The offer shall include software for relay setting control/monitoring as wellas for disturbance recording. The software shall be windows based, andstandard PC. The software shall be supplied by the relay manufacturer andshould be licensed to Oil India Limited. Back up copies of the software shouldbe supplied on a CD or any suitable media.4. All relay parameters should be programmable from the relay itself as wellas a central computer to be connected to all the relays. It should be possibleto examine all relay parameters, e.g. relay settings, relay current, faultcurrent, event etc. from the relay as well as the computer. It should also beensured that in case of a computer or communication link failure, the relayshall continue to function without interruption.5. The relay should provide a visual indication of operation at the front fasciaas well as on the central computer if connected.6. Display on the front fascia shall be alphanumerical backlit LCD type.7. The menu shall have a pull down structure for ease of use and quickaccess to any data.8. WARRANTY / GAURANTEE:The goods/equipment shall be of best quality and workmanship. The suppliershall guarantee the equipment for a period of 12 (twelve) months from thedate of commissioning against defect arising from faulty design, materialsworkmanship and installation.

WARRANTY / GAURANTEE:

The goods/equipment shall be of best quality and workmanship. The suppliershall guarantee the equipment for a period of 12 (twelve) months from thedate of commissioning against defect arising from faulty design, materials,workmanship and installation.

The vendor shall install, test and commission the relays (total 33 Nos- 16nos feeder protection, 14 nos motor protection & 3 nos transformerprotection) at different electrical substations in and around Duliajan area, thesubstations will be shown at the time of Installation & Commissioning. Relaysshall be installed in place of existing electromechanical/electronics relay. Allnecessary modifications/retrofit job shall be done by the party at his cost.2. The Relays shall be commissioned by the expert commissioning engineer

from the manufacturer of the product.Final commissioning of the relays shallbe to full satisfaction of OIL.The specialist shall also explain the followingfunctions of the relay to the OILs personnel & Engineers:(i) Function & operation of the relay.(ii) Maintenance, repair and trouble-shooting aspects.

3. The commissioning engineer shall also inspect/check the followings of thepanel in which relays are to be installed:(i)General Inspection(ii)Wiring checking(iii)Insulation checking(iv)CT/PT checking4. The followings shall be the minimum program of installation &commissioning of the new relay:(i)Retrofit job(ii)Insulation checking.(iii)Primary & Secondary current injection test.(iv)Trip and alarm circuit check.(v) Relay operation & function checking(vi) Load test.5. No major change in the field wiring is envisaged. The electronics relays willbe replaced with the retrofit numeric relays without any shutdown of theprimary circuit. The existing configuration is a combined operation on residualcurrent scheme. A copy of the existing scheme may be provided to thesuccessful bidder, if required.6. All works of installation and commissioning shall be carried out incompliance with the latest BIS, IE rule, Indian Electricity Act and NationalElectric Code.7. All safety and local/ Govt. regulations shall be followed during installation,testing and commissioning.8. All tools and instruments required for the installation, testing andcommissioning shall be arranged/provided by the vendor.9. The vendor shall obtain permit to work from OIL's engineer In-chargebefore taking up installation and commissioning works.10.All tests shall be carried out in presence of engineers of OIL and the testresults shall be approved by OIL.11. All test results shall be recorded in proper manner. Six sets of test resultsalong with Six sets of detailed technical literature of the relay shall besubmitted to OIL. The results shall be typed and properly documented.
