The Department ofPersonnel and Traininghas been sponsoring Posh Graduate Diploma in Public
Policy and Management (PGD~PPM) at theManagement Development InstituteGurgaon. The io"programme is scheduled to commence from15t~December, 2015 (Tuesdaxl.
2. This programme has been designed as a high quality programme with a set of core courses aswell
as a range ofelectives. It includes an international module of'about Two weeks' duration ata foreign
university.

4. The nominated Officers will berequired to develop a Policy Paper on the issueto be identified in

policy paper will have to be submitted by the officer totheir respective Ministries/Department/State
Government etc, at the end of theprogramme. The Minlstrles/Departrnents/States will also nominate a
Nodal Officer of the rank of JS or above to the Government of India for mentoringand guidance to the
sponsored officer for developingthe policy document andcoosdinating with MDI~G in the matter.

Nominations received after this date will not be considered. Thenominations would bescrutinized and
officers fulfilling the conditions of eligibility will be called for an Interview by MDI~G. The interview
dates and time will be intimated to the officers by MDl~G. In order to save time, the officers are permitted
to send anadvance copyof their application directly to this offlce/Mlrl-G. The officers will also becalled
for interview based on their advance applications. However, final selection will be subject to.recelpt of

3. Course Fees:_ ; ~l
(a) The cost of domestic component of the programme is Rs, 4.84 lakh (Rupees Four Lakh Eighty Foul'
Thousand only) plus expenses towards Rural/NGO attachmentsubject to maximum of Rs, 25,OOO/·(Rut)cCS
Twenty Five Thousand only) andwill be met by the respective Cadre Controlling Authority (for example,
DoP&T for IAS Officers, MflA for IPS officers & AfoEF for I.FoS etc). In case of Central Secretariat Service
(eSS)officers, the domestic coursefee will be met by the Mlnistry/Department where the officer is working.
(b) The cost ofthe' International Component' of the programme is .[s, 3.60 lakh (Rupees three lakh sixty
thousand only), which includes air fare, course fees, boarding and lodging costs, During the international
component ofthe programme thedaily allowance at the admissiblerate will be paid to the participants 011 the
basis of approved ratesfor short-term training programmes under theScheme of' Domestic Funding of Foreign
Training' of DoP&T. The cost towards iaternational component and dailyallowance is to be smHdly s!wre4 by
the concerned Cadre Controlling Authorities and DoPT. However, the cost of Visa fees (if any), medical
insurance etc., will be met by the Ministries/Department/State Government etc. where the officers are presently
working on actual basis. All arrangements for stay abroad during the international componentof the programme
will be made by MOl, Gurgaon through thecollaborating institution and no participant will be permitted to
make his/her own arrangement ofstay during thetraining abroad.
(c) In case of officers belonging to any Group 'A' Service and working on deputation basisin a Public
Sector Undertaking (PSU) the entire cost of the programme (domestic as well as international component
containing course fee, boar-ding and lodgingcharges, airfare, per diem allowances etc.)shall be borne by the
concerned PSUin which the officer is working, In the event of his/her selection, the joining of such officer in
the programme is strictly subject to the confirmation of the concerned PSU tohear the ~Ntjre expenditure of tile
programme to the institute in respect of such officer,
(d) The Ministries/Department/StateGovemment etc. where the officer is currently posted, will meet the cost of
(a) pay and allowances during the training period, (b) travel from place of posting to Gurgaon and back, (c)
travel towards field visitsof the participants for collection of data/information forthe dissertation, (d) travel to
Gurgaon for presentation of thedissertation at the end of the programme and (e) a one time allowance of
~ls.5000!~(Rupees five thousand only) for stationerwetc.
4. HostelFacilities... - ~ -, -,. ~
This is a compulsory residential programme and MDI·G will provide suitable accommodation at
their campus at the rate of Rs. lO,OOO/- (Rs. Ten Thousand only) per month per participant. The
expenditure will be met by the Cadre Controlling Authority of tile participants.

5. Conditions for officers admitted tothe programme:
In case of officers, sponsored by the Government of lndla/State Governments forthis programme, the
following conditions will apply:
(l) The entire period of training (institutional training of 12 months) will be treated ason duty under FR
9(6)(b)(i);
(H) The Ministries/ Departments/State Governments may flll up the vacancy causedby the deputation of the
officers;
(iii) For the grant of special pay/ Central deputation (TORUl'e allowance) (CDTA). theparticipants will be
regulated as under:-
(a) The officers who proceed for training during their tenure of central deputation will continue to receive
COTA for the period of their entitlement against Central deputation tenure. If any period of training
falls beyond the tenure ofCentral deputation or the officers proceed for training at the end of their
tenure at the Centre, COT Awi it not beadrn lssible.
{Note-The tenure of central deputation in so far as it relates to this program, would also include the
period of leave upto 2 months that may be granted by the central Ministry/ Department to the officers
before their repatriation to the parent cadre}
(b) The officers not on central deputation and also notill receipt of COT A, whether they proceed011 training
from Gurgaon, or outside Gurgaon will not be entitled to any Special paydrawn before proceeding for
the training,
(iv) Officers of the Central Government, State Government and Union Territories comingfrom outside
Gurgaon to participate in the program will be allowed one of the following two options by the sponsoring
authorities»
(a) The officers will be treated (is on duty on tour. They will draw travelling allowance asOt1 tOUI' and
allowances as per para I1 (a) of theMinistry of Finance, Department ofExpenditure O.M. 19030!2/86-E~
IV dated 24.3.86 amendedfrom time to time.
OR
(b) The officer'S wi II be treated ason transfer. They wi 11not be entitled to theGovernment accommodation
at the original place of posting.
(v) In case an officer proceeding 011 training is a bona fide occupant ofGovernment accommodation in the
general poolcontrolled bythe Directorate of Estates, he/she could retain theresidential accommodation for the

full period of training at his/her placeof posting provided the residence is required for bona fide use of
mem bet's of his/her fam ily.
(vi) Officers of the Central Government entitled to facility of residentialtelephone atthe time of joining this
programme will be allowed to retain the residential telephone sanctioned to them Oil usual terms for six months
and thereafter 011 the condition that the officers will pay all calls in excess of the free culls allowed by the
Telecommunication Department asstipulated in Mlnlstry of Finance (Department of Expenditure) O.M. No,
7( IO)E(Coord)119 dated 1;;(August, 1979 as amendedrrorn time to time.
(vii) The salary andother claims of the officers win be paid by theMlnlstry/Departmcnt/Office where they
were last working before joining this programme.

(I) The Cadre Controlling Authority (CCA) should recommend names of only those Groups' A' officers
who are likely to stay with the CCA toI' SOl11e more time. Officers whose names have been
recommended forcentral deputation/ or figuring in the 'offer list' for central deputation under the
'Central Staffing Scheme' should not be nominated for the POD-PPM programme. Failure to withdraw
the applications of such officers for the PGD-PPM mayresult in debarment of officers for central
deputation for five years.
(ii) Officers on deputation to Government ofIndia under the Central Staffing Scheme must complete at
least two years of their tenure ondeputation on the date of this notification to become eligibleto apply
for this programme. It may be noted that in respect of Officers appointed under the 'Central Staffing
Scheme', 'NOC' from the Office of Establishment Officer, DOPT should be obtained before
forwarding their applications/nominations for this Long Term Domestic TrainingProgramme.
(iii) The faculty members ofthe State ATls who have completed at least three years onthe date Qf starting
of the prograrn are alsoeligible to apply for the programme. However, tho e faculty members who
belong to state civil services need not necessarily fulfil! thiscondition. The selected faculty members,
however, would be required to stayin the ATl for next three years aftercompletion of the programme.
7. F(),J:wanUl}g(}·t)l()min~tion§
(i) Concurrence of State Governments, wherever necessary, would have to be obtained by the Cadre
Controlling Authority before sendingthe nominations to DoP&T.
(ii) Copy of the application f01'111 and other documents areattached. The same mu)' also he obtained by
logging on to MDl's website www.m(}i.ac.m or IJbP&T's websitc 'jJlVw.per~m~n.nk:1u. Cadre
Controlling Authorities are requested to forwardduly filled applications in respects ofsuitable officers

(v) The nominations would be scrutinized and officers fulfilling the conditions of eligibility will be called
for an interview byMDI-G. The interview date and time will be intimated tothe officers byMDI-G. In

office, The officers may be called fOI' interview based on theiradvance applications. However, final•
selection will be subject toreceipt of his/her formal application, duly recommended by their Cadre
Controlling Authorities; therefore, it is in the interest of the officers to get their applications routed

8. Bond to beexecuted bv the officer:< ,
Before joining the programme, the officer is required to execute a Bond to the extent that "in the event
of his/her failing to resume duty or resigning or retiring from service or otherwise quitting service, without
returning to duty after expiry or termination of theperiod of the long term training programme or failing to
complete the training programme, or quitting the service at any time within a period of FIVE (5) years after
his/her return to duty, the officer shall forthwith pay to the Government or as may ,be directed by the
Government, on demand allcharges and expenses that shall or may have been incurred by the Government for
the training i.e. all monies paid to him/her 01' expended on his/her account during training such as 13ay and
allowances, leave salary, cost of fee, travelling and other expenses, cost of international travel and cost of
training abroad met by the Government/agency concerned together with interest thereon from the date of
demand atGOV~I'J1111entrates for the time Being in force on Government loans or if payment ismade in a
country other than India, the equivalent of the said amount in currency of that country converted at the official
rate of exchange between thatcountry and India andtogether with all costs between the attorney andthe client.
