholders to gather required information
and confirm national priorities for chemicals and waste management in The
Bahamas and Dominica.
• Conduct a baseline study of the public, private, formal and informal sectors to
obtain information on the sources, quantities and types of waste generated,
stockpiles of chemicals and waste, and chemicals and waste management
practices in The Bahamas and Dominica, with an emphasis on electronics, plastics
(including agricultural plastics), end of life vehicles (including waste oil, tyres, used
lead acid batteries), and products containing persistent organic pollutants (POPs)
and mercury. The study should consider operations related to, but not limited to,
source separation, collection, storage, treatment, reuse, recycling and disposal.
• Examine the existing institutional capacity and determine the needs for chemicals
and waste management authorities and private sector organisations to
successfully manage chemicals and waste (incorporating deliverables submitted

by the Legislative and Institutional Specialist – The Bahamas / Dominica and the
Customs Specialist – The Bahamas / Dominica).
• Identify appropriate national and regional mechanisms that could be implemented
in the two countries to reduce releases of harmful chemicals and minimise the
generation of hazardous and non-hazardous waste materials, and specific
opportunities to reduce, reuse, recycle and recover materials from waste products.
The Consultant should consider the Basel, Stockholm and Minamata Conventions,
a circular economy approach, existing chemicals and waste management
initiatives throughout Latin America and the Caribbean, extended producer
responsibility instruments, and global best available technologies and best
environmental practices (BAT/BEP).
• Conduct a preliminary feasibility analysis of the identified solutions including
barriers to implementation.
• Support the Project Manager with formulation of the alternative scenario text
(different future outcomes) including:
o Development of pilot projects in the three countries including: associated
activities, project budget, estimations of Global Environmental Benefits (as
per project indicators), preliminary cost/benefit analysis, and environmental
risk assessment;
o Determination of potential public-private partnerships and economic
instruments to manage and finance the recommended activities in the long-
term;
o Consideration of the regional child projects developed for the nine (9)
participating Caribbean countries under the GEF #10185 project and

LEGISLATIVE AND INSTITUTIONAL SPECIALIST – THE BAHAMAS / DOMINICA
DESCRIPTION OF REQUIRED SERVICES FOR THIS CONSULTANCY
The main goal of this consultancy is to assess the legislative and institutional frameworks
related to chemicals and waste management in The Bahamas and Dominica with an aim
to contribute to the conceptualisation of the GEF ISLANDS child project in the three
countries. The outputs of this consultancy should model after related outputs of the GEF
#10185 project which will be developed by the end of May 2020 and provided to the
selected Consultant(s).
Under the guidance of the Project Manager and the BCRC-Caribbean, and in close
collaboration with national project consultants3 and national chemicals and waste
management stakeholders in The Bahamas and Dominica, the Consultant will undertake
the tasks outlined below for both countries:
• Present on the scope of works and data needs at a Virtual Inception Workshop in
May 2020.
• Contribute to the development of the Inception Report by the Project Manager; this

preliminary analysis of any considerations made for gender mainstreaming and
social inclusiveness.
• Undertake a gap analysis of the current policy, legislative and institutional
framework related to chemicals and waste management with a focus on barriers
to implementing the Basel, Rotterdam, Stockholm and Minamata Conventions and
to establishing initiatives such as private sector incentives; extended producer

(different future outcomes) including:
o Development of pilot projects in the three countries including: associated
activities, project budget, estimations of Global Environmental Benefits (as
per project indicators), preliminary cost/benefit analysis, and environmental
risk assessment;
o Determination of potential public-private partnerships and economic

CUSTOMS SPECIALIST – THE BAHAMAS / DOMINICA
DESCRIPTION OF REQUIRED SERVICES FOR THIS CONSULTANCY
The main goal of this consultancy is to assess the customs and excise frameworks related
to chemicals and waste management in The Bahamas and Dominica with an aim to
contribute to the conceptualisation of the GEF ISLANDS child project in the three
countries. The outputs of this consultancy should model after related outputs of the GEF
#10185 project which will be developed by the end of May 2020 and provided to the
selected Consultant(s).
Under the guidance of the Project Manager and the BCRC-Caribbean, and in close
collaboration with national project consultants4 and national chemicals and waste
management stakeholders in The Bahamas and Dominica, the Consultant will undertake
the tasks outlined below for both countries:
• Present on the scope of works and data needs at a Virtual Inception Workshop in
May 2020.
• Contribute to the development of the Inception Report by the Project Manager; this
Report includes a consolidated workplan, comprehensive stakeholder
engagement plan/ strategy and the Inception Workshop Report.
• Identify and engage relevant national stakeholders to gather required information.
• Assess national and regional plans, policies, legislation and agreements relevant
to the import, export and trade in chemicals, chemicals in products and waste in
The Bahamas and Dominica.
• Examine the existing procedures, institutional capacity and needs for monitoring
and enforcement of the import, export and trade of chemicals, chemicals in
products and waste by relevant stakeholders in The Bahamas and Dominica.
• Undertake a gap analysis of the Customs and Excise Frameworks in The Bahamas
and Dominica with a focus on the implementation of the World Customs
Organisation, Green Customs Initiative and the Globally Harmonised System5 .

These gaps may include, but are not limited to, legislation/policy, standard
operating procedures, current practices and enforcement, data management,
record-keeping, operational capacity and awareness.
• Provide recommendations to improve the import, export and trade of chemicals,
chemicals in products and waste in The Bahamas and Dominica.
• Support the Project Manager with formulation of the alternative scenario (different
future outcomes) including:
o Development of pilot projects in the three countries including: associated
activities, project budget, estimations of Global Environmental Benefits (as
per project indicators), preliminary cost/benefit analysis, and environmental
risk assessment;
o Determination of potential public-private partnerships and economic
instruments to manage and finance the recommended activities in the long-
term;
o Consideration of the regional child projects developed for the nine (9)
participating Caribbean countries under the GEF #10185 project and
opportunities for coordinated activities.

• Experience in developing Project Preparation Grant Documents would be

WASTE MANAGEMENT SPECIALIST – CUBA
DESCRIPTION OF REQUIRED SERVICES FOR THIS CONSULTANCY
The main goal of this consultancy is to assess the chemicals and waste management
framework in Cuba with an aim to contribute to the conceptualisation of the GEF ISLANDS
child project in the three countries. The outputs of this consultancy should model after
related outputs of the GEF #10185 project which will be developed by the end of May
2020 and provided to the selected Consultant(s).
Under the guidance of the Project Manager and the BCRC-Caribbean, and in close
collaboration with national project consultants6 and national chemicals and waste
management stakeholders in Cuba, the Consultant will undertake the tasks outlined
below:

• Conduct a baseline study of the public, private, formal and informal sectors to
obtain information on the sources, quantities and types of waste generated,
stockpiles of chemicals and waste, and chemicals and waste management
practices in Cuba, with an emphasis on electronics, plastics (including agricultural
plastics), end of life vehicles (including waste oil, tyres, used lead acid batteries),
and products containing persistent organic pollutants (POPs) and mercury. The
study should consider operations related to, but not limited to, source separation,
collection, storage, treatment, reuse, recycling and disposal.
• Examine the existing institutional capacity and determine the needs for chemicals
and waste management authorities and private sector organisations to
successfully manage chemicals and waste (incorporating deliverables submitted
by the Legislative and Institutional Specialist - Cuba and the Customs Specialist -
Cuba).

• Identify appropriate national and regional mechanisms that could be implemented
in Cuba to reduce releases of harmful chemicals and minimise the generation of
hazardous and non-hazardous waste materials, and specific opportunities to
reduce, reuse, recycle and recover materials from waste products. The Consultant
should consider the Basel, Stockholm and Minamata Conventions, a circular
economy approach, existing chemicals and waste management initiatives
throughout Latin America and the Caribbean, extended producer responsibility
instruments, and global best available technologies and best environmental
practices (BAT/BEP).
• Conduct a preliminary feasibility analysis of the identified solutions including
barriers to implementation.
• Support the Project Manager with formulation of the alternative scenario text
(different future outcomes) including:
o Development of pilot projects in the three countries including: associated
activities, project budget, estimations of Global Environmental Benefits (as
per project indicators), preliminary cost/benefit analysis, and environmental
risk assessment;
o Determination of potential public-private partnerships and economic
instruments to manage and finance the recommended activities in the long-
term;
o Consideration of the regional child projects developed for the nine (9)

conceptualisation of the GEF ISLANDS child project in the three countries. The outputs
of this consultancy should model after related outputs of the GEF #10185 project which
will be developed by the end of May 2020 and provided to the selected Consultant(s).
Under the guidance of the Project Manager and the BCRC-Caribbean, and in close
collaboration with national project consultants7 and national chemicals and waste

framework related to chemicals and waste management with a focus on barriers
to implementing the Basel, Rotterdam, Stockholm and Minamata Conventions and
to establishing initiatives such as private sector incentives; extended producer
responsibility; labelling, environmental, product and safety standards; national
and/or regional waste management infrastructure; trade agreements, etc.
