Improving the IG Toolkit (IGAF 2)
presented by Mark Reynolds
SCCI, September 2015
Why Is IGT Important
• Sets standards for the ‘system’ on information management
• Provides an education and information source• Gives assurance to Ministers and ALBs that health and
care orgs are doing the basics (it is directed by DH)• Incident reporting capability shared with ICO, DH and
NHS England• ‘Reach’ across c38,000 organisations• Accepted minimum standard for access to NHS
systems (n3, Mail) and for data dissemination
What are the perceived challenges?
• Bureaucratic and not ‘user friendly’; arguably leads to tick box mentality
• Input not outcome (‘have you got one of these’ rather than ‘what are the results’)
• Requirements built on ‘old’ policies – modernisation required
• Training tool ‘clunky’• Independent validation of assessment missing (though
larger organisations are supposed to have internal audit assessment)
• Not explicitly linked to strategic drivers of efficiency, safety, quality etc
4
Strategic Goals
• Ensure covers health & social care whether publicly or privately operated.
• Address concerns about utility and usability• Contribute to raising IG standards including
sharing• Lower the cost of operation
5
Stage 1 – End September 2015
• Cyber security module• Caldicott and confidentiality module• Steps towards better integration with social
care• Trial module for independent contractors and
providers of social care services (e.g. Care homes)
6
Stage 2 – March & June 2016
• Extend re-imaging to other modules • Update training provision• Review IGT requirements
7
Cultural Change
• Health & social care....not NHS• User driven...not HSCIC driven• Supported by evidence...not (just) policy• Change led by staff...not Director
8
Assurance
Central Pressure• IGT Scores• Name and shame• External audit• ISO 27001
Internal Pressure• Clinically led• Learning culture• Advice and guidance• Prevention
