The heart of downtownYou can almost hear – and feel – the

beat. The vibe is go-go-go and whether you are there for work, school, play, an event or maybe just a ride, you don’t have to go any further. Smack-dab in the center of Boise, The City Center Plaza development encompasses 380,000 square feet. It is a steel-framed 10-story mixed-use building with an adjoining five-story convention center, including a transit hub, retail and restaurants, offices and classrooms for

Boise State University and emerging software technology offices – all overlooking the most prominent public space in downtown Boise.

The exterior finish is comprised of metal panels and reflective, insulated curtainwall glazing. There are accents of sandstone and EIFS at the exterior. Interior lobbies are finished with high-end ceilings, ceramic tile, colorful wall coverings and custom murals created by local artists. There are 12 high-speed

elevators and three multi-floor escalators. Located adjacent to the U.S. Bank Building, the two structures are connected by a two-floor transition building. The site is landscaped with extensive LED lighting and technologically-advanced security and surveillance systems.

There is also a 50,000-square-foot Multimodal Center called Main Street Station below street elevation on the same site. The MMC consists of an entrance ramp and exit

ramp, parking for eight buses, passenger waiting/transfer areas, support facilities and a Boise Police substation. It is a central hub for local transit services including buses, bicyclists and pedestrians.

Attention/adherence to safety specificationsMore than 88 subcontractors working onsite for over 25 months

required innovative partnerships and synergetic teamwork. This was accomplished successfully and safely by focusing on coordination, extensive preplanning and weekly partnering sessions.

Technology was used to map the area and visually convey vehicular and pedestrian routing through each phase of the project to the owner, jurisdictions and surrounding businesses. An Emergency Response plan was used to communicate protocol and access points for site personnel and emergency responders in the event of an onsite emergency. Designated roles were assigned and consistent naming conventions were utilized to prevent confusion. Pre-phase scheduling and planning meetings using these visual aids were held at least weekly for all affected subcontractors, enabling the team to assign responsibility for, implement, and track safety activities.

The Ada County Highway District (ACHD) was provided images for the Tower Crane Erection Plan, demonstrating the proposed pedestrian routing and lane closure visualization at various hours of the day for the duration of the project. A traffic control plan was created and execution was reviewed weekly by Mr. Ed Merrill, Zone Inspector of ACHD, with no incidents reported.

More than 1,000 mandatory safety orientations were given prior to workers receiving access to the jobsite. This orientation process provided workers with a general overview of the project and the applicable project-specific safety and health requirements. Visualizations were used to further aid in presenting the entire project layout to those new to the site.

Every two weeks an all-hands safety meeting was conducted. Safety rewards such as restaurant gift certificates were drawn and awarded to workers onsite who had reported near miss incidents. These incentives increased safety awareness and promoted teamwork among all working onsite.

Injuries from falls is the number one killer on construction sites and in order to address fall protection in a positive, impactful manner, ESI held fall protection training during the annual “National Safety Stand-Down” week in May at the City Center Project site. This was believed to be the largest Stand-Down event in the history of Idaho with an estimated 400 workers present. David Kearns, the Idaho area OSHA Director, was onsite and spoke at the event along with ESI’s president, Neil Nelson.

Challenges and obstaclesSome of the challenging logistics of this project included: material

staging, contractor parking, delivery routes, crane selection, placement and many others. In order to work through the challenges, various modeling software programs were leveraged to create a virtual site.

Additional scope was added but the turnover date was not adjusted. For example, the executive office suite added 2,600 square feet of private office, 800 square feet of roof terrace, and additional stairs on what was just the mechanical penthouse level. This was approved at the same time the last beam was set on the nine-story portion of the project. The change required reconfiguring 3,400 square feet of roof to be the floor for an official 10th story. ESI worked closely with Babcock Design to determine the most cost effective and feasible way of incorporating this change without affecting the schedule.

A big challenge faced was pouring the perimeter walls. Due to the project design, the perimeter walls in the basement could not be excavated, formed or placed until the diaphragm of the first floor was locked in with the slab on deck placement. Perimeter walls were poured from the bottom up, reaching heights of nearly 22 feet, requiring creation and implementation of a self-consolidating concrete mix design poured at full liquid head. Exterior footings had to be redesigned to support a form system capable of handling added pressure from the liquid mix design.

Another challenge was design and implementation of shoring systems 72017 Idaho Top Projects | 7

for the new suspended elevator pits and beams that were cut into the existing lid of the U.S. Bank garage. ESI team members designed shoring systems for the demolition and removal of existing structural members and building of the new shored elevator pits. Also created were demolition and crane pick plans that fit within the tight constraints and limitations of the site, while maintaining a safe environment for the continued public access.

Budget and schedule considerationThe initial budget for the project was

based on a conceptual program consisting of a required building size and configuration, and incorporated modern exterior cladding, cost effective structural framing, modern mechanical and electrical systems, contemporary finished materials, and a site logistics & constructability approach to the highly constrained site conditions. ESI then worked closely with the design team in an extensive process of further develop the project scope such that it adhered to the budget, while delivering a landmark building on time, per code, and possessing the unique architectural features appropriate for its place in the downtown Boise skyline. An in-depth value engineering effort insured the completed project achieved the required project requirements while utilizing efficiencies in construction techniques, alternative scope perimeters, and cost effective material selections. Throughout the project many budget and schedule challenges presented themselves in terms of material cost escalations, labor shortages and labor cost escalations, and enhanced design requirements

implemented due to conditions relative to the new construction built over and adjacent to existing buildings. However, each challenge was addressed and overcome to keep the project on budget and on schedule.

The construction schedule for the CCP project was aggressive and necessitated concurrent work on different building elements over the course of the project. A deep mass excavation of the entire site and a perimeter shoring system was required before any foundation work could begin. Extremely challenging site access on all sides of the project, limited material staging and delivery, and multiple handling of materials all contributed to installation durations longer than typical for each building trade. These schedule challenges were overcome by ESI’s extensive planning and coordination efforts, working extended hours and weekends, and utilizing available manpower resources efficiently and in an orchestrated trade flow, focusing on priority work areas. A phased turn over enabled designated floors to be occupied while work

continued in other areas of the project.

Project innovationsESI Concrete, a self-perform division of

ESI, worked more than 71,000 hours on the CCP. Concrete requirements for the CCP were demanding and received the same dedication, determination and professionalism that ESI demands from our teams and delivers to our clients. ESI Concrete can be credited with leading safety by example on the CCP project. A Stretch and Flex Program, Pre-task Planning and Job Hazard Analysis are everyday tasks for this team. Safety is further reinforced when site superintendents can point to our own workers as a standard to aspire to for all subcontractors onsite.

ESI Concrete took the lead in green building practices. They reduced waste through their use of leftover beams from previous projects for shoring and re-shore tasks. And they were conscious of the surrounding environment through ensuring all concrete cleanup utilized washout eco-pans that were later distributed to recycling centers for reuse and disposal.

The Inn at 500 is a six-story 89,000-square-foot boutique hotel in downtown Boise that includes guest rooms, terraces, patios, meeting spaces, a restaurant/bar and a parking garage. The 112-room inn creates a landmark gateway into downtown Boi-se. The extremely tight building site is located on a very busy downtown intersection with two sides bordered by zero-lot-lines. A special permit was granted to allow the hotel to span the alley way between the hotel and the parking garage beginning at the second floor.

The structural metal stud framing along with exterior finishes include stucco, stone, brick, metals, glazing, metal and TPO roofing. For reasons regarding location and life safety measures, the interior walls and floors are thicker and denser than typically designed for this size of hotel. The

added material dampens sound for quiet hallways and rooms.

Common areas include a spacious lobby with local art, a street level restaurant and a second level patio with a 180-degree view over the porte cochère. The owners believe all amen-ity spaces should have views and natu-ral light. This meant designing confer-ence rooms, the fitness center, lobby, patio, restaurant and bar to each have a share of the space along the building exterior, primarily Myrtle Street. A careful balance of common spaces to the front and support spaces to the rear was designed into the project.

Every guest room is a private retreat with a fireplace, butler’s pantry for room service, and conve-nient secure technology systems for personal devices. Ninety percent of the guest rooms include outdoor space, mostly on balconies with red flower

boxes and café tables with chairs. In the hallways, beautiful hand-blown glass fixtures provide illumination and wayfinding. The Inn at 500 offers the comforts of home to create a blissful experience.

An unpredictable pricing environ-ment led to the owner’s decision to scale back from seven to six floors. Redesign required another round of design, design review and permitting. To stay on the original schedule, ESI, in conjunction with CSHQA, agreed to design, permit and construct the hotel through the use of multiple design packages. Each sequential package in the series built upon prior packages. This enabled construction to begin very nearly as originally scheduled. Richards’ restaurant opened for pre-view events in December and a limited number of guests were able to spend New Years’ Eve in style!

Limelight Hotel Ketchum is Sun Valley’s newest modern luxury hotel. McAlvain Construction provided CM/GC services for the five-story 179,730-square-foot luxury hotel with 105 guest rooms, 18 condominiums, bar, restaurant, ski rental office, locker rooms, conference rooms, and outdoor terrace with pool, spa and fire pits. Parking consists of a below grade 107-space parking garage with two levels of post tension podium deck above. The Limelight Hotel Ketchum is the first hotel the Aspen Skiing Company has constructed outside of Aspen and the second under the Limelight name. It is a modern mountain design, blending high performance exterior materials with timeless rustic accents. The Limelight Hotel is designed to achieve LEED Silver certification.

Mountain snow – During the first winter as the project was in its early critical stage, crews worked in 0-degree temperatures without incident or injury. McAlvain closely monitored daily weather forecasts and planned critical concrete activities accordingly. Our team understood the concerns of placing concrete in certain temperatures and how to mitigate risk at each step. A six-man crew utilized over 13,000 square feet of snow tarps with tower crane picks points at each corner to remove snow from the decks. Propane torches were used to clear walkways to reduce slip hazards. Throughout the winter months, over 1,000 cubic yards of snow was removed and hauled off the site and taken outside of town.

This is a new 20,000-square-foot single story Boys and Girls Club including a high school-regulation basketball court adjacent to the Lakes Magnet School. The project program was to generally provide an alternative place for kids and teens to spend time during non-school hours instead of on the streets or home alone. Specific program spaces included: a Teen Room with gathering areas and game area, a Kids Room with games and gathering areas, an Art Room, a Nutrition Center with an adjacent multi-purpose/dining area, a Tech / Computer Lab,

a Learning Classroom, a Gym, and an Administrative/Office Area.

Budget and schedule consideration

As construction was paid for by donations, a major goal was to minimize costs while maintaining durability and minimizing maintenance. Actual building costs were held to $130 per square foot. Many subcontractors and suppliers donated materials and/or labor. Construction was completed within 10 months in order to be open in time for the fall semester.

The Eagle Tennis Club was designed and constructed as a pre-engineered metal building consisting of a 78,344-square-foot tennis building that is 255 feet wide with a 34 foot eave height, a 2,075-square-foot hitting room that is 75 feet by 27 feet 8 inches with a 22-foot-6-inch eave height and a 1,125-square-foot

maintenance room with a 22-foot-4-inch eave height. Additionally, the facility included an approximately 4,008-square-foot viewing mezzanine down the center of the facility that is 12 feet wide and 14 feet above the tennis level. This mezzanine allows 100 percent viewing of all interior courts at all times.

The building supports multifaceted programming that includes balancing the needs of public and private usage as well as regulatory requirements for assisted living and a fully equipped state-of-the-art Health & Fitness

With construction complete on time the original headquarters of Morrison-Knudsen now holds true to its history of providing a home to a new Idaho Gem in St. Luke’s. With an updated mechanical, electrical, and plumbing system the building was brought up to current standards. The floor plan will provide the structure for educational opportunities for the future medical personnel that will provide care for our growing

population and the proximity to Boise State University could provide partnership opportunities that could benefit all. As the construction team walks away from the finished product one can only hope that Harry Morrison and Morris Knudsen would be proud to see that the building that provided a home to the company that originated in 1905 will continue its legacy long into the future.

Ridgevue High School is a custom-ized re-use of a prototype design. The design team worked closely with Dis-trict administrators and user groups to significantly modify and customize the design to suit the District’s unique educational program. The Ridgevue High School campus consists of the two-story main building of approxi-mately 250,000 square feet, an Ag-riculture/Professional-Technical Education Building of approximately 18,000 square feet, a competition-lev-el football stadium with bleacher seating for home and visitors and a ticketing/restroom and concessions building, as well as competition-lev-el facilities for baseball, softball, tennis and soccer, with supporting restroom/concessions buildings. The

school was designed for 1,800 students on a 65-acre site.

Challenges and obstaclesDue to a rapidly escalating construc-

tion market in the region, trade bids originally came in over the District’s construction budget. Through team-work and an extensive value engineer-ing effort that involved both re-design and re-bidding of multiple trade packag-es, the team delivered a top-notch high school within the District’s budget.

Another significant challenge included the construction of site utilities to support the new facility. This included over a mile of deep sewer line that reached forty feet in some locations and ground water was generally introduced to the excavation

at 10 feet or less. These construction activities also had to be contained within a two-lane road right-of-way with residential neighbors along one side – an extremely restricted work area considering the magnitude of the work. In order to save on both time and the resultant cost of construction, a private easement was negotiated with the landowner on the opposite side of the road to stage materials, spoils and build settling ponds for the extensive de-watering effort required. This project could not have been successful without a partnering effort that included the owner, design team, multiple jurisdictions, the construc-tion manager, the contractors and the local patrons that had to live through the project in their front yards.

This project is a new Tribal Headquarters and Administration Complex for the Shoshone-Paiute Tribes of the Duck Valley Indian Reservation. The headquarters campus was designed to be constructed in phases as funding is available. The first phase, completed in 2016, consists of the central Tribal Council building and an adjacent Tribal Resource Building. These buildings contain the Council Chambers and Tribal Administration offices, as well as office space for various departments and organizations. The design of individual office spaces is flexible to allow the Tribes to accommodate determined future uses as their needs change over

time. Additional buildings will be added to the headquarters complex as funding allows.

This project required careful coordination among multiple public agencies and user groups, including 15 separate tribal departments, the US Department of Agriculture’s Rural Development program, the construction management firm and the BIA/Department of Justice. The design team worked closely with representatives of each Tribal department over the course of several months to develop the space program and design for each space within the buildings.

THIRD PLACEPUBLIC PROJECTS

Every month, the Ada County 911 Public Safety Communications Center fields an average of 11,000 emergency calls and 21,000 non-emergency calls. The 911 center serves as dispatch for more than a dozen agencies including the Sheriff’s Office; Boise, Meridian, and Garden City Police Departments; six fire districts; two EMS services; and, at times, state and federal firefighting agencies. This new 25,000-square-foot building gives dispatchers more room, but also features state-of-the-art technology enabling more efficient, communication, tracking, and reporting. The building meets NFPA 1221 standards and provides

a quality work environment with controlled daylighting and acoustics for dispatchers.

While the improvements focused on safety, security, and quality of work environment, the development and success of the project were also highlighted by a focus on cost-effectiveness, future expandability, maintaining a strong center of communication, optimal efficiency, and location. Cooling and power distribution systems make the data center state-of-the-art, and feeders, fiber optics, and electrical and HVAC systems all have redundant backup systems, ensuring the facility is never non-operational.

Rock Creek Elementary school in Twin Falls Idaho houses 650 students in grades K-5. The facility includes classrooms, a library/media center, gymnasium, student commons, computer labs, a severe needs classroom, and an administrative area. The school also provides play areas and softball and soccer fields. Rock Creek was the

first school in the state of Idaho to be constructed using the CM/GC contract delivery method that was accepted by Idaho legislature in 2014. The Grove Plaza Renovation project was a complete removal and reconstruction of the original plaza located in the heart of downtown Boise. The plaza was originally constructed more than three decades ago. The original bricks were aged, cracking and lifting with cause for potential hazard and needed to be replaced. The old fountain was outdated and didn’t meet current codes. Trees needed improved root zones. Alive After Five needed additional shade, improved sound, lighting and performance stage. Major improvements to the Grove Plaza included:

• Replacing existing personalized

bricks and initiating a new personalized engraved brick program.

• Installing a new 30-by-30-foot illuminated jet-water fountain with a three-filtration system. Each of the 25 jets has its own pump for complete customizable water control. Each jet is also equipped with LED lights capable of fading through various shades of color.

• Installing a permanent sound system, lighting and open Wi-Fi access.

• Providing an improved performance stage (demountable) and movable seating and furniture.

• Determining health of trees and replacement of trees in decline.

• Installing H20 rated silva cell storm-water and root-zone infrastructure.

• Construction of a new public restroom and Visitors Center building matching the existing exterior finishes of the Boise Centre.

The project was delivered two weeks ahead of schedule and under the Guaranteed Maximum Price (GMP) budget. The main plaza was significantly completed and reopened to the public in time for the annual tree lighting ceremony in December of 2016. The fountain rededication ceremony was officially held before the first Alive After Five event of the season.

Dana Zuckerman has done a lot of explaining since

she decided to put four very small houses on one third-

acre lot in the far reaches of Boise’s North End.

The houses, three with one bedroom and one with

two bedrooms, measure between 580 and 696 square feet,

not including the large front porch. They’re built on tra-

ditional poured concrete foundations and have all the

amenities of larger homes, such as full sewer connec-

tions and full-size appliances.

Zuckerman fields a lot of ques-

tions about the size of the homes.

When asked why she’s not building

one big house there, she talks about

a national trend toward simplifying

life and avoiding the obligations that

come with a large home.

“People want to live simply,” she

said. “Young people don’t want to

work all the time to pay their mort-

gage, and older people don’t want to

maintain a large house, heating and

cooling it. I really think that is the di-

rection we’re going.”

For Zuckerman’s part, the project is an attempt to re-

verse a problem she’s been noticing for years: the lack of

housing available for people who fall at the lower end of

the income scale. The median annual household income

in the Treasure Valley is around $50,000. She describes

the homes as workforce housing.

“There is constantly a discussion about the missing

middle,” said Zuckerman, who is on the board of the

Capital City Development Corp. and has worked in ur-

ban planning. “Where is the average person making

$30,000 to $40,000 going to live? Because now you have to

move half an hour outside Boise to buy a house.”

Zuckerman’s houses were made at the modular home

company United Family Homes in Caldwell and were

placed on their foundations in Boise on June 19 with a

200-ton crane. When they’re ready for occupancy, the

ing, high-tech, warehousing

and distribution companies to

populate the nearly two dozen

early 20th century warehouses

at the south edge of downtown

Twin Falls.Where countless American

cities have filled vacant and

aging warehouses with brew

pubs, wineries and other sorts

of entertainment and retail,

Twin Falls sees its warehouses

as a place for jobs.

“There could be a thousand

or more people employed down

there at some point,” said Na-

than Murray, economic devel-

opment director in Twin Falls.

The city would love to see the

warehouse district as an em-

ployment center for the Magic

Valley’s refugee population,

Murray added.

Twin Falls got insights on

how to achieve these goals

during a June 13, 14, 15 visit

from a three-person team from

Smart Growth America, a pro-

gram of the U.S. Economic

Development Administration.

Twin Falls was one of four cit-

ies selected to receive Smart

technical assistance sessions to

enable them to develop small-

scale manufacturing to revi-

talize existing neighborhoods

and reposition main streets,

said Alex Hutchinson, a Smart

Growth economic and commu-

nity developer.

“We see with the location

and proximity to downtown

that there is a great opportunity

there,” Hutchinson said about

the Twin Falls warehouse dis-

trict.As the Magic Valley mar-

kets itself as “All Things

Food,” Smart Growth Amer-

ica suggests small-scale food

manufacturing for some of the

warehouses. The region has

several large manufacturers,

but Hutchinson and his team

didn’t see much small food man-

ufacturing.“(The Twin Falls warehouse

district) would seem to be a

natural fit to be a landing point

for those type of services,”

Homeowners insurance rates have risen about

15 percent in Idaho since 2012 due to forest fires and

winter storms, according to a new report by the

personal finance website ValuePenguin.

In a report on Idaho, ValuePenguin research an-

alyst Craig Casazza found that homeowners insur-

ance rates in Idaho rose an average of 14.7 percent

between 2012 and 2017 while national rates rose

an average of 24.6 percent. Three Idaho insurers

raised their rates by more than the national aver-

age: Mutual of Enumclaw, 37 percent; Nationwide,

34 percent; and Liberty Mutual, 27 percent.

But even with the nearly 15 percent increase

applied to Idaho’s average homeowners insurance

rate since 2012, Idaho has the lowest average home-

owners insurance price in the country, according to

ValuePenguin.

The Jefferson Place Building was originally built in 1914 as the Elks Temple. It was designed by John Tourtellotte and Charles Hummel in an Italian palazzo style. The building was listed on the National Register of Historic Places on Feb. 17, 1978. The current redevelopment of the building included a new complete code analysis of the building that led to a

reclassification of the construction type, as well as needed improvements to the fire and life safety systems, including: total replacement of the fire alarm panel and devices throughout the building; an upgrade of the sprinkler system; and installation of a one-hour rated ceiling assembly to establish rated exit corridors in the upper floor common spaces.

A complete renovation of an older, existing lumber facility located in the heart of Meridian with railroad spur and access to transportation hub. The existing facility was comprised of four buildings, two of which were to house new $8 million planning and sorting equipment. The renovations included

bringing the existing warehouses up to code, modifying the interior and exterior spaces to accommodate the new equipment, and site modifications. To meet the owners’ schedule and fill lumber orders, the renovations had to be completed in seven phases.

Steed Construction previously designed and built Hayden Beverage’s former office and distribution center on Commerce Ave, near the Boise Airport. It had outgrown its current facility, and the company decided to purchase the Weyerhaeuser’s R&D facility: an existing 175,990-square-foot building on a 20-acre site. This acquisition enabled the company to consolidate all of their Treasure Valley operations onto a single property,

and house them under one roof. The renovation was completed in three phases: The first included the renovation of the 105,000-square-foot warehouse area; Phase two consisted of remodeling and repurposing two 15,000-square-foot warehouse rooms into new cold storage “coolers” for the storage of kegged beer; and Phase three included renovations of approximately 40,000 square feet of existing office space for Hayden Beverages new office headquarters.

Esther Simplot Park, the newest addition to the City of Boise’s “Ribbon of Jewels,” a series of parks along the Boise River Greenbelt named after the wives of some of the most successful business men and developers in the Gem State – is a shining example of the teamwork, ingenuity and strong vision it takes to make a dream a reality.

A team of about 250 entities, includ-ing designers, contractors, trucking companies, and subcontractors worked together to create the park. There are walking paths, wetlands ar-eas, a children’s playground and a pa-vilion. You can picnic, relax, meditate and enjoy a view of the Boise Foothills from Friendship Island.

There were several challenges along the way. A few months after construction began, crews uncovered contamination where Esther Simplot Pond 1 is now located. Tons of tires, rebar, petroleum contaminated soil and concrete, plus other industrial de-bris that had been buried out of sight for decades was unearthed. It cost an additional cost of approximately $6 million to clean it up.

More touch-ups and additions are still to come, including another re-stroom near Quinn’s Pond and another wave shaper at the nearby Whitewater Park. Once all that work is completed, the City of Boise Parks and Recreation Department’s newest jewel will shine even brighter.

Dixie Drain Phosphorus Removal Facility

SECOND PLACE

The Dixie Drain Phosphorus Removal Facility is a precedent-setting “first of its kind” water treatment facility which sits on 38 acres and treats 200 cubic feet per second (120 MGD) a day of untreated irrigation water from the Dixie Drain Slough .25 miles upstream from the Boise River convergence in Parma. The project was successfully completed under the CM/GC delivery and includes a concrete diversion structure with actuated bladders, pump station, pre-sedimentation basin, chemical treatment building, rapid mix basin, electrical building, concrete fixed weir, box culvert and flocculation settling pond. The facility uses a coagulant

treatment system to capture total phosphorus from the Dixie Drain water before it empties into the Boise River. Water from the Dixie Slough undergoes a three-part treatment process: 1) the diversion dam diverts the water then pumps it into a pre-sedimentation pond where some sediment and phosphorus can settle to the bottom; 2) the water then falls through a mixing structure and is treated chemically; and 3) the treated water is sent through a large three part basin where the phosphorus and some sediments are captured. The clean water is returned to the Dixie Drain which then empties into the Boise River where it can be used downstream for irrigation or other beneficial uses.

What began over five decades ago is now complete. The Greenbelt – a beloved icon of Boise’s livability – now spans the entire city. Stretching nearly 26 miles along the entire length of both sides of the Boise River, the Greenbelt is more accessible than ever. The project consisted of almost a mile of new Greenbelt pathway along

the south side of the Boise River from Garden City to Ann Morrison Park. It also included two tunnels underneath Main Street and Fairview Avenue, hundreds of feet of concrete retaining walls, a bridge across Settlers Canal, lighting, environmental permitting, floodplain permitting and utility relocations.

The project consisted of the demolition and removal of the existing Broadway Bridge and constructing a new 410-linear-foot bridge with six travel lanes over the Boise River, including a 10-foot sidewalk on each side.

The new Broadway Bridge was constructed using cast-in-place construction for piers, abutments, girders and deck. Approximately 2,100 linear feet of Greenbelt was reconstructed along with the installation of 14,000 square feet of architectural finish cast-in-place concrete walls. The Greenbelt portion included tunnel approach slabs, three

stairwells and four pedestrian ramps with custom guardrail and handrail with custom build handrail lighting.

Additional scope of work included the widening and repaving of Broadway Avenue between Myrtle Street and Front Street, and rebuilding 0.82 miles of realigned roadway.

Most work conducted on this project was scheduled from 7 a.m. to 7 p.m., except for night work along with all weekend and holiday work.

With a massive effort in July and August, it was possible to complete the project prior to the Boise State vs. Washington State football game. All bridge lanes were open on Sept. 9

SECOND PLACE

The project consisted of a 50,000-square-foot Multimodal Center, Bus Terminal (MMC), capable of housing 8eight busses at any given time. The terminal is located in the old U.S. Bank surface parking lot in downtown Boise. The build consists of a dedicated stair and elevator, public restrooms, a security station, bike storage and main ticket counter. The primary bus access comes from Capitol Boulevard and has a dedicated entrance and exit ramp into the space. In order to access the underground terminal, the ramps are sloped up to 13 percent and have a built-

in Glycol heating system that prevents ice buildup during the winter months.

One of the biggest challenges faced was pouring the perimeter walls. Due to the project design, the perimeter walls in the basement could not be excavated, formed or placed until the diaphragm of the first floor was locked in with the slab on deck placement. Perimeter walls were poured from the bottom up, reaching heights of nearly 22 feet, requiring creation and implementation of a self-consolidating concrete mix design poured at full liquid head. Exterior footings had to be redesigned

and re-engineered to support a form system capable of handling added pressure from the liquid mix design by adding anchors strong enough to secure perimeter form systems. The team used product data from suppliers and load information on anchors to create an A-frame anchor system.

The Mountain Rides South Valley Transit Facility is a 6,368-square-foot building for overnight bus storage that includes a maintenance bay and associated staff work areas along with public spaces needed for bus passenger terminals. There are alternative facilities for a bus wash bay and a

build-out of a second story 988-square-foot office/training area. The project included landscaping design for low-water use. There were several project innovations as the project progressed including snow melt and the hydronic heating system in the concrete floor.
