Post Title: Improvement Officer, Housing & Property Management Reports to: Transformation Programme Manager, East Lothian Council Grade: ISA 31 – 34, £28,063 - £30,536 Location: East Lothian Council, John Muir House, Brewery Park, Haddington. Some travel will
also be required to other sites. Duration: Fixed Term 12 Months Part 1 – Job Role
Purpose: This post holder will undertake a lean review of core Housing and Property Management processes and their interactions with the Housing IT system, to identify improvements, opportunities for digitisation and efficiencies and support the Council in deciding whether the existing system is fit for purpose or if there a business case for procuring a replacement system/systems.
Scope: High level objectives include:
• Reviewing existing core processes in Housing and associated functions to ensure they are delivering what matters to customers, designing out any system-specific steps and quantifying the resources required to deliver the process
• Confirming which Housing and associated functions/processes do, could and should offer customers the opportunity for digital interaction
• Identifying the range of services and systems the existing IT system is connected to, what the relationship is, and for systems are we paying maintenance, how much and would the system still be required if the IT system was replaced
• Research into the housing systems, processes and digital accessibility provided in other Scottish Councils
• Developing a business case to enable the Council to make a decision on procuring a replacement system/systems
• The post holder will be required to follow the Council’s governance framework Key tasks and accountabilities:
1. To capture as-is and to-be business and functional requirements for service
redesign/modelling.
2. To apply lean/lean six sigma principles throughout the project to ensure customer focus and efficiency underpin the work.
3. To undertake and support the use of customer journey and/or process mapping to capture as-
is and to-be business and functional requirements from the customer’s perspective. 4. To facilitate workshops and customer engagements to understand business need, benefits,
risks and costs.
5. To analyse business related data to support business case development and options appraisal and provide a sufficient level of evidence from which decisions can be made.
6. To analyse complex data (e.g. workforce, cost, demand and supply) in support of service
change and improvement, including using data to show meaningful improvements are being achieved.
7. To support the Council with benefits realisation, to support them to track the impact of
change activity on key outcomes and cost pressures. 8. To apply business service redesign techniques as appropriate in the development of future
service operating models. 9. To undertake market research on innovative practice and translate this into practical
opportunities, particularly where transformation and alternative service delivery models exist. 10. To present, report and communicate complex business issues with a range of key
stakeholders, including at an Executive level. 11. To effectively manage all required communication activities including marketing and
promotion, workshop and events planning and execution, and stakeholder engagement. 12. To participate in networking and contribute to learning and sharing of practice and
experience. 13. To strengthen and build local business analysis capacity in the local authority and support
learning and skills transfer. 14. To deliver the key tasks and accountabilities in a way that reflects the Council’s values, aims
and objectives. 15. To undertake other specified duties and responsibilities from time to time as required.

• Educated to degree level or equivalent relevant experience
• BCS Diploma in Business Analysis or equivalent

• Excellent interpersonal, oral and written communication skills.
