The Australian Logistics Council has used its submission to the Federal Opposition’s Productivity Priorities Working Group to encourage it to develop policies and programs that support improved productivity, efficiency and safety the freight logistics sector. The Productivity Priorities Working Group, which is chaired by Steven Ciobo MP, has been tasked with developing the Coalition’s productivity priorities in the lead up to the next election. In addition to providing 13 recommendations for the Coalition’s consideration, the ALC submission also said it would judge the Opposition’s policies against four key principles: » whether the policy will enhance productivity growth; » whether the policy will encourage infrastructure development; » whether the policy reduces the red tape that adds to compliance costs and hampers innovation; and » whether the policy will encourage the continuation of the COAG seamless economy agenda. In the lead up to the election, ALC is engaging with both major political parties to highlight the broader economic benefits of putting in place policies that improve supply chain efficiency. In January, ALC provided the Federal Government with its priorities for the 2013- 2014 Budget which highlighted a range of issues of concern to ALC, including the need to streamline regulations and to not reduce infrastructure investment. Later this month, ALC will provide a submission to the Federal Opposition’s Deregulation Taskforce which is inviting industry submissions on the Coalition’s Deregulation Reform Discussion Paper. The Australian Logistics Council has used its submission to the Federal Opposition’s Productivity Priorities Working Group to encourage it to develop policies and programs that support improved productivity, efficiency and safety the freight logistics sector.

ALC / dIT dIALogue

More than 50 senior industry figures and government officials gathered in Canberra in late February to take part in the third ALC / Department of Infrastructure and Transport Dialogue.

The Dialogue was focussed on the National Land Freight Strategy and provided industry with an opportunity to provide feedback to the Department on the Strategy’s aims, scope and priorities.

The development of the Strategy reflects the Government’s aim to secure productivity gains through more effective integration of freight policies with transport and land use planning.

Discussions at the Dialogue followed three key themes:

» What are industry’s priorities for the National Land Freight Strategy and what does it need to focus on to ensure it helps support improved productivity, efficiency and safety in the land freight sector?

» How can we improve arrangements for the charging of heavy vehicles, and associated funding and investment of critical road infrastructure?

» Which transport reforms should follow the release of the National Land Freight Strategy and what steps need to be taken by industry and government to support their fulfilment?

There was strong industry support for the development of a national overarching land freight strategy, but a common theme emerging from the discussions was the need for the Strategy to achieve the right balance between long term aspirational thinking and short term deliverables that can drive improved productivity outcomes in the sector.

There was also recognition of the progress that has been made under the Heavy Vehicle Charging and Investment Reform initiative, but also a desire to see more work done, particularly on the supply side.

ALC expects the National Land Freight Strategy to be provided to the Standing Council on Transport and Infrastructure in May for final endorsement. ALC will continue to engage with the Department on the Strategy’s development over the coming months.

CoLd ChAIn LogIsTIC guIdeLInes

An ALC submission to the Australian Food and Grocery Council has highlighted the important role the Retail Logistics Supply Chain Code of Practice (RLSC) plays assisting companies discharge their chain of responsibility requirements.

Responding to the AFGC’s Cold Chain Logistics Guidelines, ALC has requested the document refers to the RLSC, which has the strong support of retail majors Woolworths, Coles and Metcash and transport companies Toll and Linfox.

West Connex Prime Minister Julia Gillard has announced the Federal Government would provide funding for the proposed West Connex motorway in western Sydney, on the proviso that the State Government ensures it includes a direct route through to Port Botany.

Improving freight flows in Sydney is a priority measure for ALC and the construction of a major motorway linking the western suburbs has merit. ALC regards the Government’s announcement as a positive step towards improving freight efficiency in Sydney, but looks forward to further details being provided including proposed routes and funding sources.

heavy vehicle safety and Productivity Program The Federal Government has announced a major funding package to build or upgrade around 50 heavy vehicle rest areas around Australia under the Heavy Vehicle Safety and Productivity Program (HVSPP).

Under the third round of funding under the HVSPP, approximately $80 million has been provided for a range of improvements to rest areas, parking and decoupling areas, road works as well as technology trials.

Queensland Transport Minister has announced Neil Scales OBE is the new Director General of the Department of Transport and Main Roads. Mr Scales, who replaces Michael Caltabiano as Director General, was previously CEO of the former Translink Transit Authority.

$1.6 billion at Webb dock

Planning approval has been given for the $1.6 billion Port Capacity Project at Webb Dock. The approval will facilitate Melbourne’s third container terminal and new automotive facilities to be operational in late 2016. The planning process and amendments to the Melbourne and Port of Melbourne Planning Scheme stipulate the need for a landscaped buffer and the construction of noise walls to reduce the impacts of operations on nearby communities.

Denis Napthine is the new Victorian Premier following the resignation of Ted Baillieu. As the Minister for Ports, Mr Napthine comes to the role with a good understanding of the freight logistics industry, including the redevelopment of Port of Melbourne. ALC looks forward to working with Mr Napthine to continue improving freight efficiency in Victoria.

Customs Reform Board The newly established Customs Reform Board met for the first time in February.

The Board has been tasked with providing the Home Affairs Minister Jason Clare with recommendations and advice on major structural and cultural reform to Customs to improve its law enforcement capability, integrity culture and business systems.

The Board is comprised of the Hon James Wood; Ken Moroney and David Mortimer.

nick dimopoulosALC pays tribute to the late Nick Dimopoulos, Chief Executive of the National Transport Commission, who passed away on 8 February 2013 and expresses its sympathies to his family, friends and colleagues.

Nick was a tireless advocate for transport reform in Australia and he brought to the task enormous determination, purpose and vision. Importantly, he understood not only the economic benefits of reform, but also the social benefits which flow to all Australians.

Nick played an instrumental role in developing national regulators for heavy vehicles, rail safety and maritime safety – all of which were recently established.

ALC pays tribute to Nick on this significant achievement, along with many others he was responsible for in both the public and private sectors throughout his long and distinguished career.

RMIT Industry Breakfast RMIT University is inviting registrations for its upcoming industry breakfast - Investing in skill development for the logistics industry. This breakfast is hosted by Professor Margaret Gardner, AO, Vice Chancellor and President, RMIT University. Former Toll CEO, Paul Little, AO will be the guest speaker addressing the topic of the latest skills development for the logistics industry in Australia. This breakfast will also include the launch of the Diploma of Logistics which is now offered as a fully online program through Open Universities Australia.

nicholas Whitlam new Chair of sPCThe NSW Government has announced Nicholas Whitlam as the new chair of Sydney Ports Corporation. Mr Whitlam takes on the role in addition to his current responsibilities as Chairman of Port Kembla Port Corporation.
