There are a number of General Committee projects that have arisen from either the property agreement we have with British Land or as a result of a proposal at an Annual General Meeting. Each project
is attempting to either resolve a long standing issue that has existed over the past decade or we are considering a new concept that will have a legacy effect for the world of dogs. In either case the proposed solution requires careful consideration and planning if the outcome is to be successful.
The fate of the payment made to the Kennel Club by British Land as part of the development agreement related to the properties at the southern end of both Clarges Street and Bolton Street, encompasses three major programmes. Given the resources we have directed towards the planning of the new premises for the Kennel Club, it is not surprising that the development is progressing well. The schedule for our new building remains unchanged and a move for the Kennel Club is currently scheduled for September 2015.
The receipt of the considerable sum of money, as part of the agreement, offers the opportunity for significant investment in the future for the Kennel Club and for dogs in general. In line with the proposals agreed by members, negotiations are proceeding with the intent to obtain a freehold premises in Aylesbury to house our operational functions (principally dog registration and Petlog). A wider search also continues for suitable sites to develop into dog activity centres but here progress has not been inspirational, despite one or two possible sites being suggested.

Given the general concern about the availability of dog show and activity venues, it was reasonable to anticipate an avalanche of suggestions highlighting properties for sale that might be suitable for development. Yet, apart from one or two suggestions from members, the response to the idea has been surprisingly muted. The General Committee has agreed to some active searches for suitable properties but it is local dog people who are most likely to become aware of land or premises for sale that would make good venues for all or some of our varied range of dog activities.
Even more surprising is the lack of response to the creation of the legacy fund. The decision to accept the tax payment on a proportion of the money received from British Land was a significant one. It allowed a considerable sum of money to be set aside to stimulate projects that dog fanciers, clubs and societies might like to pursue. The concept of inviting applications for the financial resources to pursue innovative ideas to the benefit of our world of dogs assumed that there were many ideas in the wider dog community that did not fall under the remit of our Charitable Trust. Surprisingly, so far this has not proved to be the case and applications to the legacy fund have been very few in number.
Other projects are also taking some time to break new ground in dealing with long standing problems. Views on how the Kennel Club might approach an expanded membership are many and mostly put forward under the heading of democracy. However, changing the basic structure of any operational business requires careful thought and even more so with an institution with the rich history of the Kennel Club. On the surface, changing our policy to cater for a wider, more embracing membership is attractive both in terms of financial stability and in terms of wider representation of individual views. But the risk of unintended consequences can be considerable and must be fully explored.
The Kennel Club is a complex organisation and we must ensure the
intent of any change is achieved without disrupting the business continuity of the Kennel Club or acting to the disadvantage of the wider fancy. So work progresses carefully on this topic but as a consequence, not rapidly.
The same is true of coat testing where we continue to investigate the application of modern science to the forensic examination of coat samples.
Once the task is completed we intend the solution to, as far as possible, close any technical loophole that offers opportunity for legal challenge. In the interim, the regulations regarding the preparation of a dog’s coat remain in place and it is largely for judges to penalise dogs believed to have been subjected to alterations or treatments that seek to mask faults or improve quality, condition or colour. In the medium term, coat
testing will return with robust processes intended to discourage those who persist in attempting to obscure the natural coat with artificial, chemical or physical enhancement.
The Annual General Meeting in May asked for the decision to cease production of the printed Kennel Gazette to be reconsidered with the aim of re-introducing a printed magazine of the general style of the original. The AGM debate was diverse and varied and the views expressed agreed strongly only on the matter of re-introducing the Kennel Gazette. The General Committee resolved to ask those who spoke openly on the subject to form an editorial group to consider the options for doing so effectively.
Dr Ian Gabriel is acting as the General Committee representative on the editorial group which has the aim to achieve its ambitions with the sole constraint being that the revised Gazette must become self-funding in due course. It will be interesting to see how this project develops.
