    teachers to

    meet their

    stang needs.

    It is the responsibility o the authorities in recruiting countries to manage domestic

    teacher supply and demand in a manner that limits the need or resort to organized

    it must draw a careul distinction between the

    migrant teachers themselves, whose eorts

    and intentions are laudable, and the very real

    rustrations and concerns generated by the

    unregulated practice o international teacher

    recruitment and those who prot rom it.
