LIST OF SUPPLIERS

The Contract Documents are based upon the equipment or products available from the Suppliers denoted

as “A,” “B,” etc. The Bidder must indicate in his Bid which supplier the Bidder will use for each item of

equipment listed on this form by circling one of the listed suppliers. Should a Bidder fail to circle a named

item in each category, or if he circles more than one listed supplier, he hereby agrees to provide the item

listed as “A.”

If the Bidder desires to propose an alternate supplier, the Bidder must submit a request for substitution to

the Engineer at least 15 days prior to the first date specified for receipt of bids. No substitutions will be

considered for the items listed in this section after receipt of bids. Procedures for submittal and Engineer

Review of substitutions shall be in accordance with Section C-200. Substitutions accepted by the Engineer

during the bidding period will be incorporated into the Contract Documents by Addendum.

If the proposed alternate supplier is determined “not equivalent” by the Engineer, the Bidder must circle

one of the listed suppliers. If the Bidder fails to indicate which listed supplier the Bidder intends to use if

an alternate is rejected, the Bidder must use the supplier listed as “A.” Also, if the Bidder circles more

than one listed supplier, he must use the first supplier circled (unless an alternate is approved).

Responses to Questions Received To Date

I. Question from Mass Transfer Systems

1. Q: The blower specification is requiring ASME code silencers. The blowers can't operate in

the 15 psi range because of the pressure relief valve. The design discharge pressure for the

blowers is 10.5 psig and the PRV's would be set at 11.5 psig. The question is whether the

manufacturer's standard silencers would be acceptable or whether the ASME Code silencers

are required.

A: See Addendum No. 3 for clarification.

II. Question from Mechanical Supply

1. Q: Per Spec Section 15120-2.15D it says that EBAA Mega Lugs or Equal will be allowed on

Ductile Iron Pipe up to 16”, there is a very small amount of 18” Ductile Iron, will you make

an exception for this 18” Restraints?

A: Yes, see Addendum No. 3 for clarification.

III. Question from Harper Corporation

1. Q: Clarifications for the precast concrete building specification for the Crooked Creek

WWTP Improvements project bidding 2/23/16. Roof: This show post tensioned panels. We

could break the panels up and handle this with our Pre-Stressing bed, obviously engineering it

to work as an alternate (still precast, still tensioned). Would this be considered? Finish: These

finishes are subjective. Is this finish negotiable? We have a hand trowel finish which would

be close. The interpretation of the trowel can be worked out through a sample approval

process.

A: Pre-Stressed Roof Panel systems is an acceptable alternate to the specified post tensioned

panels. Manufacturer is responsible for design and weatherproofing of the pre-engineered

precast concrete building roof and wall panel system.

2. Q: Clarifications for the precast concrete building specification for the Crooked Creek

WWTP Improvements project bidding 2/23/16. Finish: These finishes are subjective. Is this

finish negotiable? We have a hand trowel finish which would be close. The interpretation of

the trowel can be worked out through a sample approval process.

A: Hand Trowel Finish is an acceptable alternate to the specified exterior wall finish system.

Final approval of the finish shall be by Engineer and Owner.

IV. Questions from Wharton-Smith

1. Q: Do you want to hold to the requirement of the prime coat applied to the stone?

A: This requirement is being removed in Addendum No. 3.

2. Q: On drawing S-2, Note 4 calls for all hatches to be H-20 Loading Rating but on drawing

MD-2 in the Hatch Schedule these Pump Station hatches are 300 psf rating. What rating

would you prefer?

A: The detail on MD-2 is correct; see Addendum No. 3 for clarification.

V. Questions from Crom

1. Q: The Geotechnical Report, page 8, provides a net allowable bearing pressure of 3,000 psf

for the equalization tank. Drawing sheet S1 provides the same value. Specification 13205,

Section 1.06 B5, provides an allowable bearing pressure of 2000 psf. Please confirm 3,000

psf is the acceptable bearing pressure required.

A: The allowable bearing pressure is 3,000 psf as clarified in Addendum No. 3.

2. Q: Specification 13205, Section 1.06 A.1.a c (Lines 3 &4) state “Floor slabs shall have top

and bottom reinforcement in each direction.” With the thin membrane floor this is not

possible. Please remove or specify a thicker floor.

A: See Addendum No. 3 for clarification.

3. Q: Specification 13205, Section 1.06 B6 c and d provide the spectral response values of

0.303g and 0.018g for Ss and S1. Drawing sheet S1, provides spectral response values of

0.344g and 0.0112g for Ss and S1. Please confirm which values are required.

A: The Structural Drawings are correct. See Addendum No. 3 for clarification.

4. Q: Specification 13205, Section 1.06 B2 requires the live load to be calculated as the height

of water to overflow plus 6". We would suggest that this elevation be change to the

maximum water level at the top of the tank wall.

A: See Addendum No. 3 for clarification.

5. Q: Specification 13205, Section 2.02 C 3, excludes the use of single wire prestressing.

AWWA D110 Type II tanks are generally constructed with single wire prestressing. Please

confirm.

A: If the tank manufacturer chooses to use prestressed strand, it shall be seven-wire strand

per the requirements of 13205-2.02.C. However, if prestressed wire is used per 13205-2.02.B,

then paragraph 2.02.C does not apply.

6. Q: Specification 13205, Section 2.02E states, “26-gauge steel diaphragm shall conform to

ASTM A-1008 for commercial quality Cold-Rolled steel”. We recommend that the

specifications be updated to ASTM A653/A653M which requires the diaphragm to be

galvanized. Please replace the language with the following: “The galvanized steel

diaphragm used in the construction of the core wall shall be 26-gauge with a minimum

thickness of 0.017 in. conforming to the requirements of ASTM A653/A653M. Weight of

zinc coating shall not be less than G 90 of Table 1 of ASTM A653/A653M.” This is an

update to our standard tank construction that we believe will enhance the finished product.

A: See Addendum No. 3 for revision.

7. Q: Specification 13205-9, Section 2.02H3, requires the wall manway shall be elliptical and

hinged from the inside for tank access. We typically provide a stainless steel rectangular

manhole with a clear opening of 17" x 52". We can provide hinges for access with the cover

opening to the outside of the tank. Is this an acceptable alternate? Please confirm.

A: See Addendum No. 3 for clarification.

8. Q: Specification 13205, Section 3.01 B2e, requires the floor shall receive a hard, durable

finish by steel trowel method or by use of power finishing machines. Typically, we provide a

soft broom finish on the floor. Is this acceptable in lieu of the steel trowel finish? Please

confirm.

A: Based on the type of liquid this tank will be holding, the floor finish described in 13205-

3.01.B.2.e shall be provided as specified.

9. Q: Specification 13205, Section 3.01 B3b, states “Where the waterstop is placed in a

concrete cove attached to the inner face of the wall, the cove shall attain 60% of its 28-day

strength prior to the start of prestressing the wall.” Please provide a detail for this

requirement in lieu of the AWWA D110 Type II tank as specified.

A: If the tank manufacturer chooses to provide a concrete cove (to be designed by the

manufacturer), then it shall attain 60% of its 28-day strength prior to the start of prestressing

the wall.

10. Q: Specification 13205, Section 3.01 B3d5, states “shotcrete shall receive a broom or sponge

finish. Flash coating for finishing will not be permitted.” Crom tanks generally have a sliced

trowel finish. Is this acceptable?

A: Yes this is acceptable. See Addendum No. 3 for clarification.

11. Q: Specification 13205, Section 3.01 E2, requires the invert of the manway shall be 3'-0"

above the finish grade. Drawing sheet M-8, shows a centerline manway elevation of 626.33

for both. Based on the grading plans, the approximate finish grade at the manway in the

upper left quadrant is 624.50±. This places the center of the manway at 628.50±. The

approximate finish grade at the manway in the lower right quadrant is 622.50±. This places

the center of the manway at 626.50±. This would require a ladder below both manways to

access into the tank including a grab bar above the manway. We suggest relocating the upper

left manway to the same required elevation of the lower right manway to keep the unbanded

area of the tank wall as small as possible. This will not change the ability to access the area

required. Please confirm having the manways at the same centerline elevation of 626.50± is

acceptable. Also, please confirm that there is a necessity to provide interior ladders below the

manways including the grab bars?

A: See Addendum No. 3 for clarification. Provide interior ladders as required to meet OSHA

requirements.

12. Q: Specification 13205, Section 2.02 G1, requires the moisture barrier shall not be less than 6

mils. Specification 03390-2, Section 2.01 A2 requires a minimum thickness of 15 mils.

Typically, 6 mils is adequate and most used under tank slabs we build. Please confirm that 6

mils is acceptable?

A: Specification 03390 does not apply to the Equalization Tank; therefore, the requirements

listed in 13205 apply.

13. Q: Specification 13205, Section 3.01.G1, requires that the exterior coating system consist of

two coats of 156 or a cementitious coating. These are two separate products with the

cementitious costing being much less expensive. If a cementitious coating is desired, please

provide the manufacturer and coverage rate desired?

A: See Addendum No. 3 for clarification.

14. Q: Specification 13205, Section 3.03.1, requires that the tank manufacturer shall clean the

tanks after testing but before activation. Please provide the water chemistry of the fluid to be

used in testing the tanks. Would it be acceptable for the tank manufacture to clean the tank

prior to testing?

A: The tank can be cleaned with plant effluent using the new water cannons installed at the

EQ tank. The cleaning may be performed prior to testing, but also must be performed prior to

activation to ensure that all construction materials, trash, etc. have been removed from the

tank.

15. Q: Specification 15140-4, Section 2.01F requires brackets for interior pipe support shall be

galvanized. Typically, we provide 316 stainless steel pipe supports for interior and exterior

piping. Please confirm if you would prefer stainless pipe supports?

A: Per 15140-2.01.F, all rods, clamps, hangers, inserts, anchor bolts, brackets and

components for exterior pipe, submerged pipe and pipe within outdoor structures shall be of

Type 316 stainless steel.

16. Q: Specification 16502-1, Section 1.01, requires a complete lightening protection system for

the Eq. tank and that the system shall consist of conductors, air terminal and grounding the

building structural steel or ground grid at regular intervals. Drawing sheet E-11 shows

grounding to the prestressed concrete tank (assuming a connection is required to the inner

tank steel) and bonding the copper wire to the tank at the stainless steel ladder locations.

Bonding to any concrete encased tank steel is not recommended and shall not be allowed per

the tank manufacturer. All bonding shall be done by using air terminals on the top of the tank

wall or walkway with PVC conduit adhered to the exterior tank wall.

Electrical grounding to the reinforcing of a prestressed concrete tank is prohibited by AWWA

D110-13 per section 5.16. Items requiring grounding, such as lightning protection, are

required to be a separate system with its own ground connections. Excerpts of the referenced

sections are provided below.

o AWWA D110-13, Sec. 5.16 – Electrical grounding to non-prestressed reinforcing steel or

prestressed reinforcement for any equipment or electrical service shall be strictly

prohibited.

o AWWA D110-13 Sec. 5.17 – Lightning protection, if required, shall be a separate system

with its own ground connections.

17. Q: Drawing S-1, Design Criteria: Concrete 28-day Strength, requires a 5000psi for

Prestressed Elements. Typically, a 4,000 psi shotcrete mix is acceptable for the wall of the

prestressed concrete tank. Please confirm 4,000 psi is acceptable?

A: Yes, concrete for the core wall shall conform to the requirements of AWWA D110 and

13205-2.02.A.1.

18. Q: Drawing sheet M-8, Section 3, requires wall pipe support brackets, but does not show a

top of wall pipe support bracket for the 10" air pipe. Is a top of wall pipe support required?

Please confirm.

A: Per 13205-2.02.H.4, the tank manufacturer is to design and supply pipe supports at

suitable distances along the tank wall whether or not they are shown on the Drawings.

Therefore, the location of pipe supports is the responsibility of the Tank Manufacturer

Professional Engineer.

19. Q: Drawing sheet G-3, shows an invert elevation of 619.06 for the 12" DI influent to pump

station pipe. Drawing sheet M-9, Section 2, shows the center sump with a top of floor/wall

edge elevation of 620.56 and the invert elevation of 617.56 for the 12" DI drain pipe. Please

confirm which invert elevation is correct. Is the invert pipe elevation and bottom of sump

floor elevation the same?

20. Q: Is this project sales tax exempt?

A: This project is not sales tax exempt per C-700 paragraph 6.10.A.

VI. Questions from Parkson

1. Q: There is a discrepancy between the specs and the drawings. The specifications lists the

discharge to be in a horizontal position while the drawing shows the discharge in the vertical

orientation. A horizontal position requires rotating the complete pump on its side with a

special baseplate to support it. A cast iron pump is not strong enough to hold the horizontal

position, so the casing material must be upgraded to A890, Grade 3A duplex stainless steel.

This makes the pump much more expensive.

VII. Questions from State Utility Contractors

1. Q: For the new Cantilever Slide Gate, the operator and control system is specified in section

16727. Is the intent for the electrical subcontractors to include the motor operator and control

system? Typically the fencing/gate contractors include this with their gate and all the

electrical does is the wiring?

A: The gate control system specified in Section 16727 shall be provided by the fencing/gate

supplier. The electrical subcontractor will perform all wiring associated with installation of

the system.

2. Q: For the existing influent pump station(s) to be demolished, are they to be filled with #57

stone? Per section 02050, all demolished precast structures are to be filled with #57 stone

and abandoned in place?

A: Yes, portions of the influent pump station located more than 2 feet below grade shall be

abandoned in place and filled with #57 stone. All portions of the influent pump station

located 2 feet below grade and above shall be demolished and removed from the site per

Sheet C-2A.

3. Q: Questions from Epoxy lining sub:

a. Influent pump station floors getting coated? S-3 seems to show the walls & ceilings

only getting a lining.

b. The head works channels floors getting lined? S-6 seems to show the walls only

getting lined.

c. Does the influent diversion box get linings? M-11 shows this structure and the plan

was re-issued in Addendum 2, but no notes concerning linings (metal, equipment &

gates).

A: a. Yes, the walls and underneath the top slab shall be lined.

b. Yes, only the walls of the screening structure channels shall be lined.

c. Per 03180-1.01.C, the interior of the Influent Flow Diversion structure shall be coated.

The walls and underneath the top slab shall be coated. See Addendum No. 3 for

clarification.

4. Q: Pipe bedding detail H/CD-3 calls for pipe trench to be backfilled with structural fill

(stone) under pavement. Section 02200, page 13, paragraph 3.11-D calls for pipe trench to be

backfilled with select common fill (dirt) under paving. The 250 LF of sewer line between

stations 59+50 and 62+00 would require a lot of stone to backfill full depth if you can clarify

which is required?

A: Select fill is required under pavement. See Addendum No. 3 for clarification.

5. Q: The existing asphalt entrance road into the plant does not appear to be very thick and is

not in very good shape. Influent sewer plan sheet C-9 shows the majority of the road only

getting replaced about half the width (10’ wide side on the west) of the drive. It can be

expected that with heavy construction traffic on this drive during the project will probably

destroy the east side of the drive as well. Shall we include the cost to replace the east half of

the drive in our bid? If so, can you add this to the addendum? If we are to include the

replacement a good idea may be to do the 3” asphalt binder on the west side of the replaced

drive flush with the top of the existing paving on the east and then provide the 2” asphalt

surface on the full width of the drive coming into the plant?
