Eight fire tenders were pressed into service to put out the blaze, which erupt- ed around 10 am, an offi- cial said. It took the fire tenders over 90 minutes to douse the flames, the fire brigade official said. The blaze had spread to other floors of the dilapidated building, which also hous- es several other offices and godowns, most of which were shut on Sunday, he said. IED blast Srinagar: A CRPF person- nel was injured in a low- intensity improvised explosive device (IED) blast in Pulwama district of Jammu and Kashmir on Sunday, police said. Security forces also detected and defused another IED in the district later, a police official said. The official said the IED blast occurred at Gongoo area of Pulwama in South Kashmir this morning as security forces were pass- ing through the area. He said the CRPF personnel suffered injuries in his hands due to the blast, but his condition is stated to be stable. New Delhi, Jul 05 (PTI): The Supreme Court has come out with a fresh stan- dard operating procedure (SOP) for e-filing of cases, mentioning and listing of matters and also for hear- ing through video-confer- encing amid the COVID-19 pandemic. As per the SOP, hearing of matters by the benches of the apex court shall continue through video- conferencing. It said fresh matters lying in the pool, which could not be listed earlier, may be listed before the virtual court in the week commencing July 6. "In order to contain the spread of coronavirus (COVID-19), considering the prevailing situation, and taking into account the suggestions received from various quarters and the guidelines issued by the Government of India and Government of NCT of Delhi from time to time, the Chief Justice of India has been pleased to direct the constitution of the bench(es) for hearing of matters through virtual courts with effect from July 6, 2020," the SOP up- loaded on the apex court website said. It said that from July 13, subject to availability of matters and also the re- quirement, the miscella- neous cases may be listed for hearing on Monday and Friday. "On non-miscellaneous days i.e. Tuesday, Wednesday and Thursday, miscellaneous matters in- cluding final hearing mat- ters and regular matters may be listed, giving pref- erence to part heard mat- ters," it said. "Parties may kindly note that, for the present, the matters shall be heard by the bench through web- based video-conferencing system on the VIDYO plat- form hosted on the servers of National Data Centre of National Informatics Centre, Govt of India and in case the video confer- encing is not functional, through tele-conferenc- ing," it said. New Delhi, Jul 05 (PTI): In a newly acquired daily ritual, students in Haryana's Jhamri village open their textbooks at the sight of the cart that ar- rives near their homes, filling the vac- uum left by closure of schools due to the lockdown and lack of digi- tal infrastructure such as feeble internet connectivity. To maintain social dis- tancing, the students take notes from their homes as a teacher imparts lessons using the loudspeaker at- tached to the cart. The innovative way to en- sure that students catch up with the syllabus they have missed since classes were suspended has been initiat- ed by Satyanarayan Sharma, who runs a school in the village in the state's Jhajjar district. "The bigger issue is not the effect on students' learn- ing levels but that they should not drop out, Sharma told PTI. I have arranged for a loudspeaker system on a cart. The teachers are asked to turn-wise go with the cart and park it at a feasible location and impart lessons from there. It cannot match up to classroom learning but will ensure some learn- ing," he said. This strange new way of educating school students is not un- common in the country's rural parts. The lockdown induced by COVID-19 in March prompted schools and colleges to move to the virtual world for teaching and learning activities. But weak internet penetration has turned e-education into a distant dream for many children in the rural areas. As per official statistics, there are over 35 crore stu- dents in the country. But it is not clear how many of them have access to digital devices and the internet. Ghanshyambhai, a teacher in Janan village, Gujarat, has started using the public announcement system of the village pan- chayat to share stories, songs, guidelines for par- ents on how to deal with children during the lock- down period, importance of exercising and much more. "During this challenging time, we can't expect stu- dents to just grab their par- ents' smartphones and start attending classes, he told PTI. He said while it is not possible to explain complex subjects like mathematical problems through loud- speakers, the method is at least ensuring that learning is not totally disrupted. The officer also said the cash reward announced by the police on Dubey's ar- rest has been increased to Rs 1 lakh. "Dayashankar Agnihotri alias Kallu, the main aide of Dubey, has been arrested during an encounter. Agnihotri al- ways used to accompany Dubey and was staying at Dubey's house (which was demolished Saturday)," Inspector General, Kanpur Range, Mohit Agarwal told PTI. "Agnihotri was carry- ing a cash reward of Rs 25,000. He was named ac- cused in the firing incident on the policemen. In the encounter, he got bullet in- juries on his leg, Agarwal said. New Delhi, Jul 05 (PTI): Twenty-one states and UTs, including Delhi, Gujarat and Uttar Pradesh, have a COVID-19 recovery rate higher than the national average of 60.77 per cent, the Union Health Ministry said on Sunday as India's case count mounted to 6.73 lakh and the death toll rose to 19,268. Collective and focused efforts for containment and management of COVID-19 by the govern- ment of India along with the states and union terri- tories have led to the num- ber of recovered COVID-19 patients to rise to 4,09,082 so far, it said. Presently, there are 2,44,814 active cases of coronavirus infection in the country, the ministry's data updated at 8 am showed. The recovered cases exceeded the active cases by 1,64,268 as of Sunday, the ministry said. During the last 24 hours, a total of 14,856 COVID-19 patients have been cured. "This takes the national recovery rate amongst COVID-19 patients to 60.77 per cent," the ministry said. "There are 21 states and UTs with a recovery rate more than the nation- al average," it stated. These 21 states and UTs are Chandigarh (85.9 per cent), Ladakh (82.2 per cent), Uttarakhand (80.9 per cent) and Chhattisgarh (80.6 per cent). New Delhi, Jul 05 (PTI): A centenarian man from Delhi, who was four years old during the 1918 Spanish Flu, has survived COVID-19 and recovered faster than his son, in his 70s, at a dedicated coron- avirus facility here, doc- tors said. The 106-year-old patient was discharged from the Rajiv Gandhi Super Speciality Hospital (RGSSH) recently after re- covering, where his wife, son and another family member also recuperated after contracting the novel coronavirus infection, they said. "Perhaps, he is the first reported case of COVID-19 in Delhi who also went through the dreaded Spanish Flu pandemic of 1918 which like COVID-19 had also ravaged the world. And, he not only re- covered from COVID-19, he recovered faster than his son, who is also very old," a senior doctor. Spanish Flu was a pan- demic which hit the world 102 years ago, and affected nearly one-third of the global population at that time. "The 1918 influenza pan- demic was the most severe pandemic in recent histo- ry. It was caused by an H1N1 virus with genes of avian origin. Although there is not universal con- sensus regarding where the virus originated, it spread worldwide during 1918-1919," according to the Centre for Diseases Control (CDC) in the US. In the US, it was first identified in military per- sonnel in spring 1918. It is estimated that about 6,75,000 deaths occurred in America, it said. New Delhi, Jul 05 (PTI) The auction process of commercial coal mining witnessed a "very good start" and the response has been the best in do- mestic coal history, Coal Minister Pralhad Joshi has said. A total of 1,140 entities, including international players, participated in the technical session after the launch of sale of blocks, and 26 companies bought tender documents and 10 firms - domestic and for- eign - evinced interest in the visit of mines, he added. The statement as- sumes significance in the wake of apprehensions of the Jharkhand govern- ment that investors will not come for the auction of commercial coal mining due to coronavirus pan- demic. "We launched commer- cial coal mining on June 18. Prime Minister has blessed this occasion. And after that there was a tech- nical interaction session. Only interested people come there. 1,140 people joined (the technical ses- sion). And out of that (1,140 people) more than 50 to 60 people were interna- tional players," Joshi said. Restaurants, hotel bars, clubs to remain closed till 12th

Raipur: Chhattisgarh government has issued an order tokeep all restaurants, hotel bars, bar rooms and stock rooms inall FL4/4 clubs and liquor collection centres closed till July 12.The order has been issued in an effort to protect common peo-ple from COVID-19 infection. The Commercial Tax (Excise)Department had earlier ordered to keep restaurants, hotel barsand clubs closed till July 5. But this period has been extendedto July 12. State government has instructed all district collec-tors to strictly comply with this order.

status quoGiven China’s unrelenting stance onthe Line of Actual Control(LAC) inLadakh, India will have to consider amilitary pushback. India has no op-tion but to use some force. Bothsides have agreed for limited “de-escalation” from some of the fric-tion points. However, it was duringthis de-escalation process in theGalwan Valley that the clash oc-curred. India is now taking theChinese build-up along the LAC seri-ously. India has been consistently de-manding the restoration of status quoand de-induction of forces built up byChina along the LAC. However, de-ciding on a military action againstChina is not easy for India. Such anaction could escalate to a full scalewar that can result in not only mili-tary consequences, but also long-termpolitical, economic and diplomatic ef-fects. However, Modi government isnot worried about the consequencesof a military pushback. Inaction mayhave short-term benefits but it haslong-term consequences. True, it isnot advisable to consider war againsta stronger enemy. But India must beready to cope with the situation.Second, India’s weakness is advanta-geous to it because anything otherthan a victory will be a loss to China.Finally, avoidance of a war by Indiamay create an impression that it is ir-resolute and that may emboldenChina. If China is left unchallenged,it will push India again. Adequate mil-itary preparation is required for amilitary pushback. Indian militaryhas traditionally been oriented for de-fensive military action at the LAC, notoffensive. India must also considerthe scenario that China does notback down. If such a situation arises,it must follow through with its threat.If not, India will risk damage toits credibility. India must never yieldto China’s coercive diplomacy.China has baited India. A quick andemotional response would be astrategic folly. India must counter baitChina by the strategy of maintainingthe status quo.

eventually increasing to 10 andlater to 14 years. In 2016, threewomen were deployed as fire-fighters. She was appointed asa pilot project. Initially, in 2019,the government decided to givepermanent commission towomen in all the ten brancheswhere they are included forshort service commission -Signal, Engineer, ArmyAviation, for women officerswho were initially limited tomedical services only. ArmyAir Defense, Electronics andMechanical Engineer, ArmyService Corps, Army OrdnanceCorps, and Intelligence.

Today, women officers areproud and essential membersof the Indian Armed Forces.Avni Chaturvedi, BhavnaKanth, and Mohana Singh arenow part of the Indian AirForce's combat squadron.Somewhere in the Navy, as apilot and as an observer,women are on board a recon-naissance plane, sometimes asa fighter from the sky. TheGovernment of India is com-mitted to strengthening "StreeShakti" (female power) in theArmy. However, there are chal-lenges in bringing female offi-cers with their male colleagues.Female officers are now de-ployed on fighter jet pilots andwarships, but women officersare not included in the mili-tary's infantry and armored di-visions, for fear of being

caught by enemies and torture.Sends soldiers to the battle-front and they are also killedthere and war-making is alsomade. This worsens the respectof neither the country norAmerican women. The point tothink is that when the womenof the American army canfight in Iraq and Afghanistan,why not the Indian women? Ifwomen can participate in para-military forces and police, thenwhy not in the army? A big ar-gument for not sending womento the front in India is that whatwould happen if Indian womensoldiers were taken captive inthe enemy country? One fallacyis that male soldiers, who comemainly from rural back-grounds, are not ready to "ac-cept" a female commander.

Concerns are raised over thephysiology, maternity, andphysical characteristics of fe-male officers. The difference interms of service for female offi-cers and their male counter-parts is considered in theirfavor. There are concessions inphysical efficiency testing stan-dards during recruitment to fe-male officers. Issues of hy-giene, sensitivity, and privacyin female officer appointmentsrequire additional considera-tion. For this, behavior changewill be required at the sociallevel first. Women warriors arenamed proudly in the historyof the world and India. FromJohn of Arc to RaniLakshmibai, RaniChennamma of Chittoor,Chand Biwi, Gond RaniDurgavati, Jhalkari Bai,Udadevi Pasi, warriors haveearned their name more thanmale warriors. She never cameto the question of how she usedto change clothes in the warzone or that she would have be-come pregnant while being awarrior. After all, what couldhave happened earlier that is

not happening today?Somewhere our poor mentalityis not bent on weakening therole of women ?

There is a need to think bal-anced to study how the role ofwomen in the Indian Army canbe enhanced. There is no doubtthat women are doing a lot ofgood work in the army, but wealso need to see how their scopecan be increased. Some of theconcessions given to women of-ficers can be withdrawn, selec-tion for the command shouldbe made through confidentialreports of the officer andclosed promotion board, com-mon to both sexes, and profilenames and gender selection tobe hidden from the board need-ed. Gender equality is a socialnecessity of the time and ap-plies to both female and maleofficers and should be ensuredwith a sense of balanced judg-ment without compromisingthe effectiveness of the armedforces. The participation ofwomen can make the armymore effective.

Today women are makingsignificant contributions to themilitary sector all over theworld. If a woman comes intothe army on her own, knowingall the risks, then no one hasthe right to decide for her by be-coming her father. If womenjoin the army by understand-ing all the risks and beingready to face all the problems,then all the roles in the armyshould be opened to them. Themilitary and military work asan integrated organization andworking with women and menwill be easier. When the womenjoin at the level of the jawans,then only the men will havestrong confidence in thewomen officer and the armywill emerge strong.

The Green-dominated bloc of MEPs in the European parlia-ment is also a force to be reckoned with. The biggest prize of allcould be won in next year’s general election in Germany, wherepolls suggest that Die Grünen may overtake the SocialDemocrats as the country’s leading progressive force . A “green-con” coalition is seen as a plausible future government, afterAngela Merkel stands down following a 15-year chancellorship.It seems certain that the politics of Covid-19 played a part ingenerating green momentum in France. The origins of the pan-demic, and its effect on globalised supply chains, has led to a re-newed focus across Europe on food security, local produce andenvironmental standards. A forced re-evaluation of urban livinghas led to new government money for greener forms of trans-port and a focus on home-working. Cities such as Bordeaux andLyon can now be expected to be at the forefront of innovationand experiment in designing greener, cleaner cities for the fu-ture. The French president, Emmanuel Macron – whose ownparty endured a poor election night – has quickly made new en-vironmental commitments in the wake of the results. Mr Macronhas promised to provide an extra €15bn to smooth a transition toa low-carbon economy and to implement some of the demandsof the citizens’ assembly he convened on the climate emer-gency. KMC catches 11 stray cattle on road

In this context, 11cattle were caught by KMC's teamon Monday- Tuesday interveningnight and with help of cow-catchervehicle, they were shifted to'Gouthan'.

It is notable here that the stategovernment launched 'Roka-Chekka' campaign last on June 19.Due to moving of stray cattle onthe road, there are chances of un-toward incident due to speedingvehicles and cattle on the road andpeople face lot of stress while driv-ing specially during night-hours. SoKMC team of cow-catcher arecatching the stray cattle on the

road and shifting them to'Gouthan' or local Kanji House.

The incident took placeon Wednesday night inAasta town, located onChhattisgarh-Jharkhandborder, they said.

Shailendra Singh, whoran a general store onAasta- Jashpur road, re-turned home after closinghis shop and was in hisvegetable garden behindthe house when nearly sixassailants attacked himwith sharp-edgedweapons, a local police of-ficial said. When he raisedan alarm, his wife

Four Maoists killed inKandhamal district

At least four Maoists weregunned down during anexchange of fire with secu-rity forces in a dense forestin Odisha's Kandhamaldistrict on Sunday, a toppolice officer said.

Some rebels have alsosuffered injuries in the op-eration, Director Generalof Police (DGP) Abhaysaid.

Acting on a tip-off, ateam of SpecialOperations Group (SOG)personnel and DistrictVoluntary Force (DVF) of-ficers had launched a raidin the forest inTumudibandha area of

Kandhamal district earlyin the day, he said.

As the security person-nel approached their hide-out, the Maoists openedfire and a gun battle en-sued, leading to the deathof the four rebels.

A huge cache of armsand ammunition has beenseized from the area, theDGP said.

All four of them are sus-pected to be members ofthe Bansadhara-Nagavali-Ghumusar division of thebanned CPI (Maoist), hesaid, adding that a massivecombing operation is un-derway in the area.

site along with other sen-ior police officers, said awoman cadre was amongthe slain Maoists.

The income tax depart-ment has amended theTDS form, making itmore comprehensive andmandating deductors tostate reasons for non-de-duction of tax.

As per the amendedform, banks will alsohave to report TaxDeducted at Source (TDS)for cash withdrawalsabove Rs 1 crore.

Through a notification,the Central Board ofDirect Taxes (CBDT) hasamended Income TaxRules to include TDS one-commerce operators,dividend distributed by

mutual funds and busi-ness trusts, cash with-drawals, professional feesand interest.

Nangia & Co LLPPartner Shailesh Kumarsaid with this notifica-tion, the government hasrevised the format offorms 26Q and 27Q,where details of TDSamount deducted and de-posited on various resi-dent and non-resident

payments are required tobe filled.

Form 26Q is used forquarterly filing of TDSreturns on any paymentother than salary toIndian residents by thegovernment or corpo-rates operating in India.

Form 27Q is used forquarterly filing of TDSreturns electronically onany payment other thansalary to non- residents,including NRIs and for-eigners. Except for gov-ernment deductors, it ismandatory for all otherdeductors to mentiontheir PAN in the form.

Kumar said "the newforms are more compre-

hensive and require pay-ers to report not onlythose cases where TDS isdeducted, but also caseswhere TDS is not deduct-ed for any reason.Separate codes have beenprovided to cover differ-ent situations of deduc-tion of TDS at lower rate/non-deduction of TDS."

The revised forms andrules also seek to incor-porate reporting for newsections of TDS insertedin the Income Tax Act,such as Section 194N forcash withdrawals,Section 197A permittingnon-deduction of TDS invarious situations,among others.

There is widespread fearthat non-performing assets(NPAs) of the banks willwitness a surge due to theeconomic slowdown trig-gered by the COVID-19 out-break and resultant lock-downs. This will need high-er provisioning by banks asper the Reserve Bank ofIndia (RBI) guidelines.

However, there could be asilver lining if RBI accepts

request of loan restructur-ing for sectors hit badly bythe coronavirus pandemic,sources said. The pain ofNPA will surface only afterthe extended moratoriumends in August, the sourcessaid, adding it will be appro-priate to assess capital re-quirement only after thesecond quarter numbersare finalised. banker and CII PresidentUday Kotak had said thepublic sector banks wouldneed financial support fromthe government to drive theeconomy, while private sec-tor banks need to raise capi-tal from various sources tomeet the future challenges.

"While the government isfacing the risk of higher fis-cal deficit, the banking sec-tor urgently needs the re-capitalisation to the tune ofRs 3-4 lakh crore to meet thelending requirements," hehad said last month.

Promoters of stressedcompanies will get moreflexibility in attracting in-vestors and the process ofdetermining the right pricefor assets would get easierfollowing a new set ofamendments introduced bycapital market regulatorSebi in its preferential shareissuance norms.

Market experts said thenew guidelines provide flex-ibility to the promoters andpromoter group entities toattract investors for theircompanies rather than be-coming completely dispos-sessed as under the IBCframework.

The amendments can alsohelp promoters get financialinvestors on board withoutlosing control of the compa-ny. Even if they get in-vestors who wish to takecontrol, they could end upwith a continuing role in thecompany which may be di-luted but not completely re-moved. Therefore, due tosuch flexibility, promotersmay prefer restructuring

through these guidelines asa better and faster alterna-tive than going through IBC,the experts added.

Sebi, on June 22, intro-duced guidelines relaxingpricing and open offer re-quirements to enable easierfund raising through prefer-ential allotment by stressedlisted companies.

In order to ensure that therelaxations can be availedby genuinely stressed com-panies, clear criteria for acompany to qualify as astressed company' havebeen laid down.

Adequate safeguards havealso been put in place interms of restricting personswho are eligible to partici-pate, end-use disclosures, re-strictions and monitoring,lock-in requirements, certi-fication by audit committee& statutory auditor etc.

Power demand slumphas narrowed to 2.6 percent in the beginning ofJuly from 9.6 per cent inJune, showing improve-ment in commercial andindustrial activities in thecountry.

The peak power demandhad declined by about 25per cent in April and 8.82per cent in May this yeardue to lower commercialand industrial demandduring the COVID-19 in-duced lockdown.

The government hadimposed the lockdownfrom March 25.

Experts have expressedhope that power demandwould reach normal levelsby August this year.Unlock 2.0 is expected tobring economic activitiesto almost normal levels,which would be reflectedin power demand data.

The government hadstarted easing the lock-down from April 20, 2020.

According to powerministry data, peak powerdemand met was recordedat 170.54 GW on July 2,which is just 2.61 per centlower than 175.12 GW inJuly 2019.

The peak power demandmet was 166.78GW on July1, 168.34GW on July 3 and160.83 GW on July 4.

The peak power demandmet in June dipped 9.6 percent at 164.94GW com-pared to 182.45 GW in June2019.

New Delhi, Jul 05 (PTI): Foreign portfolio investors(FPIs) have pulled out Rs 3,741crore from the Indian markets injust three trading sessions ofJuly, which market analystsattributed to profit booking andappreciation in the rupee overthe last few weeks. The deposi-tories data showed that FPIswithdrew a net sum of Rs 3,959crore from the equities butinvested a net Rs 218 crore indebt segment between July 1-3.This translated into a total netwithdrawal of Rs 3,741 croreduring the period under review.The latest withdrawal has comeafter investment of Rs 24,053crore by FPIs in domestic mar-kets in June. FPIs turned netbuyers after remaining net sell-ers for three consecutivemonths. "Markets performingwell in the recent times, andsome appreciation in rupee overthe last few weeks, have provid-ed a good profit booking oppor-tunity to foreign investors,which they decided to capitaliseon," Himanshu Srivastava, asso-ciate director-manager researchat Morningstar India said.

In a selfie-videowhich has gone viral inthe social media, the civilassistant surgeon of astate-run Fever Hospital ispurportedly seen accusingthe private hospital ofovercharging by making abill of Rs 1.15 lakh for aday's treatment.

Besides, she claimedthat she was not givenproper medication and notdischarging her. In thevideo, the doctor said aftertesting positive for coron-avirus she has been treat-

ing herself at her houseand was under home quar-antine. On the midnight ofJuly 1, she said she experi-enced shortness of breathand got herself admittedto the private hospital.

"I am a COVID-19 war-rior. For one day, theycharged me Rs 1.15 lakh.Icould not pay so much. Iam a diabetic and I'm notgetting proper medicationhere. They are makingbaseless allegations. I amin trouble. I paid Rs 40,000,but they detained me," thewoman claimed in thevideo.

She further said she hadalso filed a police com-plaint against the privatehospital in connectionwith the incident.However, it was not clearwhether the woman shot

the selfie-video at the pri-vate hospital, which hasdenied her allegations.

Reacting to the video,Fever HospitalSuperintendent Dr KShankar said the womandoctor had tested positivefor the virus four days agoand has been under homequarantine.

"She was told that thegovernment has made allarrangements for propertreatment of frontlineCOVID-19 warriors, butwithout informing higherofficials she herself got ad-mitted to the private hospi-tal," Shankar told PTI.

Charges auditTThhaannee:: In a bid to checkovercharging by privatehospitals, the ThaneMunicipal Corporation(TMC) has ordered anaudit of charges leviedby hospitals treatingCOVID-19 patients here,a civic official said onSunday. Four teams ofauditors have beenformed to audit bills of15 hospitals here inMaharashtra, the officialsaid. The order wasissued by TMCCommissioner Dr VipinSharma after complaintsthat some hospitalswere charging exorbi-tant amounts frompatients, he said. If anyhospital is found to becharging more than thepermitted charges, thenthe TMC will issue ashow-cause notice tothe medical facility.

Small proteins may reduce inflammation caused by COVID-19Toronto, Jul 05 (PTI):

Scientists have discov-ered a new drug whichthey claim could be usefulto combat inflammation ofall varieties, an advancethat may help in fightingaggravated immune re-sponse in respiratory ill-nesses such as COVID-19.The therapeutic, de-scribed in the journal CellReports, is called TATCARMIL1, and is actuallya combination of two nat-urally occurring smallproteins, or peptides.

According to the re-searchers, including thosefrom the University ofToronto in Canada, whenthe two peptides are com-bined, they work togetherto penetrate a cell's mem-

brane in order to dampenan acute inflammatory re-sponse. In the currentstudy, they said the pep-tide reduced degradationof the protein called colla-gen by up to 43 per cent. Ifdeployed early enough,the scientists said, thepeptide could reduce someof the worst damage

caused by acute inflam-matory responses. Theysaid acute infections, suchas those caused by thenovel coronavirus, cancause inflammatory re-sponses known as "cy-tokine storms," -- a termthat has gained in popu-larity during the COVID-19 pandemic.
